PNP learns from Gen. Carlos Garcia

While the world is in financial crisis and Filipinos are tightening their belts some more, the top brasses of the Philippine National Police are living it high.

News report say two police generals, Police General Eliseo de la Paz, director for comptrollership until Oct. 9 and PNP Region 9 chief Director Jaime Caringal, together with their wives are being held in Moscow pending completion of the probe on the 120,000 euros (roughly P6.9 million), found with Mr. Maria Fe de la Paz while they were exiting the Russian capital last Saturday.

The amount of 120 euros exceeds the allowable amount of $10,000 (roughly 7,365 euros) for each airline passenger.

De la Paz and Caringal were part of an eight-man delegation who attended the three-day International Police Assembly in Petersburg, which started October 7. Other members of the “high-powered Philippine delegation were Deputy Director General Emmanuel Carta, PNP deputy chief for administration; Deputy Director General Ismael Rafanan, PNP deputy chief for operations; Director Romeo Ricardo, PNP director for plans; Director German Doria, PNP chief for human resource and doctrine development; Director Silverio Alarcio, PNP director for operations; and Supt. Elmer Pelobello.

De la Paz, Caringal, Carta and Alarcio brought along their wives. Zeny Versoza, wife of PNP Chief Jesus Versoza, was also with the group.

Why was Mrs. Versoza there? Without her husband there, what’s her personality in that conference?

Poor Chief Superintendent Nicanor Bartolome. As PNP spokesman, he has the agonizing job of trying to justify the embarrassing practice of his superiors. He said that the wives “traveled on their own personal capacities.” Really?

But even if they paid for their fare (I imagine they got free hotel accommodation because they would be sharing the room with their husbands) they would have to be attended to by the hosts in terms of seats during meals and transport when they shop and see the sights while their husbands are attending the conference.

Another anomalous thing that this incident exposed is the PNP’s criteria for sending officials abroad.

Government officials are sent to conferences in other countries, which cost a lot, so that they can learn something which rthey are expected to use in their work to the benefit of the country. Presence in international conferences is also a good way to establish a network which could be utilized in an official’s job.

De la Paz was due to retire Oct. 9. The PNP knew that. Why was he allowed to take that trip, using taxpayers’ money a few days before his retirement? Isinama pa ang asawa. What’s the taxpayers’ benefit from the attendance of De la Paz in that conference?

Interior Secretary Ronaldo Puno said De la Paz was there as the group’s budget officer. An eight- man delegation needs a budget officer? Why, can’t those officials handle the budgeting of their own expenses? They must have brought oodles and oodles of money to need a budget officer for the trip.

The PNP said the 120,000 euros found with Mrs. De la Paz was a “contingency fund” for the group. The PNP released to the Moscow-bound officials a separate P2.3 million for their traveling expenses and allowances. Bartolome said the group has spent about P200,000 from the contingency fund.

The underpaid Mamang Pulis who could not catch criminals because his dilapidated vehicle oftentimes run out of gasoline must be stunned by the privileges of his superiors.

Many are wondering, what if the Russians did not discover the 120,000 Euros? Could it have ended in someone’s foreign account as what the disgraced general Carlos Garcia did with money intended for the soldiers?

It seems officials of Gloria Arroyo didn’t learn from the Carlos Garcia affair. Or, on second thought, they must have learned a valuable lesson from it: big- time thieves don’t get punished.

    Senator Panfilo Lacson, a former Philippine National Police (PNP) chief, said government regulations do not allow a “contingency fund” for policemen or other public officials when they travel abroad.

    Lacson disclosed this after PNP top brass and Interior and Local Government Secretary Ronaldo Puno said the 105,000 euros or P6.9 million discovered in recently-retired PNP comptroller Eliseo dela Paz’s possession by the Russian authorities last October 11 was a “contingency fund” for the eight-person PNP delegation to the 77th Interpol General Assembly in St. Petersburg, Russia.

