Martial law in Maguindanao

President Gloria Macapagal Arroyo has ordered a state of martial law in Maguindanao province, which could pave the way for the swift arrests of other suspects who have been linked to the November 23 massacre which killed 57 innocent civilians, according to abs-cbnnews.com.

Government sources, who declined to be named, said martial law will take effect Saturday in Maguindanao.

President Arroyo, who is also commander-in-chief of the Armed Forces of the Philippines, reportedly approved the order Thursday night.

  1. I realise than allowing her to declare martial law is like giving her license to toy with this tool and impose it elsewhere but I do believe it’s time to do it in Maguindanao.

    The people of the Philippines must, hoawever, be vigilant that Gloria doesn’t wield this powerful tool in other places particularly during campaign season – as she might get used to doing it.

  3. The declaration of martial law in Maguindanao, just the same, is a testimony and proof that Gloria’s govt has failed and failed miserably it has in its governance.

    Gloria and her govt are guilty of bringing the Philippines to the level of corruption, criminality, lawlessness, injustice, etc. the nation finds itself in. However, I must also blame the Filipino people for the impunity that Gloria and these government actors enjoy. It is a result of the extreme apathy and irresponsibility of the population.

    Gloria Arroyo has been a frequent visitor to Dubai. We hoped she and her family were not adversely affected by the Dubai World announcement which shook markets with its announcement last week that it needed to delay payments on part of its $60 billion debt.

    Iyan din ang kutob ko. Actually the investigating groups including the military are doing a good job sa paghanap ng katotohanan sa Maguindanao massacre even under only in a state of emergency. Hindi na kailangan ang Martial Law kung tutuusin, basta ipatupad lamang ang batas. Paniwala ko ay malaki ang TAKOT ni Arroyo at kanyang mga berdugong alipores na malaman ng taong bayan at lumabas na sila ang nagbigay o nagbenta ng mga armas sa mga ka-alyado nila. Gusto nilang pigilan at salain ang palalabasin sa media. Matagal ng nangyayari yang pagbebenta ng armas galing military, panahon pa ni Tabako Ramos kaya nagsulputan nuon ang mga kampo tulad ng Camp Abubakar, at lumakas ang MNLF at MILF .

    Kung matutuloy man ang martial law sa Maguindanao, magkakalabo labo na. Pagka issue ng writ of Amparo ng Court of Appeals, sasagutin naman ng gobyerno ng declaration of martial law.

    Suportahan kaya ng Congress ang declaration ng Presidente? Malilito tuloy yung mga nagliparang congressmen sa ibang partido kung ano gagawin nila. Kung kakampi kay GMA, buking na sila.

    Maybe Gloria Arroyo and her cohorts are testing the water under martial law for entire nation. This time only in Maguindanao. We wake up in the morning it will be the entire country. Don’t trust this puny woman who wants to stay in power for life. The AFP, PNP and the Supreme Court are manned by Jose Pidal loyalists. Some tongressmen and senatongs are for sale.

    Mabuti na lang, responsable ang mga miyembro ng Congress. Without a doubt (since it is their responsibility) the members of Congress will convene to decide what to do with Malacanang’s declaration of martial law over Maguindanao.

    from 1987 Constitution Section 18 :

    ….The Congress, voting jointly, by a vote of at least a majority of all its Members in regular or special session, may revoke such proclamation or suspension, which revocation shall not be set aside by the President. Upon the initiative of the President, the Congress may, in the same manner, extend such proclamation or suspension for a period to be determined by the Congress, if the invasion or rebellion shall persist and public safety requires it.

    The Congress, if not in session, shall, within twenty-four hours following such proclamation or suspension, convene in accordance with its rules without need of a call.

    Art VII, Section 18 of the Constitution states in part:

    In case of invasion or rebellion, when the public safety requires it, he may, for a period not exceeding sixty days, suspend the privilege of the writ of habeas corpus or place the Philippines or any part thereof under martial law.

    It says, in case of invasion or rebellion. Murder is neither.

    So what is the basis for the declaration of martial law?

    Baka maging creeping martial law yan; sabihing ang mga salarin ay pumunta sa Davao, so extended ang coverage to Davao, then pumunta sa Cebu, then Manila, etc. etc.

    Problema nila kasi ng malaki doon sa mga baril at bala na nahukay nila na may tatak pang “AFP”. Ang Administrasyon at mga General nito ay kasabwat sa transaksiyon na ito. Damay sila lahat … para ma-control nila ang balita .. ayan na-Glorya Law na sila.
    Wala ka ng pag-asa na malaman ang katotohanan … kung ano ang gusto ng Malakanyang na i-balita .. yon na lang.
    Ginulo na talaga ni Glorya ang ating Bansa … dapat na talagang sipain at ibitin ng mga Arroyo ng patiwarik. Sobra na talaga ang pang-aabuso nila. Kawawa ang mga sibilyan.

