Near total collapse of credibility for Arroyo

One out of ten Filipinos (14% believe that she will be truthful in her State of the Nation address on Monday. A huge majority either outrightly expects her to be lying again (40%) or unsure whether she will be truthful or not (46%), the latest Pulse Asia survey showed.

Pulse Asia said,”Past patterns of public skepticism as well as outright disbelief regarding the truthfulness of President Arroyo’s SONAs carry over into present times. Nationwide, in relation to the truthfulness of the forthcoming SONA this July 2008, a large plurality (46%) is unable to anticipate whether this coming SONA is going to be truthful or not; a smaller but nevertheless still significantly large proportion (40%) of respondents nationwide expects it to be untruthful. As in previous Arroyo SONAs, only a rather small number of respondents (14%) believes truthfulness will attend the next Arroyo SONA.”

SONAs for a Public Grown Skeptical

Much public awareness attends President Arroyo’s State of the Nation Address (SONA) as six out of 10 Filipinos surveyed say they have heard or read about her previous SONAs. This level of public awareness has remained basically the same since 2005, the year Pulse Asia started monitoring the public’s sense of SONAs.

• Majority awareness is currently highest among those in Metro Manila (83%) and the best-off socioeconomic class ABC (87%). Smaller majorities (54% to 64%) are registered by those affirming SONA awareness in the other geographic areas surveyed and socioeconomic class D. The poorest respondents (Class E, 48% aware) barely miss being a majority of those aware.

• Majority awareness links positively and is significantly higher (70% to 83%) among survey respondents from urban areas, those with higher education and those employed in government.

• Except for the oldest respondents (65 years old and above, 50% aware), mostly marginal differences in awareness exist among age cohorts and gender groups. (See Table 1).

Much skepticism is expressed as regards the truthfulness of President Macapagal-Arroyo’s previous SONAs. Among those aware of the Arroyo SONAs, a big plurality (46%) nationwide believes these SONAs had not been truthful, with another almost equally large number (41%) being undecided as regards their truthfulness; a rather small proportion (13%) disagrees with the plurality view and see truthfulness as characteristic of President Arroyo’s past SONAs.

• Mindanao registers a small majority (53%) saying the past Arroyo SONAs had been untruthful. This critical view is shared by fairly large pluralities (44% to 49%) from the other geographic areas surveyed and across all socioeconomic classes.

• The view that the past Arroyo SONAs had been untruthful is most apparent among respondents from the close to poor Class D (46%) and the poorest Class E (49%), those who are 65 years old and above (53%) and those living in urban localities (50%); significantly lower levels of the same mindset are encountered among the youngest, 18 to 24 year-old, respondents (33%) and those who completed college (38%); rural Luzon (34%) and urban Visayas (33%) also have remarkably lower proportions of those saying Arroyo’s past SONAs had been untruthful.

• Those who say they cannot decide whether these past Arroyo SONAs had been truthful or untruthful comprise a remarkably large proportion of respondents, ranging from a low of 25 % (urban Mindanao) and a high of 51% in rural Luzon). Rural respondents (46%) have a significantly higher level of indecision compared to those from urban areas (37%). A similar observation may be noted of the better-off Class ABC (42%) relative to the poorest Class E (36%). The youngest respondents, 18 to 24 years old (49%), those with some but had not completed college (47%) and those coming from the Visayas (47%) are the most vacillating in assessing the truthfulness of past Arroyo SONAs.

• As for respondents predicating truth of these SONAs, the most favorable raters from urban Visayas (21%), those who have completed college (20%), those working at government jobs (19%), the better-off Class ABC (17%) and the youngest, 18 to 24 year-old age group (17%). The least inclined to associate truthfulness with past Arroyo SONAs are those with at best some high school education (7%) and respondents from urban Luzon (8%).

• Gender does not make for more than marginal differences whether one considers those who believe the past SONAs had been truthful, untruthful or difficult to call one way or the other. (See Table 2).

• Among those expecting truth to be served by the coming SONA of President Arroyo, the most hopeful are respondents from urban Visayas (23%) while the least hopeful are those from urban Luzon (7%). Most of the other variables (e.g. urban/rural location, socioeconomic class, gender, age grouping and educational attainment) record only marginally significant values for those who believe the next SONA will be truthful.

• As for those who vacillate in their assessment of the forthcoming SONA’s truthfulness, one may note markedly higher proportions of undecided respondents in Balance Luzon whereas the opposite condition – much lower levels of indecision — may be found in Mindanao. A mild class effect may be discerned, with better-off Class ABC (49%) registering slightly higher levels of indecision relative to the poorest Class E (43%), Indecision is markedly higher among the youngest, 18 to 24-year-old age group (60%), those with some years of college (55%) and the self employed (53%).

• Among those expecting the next Arroyo SONA to be untruthful, the most convinced are clearly respondents from Mindanao (50%); on the other hand, noticeably fewer respondents have the same expectation among the youngest, 18 to 24-year-old age group (26%), those coming from the urban areas of the Visayas (28%) as well as the rural areas of Luzon (34%) and, finally, those who have some college (33%) or actually finished college (34%). (See Table 3).

