Automated cheating: Garci computerized?

What could possibly go wrong in the automated national elections in May 2010?

Just because voting will be computerized does not mean it will be error- or problem-free, said Prof. Pablo Manalastas, a faculty member of the Ateneo de Manila University’s Computer Science Department and lecturer at the University of the Philippines.

Manaslatas laid out the possible scenarios: What if the two special felt-tip pens allotted per precinct dry up before voting ends and voters have nothing to write their choices with? What if the counting machine gets jammed when ballots are being fed to it? What if the local GPRS connection is bad and slows the transmission of the results from the precincts to the municipal or city canvassers? Or what if someone snatches the laptop computer at the canvassing center.

But these scenarios aren’t as worrisome as what else could happen: The whole system could be rigged, and all computers—from those at the precincts all the way to those at the Commission on Elections and Congress that will canvass the results for the senatorial and presidential elections—could be pre-programmed to make certain candidates win.

  2. I agree with Manalastas that the long form of the ballot could easily jam the PCOS machine. Imagine a cardboard-thick ballot almost one meter long misaligned by a few degrees on feeding, by the middle of the scan, it will be displaced inches away from original alignment and that extra material crowding on one corner of the roller will definitely jam up the machine, probably requiring a technician to reset the procedure, erase any vote already added to the canvass, straighten/flatten the crumpled ballot ad re-feed it into the machine. Unless there will be technicians posted in every precinct (a total of 82,500) and have this guy feed the ballots himself instead of allowing the voters to do it, I foresee a big problem of many voters being disenfranchised.

  3. A total of 246,600 pairs of public and private keys need to be generated from now until May 2010. As Dean Jorge Bocobo computes, there will have to be more than a thousand keys prepared starting today to the day of delivery. Is that physically possible? The public keys will be in the form of USB flash memory, and even that is not stable.

    All electronic gadgets are sensitive to heat, humidity, electromagnetism, or induced electricity (proximity to high-voltage power lines, for instance). Any public key in the hands of the Election Inspectors that will fail will make the particular machine inoperable. Again, whole precincts may be disenfranchised.

    Has anybody done any time and motion studies on this?

    Based on 2004 stats, there are 49 Million registered voters in the Philippines. At the turnout rate of 71 percent, that would be 34.8 Million voters.

    Divide 34.8 Million by 82,500 machines, and you get 421 voters per machine. If each voter takes 5 minutes to submit his ballot, have it fed into the machine and read, and later check if his vote got correctly registered by reading the print-out (remember in Venezuela a voter had a printout), that would amount to 2,108 minutes per machine. Divide 2,108 by 60 (minutes per hour), and you get 35. So you need thirty five hours to finish the vote.

    If all voters take 2 minutes to feed the ballot, wait for the print-out and check the printout, that cuts it to 14 hours. So the voting booth has to open at 8 am, and close at 10 pm, and must feed ballots into the machine non-stop.

    What is the probability that out of 82,500 machines, working 840 minutes (60 minutes x 14 hours), not a single one of them will break down?

    Perhaps we should ask Leonard Mlodinov. Just finished his “The Drunkard’s Walk – How Randomness Rules Our Lives”. It is an engaging math/stat book for innumerates like me.

Magandang pag-usapan dito sa thread na ito ang experience ng sino mang may alam sa computers hindi yung experienced tsismoso. Kung gusto mong magdikta ng takbo ng usapan, bakit di ka na lang gumawa ng sarili mong blog?

    isang napaka-simpleng hadlang dito sa probinsiya namin ay vote-buying. Alam ng mga taga-presinto kung sino ang binoto ninuman (ewan ko kung anong abrakadabra ang ginagawa nila kundi buksan yung balota at basahin :-))kaya paglabas ng botante ay either kukunin uli yung pera o palulusutin. Maraming mangmang dito kaya kung andyan ang computer ay hihingi sila ng tulong sa mga bayad na election assistants—ayun alam na uli kung sino ang binoto. 🙂 tapos, brownouts…sabi ng treasurer namin dito na pati sa Calapan ay mas gusto nila ang de-mano kasi madalas mag-hang ang computers nila o brown-out…mas tumatagal ang proseso.

