Noli standing by Gloria to allow her graceful exit?

As the political storm brought about by allegations of massive corruption continues to slam Gloria Arroyo, Vice President Noli de Castro stays by her side to provide her the option of a graceful exit by resignation, an adviser to De Castro told a member of the opposition.

The source said the expectation of De Castro, as relayed by his advisers who have started talking with different opposition groups like the United Opposition, Makati Business Club, and the Black and White Movement, the end of the Arroyo presidency is a matter of time and he (De Castro) expects to take over as the Constitution mandates.

“De Castro expects the presidency to fall into his lap like manna from heaven,” the source said expressing the frustration of many in the opposition over De Castro’s refusal to take a position on the issues of corruption and obstruction of justice that stemmed from the exposé on the alleged overpriced $329-million national broadband network deal with the Chinese firm ZTE Corp.

The position of De Castro is that becoming hostile to Arroyo would push her to take the hard-line position which could lead to a violent regime change. By giving her the option of resignation, De Castro thinks she could be persuaded to give up the presidency peacefully.

That would mean, however, that the two would have a deal, which could include sparing Arroyo from facing criminal charges.

The source said De Castro’s advisers do not seem to have a keen grasp of the reasons for the people’s outrage against the current administration and the danger that he could be swept away together with Arroyo.

Many in the opposition find De Castro unacceptable not only because of the perception of incompetence, but his turning a blind eye to the alleged crimes of Arroyo is said to betray a questionable sense of values. Leah Navarro, a member of the Black and White Movement, said they told De Castro’s representatives they want to see him make a stand and “show us his heart.”

Rodolfo Noel “Jun” Lozada, star witness in the ZTE deal investigation, does not believe that Arroyo will ever resign.

“The ‘Arroyo resign’ call is a myth. She has to be ousted,” he said as he called on the military and police to make a stand and join the people demanding truth and justice in the government.

De Castro said he is “prepared” for the presidency. “From Day One, I already knew my duties under the Constitution as elected vice president.”

That is contrary to the explanation of his adviser to an opposition personality when asked why De Castro ignored the call of Black and White to join its call for Arroyo’s resignation in 2005. He said at that time, De Castro “was not yet prepared.”

The opposition is split over the issue of what happens if Arroyo is ousted. While some agree to follow the constitutional provision, others are calling for a resignation of both Arroyo and De Castro and the holding of snap elections. Others want a revolutionary council as a transition government.

The Black and White Movement said De Castro’s silence on the current issues is not helping.

The BWM includes the “Hyatt 10” or the 10 Cabinet and other key officials who resigned en masse from the Arroyo Cabinet in 2005.

“We would like to ask the Vice President to bare what’s in his heart so we can see if he is worth supporting for as a replacement for President Arroyo,” said Navarro, BWM executive director. “We hope he can tell us what he thinks about the various issues facing the country so we can make an informed decision.”

Navarro said De Castro owes it to the people to say if he “pro- or anti- Gloria, is he for the truth, is he for the status quo like a traditional politician? Does he feel capable?”

Former Social Welfare secretary Corazon “Dinky” Soliman, a “Hyatt 10 member,” said while De Castro is the constitutional successor, he has to make a stand because he would be leading a transition government.

De Castro on Sunday said he was “prepared” for the presidency but left to legal processes the determination of the truth in the NBN allegations.

Press Secretary Ignacio Bunye said De Castro was merely stating a fact when said he is “prepared” to succeed Arroyo if the need arises.

This does not mean De Castro is calling for Arroyo’s ouster, Bunye said.

Bunye made the statement as De Castro stressed he is the vice president of the Filipinos and not of the President.

“He has stated that he is prepared, that is correct; he has stated that he’s not asking for the resignation of the President, that is also correct; and I believe he stated that he has attended all or practically all the Cabinet meetings, which is a way of really keeping himself prepared for any eventuality. But let me repeat that he is not asking for the resignation of the President,” Bunye said.

