Joining Chiz odyssey

(This is Lito Banayo’s last column for Malaya as he would be Sen. Chiz Escudero’s campaign manager in the latter’s presidential bid in the 2010 elections.)

The surprise decision of Chiz Escudero to resign from the NPC was finalized in his mind and in his heart only on Tuesday morning, the day before he was expected to rally the troops at the Bahay ng Alumni of the University of the Philippines. A simple but emotionally rousing event had been planned to begin at 5:30 on Wednesday afternoon. After a quick lunch at his informal campaign headquarters, the cozy Taste of L.A. along Alejandro Roces St., conveniently two hundred meters away from his small townhouse unit in New Manila, the decision to resign was firmed up with heavy heart.

There was absolutely no rancour in his heart towards anyone in the party hierarchy. But clear positions and personal principles could not be viewed sceptically by the public because of present company. Present company are old and genuine friends — conscientious legislators with their constituents’ interest principal to them, with a loyal voter following brought about by years of good service. But in the larger view of the national interest at a time when public despair and despondency threaten to break the polity up, new solutions and fresh ideas, this amorphously defined cry for “Pagbabago” (Change), needed positing. And solutions offered had to go beyond motherhood statements, but specific stand on various policy issues.

For “change” to be genuine and meaningful, the tired old buzzwords and catch phrases ring empty. And for several months, Escudero had been debating these policy issues with friends and confidantes, former classmates and fraternity brothers, new-found friends among “low-involvement” young businessmen and sectoral leaders. A new kind of change was slowly defined.. Bagong Pagbabago.

He reviewed the sad and always compromised history of the nation since the birth of the First Republic. He was after all, a martial law “baby”, born on October 10, 1969, yet unable to understand what authoritarianism was all about, except that there was “peace” in the street where he grew up in Quezon City. It was his maternal lolo’s house, a compound shared by his teacher mom and his teacher dad with the entire kin. His “tatay”, Salvador, could not afford a house and lot of their own, even if he had become the youngest dean of the University of the Philippines. Ferdinand Marcos saw promise in the abilities of his tatay, who was a doctor of veterinary medicine, and tapped Salvador, better known as “Sonny” into government service. When the legendary agriculture minister Bong Tanco died, Marcos appointed Sonny as replacement, in the late days of authoritarianism. Chiz was a gangly young boy at the time. He once asked his father why, unlike kids of officials of lesser rank, he had to make do with low allowances and could not even be gifted with a Game and Watch plaything. His father merely smiled and played with the young man’s softly curled hair. Department of Agriculture old-timers have very high regard for Sonny, who was returned to their helm by President Fidel V. Ramos. FSGO’s venerable, Ting Paterno, a man I admire most, once affirmed to me Sonny Escudero’s integrity as a fellow cabinet member under Marcos.

The young Escudero saw how “people power” so soon after its proud birth, was compromised in the shoals of the return of traditional politics. And how, in the praxis of multi-party politics, the party as an institution became little more than temporary alliances for political convenience. So when he entered politics as a young congressman for the first district of Sorsogon, he joined the Nationalist People’s Coalition, which, despite having lost the presidential plum in 1992, remained fairly intact and cohesive, bound by personal friendship with its founder, Ambassador Danding Cojuangco. Undoubtedly traditional, like most every other political party, national, local or regional, young Escudero became part of the traditional panoply of our politics.

But the test of his convictions occurred when Gloria Macapagal Arroyo came to power in the heels of the touted second “people power”. He was with Erap until the end, and thus became an oppositionist as he began his second term. He even became the spokesman of FPJ in 2004 against incumbent GMA, who some of his own party-mates supported, (I was the spokesman of “maverick” Ping Lacson, and up to now, Chiz and I rib each other about our contrary “performances” in several debates then). This feat he did even as he stood for his final re-election as congressman, and won. It was in that last term where his political star shone. Elected minority floor leader of a much-decimated opposition (his own party, NPC, chose to align in coalition with GMA), he led that small but vociferous pack of two dozen in filing impeachment cases against the “elected” president in the wake of the Hello Garci revelations. Many conscienticized congressmen from the majority crossed party lines to join a failed but valiant political adventure. They lost to the money and wiles of Dona Gloria, but Escudero and company won the hearts of the people. Thus, when he ended his term in 2007, and ran for the Senate on sparse resources, a grateful nation gave him 18 million votes, and placed him second among twelve. He has distinguished himself in the Senate, where his searing questions in committee deliberations earned for him the respect of older peers.

