Kubeta shortage

Sa Silangan Elementary School sa Taguig Rizal, isang kubeta lamang sa 2,031 na estudyante.Buhos-buhos pa. At kadalasan, wala pang tubig.

Dahil sa ganitong sitwasyon, maraming estudyante ang napa-ihi na sa kanilang pants. Ang iba kung saan na lang. Kaya daw ang baho-baho na ng kubeta at ng paaralan.

Kaya ini-imbitahan ng mga miyembro ng Alliance of Concerned teachers si Education Sexretary Jesli Lapus na puntahan ang Silangan Elementary School bago magyabang na ayos na lahat ang sitwasyon sa public elementary school. Wala raw classroom shortage.

Ang meron palang shortage, kubeta.

Kasi pala, nagpatayo sila ng mga classrooms, classrooms lang. Walang pinapatayo na toilets.

Ano ba itong ating mga opisyal ng pamahalaan. Hindi gumagamit ng sentido kumon. Kaya ka nagpapatayo ng classrooms para sa mga estudyante. Ang mga estudyante ay tao. Kumakain, tumatae, umi-ihi. Dapat kasama yan sa pagplano ng mga building.

Ngayon na nabulgar ang sitwasyon, sinabi ni Lapus na sa susunod na taon na lang daw ang pagpatayo ng mga toilet kasi wala ng pera. Inuna lang daw muna nila ang classrooms,

Hindi ba dapat kasama yan. Kapag magpapatayo ka ng school building, kasama dapat ang toilet sa bawat building.

Sinabi ng ACT sa ibang bansa na maayos ang pamamalakad ng pamahalaan, isang kubeta sa bawat 25 na estudyante ang pinapatayo ng eskwelahan. Dito naman sa public schools sa Pilipinas, ordinaryo sa Metro Manila ang 115 na estudyante sa isang kubeta. Sa Autonomous Region for Muslim Mindanao na sakop ang probinsiya ng Sulu, Basilan at Maguindanao, 250 na estuyante sa isang kubeta.

Isipin mo na lang kapag recess. Takbo kayo sa toilet. Kadalasan isa o dalawang oras ang recess. Pipila ka sa toilet. Kahit tig-isang minuto lang kayo, kulang ang dalawang oras.

Lalo na ang sitwasyon sa Silangan Elementary School na sobra dalawang libong estudyante, isang kubeta lang.

Itong sitwasyon ay magbibigay ng maraming sakit sa mga bata. Isa na doon ang kidney problem. Magkakaroon pa ng infection ang mga bata.

Salungat din ito sa tinuturo na kalinisan. Turo ng turo ang titser ng kalinisan samantalang ang paaralan ay madumi.

Kung gusto talaga malaman ni Gloria Arroyo at Lapuz ang tunay na sitwasyon sa public schools, gumamit sila ng kubeta ng mga estudyante sa susunod nilang pagbisita sa mga eskwelahan. “Huwag kayo pumunta sa VIP toilets,” sabi ng ACT..

Sana nga pumunta sila at ng mahilo.

    We should expect the local engineers to work properly. Ideally everything has a logical design. An airplane should have wings or rotors. A wedding must have a couple, though not necessarily of opposite genders. But school buildings? What is not there went to the commissions. Anyways, I thought all the while the fences if any would be the urinals. And school girls dont ever urinate. If we must defecate, we place it in a plastic bag and throw it on top of the passing trains. If we missed the train, the neighbors across the tracks will only throw it back on the next train. Simple. Aint it?

Mahina ang utak ni Lapuz kasi hindi niya naiisip na magandang negosyo ang kubeta sa eskwelahan,nasanay kasi sila sa malakihang kickback.Malaki pa sa engresso ng taya sa Jueteng ang kukubrahin nila.Kung nagtayo sila halimbawa ng sampung kubeta na ang pintuan ang hinuhulugan ng P2. Para mabuksan plus 10% Evat ay P2.10 x 2,000 na studyanti ilan ang kikitain nila sa lahat ng public school na galing sa kubeta kada araw na may pasukan sa school.Kalahati ng kita ay mapupunta sa principal at ang kalahati ay mapunta sa Deped.

