Norberto Gonzales’ “transition president”

Could this be what Shakespeare calls “method in madness”?

Following the admission of Mike Arroyo, son of Gloria and Mike Aroyo, that he met with former House Speaker Jose de Venecia for the passage of the charter change resolution introduced by Camarines Sur Luis Villafuerte, here comes National Security Adviser Norberto Gonzales Jr. and his bright idea of a “transition government.”

In a statement last week, Gonzales echoed the line of his principal, Gloria Arroyo, blaming “politics” for what we are now – “a nation of servants”, as told to our face by a Hongkong bastard.

Gonzales started with “Because of our dysfunctional politics, which is also the mother of corruption in government, many of our people are going hungry, our children are poorly educated, the poor do not have health and social securities, and the desperate are driven to crime or rebellion.”

Accurate description of the situation but not so accurate premise.

Then he followed it up with, “Philippine society’s problems are so grave that truly addressing them requires no less than its overhaul, which, in turn, requires fundamental reforms, particularly political reforms.”

“At the heart of the reforms,” he said, is “change of government system, which requires Charter change.”

Four years after the 2005 Venable fiasco that exposed him to have hired an American firm for $1 million to lobby with the U.S. Government to support the changing of the Philippine Constitution, Arroyo’s national security adviser is still in it.

“We need Charter change, but we will never get to doing it until we have a transition president who is willing to carry it out and call for a new election under a new political system afterwards.” Gonzales said, adding the transition period may take two to three years.

Gonzales was guest in Pia Hontiveros’s “Strictly Politics” in ANC last Tuesday to explain his “transition government” idea which Sen. Rodolfo Biazon said is a “formula for chaos” because that would mean Gloria Arroyo staying in power beyond 2010.

He said he is against convening Constituent Assembly because that would mean the present members of Congress would be the ones to write the new Charter. He said he is for calling for a Constitutional Convention. He also said the May 2010 elections should be held.

His answers to Pia’s questions made me more confused so I talked with him after the show (I’m editorial consultant of Strictly Politics).

He said he wants a shift to the parliamentary system of government because it’s more efficient, Unlike the presidential system where there are three centers of power – executive, legislative and juidiciary. “Masyadong maraming check. Hindi na makakilos, “ he said.

I asked him if the transition president he has in mind is Gloria Arroyo and he replied, “No.”

I asked why not, and Gonzales replied, “Because she cannot be elected anymore.”

Yet, Gonzales’ answers to some of my questions suggested that Arroyo is not planning to exit in 2010. He said, under his concept of “transition government”, Arroyo “can begin to think of herself as a transition president if the she is really thinking of planning for the next one.”

I said she has one year to do that. Gonzales said, “Kung ako si Presidente, I know that in 2010, there will be a next president. I should prepare my government to be transferred.”

I asked Gonzales, if they succeed in changing the form of government to parliamentary system, can Arroyo be the head of government? He said, “If she decides to run.”

Then he backtracked a little, “But that’s too far in the future.” Then came back with “ I think GMA can run if we become a parliament.”

Then, again he said, “But supposing we don’t become a parliament.”

I gave up.

  3. I am tired of this issue. Hanggang ngayon wala pa ring solution. I am for Chacha for the reason that Visayan and Mindanao can manage its own affair as well as Luzon. Clear separation of power will make this country achieve maturity. In a family, if we all live together , we will be dependent upon each other with a control freak head. We could never think independently. mabuti pa mag kanya kanya basta walang away. This concept is the same as separation of power. Let the Visayan, Luzon and Mindanao do what they want to do according to its resources.

    Walang mangyari sa atin if we keep believing that the current system will continue to work. Look folks, it has never worked and will never be. It’s a chronic incurable economic disease from a system failure that even a miracle from God will not help it. Changing the system may allow rooms for renegotiation, review of treaties and may attract foreign investors to employ our people.

    Gloria cannot be head nor president. She has created many people so unhappy. It will be suicide if she will decide to stay. When powers are separated , Gloria will lose monopoly.

  5. I just learned that ABS-CBN and DZMM broadcaster Anthony Taberna received a threat via text from Gen. John Martir’s group when he made comment on the latter’s AWOL and TNT status in the US. Despite all these violations plus a case filed with the Ombudsman by the wife of Col. Querubin, Martir managed to get promoted and went through smooth sailing at Senate CA courtesy of Enrile. It later turned out that Enrile’s son Rep. Jackie Enrile is a good friend of Martir. For reporting this on his TV/Radio program, Taberna received a threat.