    yun nga ang hirap,marami pa ring pinoy ay di pa gamay ang computer or internet tapos computer election? wala namang info at actual training sa mga registered voters kaya paano natin masisiguro na magiging malinis ang 2010 election isama mo pa ang nagkakataon daw na laging brownout pag bilangan na at ang mga out-dated at obsolete pc’s sa mga mahihirap na bayan at lalawigan…kaya sa totoo lang medyo pabor kay queen gloria at alipores ang automated elections kaya dapat doble or triple ang pakikilahok natin para di na maulit ang isang organisado at malawakang dayaan sa 2010.

    I asked a reliable source from Cotabato it their computerized election gave an honest result. His answer was a big smile and a loud NO!

    not sure what the system will be…it could be either the ballot is marked (shaded, lines connected) for the choices of candidates and deposited in the boxes to be counted and tallied after all the polls closed or the ballot is feed to the counting machines immediately after being marked or mix of both..(some region could use one or the other).

    We have used both process, and since we only have maybe 15 millions or so voters with most 65% casting their votes spread in 355 ridings, there are not many to count in each district…everything is done in a matter of 2 to 4 hours after the closing of polls..in our Local Elections..(municipal) we used the immediate feeding system, where the machine will reject an improperly filled ballot and the voter can check if the lines were connected fully and re-do them again, just like the lottery system…

    In a Federal elections, to make sure that every ballot handed out to voters are accounted for, each ballot there is an attached TWO numbers, one is initialized by the voter and retained by the Election officer, one remain with the ballot..after the ballot is completely filled, the voter will fold it to keep the privacy and go back to the Election officer to verify the number, compare with his copy, detached it, destroy both numbers, and the ballot is ready to be dropped in the Box…seems complicated, but it takes a minute or two to complete the whole process…very transparent, clean and so far in many, many elections, there were very, very rare complaints.

  19. I told you so. I have been actually skeptical about this automated election that will turn out to be more like automated election cheating being promoted by the creep at the palace by the murky river. No bilib ako!

    For all you know, elections in Japan, which has more advanced gadgets, for instance are conducted manually. But then, the procedure is much simpler and practical—according to the number of votes earned by the candidates so if there are two seats available, the top two get the seats, and we voters vote for only one.

    They should adopt that in the Philippines especially with a lot many people there unlearned and unschooled. Dito nga lahat nakatapos ng 9th Grade, but are assumed to be simple minded and cannot be bothered especially with a lot many crooks to choose for national and local positions in the government.

    O loko, balak talaga ng mga unggoy na mandaya na naman. Kunyari pa raw automated. Parang taxi sa Pilipinas na nireretoke ang metro!!!

  20. Dito nga in 2003, ang yayabang pa ng mga kinuhang technician daw to run the computers, tapos kalabas-labas, di magamit iyong mga disks na pinalagyan daw ng mga data ng mga botante. Sira-sira tuloy ang lumabas na IDs. Puro yabang lang kasi!!!

  22. Papano nga ba ginagawa ang pandaraya sa Election?

    Ayun sa tip ng kaibigan ko na experto diyan ay ganito:

    Walang dayaan sa loob ng presinto sapagkat napakarami ng mga watchers at taong nakabantay habang nagbibilangan ng boto. Ang dayaan ay nangyayari sa paglipat ng balota sa munisipyo o papuntang kapitolyo. Ngunit ang pandaraya ay di pwedeng gawin ng iisang tao kung wala syang kasapakat. Tandaan na ang election returns ay maraming kopya at kasamang binibigyan ang lahat ng rehistradong partido. Ang dapat gawin ay bilihin ng kandidato sa mga watchers na may kopya at palitan ito ng bago kasama ng pagpapalit ng resulta ng eleksyon. Kahit nanalo ka sa presinto, pagdating sa bayan talo kana. Ang binibilang lamang sa munisipyo o kapitolyo ay yaong suma ng binilang na sa presinto. Kung nagkaroon ng diprensya ang boto, court order lamang ang pwedeng mag utos na muling magbukas ng balota.