    Martial is probably an acceptable decision made by Gloria especially that the ampatuans filed writ of amparo. Why wait for congress to approve it. Congress is as corrupt. Congress has never reprensented the people. When people shouted for Gloria to resign, congress people are sitiing on a beach front with a glass of margarita. Poor Filipinos only blames the potot not knowing that the majority in office including the police force is as corrupt as putot. …. Yup… The nation is suffering from a severe denial.

    Imagine, sino ngayon ang gun-runners eh ang sealed ng mga nahukay na mga bala at armas e galing sa AFP at isinuplay ng Armscor.

    Dapat busisiin mabuti kung sino ang utak kung bakit napasakamay ng mga berdugo ang ganitong armas? Tanda mo pa ba si Robin Padilla ng makasuhan at makulong ng dahil sa pagdadala ng di lesinsiyadong armas?

    Aba e ang nahalukay na armas e ayon sa balita…only AFP/PNP ang dapat nagmamay-ari nito pero bakit…why the Ampatuwad hide and kept these types of matataas na kalibre, paki paliwanag Gi(ve)bo este Mr. Norberto Goonsalez.

    Kulili na ang Kapinuyan sa inyong kasinungalingan at sure heto at maglulubid na naman kayo ng ANO…para e-deny na kesyo wala kayong alam…mumultuhin kayo ng 58 na kaluluwa sa inyong pundidong mga kukote.

    It looked like the Ampatuans massacre is a prelude to martial rule. Gloria as the martial law administrator has all the powers to do whatever she wishes, even suspends the election and frees the Ampatuans.

    While it is true that the constitution provides that she can not unilaterally declare martial law without the concurrence of congress, it is also very true that she is known for her blatant violation and trashing of the constitution, so no one is exactly in a position to know what scenario she is playing on her evil mind. We only have to remind ourselves that she is still in command and all her favored generals are all in the right places in their tour of duty.

    However, if she has that intention and implement it just to hang on to power, the result might be bloody that will shocked her into reality, a rude awakening that the Filipino soldiers and the people can be fooled and scared some times but not all of the time and has no choice but to fight back to maintain their freedom and democracy.

    Gloria must be aware of this and desist from doing it, for her own survival.

    Pag nagkataon eh mahalukay na damay ang mga Garci generals sa pag-armas sa mga Ampatuan at iba pang warlords. Huwag din magtiwala na ang mga Mangudadatu ay wala ring mga nakatabing armas. Dapat talaga amagsona na at kumpiskahin ang mga loose firearms, bago ang kampanya sa eleksyon.

    para manalo si GMA noong 2004 presidential election at 2007 naman para mapa upo si migz (bading) zubiri.. sa tingin ko, palaban na ang mga ampatuan, dahil wala na silang ma tatakbuhan, lahat ng pinalusot nila, si chavit nag number one, si migz, at halos ng mga naka upo na administration senator ay malaki ang utang na loob sa ampatuan.. dahil sa international pressure sa administasyong GMA, di nila magawang tulungan ang ka alyado nilang si ampatuan.. ka unting dasal na lang po mga tag ellen ville..malapit na ang wakas ni GMA , kasama ang mga demonyong kaalyado niya..

    Kailangan na ni Gloria ang martial law sa Maguindanao bago maka-kanta ang Ampatuan, mahirap ng magka bukingan. Kung kumanta sa ngayon ang Ampatuan sa pag zero nila sa kalaban noong 2004 at 2007, may pansalag na si Gloria na ginagantihan lang siya ng Ampatuan dahil sa ginawa niyang martial law. Mautak si Gloria, lalo na yong asawa niyang baboy damo, utak biya.

    Nagpagarga ng crudo si pandak para sa backhoe na gagamitin para ilibing ang marka mga armas na galing sa sandatahan lakas ng bansa,kaya pala puro lakas ng bunganga sa pagpulbos wala na naman sandata,dahil maraming bala at armas ang binbili ng mga tulisan at rebelde sa kanila, parang lagare ng hapon gana sa kaban ng taongbayan at gana sa kalaban ng bayan.Ngayon lalabas sa imbentario,loss or stolen from ARMORY.Baka ang NPA ng Bataan ang nang raid noong nakaraan mga araw,buti na lang di nila ipagbili ang mga ANTIQUE na kanyon na ginamit kano noon WW2,baka sakaling maniwala ang mga ipinanganak kahapon lamang.

    In my view, People are not in denial. Many are pushing for real change in governance. The problem is those entrusted to run our government and the ruling elitist does not want real change to happen but rather to just maintain the current status quo. It is to their advantage to keep this because they don’t want to let go of something that’s really good for them, without elaborating. With CHANGE, they may loose these privileges that they enjoy now and yet have to be accountable for any action that they do from now on.

