Poll bets vow spending more for OFWs

by Ruben Jeffrey Asuncion
OFW Journalism Consortium

IF elected, presidential candidates Gilberto Teodoro Jr., Manuel Villar and Richard Gordon would throw cash and strike deals with labor receiving countries in relation to overseas employment of Filipinos.

Former Defense Secretary Teodoro and Senator Villar, however, failed to say where they would get the money for the deals given the yawning budget deficit.

Only Senator Gordon identified sources of cash for his proposed $30 billion provident fund for overseas Filipino workers: “link up” the private pension fund manager Social Security System with the Government Service Insurance System.

He said the money will be managed by professional finance managers, but didn’t identify these managers.

The three candidates bared their platforms for overseas Filipino workers at a forum in January, weeks before the formal campaign period began.

“Poll bets VOW” pangako lang pala..hindi naman sinasabi kung papaano..saan mang galing ang pera? sa bulsa nila? promises! promises! promises! sabi ni Gordon may pera daw na nakalaan para sa OFW..bakit hindi gamitin? ninakaw na kaya? baka mabitbit pa ni putot on her way out..kung si Gibo ang manalo iiwan kaya ni putot sa kaban? it is a cent worth of thought..

Hello, Ms.Ellen. Long time no post ako.

    Exactly Igan Oblak, welcome back!

  5. Oblak Oblak

Salamat Fader! Nag back read ako at talagang hataw kayo.

Ngayon, matter of necessity.

Shut up!

  7. Oblak Oblak

Hello, Ms. Chi!!

Nakakasuka!

Did I hear Senator Gordon copying the Canadian Model? Well and good. The Canada Pension Plan is not the biggest when it comes to retirement benefits but the premiums paid is also perhaps the cheapest and has the maximum benefits and premiums for everyone (one can also avail the employer’s plan or any other private plan) It is managed by an independent financial managers and the funds stand at somewhere $60 billions as the pensions paid to current beneficiaries are coming from the current premiums. Pls Note that this is separate from the Universal old age pensions that is available to all seniors who had resided ten years upon reaching the age within the country and the supplemental pensions to those with Low Income. It is well-managed social benefits that I hope will overcome the coming of age of the Baby Boomers whose life span are getting much longer and medical maintenance is getting much more expensive. Well, just tax the next baby boomers I guess.

  10. vic vic

Correction: the fund I believe stands at approx. $160 billions. was thinking about the Ontario Teacher’s Pension fund.

  11. rose rose

during my time walang OFW..grape pickers perhaps sa West Coast but they had lived here long before kaya ang tawag ay Filipino old timers..dumagsa ang OFW sa administration lang ni putot…kasi walang makukuhang trabajo sa atin kaya pinagsamantalahan ng mga employment agencies..wala ring mga TNTs or NPAs..nakakalungkot…

  12. the best way to help the OFWs is to just stay out of their way and make it easy for them to get a job without forcing them to pay a tax or monthly fees for some new Social Security scheme for OFWs.

the only help the OFWs will need is if they get into legal trouble in their host country or if there are abuses by their employers and they want to get out.

  13. Did I hear Senator Gordon copying the Canadian Model? Well and good.

haha, yes, let’s gaya gaya… let’s force all OFWs to pay into this fund, para may bagong revenue stream ang gobienro na pwedeng kuhaan for other gov’t projects and programs.

Don’t force OFWs to be Pag-IBIG members — Maza
    by Raul S. Beltran
    Thursday, 04 February 2010 18:50

PARTY List Rep. Liza Maza of GABRIELA has expressed support for overseas Filipino workers (OFWs) in their opposition to the mandatory coverage to Pag-IBIG under Republic Act 9679 or “Home Development Mutual Fund Law of 2009.”

“Ito ay bawal na Pag-IBIG,” according to Maza, a guest candidate of the Nacionalista Party.

“Making this a mandatory requirement for OFWs appears to be another deliberate government exaction scheme that spells more burden to migrant Filipino workers. For years, our OFWs have already generated billions in remittances but these have never been used productively to provide better benefits to them and their families,” she said.

The lawmaker, who is on her third and final term as a party list representative, has proposed amendments on RA 9679 by repealing the mandatory coverage provision stated in Section 6 of the statute.