    Yan ang karaniwang pangyayari sa dayaan, kaya siguro andaming pulitikong ayaw ng computerization sapagkat mawawala ang pagkakataong makapandaya..

    Marami pang kasunod iyan kung papano nagaganap ang dayaan,kung interesado kayong malaman.Magaling itong kaibigan kong nagbibigay ng tip sa akin..

    last 2004 election ang pinaka-garapal, pinakamadaya at pinaka-organisadong panlilinlang dahil sa pera na pinamudmod ni kingpin pidal at queen gloria at sa propaganda nila na walang pinagka-iba si fpj kay erap na kinagat naman ng mga yes mam/ yes sir generals, local politicos at mga tusong businessman.

    ang sigurado lamang ay pag overwhelming majority ang boto pabor sa mga oposisyon, dahil kahit anong daya at special ops nila ay di makakalusot…nangyari yan noong 2007 elections na di nila inakala ang laki ng boto ni sen. trillanes,at pinilit na maipasok si mightymouse defensor at ralph recto sa “magic 12” pero sa bawat panduduktor nila ay kasunod ang dobleng pasok ng boto ni sen. trillanes lalo na sa visayas at mindanao,nagkataon lang na maliit lang ang lamang ni atty. koko pimentel kaya pinalusot si zubiri na isang halimbawa ng sindikato sa comolect at sindikato sa wholesale cheating and vote buying ng mga operators ng local p[oliticos.

    kaya nga di lang dapat sa pagbabantay ng boto sa presinto,dapat nakatutok din tayo hanggang mailipat ang election results sa provincial board of canvass,at duda pa rin ako sa kakayahan ng comolect dahil nandun pa rin ang mga operators, na dapat ngayon pa lamang ay binabalasa na o kumukuha ng mga bagong empleyado,,sina garci at bedol ay ilan lamag sa key figure sa sindikato sa loob ng comolect pero higit na marami pa ring operators ang nakaupo at nakaabang na sa 2010 elections.

  24. Instead of answering the technical issues point by point, the proponents are now resorting to propaganda. The intellectual challenge has been raised by oppositors like Manalastas and in one blog by Lex Muga. What we hear from proponents however are emotional retorts like were doing Garci a favor. Or we’re simply fear-mongering.

    But look who’s bungling the whole affair, the two demos – first, the undersized cable that got toasted by the batteries, then the demo at Inquirer’s office – were failures in helping them gain confidence from the doubters. The demo machines are supposed to be the best prototypes coming out of the factory but their blunders further sank our confidence level on their ability to function satisfactorily in the real-precinct environment.

    We’re not even accusing them of cheating…yet. We just want to be informed how they can ensure that cheating is not possible.

    I wouldn’t trust my P7.2B to those incompetents. Would you?

    Aba naman, akala ko pa naman nagbago na ang anak ng matandang unggoy dahil dumalaw sa burol ni Cory bilang pagbabago. Yun pala ay pakitang-tao lang. At tulad ng ina, na nagtatanggol sa pandak na aswang sa malakanyang, mukhang kasabwat pa rin ng mga demonyo na sanay sa dayaan.

    Isipin mo, tatanggalin ang bantay sa pagbilang ng mga boto?
    Nasa lahi talaga {mother’s side} ang kawalanghiyaan.

  27. The election watchdog is now PPCRV (Parish Pastoral Council for Responsible Voting). It’s church based. The head is former Ambassador to Vatican Tita de Villa.

