Arroyo’s praetorian guards

The military’s seniority and merit systems are again being strained to protect the illegitimate presidency of Gloria Arroyo.

One of the military officials whose promotion is awaiting confirmation by the Commission on Appointments is Brig. Gen. John Martir.

Martir is one extremely lucky guy. Despite a pending case of malversation of funds and falsification of documents before the Ombudsman, the Board of Generals recommended him for promotion to two-star rank (major general). This is the Martir’ second promotion in six months. Last June he was confirmed as brigadier general despite his having gone on AWOL (absent without leave) for more than one year ( 477) days during the period July 1998 to January 2000.

What’s Martir’s main qualification? He and former AFP Chief Hermogenes Esperon were the prime movers to have the nine Marine officers led by Maj. Gen. Renato Miranda, former commandant of the Marines, detained and charged with violations of the Articles of War, together with 19 Army Scout Rangers led by Brig, Gen. Danilo Lim in connection with a non-event in Februay 2006. He is one of the witnesses that the prosecution will present in the trial of the mutiny case against Miranda et al that will start on Dec. 19.

Of the nine Marine officers Esperon and Martir put in prison, two are Medal of Valor awardees – Col. Ariel Querubin and Lt. Col. Custodio Parcon.

Martir is now Armed Forces deputy chief of staff for communication, electronics and information, a position that requires two-star rank.

Aside from that, Martir needs the much- sought second star for the position of Marine commandant that Maj. Gen. Ben Dolorfino will be vacating when he moves up to either Western Mindanao Command or Western Command based in Palawan.

But Dolorfino cannot just yet vacate the position of Marine commandant because the most senior among the contenders for the position is the highly respected Maj. Gen. Juancho Sabban, commander of Task Force Comet, an anti-terrorism and anti-insurgency unit.

Military sources say despite Sabban’s impressive combat record, Malacanang does not consider him “theirs”. In the same way that Sabban did not allow himself to be used in Malacanang’s “Hello Garci” operation to tamper with the 2004 election results in Arroyo’s favor, he cannot be expected to be used if and when Arroyo decides to impose emergency rule.

A Marine commandant has authority over a corps of some 8,000 highly-trained men. Because of the Philippine Marines’ history of activism, Malacanang wants it under an Arroyo loyalist and the one that perfectly fits the bill is Martir.

It would, however, be a blatant disregard of the military’s seniority and merit system if Sabban would be bypassed by a one-star general. Thus, it is imperative that Martir gets his two-star and be in command of the Marines as the nation enters a very critical period next year.

Arroyo’s political allies in the House of Representatives, notably Camarines Sur’s Luis Villafuerte (2nd district) said their timetable is to convene a constituent assembly, without the participation of the Senate, in January to amend the Constitution. They expect anti Cha-cha advocates to take the issue to the Supreme Court, which does not bother them a bit because the appointment of new justices would solidify Arroyo’s hold on the high court.

Villafuerte is confident that an Arroyo-loyalist -packed Supreme Court will uphold a Senate-less Con-Ass legal to pave the way for a referendum not later than September 2009. With the local government officials well taken care of by Interior Secretary Ronaldo Puno, it should be a smooth march to a “Gloria Forever” Constitution.

This is, of course, perversion of the Constitution and trampling of democracy that our forefathers shed their blood for.

The anti Cha-Cha advocates, which now cover the whole range of religious and political spectrum, are threatening more protest actions reminding Arroyo of the 2001 ouster of Joseph Estrada (which paved the way for her takeover of Malacanang) happened in January and that of Ferdinand Marcos 22 years ago, in February.

There are talks that if Arroyo cannot push Cha-Cha, as what happened in December 2006 when a De Venecia express railroaded the passage of a resolution to convene a Con-Ass only to withdraw it a few days after when all religious groups including the Iglesia ni Cristo warned her against pushing it further, she would have to create a situation to justify emergency rule. Anything that would justify her continued stay in power beyond 2010.

Under this scenario, Arroyo’s problem would be the cooperation of the armed forces. It is doubtful if she can get the cooperation of AFP Chief Alexander Yano, who has so far conducted himself with utmost decency. Yano’s retirement is still in June 2009.

