As I’m writing this, Malaya’s House reporter, Wendell Vigilia, sent a summary report that House Resolution 737, amending economic provision of the Constitution that would allow 100 percent owenership has now 163 signatures.

They need 175 signatures to bring it to take it up in the committee level, then to the plenary. They need only 12 signatures more. Kayang-kaya yan.

The Cha-Cha train has cranked up . Tsug…tsug… tsug…tsug…tsug…tsug…Beyond 2010.

Cha-Cha express about to roll: Binay
Makati Mayor Jejomar Binay, president of the United Opposition, yesterday said President Arroyo’s allies in the House of Representatives are raring to again introduce the issue of Charter change.

“Time is running out on the administration. By middle of 2009, people will be talking about the 2010 elections. If they (majority congressmen) are going to embark on a last-ditch effort for Charter change for Mrs. Arroyo’s benefit, they have to do it now,” he said.

He said he has information that pro-Arroyo local executives and her House allies conducted public consultations on the issue of amending the Constitution while Congress was on a month-long recess.

He said more than 100 pro-Arroyo congressmen are expected to report an “overwhelming consensus” in favor of Charter change.

“The Cha-Cha express is all set. And we should brace ourselves in the next few weeks for a final attempt to extend Mrs. Arroyo’s stay in Malacañang,” he said.

He said in the event of legal challenges to Cha-Cha, House leaders are prepared to bring the issue to the Supreme Court where several justices up for retirement next year are expected to be replaced by Arroyo appointees.

Binay warned the Palace and its allies that their final push for Charter change to favor Arroyo would not get the support of the people.

“If Malacañang pushes through with Cha-Cha despite public opinion, this could well be the tipping point for the movement to remove an unpopular pretender to the presidency,” he said.

“The people are overwhelmingly against Charter change at this time. They know that any move to amend the Constitution will only benefit Mrs. Arroyo. But they have been patient with this administration because they look forward to a change in leadership by 2010,” he said.

He said the opening prayer of Press Secretary Jesus Dureza last Tuesday imploring divine intervention for Arroyo to serve beyond 2010 aimed to gauge public opinion over the issue of term extension through Charter Change.

“Despite her protestations, Mrs. Arroyo was obviously tickled pink by the prayer,” Binay said.

“She is definitely looking forward to staying in Malacañang beyond 2010.”

Binay dismissed Palace assurances that Arroyo will leave office in 2010.

“Her underlings have been the ones saying she will step down, but if you judge by her body language last Tuesday, one will see that Mrs. Arroyo is confident of staying in power for a long time,” he said.

Senators said amending the Constitution before 2010 will not push through during the watch of Senate President Juan Ponce Enrile, an advocate of Charter change.

Sen. Francis Escudero, a member of the new majority, said changes in the Constitution should be made after President Arroyo’s term.

Enrile said he will not stop discussions on the Charter Change issue.

Enrile explained it is up to the people, and not senators alone, to make a judgment on whether Charter change is needed.

Senate President pro tempore Jinggoy Estrada said he would resign from the majority if Charter change is pursued in the Senate.

Dureza, in a statement, said: “The President was terribly upset with my prayer but after the Cabinet meeting she did not show much displeasure because I told her about my drowned out phrase ‘in her personal and private capacity.’ In hindsight it was a mistake on my part to subject the President to underserved flak.     Now is the time for the people to spill out on the streets again in mammoth numbers and show Arroyo just how repugnant Chacha is.

    We did it 1n 1997 when a huge cross-sectoral rally sent Tabako backpedaling from his intention to revise the Charter.

    We can do it again.

    Please tell me how is it desirable to install a Senate president who had repeatedly stated on record that he is for Charter Change and that he would not hinder, and in fact, encourage debates on the matter?

    We need Enrile like we need a bullet in the head.

    Dapat sa atin magsimula ang lahat at lahat so saan man tayo idako ng ating pangyapak eh for sure marami tayong mababahaginan ng magandang pag-uugali.

    Kaya ang crab mentality na yan eh ibaon na sa limot at harapin ang NGAYON upang umunlad ang ating bayan at pamumuhay.

    Hangga’t ang Pinoy eh Pinoy na matigas ang ulo at walang paki sa kapwa-tao, itaga mo sa bato eh walang mangyayari sa ating bansa at lalo itong mangungulelat at lugmot sa dusa’t hirap.

