Arroyo in past incidents that threatened her fake presidency, depended more on the PNP rather than the military because of reports of discontentment amongthe soldiers. This issue has been blown out of proportion. Not a single centavo from the P6.9M has been declared stolen. It does not even come close to corruption issues involving at least P700M or P14B and a proposed bill requiring P100B. And yet you see the Senate’s, Napolcom’s and the Ombudsman’s eagerness to investigate. This is again a waste of time, money and effort by the government instead of devoting more time on other issues.
I don’t think Napolcom and high ranking PNP officials are too dumb choosing their own Comptroller. Their exposure to theft and financial malpractices makes them cautious enough for the safekeeping of their monies.
I know two Comptrollers in the military, one a former general and the other a colonel, who are so honest they are not rich. The former general has to file his retirement four times because of the difficulty finding a trustworthy replacement. The colonel’s wife even goes to USA for an average of four months to work as a caregiver to finance the schooling of their kids.
I also don’t see anything wrong with the general’s wives going to Russia as long as they paid their own expenses. Most of these ladies sacrificed a lot too taking care of their family while their husbands were are assigned to other places. They tend to spend the most they can to be with their family whenever possible to recover for lost time like a tour to Russia. If you were in their shoes, would you not do the same too if you were given the opportunity and if you have the ways and means?

The way the hearing is conducted is more confrontational than fact findings and what surprised me is it takes weeks, sometimes months for any inquiry to prepare the conduct of the whole process, the orderly testimonies, the scheduling, the calling of testimonies of experts and forensics and the Head or the inquiry is doing it like the Presiding Judge..the Idea of an Inquiry is to find out the Facts of the matter so that measures can be put in place to prevent such “stupidity” or Greed or just disregard of Morality or whatever it is to Repeat itself. But this one is becoming more of another Circus..

One of the generals testified that the reason they carried a huge amount is because the first quotation of the hotel was US$400 pax, but they found out later that it was much cheaper. Taking it from this testimony, they expected to spend around P50,000 per couple. You don’t see anything wrong with that? Are they planning on spending something like the whole of next year’s salary just to be with their wives in Moscow? And that’s exactly what they’re going to do, because COA will be asking them to return all those expenses for that trip is in violation of many existing policies, orders, and the budget law.

One company claims to have been the money changer that bought De la Paz’ P6.9M in exchange for Euros. It is preposterous if not outright foolish.

But I challenge anyone here to go to any big moneychanger shop in M.H. Del Pilar, Mabini or Libertad and find out for yourselves if you can even buy a thousand Euros from one shop all in one day. Euros don’t get traded in these shops until the first week of the month, the usual time the OFW remits after getting his monthly salary. Assuming De La Paz’ moneychanger can raise 1,000 Euros every first week, it would have taken them about the prior whole year to exchange all of the P6.9M into 105,000 Euros (@1Euro=P66).
We used to import many of our component materials from France, Belgium, and Germany, even our banks have difficulty covering the L/Cs with Euros and would prefer to negotiate the instruments in US dollars with the correspondent European Bank.

Aside from the allegations by Sen. Mar Roxas on Gen. Verzosa’s latest excuse stating that the monies were PNP’s Intelligence Fund for equipment purchase, I find his reason so dull and so dumb.
It seems that Gen. Versoza had never attended conferences or exhibitions before where big manufacturing companies just displays their products in their rented booths for product promotion,information and introduction, inquiries and advertisement. Ordering does not take place in these booths. Perhaps, Gen. Verzosa thought that they were shopping for combat boots for National Security, to be paid in CASH and where technical evaluation is not needed.
To me, this Intelligence Fund is so Unintelligent Excuse.
Yes, not that I know versoza, but it seems he’s becoming so stupid by baiting the line with the idea that the funds carried by dela paz are for the possible purchase of intelligence wares! How stupid really. More stupid will be the senators if they give in to versoza’s request to conduct the senate hearing on executive session! Malaki nga ang itinatago. There are clear IRRs in doing such transactions. All they have to do is check with their admin and finance as well as COA. Its the money – stupid.

Stupid Versoza! You do not buy equipment using intelligence funds! That’s why you have a capex account for all capital expenditures. You use intelligence funds for intel work, moron.
I know COA doesn’t allow buying equipment without bidding, and especially intelligence gathering equipment which are negotiated government-to-government, not over the counter. Each passing day Versoza is stuck deeper as an accomplice rather than victim.

I listened to one of the interviews of de la Paz where he said the reason for the ‘baon’ was for any unforeseen expenses like hospitalization of one of the delegates! BULL!
