Trillanes:incarcerated but productive

When the third session of the 14th Congress opens on July 27, Sen. Antonio Trillanes IV may be able to be part of it from his detention cell in Camp Crame via the modern technology of teleconferencing.

This could be the start of the realization of the mandate that the Filipino people bestowed on him when they voted for him senator despite the fact that he was in detention and a thorn in Gloria Arroyo’s neck.

But despite his incarceration, or some say because of it, he has come out to be one of the most prolific members of the Senate having authored and co-authored a total of 285 bills and 21 resolutions in the first two years of his six-year term, mostly in line with his advocacies as poverty alleviation, national defense and security, affordable and accessible health care and education, and environmental protection.

The quality of Trillanes’ bills reflects his vibrancy of his political mind. He was the principal author of the Archipelagic Baseline Law. Through the shepherding of Sen. Miriam Santiago, the final form excluded the Scarborough shoal from the main Philippine territory. The shoal, which is some 124 nautical miles from Zambalez was still part of Philippine territory but as regime of island.

That folly of not including Scarborough shoal as part of the country’s main territory, because we were afraid of China, was brought to fore last month when a Chinese submarine collided with an underwater sonar array towed by a U.S destroyer USS near the area. It’s a brazen intrusion into Philippine territory and all that the authorities could say is, it’s outside Philippine territorial waters.

His crusade for good governance has put him and his fellow Magdalo officers in jail but this has all the more strengthened his resolve for the crusade knowing that corruption in the government is directly linked to the grinding poverty in the country. He has authored “An act consolidating the laws granting rewards to informers of violations of internal revenue and customs laws” and “An Act providing for a grant of reward to informers of violations of RA 7080 (Plunder Law) and RA 1379 (Properties confiscated under the anti-graft and corrupt practices law)

He also authored “An Act increasing the penalties imposed against contractors and subcontractors who violate any material provision of contracts involving public works projects of the government, and public officials who allow such violations, amending for this purpose Presidential Decree No. 1759.”

“We should fight against the alarming propensity of this administration to punish whistleblowers of anomalous transactions instead of the perpetrators, most of whom are part of government themselves,” Trillanes said.

To minimize opportunities for corruption, he introduced the bill mandating the use of transaction windows and the creation of e-services in all government agencies.

Close to his heart, of course, are uniformed personnel who gave him electoral support (he was in the top five precincts surrounding military and police camps). He is giving back that support with bills that
help improve their lot which include increasing the combat pay of AFP officers and personnel and also that of all commissioned and non-commissioned personnel of the Philippine National Police. He has filed bills providing for additional insurance coverage and benefits of all members of the AFP and PNP who are killed, injured, or wounded in the line of duty.

Going back to basics, he filed a resolution increasing the subsistence allowance of all officers and enlisted personnel of the Armed Forces of the Philippines (AFP) from P90 to P150 per day.

Aware of the connection between poverty and inaccessibility to education, he filed a bill to subsidize school fees in all public elementary and high schools, and another one strengthening the open learning system of higher education in the Philippines.

This one I especially applaud: An Act requiring Mandatory Computer Education in all public and private high schools.

In our barrio in Guisijan, Laua-an in the province of Antique, young people graduate in high school without having seen and touch a computer. I can just imagine their great disadvantage when they go to college and look for job. Without computer knowledge, they end up domestic helpers and laborers in sweat shops.

Concerned about the effect of brain drain in our health sector, with Filipino doctors becoming nurses in other countries, he filed a bill providing for an increase in the salary of government physicians.

He also filed a bill creating a national cancer center to be known as the Philippine National Cancer Center and another one providing for a National Cervical Cancer Diagnosis and Treatment Fund.

All these efforts to improve the lives of the Filipino can be facilitated if we have a change in leadership And change is only possible with Gloria Arroyo out of Malacañang.“Any illusions of change are simply not possible under the administration of GMA,” Trillanes said.

  4. There is no doubt in my mind that Sonny will deliver! He walks the talk. Can we do the same? We are free yet caged. Sonny is caged yet he is productive. What an irony!

    He raised the bar for public service. I hope this awakens the corrupt imbesiles walking around in their barongs looking and feeling like legislators but are simply actors or mouth pieces for the rich and powerful legislating only the bills to benefit those who wish to have more assets and power!

    i know this is a bigh help sa mga ka-barrio ko. people and politrapos do not realize how difficult it is sa barrio when you go to school, wala na ngang baon, you still have to walkathon sa talahib highways and this certainly will be a big help.

    Iba ang education ng public school at private kaya nagkakaroon ng milya-milyang agwat,competition at discrimination.Ang mangyayari nito sa bandang huli at kung makatapos man ang nag-aaral sa public school laging sa likod ang papel nila.Pagdating sa paghahanap ng trabaho,iyung galing sa magagaling na school ang unang tatangapin.Papano na ang mga mahihirap hangang sa himod puwit na lang sila para makapagtrabaho.

