Itong salita, na lumabas sa e-mail ni Leo San Miguel, consultant ng ZTE, ang Chinese corporation na nakakuha ng kontrata mag-lagay na national broadband network (NBN), isang proyekto na telecommunications.
Ang ‘tongpats” ay baligtad ng “patong” at kasama na siya sa mga salitang “Bubukol ho yan”, “Moderate their greed”, “Sec, may 200 ka dito”, “Greedy group”, na nagpapahiwatig ng gawain ng mga kampon ni Gloria Arroyo.
Nakalagay sa –email ni San Miguel kay Dante Madriaga, ang design consultant na kanyang kinuha para sa NBN/ZTE, kung paano i-distribute ang 20 porsiyento na “tongpats” sa costing ng proyekto.
Si San Miguel ay ang “surprise” kuno witness sa imbestigasyon ng Senado na talagang nakaka-surprise dahil sinabi niya wala raw siyang alam tungkol sa bigayan kahit na limang beses siya nag-attend ng miting kasama ng “Greedy group” na sina dating Comelec Chairman Benjamin Abalos, Gen. (ret) Quirino de la Torre, at Ruben Reyes.
Kasama rin sa mga miting na yun sina Joey de Venecia, at Jun Lozada.
Hindi lang surprise. Incredible or hindi kapani-paniwala pa. Biruin mo inamin niyang magkasama silang pumunta ni de la Torre, na kasama ni Abalos sa kanyang “Greedy Group” na siyang broker ng ZTE Corporation ng Cvhina sa $329 milyon na kontrata sa telecommunications, sa Hongkong. Si de la Torre ang nagbyad ng kanilang biyahe. Magkatabi sila sa eroplano. Magkasma sila nag-check-in sa Sdheraton Hotel.
Ngunit nang tanungin kung ano nag usap sila tungkol sa ZTE deal, ang sagot niya, hindi raw atg nang “Hi, Hello” lang daw. Hello….?.

Sabi ni Lacson, gabi ng Lunes, kausap pa niya si San Miguel at maayos pa ang kuwento. Kinabukasan sa Senado, iba na. Wala na siyang alam.
Suspetsa ni Lacson, ginapang ng Malacañang. Ma-aari. Kasi, nang dumating si San Miguel sa Senado, nag-usap sila ni Yari Agana, presidential legislative liaison officer. Nang mag-break, may kausap si San Miguel sa cellphone at narinig ng mga reporter nagsasabi siyang, “Yes. Ma’am, idi-deny ko yan.”
Sino kayang “Ma’am” yan?
Kahit walang ibinunyag na detalya sa “tongpats” si San Miguel, halatang-halata na nagsisinungaling siya. Nakikita natin dito na gawin lahat ni Arroyo para matakpan ang katotohanan. Dahil makakasama ang katotohanan para sa kanya.

What kind of corporation is ZTE, nagbabayad ng cash in million pesos as if galing lang sa petty cash fund.
The senators should call the attention of the Chinese government regarding such practice. Bad finance practice iyan. Nasa transcript naman iyon di ba? Naku dapat siguro masumbong para pati sa China magconduct na rin ng investigation sa corrupt practices of officials on their side. It takes two parties to tango.

My idea and suggestion are based on the assumption that the witness might turn around lie when the actual hearing day comes. However, senators who interview witnesses and record the conversation could be charged with wire tapping. I doubt if a witness is willing to have his stories recorded. But if he agrees, that means he’s serious and sincere in his story.

Right now, Malacañang has been quite successful with its PR blitz about going all-out against corruption even if these are nothing but propaganda – puro paganda! That may have bought her some benefit of the doubt with the int’l community. For now.

The revelation of San Miguel that he has been receiving payments from ZTE sans the necessary documents will not help ZTE’s position with its investors; no investor is stupid enough to gamble his resources on a non-transparent company such as ZTE.
It is imperative, therefore, that Filipino-Chinese anti-corruption and Chinese business groups, like that of Teresita Ang See’s, and the Fil-Chinese Chambers of Commerce, begin writing top Chinese officials in Beijing and manifest their disgust over this company that has been giving the Chinese businessmen a bad image all over the world. I agree with you on this one, HG. Lacson should have recorded everything he has heard including those four meetings he had with Leo San Miguel. But it could also be a gentlemen’s agreement. Leo could have promised to testify and say the truth without having any affidavit or tape recorded evidence. Sometimes, a man’s word is honor. Neri is not a man so (s)he has no honor.