    Lacson said there is no such item (contingency fund) under Commission on Audit (COA) rules, and he vowed to grill PNP officials on this during their budget hearing in the Senate.

  2. Gaylord Ventura, airport customs supervisor at Centennial Terminal 2, said Dela Paz did not declare that he was carrying a large sum of money when he, along with 12 other officials and their spouses left October 5.

    “There was no declaration papers submitted to us by the PNP officials,” he said.

    Central Bank regulation stipulates that any amount exceeding P10,000 or $10,000 or its equivalent carried by a departing passenger should be declared.

    A Customs official who asked not to be identified for fear of reprisal said: “Wala nang declaration kasi bitbit na ng escort ang bag (There was no declaration because the escort carried the bag).”

  3. I don’t think there was also a record of the disbursement of the P6.9 million “contingency fund”. So how can De la Paz liquidate it as what Interior Secretary Ronaldo Puno said in an attempt to snowjob the incident that has exposed the anomalous practice in the PNP.

  8. But de la Paz said another thing in an interview with ABS-CBN. Part of the P6.9 million was his money, he said.

    In the interview with ABS-CBN News, dela Paz said part of the P6.9 million includes $10,000 or P470,000 of his own money.

    “Anyway this contingency fund will be subject for liquidation naman. Yung nagastos, we have to justify yung gastos. Yung hindi naman, we have to return everything,” he said.

    “Merong bawas na rin yon…meron din akong dalang sarili kong pera. My wife, may mga around $10,000 siya so nadagdag yon,” dela Paz said.

    Chief Superintendent Nicanor Bartolome said Director Geary Barias, chief of the PNP directorial staff, Quezon City Police Department (QCPD) chief Senior Superintendent Magtanggol Gatdula, QCPD deputy director for operations Senior Superintendent Federico Laciste, and QCPD mobile force chief Senior Superintendent Neri Ilagan left early October for Munich for a month-long “inspection and observation tour” at the facilities of Rhode and Schwarz, an electronics specialist company.

    The trip is from October 11 to November 10, a copy of the travel papers obtained by Inquirer.net showed.

    Ang dami namang ‘official trips’ ng mga hinayupaks na yan. Besides, bakit bitbit ni dela Paz ang pambayad ng hotels/accomodation? If the trips were official, accomodation would have been paid in full by the office or patron to secure a reservation. Ano, matutulog sila sa kalye?

    What are those sana ay ‘official trips’ Yamsuan mentioned. We have the right to know because for sure the amount in question here is ours/taxpayers’.

  12. Chi, De la paz is trying to salvage what he can from what many suspect as his “pabaon”. or farewell gift from military suppliers. If he follows Puno’s script that it was a “contingency fund” he would have to turn over all the P6.9 million to the PNP for liquidation.

    But how can you liquidate something that was never disbursed to you? There was no record of the disbursement. They would have to come up with ante-dated documents when they come back.

    It’s a case of kuarta na naging bato pa. That’s probably why he has to say that $10,000 of the money was his.

    I wonder if this is the only time those PNP euro gang have travelled for abroad. How can they forget trivial matters on exit and entry clearances. They did not use official passports
    as a pracaution just in case there would be a great change at home while they are abroad.

    Last time I flew to the US, half of the economy class were filled with policemen and DILG people. That was two years ago. They did not go thru immigration when we arrived. My hunch was right. The money was caught from someone without official passport. dela Paz is obviously covering up for somebody. For these top PNP officers to make a juvenile mistake like that is beyond me. These people are supposed to be the top dogs of our police force. They think the entire planet is PNPs playground. They act recklessly anywhere. I doubt though that it is Pidal money. This is just small change to them. She probably just threw a bone for these group to chew on.