  23. I seem to be unable to post comment in the magdalo para sa pagbabago website regarding the annual report of Senator Trillanes. So I’ll just post some of those which I can still remember.

    I especially took notice of his bills on Defining the Philippine Baseline and the Subsidy Program for the Young Filipino Farmers.

    These are two bills which affect our very survival as a nation but are being neglected by the GMA implanted government and her corrupted legislators. Intead, they are involved in the handing over of our prime assets to our foreign invaders.

    These are security issues. GMA implanted government has commited acts of treason. What are the soldiers among us doing with this duty to arrest compatriots having committed acts of treason?

  24. The priority of our country should be EDUCATION in all levels. Wala na tayong magagawa sa mga tumanda na na ayaw magaral. But we can do something for he youth. It is not too late yet. Buwawi naman tayo sa mga anak natin.

    Spending for lawyers and other expenses during Adriaan’s incarceration, the De Jagers are now impoverished and dependent on doles from kindhearted people.

    The only crime the De Jagers committed was to stand up to you to protect their property when you grabbed it from them.

    Oh, boy, you really used your power as a military officer when you tangled with the De Jagers, both engineers, who left the Netherlands to settle down here!

    If you were that abusive when you were a mere Navy lieutenant, much more so now that you’re already a senator.

    When you were in jail at the Intelligence Service of the Armed Forces of the Philippines (Isafp), you were a problem-detainee as you always quarreled with your jailers.

    What’s keeping you from being abusive is your being in jail.

    If only the people who voted for you knew your real character, they would have thought twice before writing your name in their ballots.

  32. Observe the pattern of Tulfo for years. He has been a defender of the Chinese and American invaders of our nation. He is an enemy collaborator. He has therefor been commiting acts of treason like his stage adversary GMA. Kaya tuloy yan-dumami ng husto ang mga tao. Noong 1970s wala pa tayong 30 million. Ngayon, 90 million na! Ang ekonomiya naman natin ay hindi lumalago. Kaya ang labas, mas maraming gutom!

I will not waste my breath using the politically correct term of “informal settlers”.   74. Sen Trillianes, a bill that will put away corrupt government officials will be helpful. We have so many laws about corruption but maybe we should tighten the screws on them. The jail time should be loooong. All looted assets should be immediately sequestererd from these villains without so much litigation (as the courts are mostly corrupted too). Corrupt officials should be terminated pronto and will never be given any chance to serve publicly again! There will be no “presidential priviledges” or the like and no HOLY COWS! Senator, if you can craft bills to effect these, I hail you more!

    The jail time for the corrupt should be corresponding to the assets they looted. The more assets they stole, the longer would be the jail time. Now this will deter corruption. In all government offices, there should be planted detectives just for the purpose of spotting the corrupt officers and employees. Paying the hired help will be very cost effective in the long run. In money making departments like banks, BIR, customs, more spies should be hired. These hired detectives should have the 100% protection that they will not be compromised in whatever shape or form.

    Privacy laws of banks should also be revised. Because of these privacy laws, it is tougher to run after the crooks.

    Dear Mr. Aruta:

    Please allow me to respond point-by-point to the personal attacks of Mr. Ramon Tulfo against Sen. Antonio F. Trillanes IV in his column “On Target” (PDI, July 7, 2009).

    1. Many cars. – Contrary to the claim of Mr. Tulfo, Sen. Trillanes never owned any luxury vehicles when he was in the military. Sen. Trillanes’s only vehicle when he was with the Navy was a second-hand ’96 Nissan Terrano, which he sold in 2007 to finance his campaign. The fact is that in 2003, the CIDG filed an ill-gotten wealth case relating to Trillanes’s alleged vehicles but the case was dismissed because the documents the CIDG submitted in support of its allegation were found to be spurious; they showed that the vehicles were supposedly registered under Trillanes’s name in the year 1900! This could be confirmed from the records of the Office of the Ombudsman.

    2. House in an exclusive village. – Sen. Trillanes does not own a house in an exclusive village in Antipolo, Rizal, as alleged by Mr. Tulfo. He never did. His parents-in-law own a house at the Town and Country Homes, a middle class subdivision in Antipolo. In fact, Trillanes did not own a house at all when he was still with the Navy and even up to now. He and his family used to live at his wife’s quarters at the PMA in Baguio City. When in Metro Manila, he stays either at his parent’s house in Caloocan or with his in-laws. It was only last May that Sen. Trillanes acquired a 300 sqm lot in the same subdivision in Antipolo through the PAG-IBIG’s Home Financing II Program for which he will be paying for 25 years. You can verify these claims from the Register of Deeds of Rizal and from PAG-IBIG.