    Naalala ko tuloy ng kumain ako ng Mami especial at Siopao sa Chowking,sa dami ng nakain ko ay kailangan kong magdiskarga at gumamit ng kubeta,Hindi ko mabuksan ang pintuan.Iyun pala ay hinuhulugan ng quarter para maikot ang door knob,mabuti na lang ay may barya ako sa bulsa kundi naihian ko ang pantalon ko.Wa-is ang may ari,kumita na nga sila sa kinain ko ay gusto pang dukutin ang barya ko sa paggamit ng kubeta.

    O kaya’y ganito na lang ang gawin nila,maglalagay na lang sila ng kurtina sa silid aralan at kung sino man ang may gustong umisbo ay bibili sila ng lumang dyaryo kay sir at madam nila sa halagang 25 cents.pagkatapos ay ilalagay nila sa drum at ibenta sa magsasaka ng por kilo para gawin pataba sa kanilang palayan.

  4. Baka gayahin ni Bayani Fernando itong idea ko para mayroon siyang maipon na pondo sa kanyang pangungumpanya sa 2010 at umpisan na niyang singilin ang gagamit ng kanyang pink uniral station.

    pinatutunayan lang naman ni Lapuz ang pangalan niya…lapus..in other words lumalampas .. lumalampas sa utak niya..lumalampas sa tainga niya..ang mga bagay na dapat bigyan ng halaga. Taguig is not far from a city where most homes have toilets..I would not be surprised if in his own house..hindi lang isa ang toilet..but what does he care..he works for GMA’s administration..Dept. of Education pa man din..kaya mga bata magdala na lang kayo ng sarili ninyong arinola..say why not a portable toilet?. nakakadismaya talaga ang nangyayari sa atin..

    baka naman talaga wala nang pera. corruption is a standard charge by our current administraton. high profile vehicles with unlimited suply of gas is also a standrad package while you are in office. hindi priority ni lapuz ang kubeta. he is wanting to make our children sick. here’s my suggestion. if one child get sick because of his poor implementation, then he is responsible for that personally. i would sue him for neglect and abuse to children.

    kasi nga kung magpapagawa pa sila ng kubeta sa mga public schools, mababawasan mga kinurakot, at saka, mahina ang tongpats diyan, hindi kagaya ng sa zte broadband at iba pang deals.

    saka, mga mahihirap ang makikinabang ng kubeta, eh, hindi nila katribo, saka hindi sila apektado, so they do not care!

    sorry to say that i will disagee with you. there’s no bright side of your recent comment if children’s health is at risk. your arinola enterprising still poses healthcare threat to our children. why would teachers be allowed to do business while in school? they are supposed to teach not sell.
    this is not even an acceptable short term solution.

    one year according to lapuz? is definitely a sign of inefficiency of management. imagine the healthcare cost to be incured by parents of sick children. the 500 pesos rebate is not enough.

    glad this blog is out in the open.i hope lapuz will demand from our current admin to fix this poblem sooner than 30 days.

    Lucky Manila students ACT acts as conscience of DepEd. For Hygiene and Sanitation, a priori, is much more than a matter of education, they are fundamentals of health, a condition required for learning.

    the youth is the hope of our country. health is their only wealth as well as for everybody. these orinola suggestion requires another waste management on how to dispose, like where, when and how. the result of this not so “bright side” idea,the teachers will end up collecting the orinolas and dispose it somewhere in rhe vicinity, outside the school or the children will carry it home instead of their books. there you go… adding insult to injury.

    I know the answer to norpil. In manila, during the previous mayor time, they don’t follow the national building code, They interpret it the way they like and who ever they like. They do whatever they wanted without regards to other peoples lives and welfare.

    The city Engineering office together with the office of the Building official are the ministerial enforcers of the National Building Code. The problem with Kubetas lies in not strict enforcement of this law.

    Rizal’s time and as early as the conception of the intramuros those big houses there had common cubicles and a hole. There was no semblance of our present toilets. Only pigs waiting down below.

