Esperon as peace adviser; Dureza, press secretary

Presidential Adviser Jesus Dureza is going to Malacañang as press secretary to replace Ignacio Bunye has been rewarded a lucrative position as member of the Monetary Board.

Dureza will be replaced by former Chief of Staff Hermogenes Esperon under whose term reports of extra-judicial killings by the military increased.

Sen. Jamby Madrigal, chair of the Senate Committee on Peace, issued the following statement:

“The appointment of former AFP Chief of Staff Esperon, a self-confessed and an unrepentant ‘hawk’ as the new presidential adviser on peace process smacks of unparalleled hypocrisy on the part of Mrs. Arroyo and makes a mockery of all attempts to forge genuine peace in the country.

“All serious attempts for peace have been undermined by this dastardly appointment. This is sheer political accommodation. During Esperon’s watch extrajudicial killings became stat5e policy. This will be recorded as a political absurdity in our history books. Somewhat like putting
a Hitler or a Stalin at the head of a wolf in a hen house.

“Only in the Philippines!

Reaction from officers detained for their alleged plan to withdraw support from Gloria Arroyo in Feb. 2006 following an expose of eletoral fraud in the 2004 elections which involved members of the military including Esperon:

Esperon brings with him a wealth of experience as adviser for peace process. Firstly, he is capable of making shady deals. Secondly, since the peace process is concentrated in Mindanao, he could already prepare the ground for another round of cheating in the 2010 elections. Thirdly, he might just succeed in making the MILF/CPP/NPA and others proclaim their guilt and remorse with a promise of subsequent pardon. Lastly, it’s good riddance.

Malacañang yesterday
announced that Jesus Dureza, presidential adviser on the peace process, will replace Press Secretary Ignacio Bunye who has been appointed to the Monetary Board.

The Palace also named former AFP chief Hermogenes Esperon Jr. as Dureza’s successor.

Dureza and Esperon will assume their new posts on June 16.

Bunye, who made the announcement, said he will remain as presidential spokesman and political adviser until July 3.

It remains to be seen if President Arroyo would appoint Dureza as presidential spokesman and political adviser.

Dureza is in Libya on the invitation of Sail Al Islam, who has been meeting leaders of the Moro National Liberation Front to ensure enhanced implementation of the 1996 Peace Agreement with the MNLF. Sail is the son of Libyan leader Moammar Khadafi.

Dureza, an Army reserve officer with the rank of lieutenant colonel, was a former presidential adviser for Mindanao and former chair of the government panel negotiating with the secessionist Moro Islamic Liberation Front.

As presidential adviser on the peace process, Dureza exercised oversight functions on the Mindanao Economic Development Council (MEDCo) and the Mindanao Super Region.

He headed MEDCo-Official Development Assistance-assisted programs and was co-chairman of the ARMM Social Fund for Peace and Development.

He is also a member of the board of the Philippine-Australia Human Resource Development Facility and the president of the Philippine Army Reservist Association, Region XI.

Before he entered government, Dureza was editor of the Mindanao Times from 1972 to 1987 and was a correspondent of Manila Times until 1972 and Manila Bulletin until 1987.

He also hosted the television program “Brainstorm” in Davao City and was a host of RMN-Bombo in Davao. He also was president of the Davao Press Club in 1972.

He later became the spokesman and panel adviser of the government panel negotiating with the Communist Party of the Philippines-New people’s Army-National Democratic Front before becoming the spokesman of the House of Representatives during his stint as Davao representative and later of President Fidel Ramos from 1999 to 2000.

Dureza was a law professor in the Ateneo de Davao. He was named director of the governing board of the Philippine Coconut Authority by President Corazon Aquino.

Bunye said the “revamp” is now complete.

He said that “definitely” there would be more additional announcements but only in high profile positions outside the Cabinet.

Bunye has said that the Cabinet revamp, which the President has said would take place this month, was limited to him and Cabinet secretary Ricardo Saludo.

Saludo was earlier appointed to succeed Civil Service Commission chairperson Karina David whose term expired last February.

Saludo would be replaced by former solicitor general and former justice secretary Silvestre Bello III. Bello is the current presidential adviser on new government centers.

Esperon vowed to put his heart in the attainment of peace with secessionist, communist and rightists groups.

“It’s a job that I could put my heart into. You know a soldier, for one who became a soldier, peace is an important thing,” he said.

GRP-MILF negotiations bogged down on the issue of ancestral domain early last year.

GRP-NDF talks were suspended in 2004 when the United States classified the Communist Party of the Philippines and the New People’s Army as foreign terrorist organizations.