    3. Tiff with a Dutchman and his Filipino wife. – The couple referred to, Anastacia Santarin and Adrian De Jager, have been locked in a dispute with a certain Estelita Pabalan over a vacant lot (there was no house) in Novaliches since 1999. Said property was leased by Mr. Trillanes—who did not know of the dispute—as parking lot for his mother’s rent-a-van business in early 2003. Sometime in March 2003, Santarin and De Jager forced their way into the premises, shoved the caretaker out, and refused to leave. When Trillanes was informed of the incident, he went to talk to Ms. Santarin. He never met Mr. De Jager. Due to the couple’s refusal to leave, Trillanes reported the matter to the Barangay Chairman in the area. That was the extent of his participation in this matter.

    A few days later, Pabalan and the caretaker reported the matter to the police. When they came to investigate, the policemen were attacked by De Jager with a knife. The policemen arrested De Jager and charged him in court with attempted homicide. He was incarcerated because of this and not because of anything that Trillanes did. In fact, Sen. Trillanes had no involvement whatsoever in either the land dispute case or in De Jager’s criminal case. Court records will bear this out.

    After the Oakwood incident, this couple tried to cut a deal with the government by offering themselves as witnesses against Mr. Trillanes in exchange for a favorable ruling in the land dispute. Fortunately, the police and/or prosecutors found their claim to be dubious and incredible. The couple later filed a case against Trillanes before the Ombudsman but the case was dismissed for lack of merit.

    4. Abusive behavior. – Mr. Tulfo claims that Sen. Trillanes was abusive when he was a mere Navy lieutenant and concludes “much more so now that you’re already a senator”. Likewise, Mr. Tulfo also wrote: “[W]hen you were in jail at the Intelligence Service of the Armed Forces of the Philippines (Isafp), you were a problem-detainee as you always quarreled with your jailers.”

    Apart from Mr. Tulfo and the De Jager couple with their bogus and recycled claims, however, we are not aware of anyone who claims to have been victimized by Mr. Trillanes’ abuses.

    The next time Mr. Tulfo writes an article, we are hoping that he would at least take the time to check his sources, verify his facts and get the side of the affected party, just like how a good journalist is supposed to. Otherwise, his articles do not deserve to be published in a respected newspaper like the Philippine Daily Inquirer.

    In the interest of fairness, we are hoping that you will publish this response in full.

    They could not wait longer for the C4 explosives promised by the US, they started buying TNT dynamites for a planned new year’s day revelry bombing which sale was monitored and busted by the military. Olaguer and his friends were arrested and tried by military tribunals for years which sentenced 4 of them to death.

    Ninoy Aquino, Lopez’ in-law Steve Psinakis, and Nats Tañada took the cudgels and renamed the group April 6 Liberation Movement which now included Victor Burns Lovely (what a name!) and American married to a Pinay who lost his arm and an eye when a bomb he was carrying exploded prematurely. Lovely later admitted to the bombing of a convention of American travel agents in PICC for which the showband of famous singer Nonoy Zuñiga was performing. Nonoy suffered in the blast, doctors had to amputate his leg. My bestfriend’s father, who was the band’s manager, was missed by the bomb by a few seconds. Lovely much later appeared in media this time pitched for Marcos and identified his cohorts.

    Those who believe Ninoy Aquino is a real hero, better think twice. These are the reasons why Gringo Honasan et al believed the government of Cory was being run by communists.

    These events were narrated by Ed Olaguer in his book “Light A Fire II – Confessions of a Jesuit Terrorist Son.”

    TTwisted – One Norberto Gonzales I know is also a Harvard educated, an attorney and married to my friend. I can not in the life of me imagine why Norberto would do such a thing. One thing I know S. Salonga got $360,000.000.00 from RSBenedicto so Benedicto can go home to the Philippines. plus he pledged a lot of his assets to Salonga. That does not make Salonga free from crime. Knowing that these politicians have earned their wealth by crooked means. There is no end to their thievery.

    Parasabayan – I never thought Ninoy Aquino is a hero. In 1967 we were in Baguio during the Holyweek, a group of our barkada we were listening to Ninoy, he was talking about he was going to make a bomb as big as a match box. His target was of course Marcos and the rich people of the Philippines. He was so bitter when he talk about the rich, at that time I thought he was rich too. He sound very vendictive, arrogant and a knew it all person. I thought to myself he does posses the calibre of a decent person nor a leader to be. I thought all the while that he will not be any different from the past presidents nor Marcos. But knowing now we have the worst president Pandak.

  104. I agree dandaw. Ninoy was never a hero. Kaya nga hindi ko maintindihan kung bakit ang pangalan na Manila International Airport ginawang Ninoy Aquino Airport. Ninoy was only gifted with excellent public speaking skill. He was an eloquent speaker…very articulate. But I don’t think he had the “it” in his brain like Marcos. Palibhasa kasi journalist siyempre magaling sa dada at imbento. Ninoy reminds me of Dick Gordon today…long playing speaker.