Over time (from July 2005 to July 2008), public awareness for SONAs delivered by President Arroyo has remained fairly constant (around 60% nationwide). The perception of truthfulness for her past SONAs has suffered attrition which is critical precisely because only a relatively small number of people (at best 18% in July 2005, now down to 13% in July 2008) hold this positive view.

• A marked, double-digit reduction in public vacillation between July 2007 and July 2008 (from 52% to 41%) did not do President Arroyo much good as many among the undecided public apparently resolved their doubts in favor of a more negative assessment of her past Sonas , i.e. among those aware of her past Sonas, those judging them to be untruthful increased from 32% in July 2007 to 46% in July 2008. (See Table 4).

Past public skepticism regarding President Arroyo’s SONAs appears to have become stronger and now makes it difficult for her to maximize her forthcoming SONA’s political value.

• The current level of public indecision regarding the possible truthfulness of her next SONA represents a drop of 9 percentage points (from 55% in July 2007 to 46% in July 2008)

• Alongside the decrease in public indecision is an 11-point increase in the proportion of people anticipating that her July 2008 SONA is not going to be truthful. This suggests that much public vacillation regarding the truthfulness of President Arroyo next SONA ’s has been effectively resolved by the public and, unfortunately for the president, this public resolution is adverse to her interest.

• There is not much comfort that can be situated in the currently low proportion of people (14%) who still believe that her SONA this year will be a truthful one. The low proportion of believers in her SONA’s truthfulness has not grown in the past three years and cannot possibly represent much political capital for her and her administration.

Hopefully, lightning will strike directly above her head (if we are so lucky) when she started opening her lying mouth. And, justice shall be done.     I’m disappointed with many of the oppositionists kuno who expressed willingness to attend and hear Gloria’s lies at SONA. Only Jinggoy, Ping and Pimentel said they gonna boycott her Kasinungalingan. Of course, not to mention jailed Senator Trillanes.

    Para marami ang makinig sa tv & internet, dapat isabay ang SONA sa laban ni Pakyaw or isingit between rounds. Walang makinig niyan dito sa North America. Marami ang hindi magsasayang ng panahon para makinig ng SONA ni Gloria.

    I cannot for the life of me comprehend how Recto’s appointment as NEDA chief is received with positive statements from the senators..

    And this Joker. He practically calls Recto as the savior of the economy because he was the author of the VAT.

    This is a heroic act? Taxing the people? All because Gloria’s administration couldn’t collect the taxes due? All because 40% of taxes collected were squirreled, no, shoveled down bottomless insatiable pockets of corruption?

    Instead of focusing on collecting taxes, focus on increasing taxes? And you get to be called a hero?

  13. Inquirer reports, “‘Walang bolahan itong magiging SONA ni Presidente [There will be no frills in this year’s SONA of the President]. We will confront the situation and we will lay down plans on how she intends to address them,” he said in a news conference.”

    Oh, yeah? So, are they admitting now that from 2001 till now, the bolera has fed Filipinos only with “boladas” in her SONAs. Kapaaaaaaal din ano? So what’s the guaranty that she will not tell them another pack of lies? Gago din ano?

    Now, this is something. Neri apparently can be charged too for holding two positions and getting paid for both positions as SSS head and cabinet secretary of the dorobo. Bakit hindi iyan kasuhan din when he assumes his new appointments.

    If the said Republic Act is applicable to Kokoy Romualdez, it should be applicable likewise to Neri especially if he is being appointed by someone suspected of rigging the election in 2004 to legitimize her stolen position.

    Malay ng mga pilipino diyan? Just a few days ago, I met a Filipina in distress who was recruited to work in a bar in Japan after the ban on Japayuki. She came on a marriage visa but she never met her supposed husband. Then she met a Japanese who sheltered her after her visa was expired. Nanganak ng dalawa, and she said she never went to a hospital for her check-up and delivery. Siya lang ang nagpaanak sa sarili niya. Buntis na naman.

  51. Of educational attainment, yes I believe it is very important, especially for the highest position in the land. We live in a global community, we are not alone. We need someone who can represent us confidently, intelligently, competently and with uncompromising integrity. If the guy has a doctorate, by all means, if he has an impressive track record of achievements in community organizing, fiscal management, and organizational development – all the better. Bottomline, we should not settle for anything less, FPJ or Erap would have been popular personalities but we have to yearn for more, we deserve better. He’s out there somewhere…we have 80million Filipinos to choose from…

    Over in Japan, apparently, there is a trend now about learning important things for man’s survival through nature than rely on the teachings of some bigots, hypocrites, et al within the four walls of some classroom.

    What the heck do people have degrees for and be idiots, for example, like the mad man at the White House who has proved to be nothing but a scum of the earth, making everyone but himself as some terrorist that he wants destroyed and vanished from this earth?!

    I don’t know about Erap, and why he did not pursue getting a degree when his family in fact could send him to the best schools, but FPJ would have gone to higher learning if his father did not die and he did not have to support not just himself, but his mother and siblings, and in later life, even his fellow members of the movie industry. For all you know he could have earned a degree like his siblings whom he sent to school.