Bunye said there is also nothing wrong in De Castro’s pronouncement that he is also interested in the truth “but he wants the courts to be the one to pursue this search for truth.”

He expressed confidence De Castro would remain to be a part of the Arroyo government.

He described De Castro as a “credit” to the Cabinet as he has done a good job at the Housing and Urban Development Coordinating Council.

“We’re confident that the Vice President would remain as one of the most active members of the Cabinet… I don’t see any reason for the Vice President to change that posture,” he said. – Ellen Tordesillas, Ashzel Hachero and Jocelyn Montemayor

    That’s bound to happen, Gloria spared if Noli does take over. If he does get the presidential seat and spare Gloria the humiliation of an Erap, that might very well doom his chances of a re-election in 2010.

If you considered rallies from different cities sa tingin ko malaki na din yun number plus universities joining talagang doon na lang she has to think.     Upon his ascension, due to his wanton lack of governance & managerial ability, he will set up a Council of Elders composed of fair-minded & morally-inclined luminaries to guide him in this transition.

    He must be hardened enough to douse any smoke before it turns into fire and if requires, he will fight fire with fire in dealing with the shadowy elements unbeknownst!

    Furthermore, this Council will be tasked to strengthen all the gov’t institutions and to restore the “true” essence of the rule of law.

    No quid pro quo! Moral cleansing from top-to-bottom! Suspend all pending deals and exercises an all-encompassing due diligence!

    No grandiose plans just common sense approaches to bring about a sustainable New Social Order grounded on morals and ethics. And go from there……….

    Sir, your latest post on what Noli should do after ousting GMA seems to be the most reasonable post yet that I have read in this blog. Win win solution po ito – first, we can preserve the constitutional process of presidential succession, but at the same time, because of our lessons learned from EDSA 1 and 2, we must ensure that, in your words, a New Social Order must also be in place.

    As I have stated po in my previous postings, we need a transitional council instill a no non-sense cleansing and reengineering of our different gov’t institutions and executive departments.

    This council must focus on cleansing at least two (2) major processes: our electoral process and the government’s procurement and bidding process. As for the latter, a stringent due diligence must be performed, especially on major infrastructure projects that are already on its initiation and planning phases.

    Mahaba pa po sana about this topic, pero hanggang dito na lang for the mean time. Pero honestly po, I’m elated because of your posting.

    The success of any revolution is not simply the toppling of the tyrant, but what is to be done after… contingency planning by the most-able minded Pinoys in law, business, and engineering must be tapped in this social renewal, and not political brokering by traditional politicians on both sides of the fence (be it pro or anti-GMA).

  23. Off topic but the Malacanang crooks are apparently trying to rob the limelight from Japanese authorities regarding the case of the Filipina allegedly raped by a US serviceman in Okinawa.

    If this case gets as far as the Japanese court and conviction, it is no thanks to the Philippine government but to the efficient Japanese authorities whom the Philippine government should actually emulate when it comes to protecting its own nationals in its own territory versus pressure from any foreign government, and of course, the Japanese citizenry, who puts pressure on its government not to kowtow to the high and mighty Americans.

    If the Japanese police proves that there has been a criminal offense committed, whether or not there is pressure from the hypocrites in the Philippines to pursue this case more for publicity than real concern for the Filipina as in the case of Nicole, the US serviceman will surely be indicted and eventually convicted for rape and/or, worse, when this could have also been a case of some forced prostitution.

    I wonder if these crooks are not feeling guilty and stupid that authorities in the Philippines cannot protect their own nationals in their own soil while the Japanese authorities are willing and able to do so, that is, provide protection and the the opportunity to seek redress for grievances even to foreigners like the allegedly sexually molested Filipina.

    The Catholic Church of the Philippines will support her all the way..exempted siya sa ten commandments..mataas ang grade niya sa “Thou shalt not steal” “Thou shalt not bear false witness” at sa lahat pang iba..itanong mo man sa Presidente ng CBCP at sa mga pari na confessors niya, at sa mga madre na nag pray over sa kanya..walang paki si Cloria sa utos ng Dios at may blessings siya ng CBCP..