    The real change will only happen if they themselves see that it is to their advantage and best interest to have a system of governance that work both ways (i.e. for them and the people), until then this maybe it for us regardless of how many elections we will have, unless a miracle happens, or when the people exert their rights and push them out similar to the 1986 EDSA Revolution.

    thank you. Governance is good Public Management. Whether it is true or not that the nation is in denial , it will not EXCUSE public actors from delivering their DUTIES . They must assume all negative possibilities as their primary responsibilities.

    The reason why I have to say it that way because I am frustrated by the fact that GLORIA is still in office. “The nation is in denial” has multiple interpretations. In my view, the people’s very own representative has not been able to do anything about it.

  26. The Ampatuan arsenal has weapons made by Armscor in October 2008. Some top generals of the Commander-in-Chief, H.R.H. Ate Glue, are culpable, and so she is accountable.

    Armscor was a South African weapons and ammunition supplier that was represented by a local weapons/guns dealer (needed for a foreign supplier to be able to deal with weapons and ammos with RP govt institituions). The Philippine JV, is actually entirely RP owned.

    Unless things have changed in the corporate set up of Armscor, or at least up until 2003 Armscor was owned, headed and operated by Carlos Butch Tuason, the first cousin of Mike Pidal Arroyo.

    It was Armscor that supplied the PNP with handguns immediately after Gloria toppled Erap in a deal that surprised everyone.

    Armscor’s offices used to be located on Edsa. Buthc Tuason (whose wife was social secretary to Erap) is the rich cousin of Mike Arroyo. Butch used to say that Iggy Arroyo, the rut of the Arroyo litter, was a complete nig nog and used to mock the dimwitted younger Arroyo.

Butch Tuason was one of Erap’s drinking buddies who wanted desperately to have a slice of the defence pie, i.e., AFP modernisation program (before alcoholic Mercado hired doctors to staff and man the DND and changed AFP doctrine, etc), and worked hard to supply DND, AFP, NDCCP with supplies (although barely succeeded).

    He started making a killing when his cousin became “First Piggy”.

  30. Govt arsenal has always had problems with pilferage. When Gloria toppled Erap, a new director of the govt arsenal was named — he was a sea cat (as opposed to a sea dog meaning the fellow didn’t have a sea command badge) who managed to become a vice-admiral (or rear admiral, not sure anymore) with the help of his class and by licking the ass of high govt officials. I Never trusted the shithead.

    No doubt this is an overkill. the Ampatuans have publicly declared, through sec. dureza, that they are willing to cooperate in the investigation of the “Ampatuan Massacre.” in fact the Ampatuans voluntarily turned over to Dureza Mayor Andal Ampatuan jr. there are more than enough soldiers and policemen in maguindanao who could effect an arrest to all other suspects. Civil libertarians should cry foul over the martial law declaration.

    I’m not being alarmist but i suspect something else is being cooked by government with its declaration of martial law in maguindanao. i will not be surprise if such declaration, if not opposed by the public, will be expanded to other areas outside maguindanao and such will only come after more violence that will help justify the expansion of a military rule

    Just like during the wake of President Cory, GMA apparently went to the slain journalists’ wake for the sake of publicity and not out of sincerity.

    If there were tears shed by the President at the wake, you can be sure they were crocodile tears.

    Walang giyera at bombing sa maguindanao at present to justify the declaration of martial law. The ampatuans are very cooperative and submissive to malakanyang. With gonzales at the DND, parang may niluluto na naman ang bruha.

Yung last man standing ibalik sa Mindanao. Pag nagsimula ulit ng gulo dahil sa mga private armies, ganun ulit ang gawin. Sa pagkakataong iyon isama na yung hardened criminals dito sa Maynila. Parang Royal Rumble o Battle Royale sa bilibid prisons.

    Why martial rule? without it, our government forces are afraid of the stronger, well armed and more clever adversaries. Without it, the boys will try to fight it out to be away from harms way, they would pray to all cults not to be sent out there.The men? they have more priorites to be much farther away. They have not only sold their arms and bullets, their souls are bought already by a devil.

    Well, Martial Law could work ways for Arroyo and her cohorts.

    First, the gov’t can immediately arrest the Ampatuans without warrant. This is for “show” purposes only, one way to demonstrate that the declaration of martial law was necessary. But in the end, the Ampatuans will actually be released scot-free.

    Second, to impose complete silence on the Ampatuans regarding the Hello Garci issue. Gloria will do anything to prevent the people from speaking up (Hello Garci and ammo issue), even if she violates the Constitution.

    Third, to limit the media from covering whatever may develop or come out from the Hello Garci scandal or the ammunitions issue.

    Fourth, this could be an opportunity to “stage” rebellions within Metro Manila, especially that Ampatuan Jr. is detained in NBI. Tada! We may never know, martial law may reach Luzon… or nationwide.

    And fifth, as what sax said above and with Gonzales as acting DND, martial law could be used as another opportunity to push for the amendment of the Constitution. Most likely, Arroyo and her gang will wait for the right time, probably after arrests of the Ampatuans have been made. Or when the people have become less vigilant.