Young Escudero studies assiduously, and has a keen analytical mind. In the few months that I have come to know him closer, I discovered that he also has a photographic memory. That explains what I used to think was nothing else but articulate abilities, which my friend Conrad de Qurios once dismissed as “glibness”. Chiz has this uncanny ability, so rare these days, to virtually memorize what he himself pounded on his Mac. When time to speak came, the words just flowed seamlessly. Amazing. (That was my fear when I was accepted into the Ateneo College of Law. Mahina ako sa memorizing. So while waiting for the first semester at law school to start, and I received a job offer from a multinational, the salary of which was three times higher than my classmates in undergrad got, I chucked off law school, to my eternal regret.)

Through the many days and nights that Escudero discussed his thoughts with me and others, he had a consistent plaint, expressed mostly in Tagalog even if his proficiency in English was beyond reproach. Twice we had “people power”, but power never really went to the people. The poor are as wretchedly despondent as ever, and political power has only served the economic interests of the few. As it was in Marcos, so it was with Cory and beyond. And as degenerately worst in Gloria’s reign. He has fashioned in his mind, after several meetings with experts in various academic disciplines, or read their published and unpublished work, what we call a new kind of change. Bagong Pagbabago — not the usual motherhood statements, but specific solutions that could serve as the lynchpin of a vision that would make the common man, middle-class or poor, realize that he matters in the scheme of things.

People power never brought power to the people. It was exploited by the powerful and wealthy few to bring them more power and more wealth. For the people to feel that to them belongs the power in a sovereign and democratic nation, then what must be practiced is “people politics”, in present practice nothing else but power politics in the guise of party politics.

Escudero’s message would not resonate with the people if his politics reeked of “old and inherited” wealth, though not his own, and certainly not of “new wealth” with questionable origins, as in the case of a man born poor but ascended the economic ladder quickly through wheeling and dealing.

Hindi pwedeng Lumang Pulitika. Lalong hindi pwedeng Nagpayaman sa Pulitika.

The idealism remains intact. The vision is clear. The intent to serve in higher capacity remains.

Cynics scoff in scorn, in a political environment where “practical” (read that as traditional) politics is the rule. Quixotic, many dismiss.

But in a time of continuing blight, with 65% of the population young but helpless, young but hopeless, reaching for one’s North Star must be done without mental reservation or emotional qualm.

I have chosen to accompany young Chiz Escudero in his political odyssey.

P.S. When young Chiz informed his ninang, Mrs. Jesusa Sonora Poe, Susan Roces to every Filipino, that he would begin his political odyssey on October 28, she asked — “Why the date?”

Chiz replied: “Wala lang po. Nagkataon lang dahil na-postpone na nga”.

And Mrs. Poe smilingly said, “That is the Feast of St. Jude, the patron saint of the impossible”.

Chiz laughed upon the realization of the religious significance of the date. Incidentally, St. Jude is located right beside Malacanang. Serendipity.

    Ellen, sabi ng ate ko kung nasan daw si Manay Susan ay dun sya. Joke daw yan na totoo, hehehe. Aba, meron pa silang photo na dalawa nung nagkampanya sa aming maliit na baryo si Mrs. Poe in 2004. Yup, nagsisimula ng ikampanya ni sis si Chiz dahil sabi niya ay tatakbo raw ayon sa kanyang pakiramdam.

    Kidding aside, talo-manalo raw, ayos lang for the sake of the new politics na sinisimulan ni Chiz.