    Let him feel the heat. Negotiations with him taking over gov’t reign has to have a deadline. If he doesn’t take positive action, he will pay dearly for it as the people’s patience of him is wearing thin.

    As of the moment, I believe there exists a shaky consensus that he be allowed to succeed the pResident Evil Bitch as majority of the urbanites are willing to follow the constitution as it pertains to presidential succession.

    The line needs to be drawn somewhere soon. If he fails to respond to this opportunity, he will have to go, too!

    Sa phone interview, sinabi ni Chief Presidential Legal Counsel Sergio Apostol na naniniwala ang Palasyo na walang masamang intensyon si De Castro sa nasabing pahayag at binigyan lamang ito ng interpretasyon ng ilan.

    Heaven knows I’m not a Noli de Castro fan, not even by a long shot but he is there and I’m afraid we cannot go back to pre-2001 coup d’état in order to set the Philippine political landscape/record straight; either that or we need real bloody political cleansing to even try to worm our way back to pre-Gloria treasonours regime.

    Inasmuch as we have to avoid fratricide, we may be forced to enter into a compromise to finally get the pygmie orangutan out of Malacanang and fed to the sharks.

    Like JD Baylon, I think Noli de Castro should be an acceptable compromise, after all, the next election is just around the corner.

    In a “statement”/rebuttal to a press release made by a friend of mine via the Inquirer, I said, which is somehow in JDBaylon’s line (I’d like to think):

    In spite of the distance that now separates us, I continue to believe that we have remained friends, and it is in this spirit of frank and true camaraderie that disagree I must with her when she says that “there’s no other alternative” for there is an alternative!

    There is a sitting vice-president, who by law is next in line to replace a sitting president, if and when the latter either resigns or is impeached with finality. The person currently occupying that second-in-command seat may not be the most ideal person to take over the helm of government but if we are to believe the election results of 2004, no matter how distasteful we believe the election process had been, it will not be difficult to accept that he has received a mandate to step in if and when Mrs Arroyo voluntarily steps down or is removed from office by popular will — he has become with that election mandate, the Constitutional successor to the sitting authority in Malacanang.

    I also dispute my comadre’s opinion that “GMA (Ms Arroyo) is the best [person] to lead the nation,” because Mrs Arroyo has proven for the most part of her governance that she’s been the single biggest reason for the continuing divisiveness in the country. She has failed over the years to show and to prove that leadership entails more than just words — that leadership first and foremost calls for a moral backbone which we have yet to see in Mrs Arroyo.

    Mrs Arroyo has failed all the tests of leadership and on that score, it is wrong and ridiculous to say that she is the best person to lead the nation. Mrs Arroyo’s stint at the helm of government has been, if any, the worst there ever was since Pres Marcos fled from Malacanang.

    To say therefore that “GMA (Ms Arroyo) is the best [person] to lead the nation,” in my book, is a terrible insult to Filipinos. By admitting that she “… is best [person] to lead the nation,” is to cast aspersion on and to the deride all the rest of Filipino mankind for being nothing else but ‘second worst.’

    I ask my comadre to re-consider her position and to join the clamor for Mrs Arroyo to resign!

    I agree with Anna. We don’t have much of a choice but to brace for a de Castro presidency. If he does not live up to our expectations, 2010 is just around the corner, anyway.

    De Castro benefiting from the Garci affair is quite a stretch. It would have been logical if block voting was implemented in 2004. We saw proofs of Aling Gloria rigging the 2004 vote, but save for Loren’s protest, I cannot recall any serious allegations of cheating against de Castro.

    I was also suspicious when de Castro did not speak out against Aling Gloria before. Now, I understand. He does not want to do a Gloria. All these, I realized when I heard Loren’s “devil and the deep blue sea” rantings last night on ANC’s The World Tonight.

    Like it or not, the choices remain to be among a de Castro presidency, a bloody civil war, or A GMA in the palace till God-knows-when.