    It was very hard even to change dollars officially in Russia. Uncertain amount was slipped through their own “binondo exchange”. For sure, a similar exercise is expected in the German seminar. Choose your wild from whose accounts the monies are coming from. PCGG people have been out for sometime. And there is not a let up on official visits with large entourages and seminars where huge deposits were suspected. All very suitable as couriers. May tariffa or quota na kaya kahit mrs ng absentee official ay kasama na rin. Words has it that there has been an alliance made significantly between the heirs and Gloria. With a flood of money getting in, lets expect an ex-gov from the north would be the next president.

    Hello everybody, especially to Ellen. It’s been a while I’m gone. Just monitoring on the sidelines. This caper must have jolted me though. This is outrageous! Stupid act on the part of these supposedly respectable officials. Where is the accountability? For the Chief PNP, being PMA ’76 I assume new generation, young blood and idealistic in vision but what in the world is your wife doing on this “official trip”? Unless the public is now aware if she’s in the roster of PNP rank and file. I challenge those eavesdropping intel people to tell this to the Ayer’s for I’m sure most of this involved officers belong to this special breed, COURAGE, INTEGRITY, LOYALTY. Which one is left among the three? Pera din lang pala katapat ‘nyo, magpakatotoo na lang kayo. How about the other classess? Are you just silent and waiting for your turn? Magladlad na kayo!     I really believe that the likes of Lacson is the perfect antidote for these Bacteria and Fungi that primarily caused the catastrophic breakdown of the whole system. He has the training, experience; not just the know-how, but most importantly, the know-who.

    Today, we can’t speak of a functioning system of government. There’s no governance whatsoever – only deceptive schemes, plundering, murders and cover-ups.

    If there are infra projects we can see around, it’s either foreign debt kickbacks laden bridge to nowhere, or outright realignment of budget with double entries and allocations!

    In all cases, real economic activities come mostly from the blood, sweat and tears of our OFWs. In no time did this Vicious Midget caused an inch of progress in this country for the last 8 years – not one f_ck_n’ useful contribution from a proud Jesuit Georgetown Grad Ekunomist!

    Ths is the litmus test for Versoza: his wife and the wives of other cops were in a group that, if they will stand by their story, took all of about P10M in foreign exchange out of the country without documentation from neither Customs, nor Central Bank, will he invite his wife along with the others for questioning? If he finds during their investigation that they violated some laws, will he arrest her and them?

    That, I guess would have been the SOP incountries like the US or Japan. Tsk, tsk, tsk. Maganda na sana ang simula ni Versoza, nagpagamit pa.     On the heels of a controversy-tainted visit of police officials, a group of lawmakers and their wives are also reportedly in Moscow.

    Senate President Manuel Villar Jr. and his wife Las Piñas Rep. Cynthia Villar are now in Russia, along with three senators from the majority bloc.

    Villar’s entourage included Senators Alan Peter Cayetano, Juan Miguel Zubiri and Lito Lapid, who were all scheduled to arrive in Moscow yesterday with their wives, as well as some staff members, sources from the Department of Foreign Affairs (DFA) said yesterday.

    ….We can understand why Alan Cayetano is with Villar in Moscow; but what is this Lito Lapid doing there? Does Lapid speak Russian?

    It’s very clear that these police generals are plain stupid. Their positions and status will show that they are persons of authority, law enforcers, and supposed to be knowledgeable of international rules and laws, yet the decided to ignore the rules. Maybe they thought that they are in a Manila airport where they can muzzle their way in and way out or maybe they thought that because of their status as police officers they can have their way, but sorry sirs you are in Russia and they will not condone such violation.

    These police generals can’t really help themselves from their corrupting ways that they have to do it even in a foreign country. They represented the country as law enforcers and it turned out that they are violators. They brought shame not only to their fellow police officers but to the entire country by willfully violating a very simple rule. It’s really not surprising because that’s the latest craze in the Philippines. Who said that the evil bitch can be out-head-lined? Not to be outdone she weaved a fantasy and made it to the international scene. Nakakahiya pero sa kapal ng mga pagmumukha nila, wala na silang kahihiyaan. Sad to say but that’s the reality.
