Update: Romulo wants to have his cake and eat it too.He says he will vote for Noynoy but will serve Gloria up to the “end and beyond.” Story in comments.

Foreign Secretary Alberto Romulo’s disclosure that he will be supporting Sen. Noynoy Aquino for president is nothing but sheer opportunism unless he does something to stop Gloria Arroyo’s degradation of the foreign service.

Right now, he can oppose Arroyo’s midnight appointment of Foreign Undersecretary Esteban Conejos as ambassador the United Nations and other international organizations in Geneva to replace Erlinda Basilio who will be retiring soon.

Arroyo has nine months left in her unelected presidency. As a political appointee, Esteban’s term is co-terminus with the appointing power. If he gets to assume the Geneva post in the next month or so, Esteban would only be serving for about seven months.

It’s very costly to transport an ambassador and his family to another country, much more to Europe. It would cost from $50,000 to $100,000.

And what can he achieve in about seven months? Nothing except have a grand vacation in Switzerland paid for by the Filipino taxpayers.

It’s a policy in the DFA to assign a foreign service officer to an overseas post for at least three years and not more than six years because it takes about a year for one to settle and establish official and social network to be effective in promoting the country’s interest.

DFA sources said originally Conejos wanted the Brussels post currently occupied by Cristy Ortega but he was told that he might not pass the Commission on Appointments. They were able to find the UN Geneva post.

Conejos will be following the precedent set by former Chief Justice Hilario Davide of not going through the Commission on Appointments claiming that “missions” are not covered by CA affirmation.

Romulo wholeheartedly supported Arroyo’s debasement of the career foreign service by making the DFA the dumping ground of retired generals whom she owes a favor for protecting her stolen presidency.

Last week in celebration of Civil Service , Assistant Secretary Victoria Bataclan of the Union of Foreign Service Officers, wrote Arroyo expressing their desire for her to “further strengthen career service at the Department of Foreign Affairs.”

Bataclan said, “Sana po ay wala ng madagdag na non-career ambassadors sa aming hanay.”

Aquino promises good governance as against Arroyo’s misgovernance. By shifting loyalty to one of the opposition candidates at this time, without doing anything to correct the wrongs done by Arroyo to foreign service, Romulo is just abandoning a sinking ship and hoping that he would remain in his position if and when it would be an Aquino administration after June 2010.

That’s sheer opportunism.

    Kalokohan yan argument that missions are not covered by the CA. Is Davide an AEP? If he is then the assignment should be approved by the CA. It’s not the post, it’s the powers given to the person assigned to the post that makes such an appointment subject for approval by the CA. Just because the UN posts are considered missions does not mean Arroyo can appoint her dog to the post.

    I heard that General Lim and Col Querubin will be retiring from their very promising military (before the Feb 2006 incident) career to run for the senate. One can not have his cake and eat it too!

    Look at Gibo, imagine how he will be able to use the military again for his candidacy. Hawak niya ang military ngayon. It will be very easy to ask these soldiers to campaign for him using the government resources. The same thing with Puno. They are getting their salaries and perks from the government and at the same time using the resources of the government.

    Bloggers are hating some of the candidates who over leveraged on their government positions. How would you call these (Romulo, Gibo,Puno and the like) vultures? They are more than “opportunists”. They are leeches sucking the blood of the people dry!

    That’s the very sad state of Philippine foreign service. Even those who are given lucrative positions in the DFA. Most of these “CAREER” employees are licking the ass of the those who are close to the Secretary, Undersecretary or even the Assistant Secretaries.

    One very good example is the one who is presently given a title of “PRESIDENTIAL ASSISTANT ON FOREIGN TRAVEL”

    what is thise title??? he is even assigned in one of our consulate in the US of A. However, since he is very close to the Pidal’s he is untouchable.

    Ah…. how will I forget those numbe ass lickers, who were given assignement’s that is very lucrative.

    Before we call a stop to the politicization of the foreign service, the DFA employees should start from within. Most of these Officers, someday may become Ambassadors or Undersecretary’s, however, since they are bootlickers they are stepping on each other’s toes.