    I have nothing against Chiz. I actually like this man for what he stands for but I have questions on his abrupt decisions. When one wants something lofty like being a President of a third world country that is so much in debt and in poverty, it takes a lot of planning. It is like weaning a child from its feeding bottle. Traditional politics had always prevailed. Monied candidates always had the ability to form parties, groups, advertizing and can in an instant hire people to put up posters, banners and knock on doors. Di biro ang magpunta sa 7100 islands. If only he made up his mind even at least six months ago, politicians who would have wanted change would have opted to be with him. I know this first hand. But most of these hopefuls have already committed to some of the other parties dahil sa tagal ni Chiz magdesisyon. Hindi rin tama na pagkatapos kang suportahan ng mga ka-party mo eh sasabihin mo na lang na “goodbye” dahil sasama ako kay Chiz?

    If he continues on his crusade for a changed government, he can field in his first seeds in 2013. Then in 2016, silang dalawa ni Sonny Trillianes ang patok na patok! Chiz have to do more than just have an “idea” for change. He has to form organizations to back him up. Ang hirap humingi ng kahit piso piso lang sa mga kababayan natin. Yung mga may pera, pihado ayaw niyan ng “change” eh di mawawala yung pera at ari-arian nila. Yung mga may gusto ng “change” wala namang perang maitutulong. Parang chicken and egg ang dating. Hindi malaman kung saan maguumpisa.

    His sudden bolting out from his party makes me nervous actually. Paano na kung sakaling manalo siya at hindi niya mapagkaisa ang bansa dahil sa dami ng masyadong marunong na mga opisyales ng gobierno? Ano ang gagawin niya? Iiwanan na lang niya ang Pilipinas? If he had differences with Danding, he would have sat down with the party movers and asked them to rally behind him. Hindi yung bigla na lang alsa balutan. This is not a picture of a mature leader!

    A real leader knows how to turn his disadvantage to an advantage. Running away from situations to me is not a good picture of leadersship. Facing them squarely is. With a party as big as NPC, he would have had a shot at the presidency. Kung presidente na siya, he can do his own thing. Di magrebelde siya kay Danding! May magagawa ba si Danding at that time!

    Tama si Susan, kailangan ni Chiz si St Jude dahil it is almaost impossible to catch up with the traditional politicians who have already gotten commitments from their chosen party mates. Let us face it, the Philippines is still so politically immature. Mahaba pa ang lalakbayin ni Chiz but if he stays on his path, he will be big one day!

    “Running away from situations is not good leadership”

    It depends entirely and here’s a situation: Candidate Chiz wants the party to draft a program of government from his ideas that are pro-poor, pro-labor and pro-people. The party rejected it and that it is non-negotiable. Do you expect him to be a cry baby, just accept it and say yes boss, ok boss or maybe just walk away carrying his tail between his legs? No, that is not a character of a person aspiring to be a leader.

    A good leader is bold and decisive and can decide in a spur and any given moment and any given situation. And so he resigned. Good for him. That’s a sign of a good leader. He is not afraid to gamble and bet his entire political carrer in defense of his principles and ideas for a good government.

    “Kung president na siya he can do his own thing”

    That’s not right. When the thing started and you agreed with all the programs, rules and protocols of the party, you are bound to follow though not to every letter even if you are elected president.

    That’s precisely the reason why Chiz resigned from the party because if in case elected as president he doesn’t want to be bound by the programs and rules of the party which are the antithesis of his own vision, ideas and principles.

    He doesn’t want to be called an ingrate or traitor to his party and partymates.

    Pero hindi po ba kung ang bawat isa sa atin na naghahangad ng tunay at drastic na pagbabago ay ganun ang mind set paano po natin mamakamit ang mailap na pagbabago na ating hangad. If you really believe his stand on major issue and policy he wants to implement ( kahit sino pa man, it jst happened that it was Chiz) or you really believe he is for genuine change not in a sense of just changing the leadership but also the system then make a difference, atleast manalo o matalo you make a choice not base on just winnability or the party affiliation or anything else but base on his/her principle, specific platform not just a motherhood statement and policy how to lead the country.