    The problem now with PPCRV is that it is not very questioning about the Comelec/Smartmatic-TIM contract.

    Probably, in its desire to push through with automated elections, it is willing to overlook some problems. Which I believe is a worrisome attitude.

    just got back from summer holiday — sunny and hot, hot, hot in most places in europe…

    didn’t have internet, tv nor telephone were we were so had no access to ellenville; am now going through ellen’s posts and reading most of the comments — so many to digest in one sitting.

    don’t believe will finish reading all in one sitting though — have got to throw in tons of bedlinen and dirty clothes into the washing machine first and put a bit of order in the house.

    as i posted in one or two of the threads last month, France encountered similar problems in the last presidential elections — besides some technical problems, the length of time it took for votes to be cast pushed many voters precincts to close down ints automated voting system and to go back to good old manual voting system halfway during the election day (and to think that the election centered only on the selection of ONE CANDIDATE!); many voters were new to the system and were afraid to make mistakes so fiddled with the system longer than they should.

    Pinas has more problems when it comes to election than France has (an understatement) so automated elections in Pinas pose a a number of risks to the overall integrity of the elections (not that elections in Pinas have always been above board)…

  33. Wala na nga ang NAMFREL dahil nagsanib na sila sa PPCRV. Pareho kasing si De Villa ang chairman ng dalawang grupo. Yan din ang obserbasyon ko kay Tita De Villa, kasama na rin yung ibang atat na atat sa computerization. Tanggap na lang ng tanggap ng kung ano ang sabihin ng Comelec at Smartmatic. Ang daming Pinoy ang matitinik sa computers ngayon, maghanap ka ng kumpanya sa Silicon Valley na walang mga Pinoy, wala! Ang daming puwedeng i-involve ang pinakikinggan lang yung grupo ni Lagman na ang agenda naman ay i-promote yung sistema nilang manual counting + automated canvassing.

    Nanalo na yang Smartmatic, meron nang downpayment, andyan na yan, bakit hindi na lang pitpitin ng detalye para magkaalaman na ng maaga kung uubra ba talaga o hindi. Kung puwedeng paubrahin, ilatag na nang lahat ng baraha mahaba pa naman ang panahon. Maging critical participant sila, hindi yung ipipilit lagi yung sistema nila. Kung ayaw naman magbukas yung kabila, aba teka, ano ang tinatago nila?

    Critical itong eleksiyong ito, tayo ang makikinabang kung magagawa ng mabuti at walang bahid ng duda ang kahit na anong resulta. Kahit pa si Mikey Arroyo ang manalo basta parehas siyang nanalo batukan na lang natin yung mga bumoto.

    Dapat marinig ang lahat ng pinagdududahan na bahagi ng automation, kung maipapaliwanag naman nila ng intelektuwal ang mga isyu, e di mabuti. Pero kung hindi nila maipagtatanggol, ibang usapan na iyan.

    Sa Amerika dalawang Presidente lang ang pagpipilian nila. Minsan tatlo pag may independent na sasali. Ilang Senator din lang ang pagpipilian. Governor, Mayor, counsilor ay iba iba ang schedule.     So what can we do, is the oft-repeated question.

    Many admit that the problem lies not in counting, but in the transmission of the count. Okay, so let us do an internet-age NAMFREL con open source programming. Notice how there are many websites where you can vote for the best movie, the best book, the best so and so? Examples are, Britain’s Got Talent, American Idol, etc.

    So how about putting up a website that will receive the total votes from the 82,500 precincts? Simple lang ang code diyan, Javascript lang ang kailangan. Who will be authorized to key in the totals per precinct? Some registered user with triple passwords, and security questions (as in, “What is the name of your paternal grandfather, etc.). The totals will be viewable by all, but only registered users may key in totals. This is where your poll watcher will come in. He/she will be the registered user for that precinct. And when the precinct announces the total, the poll watcher logs into the website, and keys it in.