    For instance, I know for a fact his sister had a degree from UP like their father before them because of him, and so did the other brothers he supported. If I had any apprehension about his candidacy as a matter of fact was his other women that in fact is a big no-no in the Eyes of the Lord above who has a say in blessing or not a nation led by someone who has broken His Rule, especially on morality, but from what I heard from Senator Pimentel himself, FPJ would have made a good president no doubt!

    You bet, out there is a good Filipino waiting to be recognized as someone who can lift up the Philippines from the gutter idiots,wrongly elected to positions by Filipinos, have pushed her in!

    Baka ikaw pa nga iyon sa totoo lang. OK, taas ang kamay! Ay, this is not a hold-up! 😛

FPJ was my parent’s hero, they used to take me to see his movies, I practically grew up on them…The country must be in dire straits already when even someone as decent, peace loving, and private as he was, finally decided to pitch in. I really believed he won.     The SONA is supposed to be the president’s report card for the past schoolyear. It shouldn’t take a whole trimester of preparations to explain your grade to your parents unless they were all failures! Or that you are planning on lying and making false excuses or empty promises in order to convince the people who know you best.

    If she only had an iota of credibility left, an extemporaneous but honest speech, even minus all the flowers and fireworks, will suffice. And everybody will eagerly wait for the SONA instead of finding excuses to avoid it.

    In case of Pakyaw, he should not repay the evil couple Pidal with anything because he owes them nothing. As far as I know, it was the late Teddy Benigno who inspired and morally supported him when he was just making initial successes (this is only as far as I was reading TB’s articles on him).

    Ang Arroyos, Atienzas, Chavits…they only came to Pakyaw’s life when he is already made, GINAMIT na siya). In short, itong mga lintek na leeches na ito ang dapat ay tumanaw ng utang na loob kay Pakyaw to no end. It’s sad, Pakyaw thinks that he is in good company.

What criteria did she outline before, show us the numbers, then we’ll see if palakpakan ba talaga. Of course the report should be verifiable. Bakit kailangan pa ng mga props? And why does it feel like choreographed yung palakpakan as if on cue?

    I see your point. The pacman is is just that, a warrior, as warriors go, they just do what they are good at. If you saw the movie “Braveheart” you’ll see what I mean, Wallace was a warrior, he won many battles, but he remained loyal to the prince (or was he the king?) he was blinded by such loyalty that he didn’t see that this royal blood was serving the enemy (English) and even after he was betrayed, he still believed in him. In the end the prince (or king) betrayed him again and even delivered him to the enemy who executed him (I believe the word is disemboweled). His words to the prince/king was “UNITE US!”
    I won’t be surprised if Paquiao finds himself on his butt when he’s no longer useful to this pretender to the throne…

    The Philippines is not just made up of the masa, we also have the critical few whose influence or actions decide major movements in our economy, politics, and foreign relations – the source of power themselves. The masa itself cannot run the country, for who will bank roll them? Gloria knew this all too well, she knew what buttons to push, who to ally with, and how to work the plan. This little lady managed to do what Marcos and Erap weren’t able to – deceive the church. She is a force to reckon with, and as far as strong enemies go we have to respect that force and not be careless. She can only be beaten by out smarting, out maneuvering, and out thinking her. An honorable battle or confrontation will never work, as she is without honor.

    Not everybody who helped Gloria rise to power hated Erap. Some, if not most “loved the Philippines” and it was because of this blind love that they were deceived. Believe me, not a day goes by, that these people beat themselves up…

    There was a time in college that I was extremely facinated by Japanese history, the Shogunate, Tokugawa, daimyos, samurai, ronin, the concept of “giri” or debt that cannot be paid (or was it?), and the Zaibatsus – are these the new samurais or Lords but in a business setting? That time I really wanted to to Budo college on a judo scholarship which unfortunately was shot down by my mother and o course a badly sprained knee.

  79. The Zaibatsu are a different breed, Jug. They were merchants, not so loved really during the Shogunate era, but they became very rich when Japan was industrialized. In contrast, the warriors (the Samurai) were impoverished by the change during the Meiji era.

    My husband’s father belonged to a Samurai class attached to the Daimyo named Takeda Shingen. On the other hand, my mother-in-law belonged to a priestly class, and they actually monopolized positions in the local and national governments before WWII.

    My own Japanese ancestors were warriors, too, belonging to the Taira Clan of the famous “Heike Monogatari” that you must have heard about.

    It is a very spiritual clan as a matter of fact made famous by the stories of ghosts, goblins, etc. after the clan was almost totally annihilated, and there were talks of spirits seeking to be avenged. I guess it is why I am a born fighter myself, and definitely very spiritual.

    You should read the story of the 47 ronins. They are actually interred at the Sengaku-ji temple near where we live in Shinagawa-ku, Tokyo. Theirs is a story of loyalty, a good one to indoccrinate wannabe fighters for a cause with.

    I love their story, myself, and would like to think that I am capable of the same loyalty.

    We actually get to be reminded of their story in December when it gets retold with the showing of “Chusingura” on TV and on stage (kabuki).