There are no formal peace negotiations with military rebels although there were reports that before he retired, Esperon sent some of his men to make overtures with detained officers implicated in the February 2006 coup.

Esperon said President Arroyo informed him of his new job two days after his retirement.

On whether he is in favor resuming talks with the NDF, he said: “I’m seriously studying that. Of course, pursuing peace is always a good step and we are not closing the doors.”

On the talks with the MILF which has accused the government of insincerity in pursuing the negotiations, Esperon said: “In peace negotiations, you don’t have to be insincere. You have to give it your best shot. When you negotiate for peace, you have to do it carefully because to whom is the peace for? It’s for all of us.”

Esperon said he does not doubt the MILF’s sincerity in pursuing peace. “I sincerely believe that the MILF is also sincere in finding, arriving at peace in Mindanao,” he said.

Esperon is the second former AFP chief to be appointed presidential adviser on the peace process.

Gen. Manuel Yan succeeded in the forging of a peace accord with the MNLF in 1996 during the term of President Fidel Ramos.

On whether he is willing to hold talks with the group of former Marine chief Maj. Gen. Renato Miranda, former Scout Ranger chief Brig. Gen. Danilo Lim and Sen. Antonio Trillanes, Esperon said he would have to consult with the President.

“I will have to get the guidance of the President while I will make my input. But I’m not ready as of now to make my position public about that,” he said.

Miranda and Lim were involved in the February 2006 alleged move to withdraw support from President Arroyo.

Trillanes led more than 300 officers and men in staging the 2003 Oakwood mutiny. Lim and Trillanes, along with several Oakwood mutineers, also figured in the Peninsula siege last November. – With Victor Reyes

Honestly, I have not seen a strong leader emerged from the time Jun Lozada came out in the open and revealed the can of worms of this administration. I have yet to see a leader who has the respect, trust and the determination from all sectors of Philippine society to carry the fight for a repeat of another people’s power. The likes of Enteng (ano nga apelyedo niya?), Leah Navarro, Boy Saycon, who still refuse to coalesce with the real opposition in Erap, Magdalo 9 (mga supot na sundalo), ex government cabinet members of Ting Paterno, et al, and all those who pretended to be fighting for a change, are typical Pilipino characteristic, urong-sulong.     Although Atty. Estelito Mendoza is called “abogado de campanilla”, I’m not too comfortable with this man. He represents the vested interest. He’s the legal counsel of Lucio Tan and Danding Cojuangco. My source at DOJ once told me that during the time of former Sec. Serafin Cuevas, Mendoza was trying in vain to influence Cuevas into fixing Tan’s tax cases. Cuevas did not give in. Not long after, Cuevas was unceremoniously fired by Erap. For Bishop Cruz to get the service of this high profiled lawyer Mendoza, there’s something behind the scene we don’t know. I smell politics and some push from the opposition side….could it be Erap’s camp?

    I was aghast at the complete change in his manners,values and character as soon as he became Gloria Arroyo’s political mouthpiece.

    Just like his master, Bunye routinely resorted to lies,half-truths and outright deceptions to cover up Gloria’s scandals.

    No self-respecting person could do what Bunye was willing to do for Gloria.

    Bunye accepted “DISGRACE” in exchange for all the material perks of his high political position.

    I don’t think the Americans are totally besotted to the Pandak, Chi. Akala lang niya nakakalamang siya. Mga pilipino lang naman ang kawawa sa totoo lang, pero ano bang pakialam nila?     Truth is a friend in the US Navy has told me that Gloria is “mabango” to the Americans because she provides them with the human targets for their military practice and exercise, and on whom they test new weapons that they have planned to use in Iraq and Afghanistan, especially those supplied by that organization FVR is rumored to have connection with, the Carlyle group.

    She has in fact allowed them to use Mindanao for US military exercises especially of troops based in Japan. Kaya nga wala na halos kaming naririnig na military exercise ng mga mokong dito kasi mainit ang ulo ng mga hapon sa kanila. She does not mind them pointing their guns on the Moslems especially that she must still think primitively like the many fanatic Christians in the Philippines do that the Moslems are not humans, just simply terrorists who deserve to be totally exterminated!     Senator Rodolfo G Biazon today is asking if the Administration has given up on the peace process or is it junking the same?

    “Would the appointment of General Hermogenes Esperon, the recently retired Chief of Staff of the Armed Forces of the Philippines whose policy was to pursue relentlessly the three different rebel groups – the CPP-NPA, the MILF and rebel soldiers who are fighting different ideological goals, make him a successful agent for peace? the Chairman of the Senate Committee on National Defense and Security queried.