    Iyan kasi si Lapus ay sanay sa kalye mag-4-carry-1 na parang askal. Kaya mas mahalaga pa sa kanya ang classroom kay sa CR. Kaso hindi lang naman mga boys ang nagaaral, paano na sina nene, ibig sabihin didyingle na lang sila sa kalye o sa school playground na parang mga ligaw na pato?
    What a shame. Di ba sa school itinuturo ang kalinisan ng katawan, ng bahay, at ang kapaligiran. Paano mo ididikdik sa isipan ng isang bata ang kahalagahan ng malinis na kapaligiran kung ang kanyang paaralan mismo ay walang palikuran?

    Speaking of orinola, huwag na iyan, plastic bag na lang ang gagamitin ng mga bata kung sila ay nawiwiwi o napupupu. Pagkatapos talian sa dulo at itapon doon sa compound ng DepEd.
    Hoy gising! Asikasuhin ninyo ang pangangailangan ng mga pupils para sa desenteng palikuran. magkasakit pa ang mga iyan, di another pahirap na naman sa mga magulang.

    Okay iyang suggestion mo mang cocoy, pagkatapos dyumingel ang mga pupils ay imbitahan kaagad si Sec. Lapuz sa loob ng classroom para maamoy ang resulta ng pag-isbo ng mga bata. Ewan ko lang kung tatagal siya ng isang minuto man lang doon.

    The government should not allow to build a school without 5 toilets (depends how many students). Politicians and the Health Dept. should be responsible in enacting the laws and enforcing according to code, the cleanliness with safe running water in the schools. Reminds me I went shopping at one of the malls in Makati. I went to the CR and there was no toilet paper. I yield at my cousin to bring me toilet paper and he has to go miles to buy one. I swear I will never go back there not in my life time. Why can’t the Filipinos enforce a simple act of providing toilet paper? In Tagaytay, we went to a fast food place for chicken. I went to the CR to wash my hands, I saw the cut-up chicken in a bucket on top of a toilet bowl, so I refuse to eat and went home hungry. Is it the culture or lack of civilization?

    Cocoy, meron nang mga enterprising na mga principals, pinagagamit yung personal toilet niya pero may bayad. Kaya lang mahirap iyang proposal mo, amoy na amoy sa buong classroom yung pinakakawalan ng istudyante sa likod ng kurtina.

    Imagine, sisigaw yung bata ng, “Ma’m si Totoy, itlog na naman ang inalmusal!”

    Kung di niya magampanan ang trabaho niya, dapat tanggalin na si Tinga!

    karamihan sa aming Filipino ay di gumagamit ng toilet paper. Ginagamit yan balot ng baon na tinapay o sa mga party. Ang gamit sa toilet ay tubig. Kung walang tubig, kahit ano lang. We dont yell for our cousins. Delicado na rin.

    i can tell you are not a traveller. try going to europe, like Rome, venice and the outskirt of Austria. Not to mention south america and mexico… it is always smart to carry tissue paper and coins in your purse…

    FYI… CR is not understood by other culture.. so if any of you will go to america, please don’t ask at the airport or any other places, where’s is the CR ?or even the words “comfort room” . the blacks, the whites, the hispanics will not get it. Try Restroom… ok lang kung pinoy ang tatanungin mo. i’m sure the rest of OFW can relate to this… i was once embarassed.

    Minamalas si Hubert D’Aboville, pagkatapos sabunin ni Enrile sa Senado, eto’t P10M ang equipment niya na sinira ng NPA sa Masbate. Ang Pamatec na kumpanya niya kasi ang nakakontrata sa P1.1B aid ng French government na mag-install ng solar panels sa mga bahay, ayun itinigil na ng pobre yung pagkakabit.

    Mga gago talaga itong NPA, para sa taumbayan nga yung ginagawa, 4000 pa lang ang nakakabitan sa 18,000 na nasa kontrata, kinikikilan agad si Hubert.

    Palagay ko tuluyan nang sisibat yang mga Europeans na negosyante, galit sa kanila ang taga-gobyerno galit pa yung kalaban ng gobyerno, saan sila pupunta?

    I heard, some quarters were even pushing for CCTV camera installations in school campuses. Haayyyy, talk about priorities…

    We do not hold our government and ourselves accountable enough for bigger stuffs like clean elections, we cannot hold anybody else accountable for smaller stuffs like toilet paper rolls and clean toilets.

    Have we lost our capacity for outrage?
