Recto is new NEDA chief

Shoving VAT to the people’s faces.

Losing senatorial candidate Ralph Recto was appointed on Wednesday as the new director-general of the National Economic and Development Authority (NEDA).

Radio dzBB’s Nimfa Ravelo reported that Executive Sec. Eduardo Ermita made the announcement during his weekly press briefing. He justified Recto’s appointment saying he is qualified for the job.

“Former Sen. Recto (has been appointed) director-general of NEDA effective immediately… The appointment was signed by the president is already forwarded also to Congress for CA (Commission on Appointments) approval,” Ermita said.

“My golly, he’s qualified naman… I mean he’s an economist for one thing, alam naman ninyo,” Ermita said, when asked why Recto was named for the position.

Recto was the former chairman of the Senate Committee on Ways and Means and the author of the Expanded Value Added Tax.

A graduate of Commerce from the De La Salle University, Recto has two master’s degrees – one in Public Administration from the University of the Philippines Diliman, and another in Strategic Business Economics from the University of Asia and the Pacific.

Incidentally, Recto is also the latest defeated senatorial candidate who ran under the administration’s Team Unity last year to get a government post.

Earlier, the Palace appointed former Sen. Vicente Sotto III to head the Dangerous Drugs Board.

Another defeated administration senatorial candidate, Michael Defensor, was also recently appointed to head a task force handling the Ninoy Aquino International Airport Terminal 3.

There are also talks that other defeated administration senatorial bets will be appointed to top government posts, with Teresa Oreta being eyed as Department of Education secretary and Prospero Pichay Jr as Customs commissioner. There are also reports that Pichay is being considered to head the Overseas Workers Welfare Administration (OWWA).

In the briefing, Ermita fended off speculations that Recto’s appointment was a “payback” for losing senatorial candidates of the administration.

“Hindi naman natin mapag-aalis that people will always have something to say about the appointments being made by the President. Every time the President makes a significant appointment, we always get a reaction,” Ermita said.

“What is important there is we recognize that the President is the appointing authority provided for in the Constitution. The President alone will know the qualifications of those people she thinks could help her in governance. And therefore hindi naman gagawa si Presidente ng appointment na hindi makakatulong sa kanya. So let’s give it to the President also,” he added.

Ermita also appealed to critics to hold off criticisms on Recto.

“I’m very sure the President knows the qualification of the former senator. Alam din naman ni former Sen. Recto what is to be expected of him. So let’s just see that now that he will be in the executive branch. Siguro mapag-aralan niya mabuti the kind of actions and measures, policies that he can craft to help the President as a member of the economic team. Let’s observe the conduct of former Sen. Recto given his experience for six years in the Senate,” Ermita said.

The report said that with Recto’s appointment NEDA acting director general Augusto Santos will return to his former post as the agency’s deputy director-general.

Santos occupied the top NEDA post in an acting capacity, replacing former NEDA chief Romulo Neri who was moved to head the Commission of Higher Education and was later appointed as president of the Social Security System (SSS). – Amita Legaspi, GMANews.TV

    Ex-senator losers in the last election would accept any position which would allow them the much needed public appearances and perhaps amass enough money to spend in the next election. Don’t these losers know when the game has ended for them?

    That’s true MRG. When you are in public office, you are always in the news. But what they don’t know is even if you are known, that doesn’t mean you are liked. Look at Mike Defensor, he was in the news every day then as Gloria’s spokesman and what happened to him last election? Rejected big time. Same with this Recto.

    I’m sure they will run again. And they will be rejected again.

    But then, they must be laughing all the way to the bank.

    Another show of abuse of power, bad governance, and total disregard of public outcry against her administration, Gloria Arroyo is again showing to the whole world “to hell with you if i appointed a losing senatorial candidate for a very delicate position in the government.” She must be real crazy!!!

  12. BTW, what’s Gloria to show asking the Kenny-ng buri mo making comments on what she should and should not say in her SONA? Wow! Truth is I have never heard of any US ambassador doing the same in Japan or they offend the other ambassadors of other major countries having relationship with Japan even when the US may try to give the impression that it is in control of Japanese affairs.

    Bilib ka rin sa apparent colonial mentality still in existence in the old country ha. Dapat doon sa isa pang nagudunung-dunungan ambassadress ng America na umuwi na siya sa America, for surely Obama, if he wins the presidency, will kick her out especially when majority of Filipinos will write to him to stop meddling in Philippine affairs as he says he will make a US policy to leave people of countries in the Middle East, and even the Philippines, I guess, to make decisions on issues affecting their counteies on their own, and that Americans will not meddle in their decisions, just support them if they are right and will not adversely affect America and not be good to all peoples of the world.

    Dito iyan, you can bet your bottom dollar newspapers here will be flooded with letters to the editor if a US ambassador makes such comments as those uttered by Kenny on the SONA of the midget asking for her removal from her post. Aba abusada din pala ang ambassadress na iyan ha?

Same thing what she did to David (Philippine Ambassador to the U.N.) Out of the million Filipinos, there is no better than the choice of that fake President?     The father is Rafael Recto, loyalista ni Macoy. Now, Ralph the son of Rafael is a loyalist of GMA.

    Rafael used to give long-winded illogical justifications about Macoy, which prompted Bono Adaza to state the pun that: “This Recto is not Claro.”

  23. What more can we expect from someone who got her position by subverting the people’s mandate? The appointments of these losers clearly is a slap on our faces, these were politicians who inspite of their machinations, spending so much om their campaigns, were rejected resoundly by the people. They can now gloat and say to us “wala kayong magagawa, we have all the aces!” and maybe “just wait till 2010, you’ll see…”

Gloria Dorobo is in fact insulting the mentality of the Filipinos who did not vote for these losers that she is now appointing to this and that position, and the really thick faced she is placing where she can siphon funds for her attempt to prolong her term with a ChaCha that Panganiban seems to be warning everyone to take care will not happen before 2010 and even after as long as the Arroyo have secured their permanent control of Philippine politics now nd after 2010.

    When the losers did not win despite the cheating, that means, Filipinos do not like to see their faces ever again in the Philippine political arena. Kung ina-appoint pa rin sila ni Dorobo, aba e insultong malaki na iyan. Kakapal pa ng mga mukha, lalo na iyong rumored sobra ang sipsip na kamag-anak ni Brenda. It should be stopped and protested by everyone concerned and patriotic Filipinos.

    Nakakasawa na ang ginagawa ng ungas. Walong taon nang ginagawa ng ang mga kabalbalang ito. Patigilin na, puede ba?

Sa totoo lang, reading records of his grandfather’s performance na mukhang maingay lang naman, I am not impressed, at hindi naman kataka-takang magkaroon ng inutil ding apo. Filipinos should in fact blame those politicians who have created dynasties running the Philippines like hell since 1946 for what the Philippines have become. Kasama diyan si Claro M. Recto, et al. I can’t understand why Filipinos should idolize them na sa totoo lang wala naman silang ginawang napakinabangan ng Pilipinas. Walang mga foresight sa totoo lang.

    Ralph was out of job for a year after his defeat. He worked as Gov. Vilma Santos’ adviser. His ego might have pushed him to beg for a government job.

  29. Double taxation pa ang gustong gawin sa mga OFW ha? Buti pa ang US, if Americans are taxed in Japan, they are not taxed by their government. It is because there is a reciprocal agreement between Japan and the US on this taxation thing so that Americans employed by Japanese companies are not double taxed.