    “Fighting all the rebels was his job as AFP COS. His fights however were impaired by certain baggage which includes the question of extra-judicial killings and forced disappearances.”

    Biazon cited, “These can not be ignored because of conclusions made by the different investigative agencies such as the Melo Commission, Commission on Human Rights, Alston-Rapporteur and Economic Union reports, stating that the military had certain levels of responsibility.”

    “General Esperon is not in the same level of credibility and acceptability as the former Peace Advisers such as Haydee Yorac, Howard Dee, Manuel Yan and Jesus Dureza. They were acceptable to the rebels themselves.”

    “Will General Esperon be able to engage all these rebels in back – channeling discussions which somehow give the peace process some hope considering the pronounced rejection by these elements of his appointment as peace adviser?”

    Biazon also said General Esperon is even starting his projected job on the wrong foot citing Esperon’s statements which appeared in today’s Philippine Star (front page), “There are many roads to peace and sometimes you have to wage war…”

    The former AFP Chief of Staff emphasized, “War had been waged for the past 3 or 4 decades and yet peace continues to still be illusive, still General Esperon considers war as an option towards gaining peace.”

    Biazon concluded, “If a General needs to be appointed to the position, I would opt for General Rodolfo Garcia, a member of the present GRP panel engaging talks with the MILF.”

  43. Statement of UNO:

    The United Opposition today (UNO) said President Gloria Macapagal Arroyo has “effectively scuttled” the peace process with Communist insurgents and Muslim separatists with the appointment of former Armed Forces (AFP) Chief of Staff Gen. Hermogenes Esperon, Jr. as presidential peace adviser vice Jesus Dureza who was named press secretary.

    “President Arroyo’s decision to appoint as peace negotiator a notorious hawk in the military establishment whose term as AFP chief has been tainted with serious allegations of human rights violations and extra judicial killings defies logic,” said UNO spokesperson Adel Tamano.

    “President Arroyo has effectively scuttled the peace process and the appointment of Esperon is a slap on the face of peace-loving Muslim Filipinos who had hoped that the new peace adviser would be a person equipped with a genuine track record on conflict resolution, peace advocacy and respect for human rights,” Tamano added.

    UNO President and Makati Mayor Jejomar Binay noted that Esperon’s appointment “only indicated once again that President Arroyo simply cannot let go of the so-called ‘Hello Garci generals,’” referring to military generals mentioned in the alleged wiretapped telephone conversation between then Election Commissioner Virgilio Garcellano and the President during the 2004 elections.

    The so-called “Hello Garci” telephone conversation gave rise to allegations of massive poll fraud during the 2004 presidential elections and the participation of certain pro-Arroyo generals.

    “I really wonder what do these ‘Hello Garci generals’ know about the 2004 elections that President Arroyo has to surrender the search for peace to this clique of hard-line hawks in the military,” Binay asked.

    San Juan Mayor JV Ejercito, UNO National Capital Region (NCR) chairman, said Esperon will never be an effective presidential adviser on the peace process because of his reputation as a military officer.

    Ejercito noted that several human rights and peace advocacy groups have earlier accused Esperon and then Army General Jovito Palparan of being the leaders of the military hawks who advocated for extra-judicial killings and forced disappearances as means to wipe out the insurgency.

    “Unless General Esperon convinces the Filipino people that he had nothing to do with the numerous cases of extra-judicial killings and forced disappearances, he has no moral authority to talk about peace. In the eyes of the Filipino people, there is just too much blood in his hands,” Ejecito said.

    The Black & White Movement is dismayed and astounded at the appointment of retired AFP chief Hermogenes Esperon as Presidential Adviser on the Peace Process by GMA. This bewildering appointed can be compared to the fox being made to guard the chicken coop, and may indicate that the warmongers among GMA’s cabinet have gained the upper hand.
    Did GMA stop to think about Esperon’s hard line posturing against the two major insurgency fronts, Mindanao and NDF, before giving him this apparent immunity against criminal liability regarding issues like “Hello Garci” and the hundreds of suspected extra judicial killings perpetrated under his watch? Did she consider the likelihood of curling the toes of the European Union, more specifically Norway, and worse, alienating peace process mediator Malaysia?