    With respect to equipment, hindi naman gaano kamahal. All you need is a few generic computers, clustered para maging supercomputer. There are freely downloadable Linux cluster distros, that make clustered computers work as one, to achieve supercomputer speed. Take your pick at http://www.distrowatch.com.

    This concept can also be done per political party, dahil mura lang. Then you can really do some poll and transmission watching. You might even end up announcing the results ahead of Smartmatic.

    May mga geeks ba diyan? O sadyang apolitical ang mga geek? By the way I use the term with utmost respect. I would be flattered to be called one, pero wala tayo sa liga nila.

    I’ve been saying that the demo machine should be the best prototype that could come out of the factory. If they cannot even secure the machine to the ballot receptacle with a few screws, how can we trust their competence to run a nationwide elections? Forget that they toasted the cable connecting it to the battery in an earlier demo. These people are incompetent and not worthy of our P7.2B taxpayer money.

    The question now is: will they be able to straighten out all these nasty kinks before May 2010?

    How about the vote itself? Can it be guarded without forcing Smartmatic to reveal the source code? I think there is a way.

    There will be a printout right? Those printouts will be dropped by the voter in some box, parang manual vote. So why not demand an audit of the printouts right after elections? Then enter the totals of the printouts in another website aggregating the totals of the printouts. That way, the two websites can be compared, to see if some progammable Garci was embedded in the “Democracy Suite” of Smartmatic.

    And don’t tell me matagal ang bilangan. I was a member of the Electoral Tribunal in law school for four years. I shouted out the votes of the law school positions (prez, VP, sec, treasurer, law school rep to the university student council) and the university council positions in the counting. Kasinghaba din yan ng prez, VP and twelve senators. Total number of voters in law school, a little below five hundred (my time). So that is as many as the 420 per precinct. We started at about 10 pm, 3 am tapos na kami.

    So the count of the printouts can be finished by 3 am, and keyed in into the aggregating website. So now you can compare Smartmatic’s totals, with the audited totals.

    I’m afraid I have no ideas to share regarding the preservation of the ballots. Masyadong marami. Ang daling sirain – buhusan ng fountain pen ink, or tubig lang, for the paper to crumble.

    But since it is the certificates of canvass that form the basis for proclamation, and considering that it is admitted by all, that up to the precinct level, they are accurate, I believe I have a workable suggestion.

    Section 1. Audio, video and similar evidence. – Audio, photographic and video evidence of events, acts or transactions shall be admissible provided it shall be shown, presented or displayed to the court and shall be identified, explained or authenticated by the person who made the recording or by some other person competent to testify on the accuracy thereof.

    Considering the ubiquity of cellphone cameras, and even of cheap digital cameras, I recommend that poll watchers of the various parties take snapshots of the certificates of canvass, and upload it to a central (to the organization) server. It can even be twittered a la Iranian demonstrations.

    jpeg file lang naman yang mga digital pictures, which are small files. The hard drive of any pedestrian home computer can accommodate all the 82,500 jpeg files.

    How to sort, well, when uploaded or twittered, kailangan may ID, which will be the voting precinct number or ID. I’m sure some college kid can write a program in PERL to sort out the various pictures.

    Pagdating sa canvassing in Congress, puwede agad na mag-exclude ng certificate of canvass for being spurious, by showing the photographic evidence.

    The cheats will still try to find a way to get their fabrications legitimized, but we can narrow down the window of opportunity.

    There’s no such thing as perfect machines or programs. These are all man-made and if they are used as intended when made, then the results will no doubt be as intended. They are all vulnerable and can be subjected to interfernce and outside forces to alter things into the desired results of the user.

    These machines and programs are not stand-alone, so they are useless and worthless without the human “touch”. Their integrity and trustworthiness depends entirely upon the honesty of the users or operators because whatever the inputs will be the output and that’s all about it.