    Archbishop Oscar Cruz is not inclined to endorse Panlilio since the governor has more problems than he is able to solve even as governor. If Cruz were to be believed, no mayors in the whole province of Pampanga saved for one and not one from the Sangguniang Panlalawigan or Provincial Board do stand by what Panlilio believes in. In other words, if the good priest cannot as much as even command respect, how can he expect to command respect from a larger whole – society writ large? Fact is, not few from the clergy have opposed views on what Panlilio is doing in either capacity – priest or governor.
    While indeed, organized groups to include the leftist party list have expressed support for Panlilio, Rep. Hontiveros would want exactly that more than mere lip service, Panlilio lays down his clear national agenda and provides answers to major policy issues or concerns as early as now. If that is not about ready, chances are, Panlilio is wishing for the moon. In fact, a recall petition with the COMELEC is in the offing, frustrated only now by lack of material time and money to conduct recall elections.
    This is classic case of media feeding frenzy – not knowing exactly what it is to feed to the universal viewership. With grave doubts as to his competence to lead the Province of Pampanga to where he wants to take its future, what is it really that can make Panlilio click with the entire Filipino populace? First of all, as soon as he leaves Pampanga, Rep. Mikey Arroyo shall be able to get the gubernatorial seat unless Panlilio made the path more difficult for his more prospective successor.

  27. The Churches involvement in government and politics should be limited to their pulpits and church property. I do not believe the Catholic Church should take away the indiviual freedom of their members when it comes to affairs of the government. It is the Chruches responsiblity to teach its people the doctrine of the Church. It should not be the churches right to dictate how the people of the Church will cast their private ballots in elections and punish them if they discover they did not vote the way the church ordered.

    If Panlilio is really serious he must disrobe his priesthood.Catholic Church endorses and pushes for a democratic form of government around the world, but their own internal form of government is not democratic. The Pope has absolute authority. The priest must do what their local Bishop orders them to do and have no recourse if they do not like the rulings of the Bishop. No one can remove a Pope from power, yet in the Philippines the Catholic Church believes it has the right to take to the streets to remove and elected President by means that go contrary to the Constitution of the Philippines.

    Even today, Vatican is allied with the Italian Mafia. In the Philippines, the late Cardinal Sin acted as if he was the Pope of the country. He participated actively in the ouster of two duly elected Presidents and supported the illegal evil one who’s still in power today. Well, it’s in anticipation of the next administration presumably coming from the opposition assuming there’s no rampant election cheating. People don’t forget Villegas’ role in kidnapping witness Simon Ong out the the Seminary during that Garci tape scandal. Villegas sucks!

  34. I prefer JV Ejercito than Jinggoy. JV is more decent and polite. He listens to Erap. Actually, Erap loves JV more than Jinggoy but Erap doesn’t want to show it in public. When Erap asked JV not to run for the Senate so that Jinggoy could run, JV readily obeyed but he cried. There’s always a black sheep in the family and Jinggoy is one. But between Jinggoy and Jude, Jude is worse. Jude was reported to be taking drugs too. Not only that, Jude’s gender was even questionable.

Gina de Venecia is very intelligent. She’s well respected not only by the movie industry but the society as well. She and Joey could choose between Congress and Senate. JDV seems to be retiring. JPE has committed to support Erap’s team and if he runs again in the Senate, naturally he will be in Erap’s team. Yes, Jojo Binay is a better administrator. But remember he’s a lawyer. Among the current senators many of whom are idiots, Binay would perform better than them. Serge Osmena’s health is a problem; but so are many politicians. Serge is a very good lawmaker and political strategist.

  48. Sorry for the double posting. Regarding Jamby, she’s a true opposition but is reported to be anti-poor and media. Grace Poe can be a good politician. If Loi Estrada was able to complete her term as Senator, much more Grace. Among the Arroyo cabinet members, I think DSWD Sec. Cabal and DND Sec. Teodoro are more decent. Lito Atienza might be running for Manila Mayor again especially now that Fred Lim has differences with Erap.