    Why chiz bolted his party? Why not he do that after he used the machinery or funds of the party? Ang naghahangad po ng tunay na pagbabago ay marapat lamang na umpisahan mo kung ano ang tama, natural lamang na ang bawat isang tao may kanya kanyang pananaw pansarili man o wagas, galing na nga mismo sa pananalita ni Cong. Mark na anak ni Danding na ang “radikal” na pagbabago na polisiya ni chiz ang naging dahilan na kanyang pag-alis.

    Bagama’t hindi kami tugma ni PSB (parasabayan) sa napipisil na kandidato, kagaya mo hanga ako sa kanyang pagpursige hanapan ng butas si Chiz. Palagay ko mas masaya at maunlad ang talakayan kung may devil’s advocate sa bawat hakbang habang nagninilay-nilay ng personahe at mga isyu.

    If Escudero’s turns out like those that have committed “political suicide” in the past, like Among Ed Panlilio and Grace Padaca, then by all means, let’s see Chiz win to his death!

    Kailangan talaga ng pera pag ikaw ay tatakbo sa alin mang posisyon. Gaya na lang nitong si Banayo, tumigil muna sa panunulat para tulungan si Chiz dito sa laban niyang ito. Huwag mong sabihing libre siya sa trabaho niyang ito. Isa lang yang sampol at palagay mo kaya ilang Banayo ang tutulong kay Chiz. Kahit itong mga ito ay katulong niya di ba’t pagdating ng panahong manalo kunyari si Chiz e hindi hihingi na pabor ng mga ito? Ang mga taong ito ay tumutulong lang sa kanya … papano yong nagbibigay ng donasyon? Hihingi’t hihingi rin ng pabor ang mga ito. Kanya’t hindi ko maintindihan yong ibig niyang sabihin.     That’s a good sign that they’re open and also angling Chiz.

    Parasabayan’s comments on Villar are very much welcome, may puntos ang kanyang mga comments in relation to the existing Pinas politics. Hinihimay natin dito ang mga argumentos, hindi binabanatan ang commenters.

  25. To use some math in the analysis, let’s look at this scenario:

    One thousand businessmen (asssuming there are enough idiots) each donating One Million Pesos find Noynoy to be more acceptable and put their money on Noynoy’s campaign fund. Total? One Billion Pesos.

    How much votes can that buy? At one thousand pesos per voter, one million VOTERS. Not necessarily one million VOTES, though.

    Now, Chiz’ platform calls for P125 accross-the-board wage increase (which those businessmen surely do not approve of), look, how many working class voters will in turn approve of that? Five, ten, fifteen million? Not a single centavo is needed by Escudero to achieve the desired result.

    Add to that his platform that will put to end contractualization of labor. Another five, ten, fifteen million?

    If what Pepito says is true (“Lumilipat na ang mga campaign contributors “for-the personal greater-good” kay NoyNoy.”) What does that say of Noynoy’s pro-poor, pro-worker (kuno) image?

    Needless to say, Erap’s Kumpale are either big taipans or mini taipans who pay their employees a pittance. And do not hire regular but contract employees. Escudero is their salvation. Can Noynoy make the same declaration and turn off all those businessmen already having second thoughts of joining Noynoy’s fast-fading bandwagon? Can their one million pesos get influence OVER the fifteen million pesos of the Zobels, or the five million pesos of a Lopez, maybe just the one million pesos of each of the popular Makati bankers?

    Can Villar afford to set back his political income breakeven point by some years if he increased his employees’ salaries and regularize them? Will he settle for a mere two years of political income instead of three?

    Finally, will this platform really hurt Danding? Of course it will, being the biggest employer outside of government. The reason for dropping the NPC is an inevitable one.

    If that is political suicide, then I’d like to see more hara-kiris now and then.

    That is the sad reality in the rotten Philippines Politics.