    Without directly confirming he was supporting the candidacy of Liberal Party standard-bear Sen. Benigno “Noynoy” Aquino III, Foreign Secretary Alberto Romulo said on Tuesday night his published comments on the issue were based on his long association with the Aquino family.

    Romulo also said he was standing by President Gloria Macapagal-Arroyo “until the end of her term and beyond.”

    Earlier on Tuesday, Noynoy told reporters Romulo had sent him a text message saying: “You have my vote.”

    In his statement issued from Saudi Arabia and released by Malacañang, Romulo said: “The comments that I have on the candidacy of (Noynoy) created some concern from various quarters. These comments were originally made in a private conversation. When the comments saw print, I sought to put things in perspective by explaining that my long years of association Tita Cory and the Aquino family was the basis of my position.”

    “I have made it clear that such comments do not in any way diminish my service and support for President Gloria Macapagal-Arroyo. Neither does it mean that I am moving to the opposition. I am standing by the President until the end of her term and beyond,” he said.

    Apparently referring to calls in some quarters that he resign from the Cabinet, Romulo said: “I will continue to discharge my duties with utmost integrity, professionalism and loyalty which has been the hallmark of my long years of public service.”

    Saying democracy in the Philippines was “strong and vibrant,” Romulo added: “I am confident that in the end, our people will choose a leader who will build on the legacy of President Gloria Macapagal-Arroyo.”

    That incompetence he carried to the DFA. The comment of one blogger here is correct. He just wants to enjoy the perks. To enjoy that he numbs his so-called conscience.

    Noynoy does not need him around to continue “building on the legacy” of the most corrupt leader in the history of Pinas.

    Foreign Affairs Secretary Alberto Romulo yesterday said he is not quitting his post as he sought to explain that his expression of support to the presidential bid of Sen. Benigno “Noynoy” Aquino III of the opposition Liberal Party was not an act of insubordination.

    “I will continue to discharge my duties with utmost integrity, professionalism and loyalty which have been the hallmark of my long years of public service,” Romulo said Tuesday in a statement from Saudi Arabia where he was accompanying President Arroyo in her three-day visit….

    Romulo said he remains loyal to the Arroyo administration.

    “I have to make it very clear that such (pro-Aquino) comments do not in any way diminish my service and support for President Gloria Macapagal-Arroyo. Neither does it mean that I am moving to the opposition. I am standing by the President until the end of her term and beyond,” said Romulo.

    Jumping from a sinking ship

    After the left-handed compliment paid by Executive Secretary Eduardo Ermita on Foreign Secretary Alberto Romulo – “he’s a decent man” – the decent thing for the latter to do is to submit his irrevocable resignation when President Arroyo arrives today from Saudi Arabia, her last stop in her latest tour that took her to Britain and Turkey.

    Romulo’s sin was in expressing support for the candidacy of Noynoy Aquino. Knives were promptly drawn and buried in his back. All Cabinet members are expected to support the administration candidate. If Romulo could not toe the party line, he had no business staying in the Cabinet.

    Romulo, in truth, is a mediocrity who has meekly acquiesced to every whim of the Palace, including making the DFA a retirement haven for every retired general owed by Arroyo. He is the same guy who signed an agreement with US Ambassador Kristie Kenney which paved the way for the spiriting out of Cpl.     He should grab the opportunity of jumping from the sinking Arroyo ship. Who knows he might even honestly win back the perception of moral decency that Ermita rudely flung at his face.

    At this point, keeping the Cabinet members in line is probably is the least of administration election strategists’ worries. Honestly now, how many voters could the likes of Romulo swing in favor of Noynoy? What the strategists should focus on are the local political leaders nominally allied with the administration who are only waiting for the delivery of promised campaign “resources” before vaulting over to the side of stronger candidates.

    The Lakas-Kampi shotgun marriage is in danger of being declared null ab initio by the Comelec because of the opposition filed by Lakas founders led by former Speaker Jose de Venecia and supported behind the scenes by former President Fidel V. Ramos. If the marriage is annulled, not even Gloria and the Treasury money she controls could prevent an implosion of the administration coalition.

    The rats will be swarming over the gunwales, leaving a hapless Gilberto Teodoro with Gloria on the flooded bridge.
