Four out of ten Filipinos oppose Cha-Cha

As presidential son and Pampanga representative Mikey Arroyo continues to push for charter change, Pulse Asia came out with its latest survey results showing that four out of ten Filipinos are not in favor of amending the Constitution now.

The survey conducted February 2-15, 2009 with 1,200 respondents showed a big plurality of Filipinos (42%) is against charter change now while a sizeable majority (64%) does not think it is appropriate to amend the 1987 Constitution at this time.

The survey showed that 33 percent favor amendments the constituion now, a decrease from the 39 percent in November 2006 and 40 percent in July 2006.

Of the 42 percent who do not favor Cha-Cha now, 16.7 percent cited as reason “To avoid chaos” and 16.4 per cent cited, “Present Constitution is good enough.”

At least 11.5 per cent opposed Cha-cha in order not to extend the term of office of officials and 10.8 per cent cited in order not to extend the term of Gloria Arroyo.

Of the 33 per cent who favor Cha-Cha, 36.63 percent said to “improve the economy”, 20.7 percent said to eradicate corruption, and 11.9 per cent said to “improve the law.”

    1. Even if Villafuerte’s cha-cha resolution gets the 197 signatures from Members of the House, it’s still a long way from passage and approval, not to mention the final hurdle of a Supreme Court challenge.

    First, it must go through debate in the Committee. Expect that to be a tumultuous debate. Then more impassioned debates on the floor.

    It requires 197 warm body votes on the floor. The signatures don’t count.

    Finally, there will be a Supreme Court challenge and the parliament of the streets.

    A camel has a better change passing through the eye of the needle that this resolution resulting in charter change.

    I support the proposed resolution of Cong. Villafuerte calling on presidentiables to participate in public debates on national issues. We should see how they think on their feet answering questions on the economy, energy, finance, budget, defense, security, health, criminality, business, natural resources, environment, etc.

    There is a need to broaden the field so the debates should include those whose names do not appear in surveys but whose records show potential for national leadership.

    In whatever form of government our country may have, if the same dishonest, greedy people are to run the government, what improvements could we expect? My opinion is that Cha-Cha for now is just a waste of people’s money.

    ng problema sa karamihang Pinoy ay ang mapaghanap ng bloated credentials ng isang lider.     Pored over the charter so many times and dissected it with my Eng. 101 1/2 . I even consulted with some barbershop second opinions. I found out there is no need for a senate threat of their separate power to meddle with the present pro-minds in the lower chamber. I agree with the pro-chacha for the sole reason that 99 percent of the day there are 99 percent who complain on everything and the only way these things could be corrected is to come up close to our dreams possible only with a charter change.

  21. CAGAYAN DE ORO CITY — Senator Manny Villar dismissed on Thursday suspicions that the Nacionalista Party, which he heads, had decided as a whole to support the proposal to tinker with the Constitution.

    But Villar, who said he remained opposed to Charter change, admitted that a large number of NP members in the Lower House signed the resolution that could lead to the overhaul of the Constitution.

    ….So, the rumor going on around that Villar is now with the Administration and sleeping with the Devil is true. Don’t be surprised that Villar ends up as the administration candidate.

    Meron bang mga senador at kotongresistang hindi alam ang mga katiwalian at pang-aabuso nina gloria? Puro lang sila dada, wala namang tunay na ginagawa mula noon pa upang maibsan na ang paghihirap ng taong bayan.

    Parang sila sila ay magkakakutsaba upang lituhin ang mamamayan, bigyan ng samutsaring araw araw na isyung pag-iisipan at pag-uusapan habang sila sila sa itaas ay masayang nagpapartihan.

    Kung meron usaping katiwalian, tapusin at huwag bitinin ang taong bayan! Kung meron silang alam, bakit hindi nila pangunahang mag-aklas ang taong bayan?

    On possible upheaval over cha-cha

    Any political crisis arising from the insistence of the House of Representatives to amend the constitution without Senate concurrence will squarely be on the shoulders of the leaders of the lower chamber. The latest Ibon Foundation survey shows that six out of 10 Filipinos oppose cha-cha, seeing it as a scheme to extend the term of the outgoing administration beyond 2010.

    An upheaval is the last thing our country needs in the face of the global economic crisis, thus the House must desist from pursuing cha-cha. If lawmakers are really sincere in helping our people, there are so many pending bills that impact directly on poverty and good governance that need our attention. Cha-cha can wait.

    As it is, Malacanang is distancing itself from the House move, but they are fooling no one. They say that they merely want to amend some economic provisions of the constitution. Nonetheless, what would stop them from changing our form of government or resetting the next election when they have gotten cha-cha rolling?

    After getting all of Pope Benedict’s luggage loaded into the
    limo, (and he doesn’t travel light), the driver notices the Pope is still
    standing on the curb.

    “Excuse me, Your Holiness,” says the driver, “Would you please take your
    seat so we can leave?”

    “Well, to tell you the truth,” says the Pope, “they never let me drive
    at the Vatican when I was a cardinal, and I’d really like to drive today.”

    “I’m sorry, Your Holiness, but I cannot let you do that. I’d lose my
    job! What if something should happen?” protests the driver, wishing he’d
    never gone to work that morning.

    “Who’s going to tell?” says the Pope with a smile?

    Reluctantly, the driver gets in the back as the Pope climbs in behind
    the wheel. The driver quickly regrets his decision when, after exiting the
    airport, the Pontiff floors it, accelerating the limo to 205 kph. (Remember,
    the Pope is German.)

    “Please slow down, Your Holiness!” pleads the worried driver, but the
    Pope keeps the pedal to the metal until they hear sirens.

    “Oh, dear God, I’m going to lose my license — and my job!” moans the
    driver.

    The Pope pulls over and rolls down the window as the cop approaches, but
    the cop takes one look at him, goes back to his motorcycle, and
    gets on the radio.

    “I need to talk to the Chief,” he says to the dispatcher.

    The Chief gets on the radio and the cop tells him that he’s stopped a
    limo going 205 kph.? “So bust him,” says the Chief. “I don’t think we want
    to do that, he’s really important,” said the cop.

    The Chief exclaimed,” All the more reason!”

    “No, I mean really important,” said the cop with a bit of persistence

    The Chief then asked, “Who do you have there, the mayor?”

    Cop: “Bigger.”

    Chief: “A senator?”

    Cop: “Bigger.”

    Chief: “The Prime Minister?”

    Cop: “Bigger.”

    “Well,” said the Chief, “Who is it?”

    Cop: “I think it’s God!”

    The Chief is even more puzzled and curious, “What makes you
    think it’s God?”

    Cop: “His chauffeur is the Pope!”

    Malacanang is hoping that Cha-cha will materialize by June, 2009, the time when Gen. Yano retires and Gen. Bangit, a very close ally of GMA is her choice to replace him. If Cha-cha will cause a people power, it is likely that the administration will orchestrate destablilization justifying the proclamation of Martial Law.
