There are two items in the April 23, 2008 letter of Sen. Miriam Santiago, chair of the Senate Foreign Relations Committee,to House Speaker Prospero Nograles unsettling.
The first one is her saying that she was shelving Senate Bill 1467 and House Bill 1202 defining the country’s archipelagic baselines “”Pursuant to President Arroyo’s directive.” The other one is her furnishing a copy of her letter the Chinese Ambassador Song Tao.
Santiago is known as “an administration senator”. It’s not surprising for her to toe the administration line. But she is a member of the Legislative Department, co-equal with the Executive and Judicial branches of government. Senators are not supposed to get orders from the executive department, even from the president.
But there it is, in writing, Santiago tells everybody, including Chinese Embassy, “Pursuant to President Arroyo’s directive, I am going to shelve the two bills on archipelagic baselines, consisting of Senate Bill No. 1467 and House Bill 1202.”
It’s understandable that Malacañang would oppose Trillanes bill and what had come out of House foreign relations committee. HB 1202 includes the main archipelago, Kalayaan Island Group and Scarborough Shoal with the archipelagic baseline. SB1467 includes the main archipelago and Scarborough Shoal within the baseline and classifies KIG as regime of islands.
What Malacañang wants is to classify both Scarborough Shoal and KIG as regime of islands. That is what Sen. Edgardo Angara, another administration senator, filed the other day (SB 2181).
In shelving SB1467 and HB1202, Santiago pushes for a Congressional Commission on National Territory to “undertake a national review and assessment of National Territory and identify the fundamental problems in preparing a programs of action for resolving them.”
Santiago warned against declaring the country an archipelagic state. “Then we would adopt certain features which would be violating Philippine constitutional provision on national territory,” she said.
In Santiago’s Senate resolution, the Commission which shall have a budget of P25 million, shall accomplish its mandate within 12 months from its organization.
Actually, there is no deadline for determining a country’s archipelagic baseline. But there is a deadline for submitting claims for an extended continental shelf under the United Nations Convention on the Law of the Sea (UNCLOS). It’s on May 13, 2009.
An extended continental shelf is the underwater extension of the land up to 350 nautical miles. A baseline would be the basis for all maritime regimes or zones: territorial sea (12 nautical miles from the baseline), contiguous zone (24 nm), economic exclusive zone (200 nm), continental shelf (200 nm) and extended continental shelf (350 nm).
If the Philippines fails to submit its claim of deadline for filing its claim, there’s the danger of even our internal waters being considered by other countries as international waters.
China has conveyed its concern over the inclusion of Scarborough Shoal and KIG, which they claim to be theirs.Vietnam, Malaysia, Brunei, Taiwan also claims a portion of Kalayaan islands which are part of Spratlys in South China Sea.
That’s probably the reason for the freezing of the two bills and the copy-furnishing by Santiago of the Chinese Embassy of her letter to Nograles.
Sen. Santiago and Speaker Nograles are Gloria Arroyo’s partners in crime. They are GMA’s collaborators in the Spratlys’ sell-out to China. They may have benefited from ZTE’s *tongpats*.
Miriam’s head should hit the wall not just once but twice. From a loyal opposition and a fighter for truth and justice, she has now become a shame in the Senate. Some blame it on her husband whose gambling vice has made it hard for the couple to sustain the kind of lifestyle which they’re enjoying now. Yet, the death of her son remains to be a mystery. The case was abruptly closed without an investigation. How quick they were and the police to declare it a suicide when the tragic incident happened right inside the Santiago’s home. They were people inside the house including the Santiago couple. Why would a son commit suicide in the presence of family members at broad daylight?
Was there a heated argument? Was the death accidental caused by one who was afraid of media and political career?
These are the questions I keep asking since the son’s death.
Every time Miriam’s name is mentioned, I can’t help but recall her son’s death. Incidents like that are not uncommon even to those you love. Once the insanity hits you, you could do anything…

Truth is the police should have pursued the investigation of the death of Brenda’s son, who was reporterd to have committed suicide but did not leave any suicide note, and using the gun that the mother always brandished to the media when in rage. There was something fishy there like in the case of the death of the daughter of a former Philippine ambassador to Japan.
I suspected something when the Idiota went to the wake for Brenda’s son and gave the bereaved family a fat envelope. The photo-op was just that nauseating especially when one recalls how Brenda and Enrile tried to push the supporters of Erap to commit suicide when they marched to Malacanang in May 2001. It was definitely murder as a policeman told my friend when she tried to check on the cause of death of the said victim.