The names being mentioned whom Arroyo can depend on to execute her authoritarian scenario are Maj. Gen. Delfin Bangit, Brig. Gen. Romeo Prestoza, and Martir.

Bangit and Prestoza are certified Arroyo loyalists having secured her as chiefs of the Presidential Security Group. Bangit, who is currently the commander of the Southern Luzon Command, once headed the Intelligence Service of the AFP which Prestoza now oversees.

Bangit has been promoted to three-star rank and like Martir is awaiting CA confirmation.

    Di ba dapat kayo ang protector ng ating constitution and the Filipino people…bakit di nýo ipinaglaban ang katotohan at pinayagan nýo na magharing-uri ang mga kurap sa ating lipunan.

    Kung alam ko lang na magkakaganito ang Pinas e sana sinundan ko ang yapak ang aking mahal na ama at lolo na nakidigma laban sa hapon.

    At di ako papayag na dustain na lamang ng mga kurap na heneral sa inyong hanay ang AFP at taong-bayan. Pera-pera lang ang inyong katapat…sayang ang inyong pagkasundalo, kaya negative ang respeto ng taong-bayan sa inyong hanay dahil naging sunud-sunuran kayo kay pandakekok.

    You just spelled it out. Gloria and her minions are not afraid of the people’s rage. They feel secure in the fact that their lapdogs in the AFP are occupying positions of Command. Bangit, Prestoza, Martir are but a few of these wolves who now are being surreptitiously being positioned in preparation for the unimpeded Cha-Cha Express. Next year, we will see a lot of these kinds in the AFP and the PNP.

    I saw the indignation in the recent rallies. Gloria is laughing. An interfaith rally will do her no harm. Neither would a noise barrage. Certainly, a peaceful march would not dent her armor.

    What we need NOW is a CONFRONTATION. Be it bloody or not….it should be meant to PIERCE.

    Marcos’ hold to power was his ability to control and make the military happy. The late Gen. Ver was the longest staying AFP Chief of Staff. Most of the military commanders were Ilocanos whose loyalty to fellow Ilocanos is well known. And that’s what Gloria learned from Marcos. To remain in power, the military, church and US should always be the leader’s allies. The Philippine military silently follows the dictates of Uncle Sam too. Such relationship is seldom talked about but is something that remains to be a big factor in a President’s survival. If Uncle Sam gives his signal to oust the Evil Bitch, it’s easy for the local Philippine Military to do so because many of our military personnel are working as CIA agents. Every CIA covert operation requires the help of the local counterparts. Some of you may be annoyed by my frequent inclusion of CIA’s role; but that’s the truth.

    Last Friday was a big disappoint for me….BUT, IT DID NOT DAMPEN MY OPTIMISM. There were more people who watched the PBA games than there were in the rally for our future. The malls were even jampacked.

    The basic questions that we should ask of ourselves…Have we, as a Nation, been actually reduced to faceless automatons? Can’t we stand up against a few criminals? Are we afraid to lose our comfort for a few hours of basketball entertainment and mall aircon?

    If we want Gloria out, then we must be willing to pack all the jails to rafters. Willing to brave the rains and face the odds. WILLING TO STORM THE PALACE BY THE STINKING RIVER!!! Torpedoes be damned!!!

    SULBATZ, unless the opposition groups unite (true opposition and those claiming to be), future rallies would remain to be not as successful as we saw in Edsa One and Two. Allow me to explain: Cory’s group has not reconciled with the groups of Marcos that are oppose to GMA. Civil Society and Black & White are not in good terms with Erap loyalists who mostly belong to FPJ group. Leftist groups and militants do not see eye to eye with the military oppose to GMA. The military even if they don’t belong to rightist groups could never get along with the Left. The Catholic Church is divided into pro and anti-Gloria. How can a rally be successful if you have such disunited groups?

I’ve met a couple of senior officers who rose to star rank not because they deserved the promotion but because members of their class who happened to be members of the board of generals wanted it to happen, i.e., pride that all members of their class became generals (Class 62 being one of them) but I’ve never heard of one who had blatantly gone AWOL for more than a year, therefore technically, legally, morally unqualified for any star at all, yet was promoted to two stars in 6 months.