    But if you dont want that kind of politics or should i say traditional politics we have all the right to make a choice, you cannot say that we dont have a choices because we have. It really depends na lang if you bow to the rotten reality or make a difference or stand for a change we all want to.

    Pres. Manuel L. Quezon and if i not mistaken Ninoy Aquino once said “The loyalty to my party ends, when my loyalty to my country begins”

    Kalimutan na muna ninyo yung Trapo formula sa pag-analyze ng non-trapo platform. Basically, there is youth-flavoring in every aspect of the decision-making.

    All the arguments that “kailangan merong partido” or “kailangan merong pera” reeks of the old same same. Like the defeatist attitude that in Phil. politics, “pare-pareho lang iyan”. Oh yeah, and we were all shouting “Patalsikin si Gloria, now na” ’till our voices were hoarse.

    I am sorry but you won’t see me left behind at the station when the wagons of change come a-rolling by. If you choose to stay with the trapos scratching their heads, then that’s your choice.

    All the years of idealist rhetorics in this blog are suddenly put to test, who can walk the talk?

    Isang Pagbati, Ms. Ellen. Ito ang aking unang post pagkatapos kong subaybayan ang blog ninyo ng mahabang panahon.

    I have to give it to Mr. Banayo but it is really difficult to put a productive spin on the decision of Chiz to go party-less in seeking the presidency. It is even more difficult to join this quixotic journey. Some people may admire Chiz for his ideals but more people admire the ideals of Noynoy’s parents. In this battle of ideals, Chiz loses.

    Hindi magkatulad pero may pagkakahawig ang situation ni Chiz kay dating Sen. Raul Roco (bagama’t di hamak na mas malalim si Sen. Roco) noong 1998, iyan ay kung tatakbo pa si Chiz sa pagka pangulo. Kahit na anong ganda ng hangarin, pagdating sa huli, malaking bagay ang gagampanan ng logistics sa pagtakbo bilang pangulo. Sa labanan ng logistics, talo na naman si Chiz.

    Kanya-kanyang style lang yan. Pag nangungulelat ka sa karera, u need to do everything necessary to get everybody’s attention. Some call it groundbreaking, earthshaking or what-have-you. Ok, Chiz got my attention! So what? Am I supposed to believe him all of a sudden? He can’t even be categorical in saying if he’s running or not! Had to wait for the Nov 30 deadline epek pa. Sinasadya bang takawin ang mga tao para mamaintain sa headlines ng mga balita? Tapos yung info ads sa tv full blast na! Di pala traditional way of campaigning ha? I don’t know what u call that. And pray, how much do those cost? Certainly not a pittance! Courtesy of the volunteers? Savings from pork barrel? Bigtime benefactors? Wag sana. Baka magkautang na loob.It’s so easy to get swayed by those soaring rethorics! Talk about hollow speeches!

    Chiz has been in politics for the last 10 or so years and yet he still lives in a small townhouse unit, not even in a condo. I thought all along that maybe he has his own mansion in some exclusive villages/subdivisions or in Ayala-Alabang. There must be something with this guy that makes him a really different breed from the current crops of politician. It only shows that he is living up to his means, unlike the others who are only in their first or second terms and were able to build mansions, buy houses in the US as well as fleet of expensive cars not to mention the support to their other (kulasisi) families.

    How many of the current members of both houses are in his company? Maybe, quite a few but it’s an undeniable fact that majority of politicians enter the world of politics not to serve but to gain power and enrich themselves. That’s a given.

    Chiz seems’s to be different and the choice is now clear as to who is the best man to be up there.

    I watched a lady host in the newscast of TEN telling that some people think that the way Chiz talk, na parang makata ay isang ‘put-on’ lang, dahil hindi naman daw ganito siya makipag-usap sa natural. Maybe because he is a good debater at nagpa-paimpress, minsan paikot-ikot. And maybe that is also the reason na hindi rin siya masyadong mabenta sa ibang kabataan dahil nahihirapan silang maka-connect. Now in these age of SMS and techno! Karamiahn pa naman sa mga estudyante ay hate ang subject na Pilipino.