“OFWs’ membership to the Pag-IBIG should be voluntary. It is ambiguous to force OFWs to become members of Pag-IBIG and make it a requirement to process OFW documents. It appears that they are pulling the wool over the OFWs’ eyes,” Maza said.

Poll bets vow spending more for OFWs?

And’yan na naman sila. Nangako na naman.

Hindi ‘yang pangakong ganyan ang aming kailangan.

We want jobs and opportunities so that we will not be finding employment in any foreign country and be away from our respective families, not limos as what these poll bets maybe referring to. They always say they feel our pains, our sorrows and sacrifices but only say that without any concrete solution in minds to liberate us from miserable conditions we suffer from the hands of abusive employers.

They don’t have to talk too much. Just do what they think will do good not only for us OFW’s in particular but for the whole Filipino people in general.

  19. vic vic

The Government should never have to spend a single centavo. on behalf of the OFWs. What it could do, is to have a comprehensive plans where OFWs will contribute a small percentage of their earnings to be invested for their future needs, like the unemployment insurance, the disabilites benefits and the pension plans for those who have attained retirement age.

As I posted above, the Canada Pension Plan is self earning. the Government managed the fund on behalf of all income earners, through the expertize of arms-length financial managers and the fund grow and grow and estimate that it maybe in the next 20 years before the capital will be tapped due to Aging Population. But it is already anticipated and measures were already going to be deliberated to avoid such case, and consultation about the matter will start this Year as mentioned in the Throne Speech the other day.

Without Corruption, this Scheme can be done not only for the OFWs but also for the whole population to look forward to their old age and retirement in addition to their own preparations.

  20. chi chi

    Mags,

Nililigawan ule kayo ng mga kandidatos. Tsk, tsk…they love OFWs again. Recycle love, when needed only, hehehe.

  22. PAG-IBIG for OFWs? For employees working in local factories and offices, PAG-IBIG is a wise investment. Imagine, for every peso a member contributes, the employer contributes the same amount. 100% profit for every contribution, PLUS interest at the end of the term. What could be more profitable than that? It’s time workers think like businessmen and wisely invest money for their future.

But in the case of OFWs, I’m not sure if foreign employers are required to pay counterpart contribution, or if the gov’t will shoulder the employers’ part (which must be the case) if there is no employer participation. If not, then it just becomes redundant with the SSS Fund.

I would like to know the details.

Leave the OFW’s alone. They have no need for your pseudo-assistance via Pension Fund kuno. OFW’s have been the exhaust valve of the government, thru the remittance, in order for the economy to be afloat and not burst. Now, Gordon wants to have a 2nd barrel/valve to siphon off from the hard earned paychecks of the OFW’s. If he is sincere in helping the OFW’s, he and other politicians could have endorsded the accreditation of Migrante International as Party list. Thanks to them, the Comelec did not recognize Migrante Int’l.

@CHI # 6 : Gibo as DND. In one forum, Gibo said the arms cache from Ampatuan arsenal were not stockpiled during his watch. Viewed via news footage, some of the cache have DND markings, issued June 2009. Was he the DND sec around that time? That is what Gibo has done.

Her administration allowed communist and leftist groups to enter politics and join the government. Pati mga religious groups nakihalo. Needless to say, their job is to protect their groups’ interest. He’s more of a salesman than preacher.
He has poor English and Tagalog…pangit pa.

  26. The Government should never have to spend a single centavo.

No, it will be the OFWs will be asked to pay additional taxes and fees to prop up the government and it’s non-OFW related projects via pension fund kuno.

No, it will be the OFWs will be asked to pay additional taxes and fees to prop up the government and it’s non-OFW related projects via pension fund kuno.

Then, the next option is let the OFWs managed their own fund instead without the Government hands on it. But then again, someone might run with the loot. can’t just win any other which way.
We know some OFWs will object to such idea since most can manage their own finances, just the same, no one can see what’s in the future for everyone of them.

the best option is to scrap this plan. stay out of the OFWs way to earn and make money. the only assistance they’ll need is legal assistance if they get in trouble with the foreign gov’t or there is employer abuse and they want to get out of the host country. other than that, don’t make it mandatory for OFWs to join any new pension fund scheme run by the gov’t to leech them off their hard earned dollars.

  29. the OFWs are not dependent on the government for jobs and entitlements programs. they’ve already given up looking for jobs in their own country.

It is this government that is dependent and OFW remittances to prop up the economy.