    The peace process is by no means in a good place at this time, and demands sensitivity and careful discernment on the part of the Philippine government. The appointment of Esperon may not only put a damper on the talks but further erode whatever trust may be left among the parties, if any. An erstwhile presidential adviser on the peace process, BnW Council member Teresita “Ging” Deles, says it best, “I’m afraid the path ahead will be marred with even more fighting, division, deception, distrust, and deadly political games”.

    As for the move of Jesus Dureza from the peace process to the presidential press office, we note that Mr. Dureza’s skill in artful dodging did not serve the objective of the peace process under his watch. His stint in the latter didn’t seem to earn him many “spin” points, but we are confident Dureza will get a lot of “spin” practice as Press Secretary.

    This “musical chairs” of cabinet members seems to signify this administration’s persistent problem at finding anyone of merit to fill positions. It has had to rely on those already compromised by alleged political patronage appointments and back scratching because a majority of qualified individuals refuse to be tainted by connection.

    It is unfortunate that the present government leadership is heavily indebted to this hungry military wolves (Hello Garci guys). For the sake of their selfish interest, they have sacrificed the Filipino people and the integrity of the Philippines herself.
    I am praying that when the time comes for the Filipinos to unite, we would do our share and join the quest in reclaiming our freedom! It will come, I know….sooner than you may actually think.

    Mr esperon would muddle up the peace negotiations, intentionally I may add. This is to sow fear and anxiety throughout the populace, which could justify their hardsell plans. I would not be surprised if just before the elections in 2010, if not earlier, State Of Emergency would be declared by gloria. esperon is in placed by then. Organized chaos, planned and executed by the state would surface, leading to the declaration of Martial Law and cancellation of the elections. Thereby extending the hold to power by gloria. gloria and her minions would hold on to power, as letting it go would mean a suicide for them, all of them!
    Edd, look into Truth and Reconcilation Commission of South Africa, perhaps we could learn some from this approach by SA when they abolished the Apartheid and started to rebuild their nation. The Philippine Political arena is filled with hoodlums at present that we can not fully trust most of them if not all. I would think a Truth and Reconciliation Council representing all sectors would be approriate, considering our political bankruptcy, not to mention economically.

Dapt ang UNO should show their opposition knowing that she cheated should have been addressing her as such. Nagiging hypocrite din sila. Puede naman nilang sabihin Mrs. Arroyo kung gusto nilang magpakita ng kahit kunting respeto kahit hindi dapat respetuhin sa totoo lang.

    Dito nga sa amin, pag inis kami sa PM namin, tinatawag na lang namin sila with the usual honorific “san” para naman hindi bastos ang dating, pero hindi namin sila ina-address na “Souri(Prime Minister)” kasi hindi naman permanente ang title na iyon. Iyong may permanenteng title ay iyong mga royal family lang.

    Sa Pilipinas kasi, kahit patay na at wala na sa puwesto tinatawag pang President, etc. gaya ni Ramos halimbawa. Sabik na sabik sa mga titulo walang namang ibubuga at saka di bagay.

    esperon’s appointment shows that gloria is not looking after the welfare of the country but herself and that of her co-conspirators in their own selfish greed. They would do anything to justify and secure their bloody deed! esperon has pronounced previously that he would wipe out all rebels through military solution, where is the peace option there?

    During his reign as CS he was all guns blazing, immediately after his retirement he is all for peaceful negotiations? Manuel Yap would have been a better choice if Jess Dureza was to be taken out of the panel. It just show that gloria is highly indebted to the military and to hold on to her power she has to appease them. Lost count of the number of retired Military personnel she has in her cabinet.

    We, the people must act to stop this madness of political payback. It does not do us any good, but surely gives the best Return On Investment for these scalawags! The Philippines is NOT being taken seriously and being bullied into submission by other countries. Take Malaysia for example. They have made partial withdrawal of their peace monitor group, and have threatened to pull out altogether. They demand that we GIVE UP Sabah claim and they would continue with their support and role in the peace negotiations. This attitude is brought about by gloria selling to China our territory and claims rights to other islands in The South China Sea. How can they explain the delay in the ratification of our baseline territory? Last I heard they want to amend it to satisfy China.

    The Philippines has NOT submitted her official map, which clearly identifies her baseline territory, why is that? The only Philippine map we have available are those bought from the bookstores and found in google. These are not official. We have been sold out

    And yet, here we are, all we could do apparently is to gripe. Hopefully we would be One when the time comes that the country would call upon us and enjoin her in reclaiming what is rightfully ours! Peace to all!

It seems that this government of yours has more criminals than Munting Lupa Prison. My question is, how can a criminal leader govern a country.