    Ang hirap eh marami sa kababayan nating Pinoy ang pinagbababasa eh Tiktik at yong lakas tama para solve ang problema.

    Pero ang tunay na issues eh dedma lamang…at least tayo eh heto busy sa kapipindot ng keyboard upang ipahayag ang ating damdamin at sama ng loob sa gobyernong Arroyo.

    Tutal libre naman ito, kasi kung may service fee pa eh magtiktik na rin tayo.

    Bago pa makarangkada ang Cha-Cha, dapat ay tanggalan na ng momentum. The civil society groups should by now be planning to do a pre-emptive rally against the cha-cha. Magpahayag lang kung kailan ang rally at sasali ako, mag iimbita pa ako ng mga kasamahan.
    Hindi dapat maka-usad ang lintik na planong ito. kung talagang ayaw natin ng Cha-cha ay dapat mag-kaisa tayo at puntahan ang mga congreesmen at senators na iyan. Mas mabuti pa nga siguro, sa malacanang na tayo tumuloy, at paalisin ang Tiyanak na nakikitira doon! Kung ako ang masusnod, dapat ay gawing halimbawa itong tiyanak na ito. Pag Alsa ng taumbayan, dapat ay bitayin ng patiwarik ito, kasama ang kanyang pamilya at cohorts sa katiwalian. Upang maging ehemplo sa mga susunod na lider ng bansa. Puro na lang tayo hingapis! Nakakasawa na mag hinagpis, kailan ba tayo kikilos? Ilang ulit na tayong niyuyurakan ng Tiyanak na ito! Isama rin ang mga hinayupak na congressmen na makulit sa pag-papaandar ng Cha-cha train. Grrrrr…..

    Just spoken to one young congressman, who is a son of a former senator, who told me that the evil bitch and the hoods are really going and drawing up their big guns for the charter change and we should be ready for everything.

    I’m sorry ms. ellen, but I think it is the right time for all pinoys to wake up and to make the move for a change in the leadership. Time is of the essence. We should act now before the evil bitch and the hoods gets the upper hand in changing the constitution.

    The time to change the leadership is NOW!!!!

    Malapit na kasi ang 2010 eh ngayon pa sila hihirit…nasaan sila during oakwood at Makati sieges? Ang tagal ng naghihimas ng rehas na bakal sina Hon. Trillanes, Gen. Lim, Gen. Miranda, Col. Querubin at iba pa eh bakit di nila tinulungan ang mga pobre?

    Dapat munang ayusin ng Simbahan Katoliko ang kanilang hanay kasi nga di ba halos lahat ng mga nakaupo sa gobyernong Arroyo, Korte Suprema, Senado, Kongreso at iba pa eh mostly Catholic believers except Tabako.

    So, dapat turuan muna nila ng good moral character and right conduct ang mga pasaway na yan at pagkatapos manyanita para magsipagsisi ng kanilang mga kasalanan.

    Finally, tapos ang problema dahil newly born again ang mga sakit ng ulo na yan ng lipunan.

    Tama ka sa puntong yan. The bishops must be scratching their heads wondering why their flock doesn’t seem to be as responsive as in the good old days.

    Well, I hate to break it to those old guys but dammit — they certainly took their sweet time building up their indignation at Arroyo’s corruption and when they did finally work up the moxie it was too little, too late.

    They’ve got to do some serious spring cleaning. Times like these I miss Cardinal Sin.

    But I’ll take whatever good news that comes my way. Especially that inquirer.net has reported this troubling piece of news:

    Skip, it is also on record that Pimentel has a pending bill and/or resolution calling for debates on charter change to federalize the system.

  45. I will go with chi who says that priorities must be clearly defined now. And that is the removal of Gloria, nothing less. Villar won’t do it. Tell me I’m crazy but I hope Enrile will.

    I don’t trust Enrile but I don’t trust Pimentel either. He is either too gullible or too old, playing patay-mali or in cahoots?

    Okay, let’s say Pimentel becomes senate president and he musters the numbers who will approve a no term limit-lifting constitution via con-ass or concon. Can he stop the bastards in the Lower House from pursuing their agenda? They alternatively propose a federal form via a parliamentary system which is the obvious by-product as a quid pro quo to get Pimentel’s support. No amount of “100 percent impossible” guarantees, especially coming from him, would convince me otherwise. Talk is cheap.