    The AFP has become a huge, well-trained private security personnel and not an army in the strictest military sense. Under Gloria, its members have become a mish mash of junior field officers commanding a bunch of fighting troops, and so-called senior officers who neither deserve their rank nor the right to command.

    As one of my friends, VAdm Billy Marcelo would say when I asked why he wouldn’t approve the promotion of an officer to senior rank, “Anna, that guy doesn’t even deserve to be your cook!”

    Sadly, the ones who deserve the honour and the recognition for being true military officers even in this god forsaken army are all in prison. The troops who were summarily dismissed by a fake general, who was technically nothing but a glorified ADC to Gloria, deserve the same honour and recognition.

    Absolutely extraordinary how the AFP, in a span of 30 odd years, have become one of the region’s not finest!

    In a previous post – months ago, when Yano was going to be appointed CSAFP, you were hopeful that he would to be a good CSAFP. I was not. I have known the guy since he was a junior officer, a major. I thought he was not a very smart officer, he got confused easily.

    I am not hopeful that he will turn into one who will stand out as a general, one whose duty also calls for him to safeguard the welfare of his officers and men.

At least, siya naboto ng mga pilipino ng dalawang beses. Si Gloria Dorobo, kundi pa gumawa ng kabulastugan sa tulong ng mga pino-promote niya ngayon, at tumulong sa kaniyang ibagsak una si Erap at pagkatapos kurakutin ang mga boto para hindi makaupo ang tunay na nanalo sa eleksyon noong 2004, hindi makakaupo sa Malacanang at hindi magrereynahan gaya ng ginagawa niya ngayon.

    Point is bakit pinababayaan ng mga pilipino iyan. Saan ka nakakita ng demokrasya daw na ang mga kurakot ang lalakas pang magsabi na walang binatbat ang tinig ng sambayanan.     On the coming appointments and promotions, it seems that the AFP and the Supreme Court are to be “dextroxed” for
    more strength for the lone purpose of propeling the evil bitch to perpetuity. It’s not at all about quality, but the ability to adapt to a culture of corruption and willingness to become lapdogs of the powers that be.     yano is one kind of officer who did not taste blood and smelled powder during his junior officer years. his brother cesar was with us in jolo during the 80’s but also with limited combat exposure. same with romeo tolentino who stayed in the division hqs most of his years. the only one i can say really battle tested was palparan, a good officer but was only “contaminated” by the gloria fever when he let himself used by the liar and cheater.

    OFW’s – more heartaches from the Palace

    Malacañang herded 105 of the laid off workers for a supposed meeting with Gloria the previous Friday, Dec. 9, while simultaneously announcing an incredulous “payback” program worth P250 million to supposedly help tide over retrenched OFWs while they look for new jobs, likely overseas.

    The Malacañang guests were looking forward to at least get an assurance from Gloria about government assistance coming their way.

    At least four of them got to shake Gloria’s hands and received the packages that Malacañang harped about. After the photo op, Gloria made a fast exit leaving the so-called “Bagong Bayanis” wondering about the reason for their being sent to the Palace.

    OFW group Migrante said most of those who went to the Palace were expecting at least a brief dialog with Gloria instead of being used as props for a photo session.

    “The President only came when the cameras started rolling. While in front of the cameras, President Arroyo herself handed checks to four of our representatives. After the ceremony, we were asked to immediately turn the checks over to the Technological Resource Center as the funds were allegedly for a livelihood program for us which we still needed to apply for.

    Sa Pilipinas, iyong hepe ng pulis galing pa sa AFP/PMA. Tapos nagkakabanggaan pa ang mga pulis at sundalo sa paghuli ng mga kriminal pero iyong mga kriminal sa palasyong katabi ng mabahong ilog, hindi nila ginagalaw dahil sa lagay!

    Many of the retired military and police officials go into security agency business. Not only do they have the background and experience to operate such business, they have strong connections. I for one know that Palparan is now the Chief Security of a huge private business. He’s assisted by a large group of well-armed personnel.

    It is acceptable for these officers to have a security agency business as long as someone runs it for them. This is better than STEALING from the country’s treasury.

    The problem is, these officers bring with them in their retirement by operating illegal business. Some security agencies are actually private armies of some politicians and VIPs. Some agencies engage in gun running and other illegal activities.
