Update on Mrs. Domingo’s traumatic experience with policemen

Remember the incident related by JJ Domingo, a student of international relations in Japan last month when his mother, also based in Japan, came home to attend his sister’s graduation and to seek second opinion of Filipino doctors on her cancer?

To recall, Mrs. Domingo went a friend named Janet who lives in a slum area in Tandang Sora, Quezon City to collect money owed her because she needs money for her medication. She was accompanied by a friend, Maximo Gabriel.

JJ related, “Just when my mother and Gabriel were about to leave Janet’s place, two plain-clothed policemen- one called Allan and another named Mar Palic- approached them, accusing them of drug possession. My mother and her friends aghastly denied this, and before the two cops could search them they showed their bags to the police officers and emptied their pockets to show that there was nothing incriminating inside. Still, the cops ‘invited’ them for questioning.”

Thinking that they would only be invited for random questioning and be released immediately, they reluctantly went with the cops. But to their surprise, the officers took their cell phones and did not allow them to make calls. And instead of being taken straight to the police station, they were driven around for at least three hours while the policemen intimidated them and forced them to make a confession!

“At around three in the afternoon, they were finally taken to the cafeteria in the third floor of Police Station Number 3 along Quirino Highway in Barangay Talipapa, Novaliches, Quezon City. There my mother was subjected to the worst kinds of insults,” JJ related.

To make the story short, they had to cough out P15,000 to be released out of that nightmarish experience.

JJ, wrote this incident in his blog. He also sent the article to the Napolcom and to the Commission on Human Rights. I personally gave JJ’s article to Philippine National Police spokesman Chief Superintendent Leonardo Espina last April 30.

I understand that the PNP was pre-occupied with the May 10 elections . With the elections over (and I have to congratulate the PNP together with the Armed Forces of the Philippines for their role in the successful automated elections), I hope they will attend to this because the culprits preyed upon another set of victims just recently.

Napolcom’s reply to JJ was disappointing. They made as an excuse for non-action the non-filing of formal charges. Napolcom’s note which even blamed Mrs. Domingo, said “Sa totoo lang po Madame (he mistook JJ for a woman), hindi ko po alam kung bakit hindi nagsampa ng kaso laban sa mga pulis ang nanay mo, I’m sure meron pong magagawang aksyon kung kaagad kayong nag file ng complaint and I’m sure merong mga witnesses sa mga nangyari, dapat po natanggal na yung mga pulis na gumawa ng ganoon sa inyo, kasi po ipapatawag po namin ang mga pulis na sinasabi ninyo para magpaliwanag sa mga aksyon na ginawa nila sa inyo kung kayo lang po ay nakipag ugnayan dito sa opisina.”

Pambihira naman. Sumulat na nga sa inyo, eh.

Contrast that with the reaction of the CHR. Mari P. Cruz, who had her own traumatic experience with policemen also last month on their way to the Court of Appeals in connection with the Morong 43 case,wrote JJ informing him that CHR Chairperson Leila De Lima has formed a team headed by Jun Nalagan to investigate the incident.

Ms Cruz gave her contact numbers for easy communication.

JJ said his mother will be returning to Manila next month to pursue both criminal and administrative complaints against the abusive policemen.

We will be following up this case. PNP Chief Versoza has vowed to keep this country safe from criminal elements. That should include from scalawags in the PNP like this Mar Palic and his companion.

    Praise to you Ellen for the help that you’ve been extending to the victims. Dapat talaga na malinis ang ating mga kapulisan ng mga scalawags. Dumadami na nga ang mga masasamng tao eh nadadagdag pa yung dapat ay pimipigil sa kanila. Nakakatakot nga ding humingi ng tulong sa mga pulis dahil yung iba ay kasabwat din.

  2. Good. Mabuti na lang meron tayong Ellen na malawak ang koneksiyon, kundi aasa lang tayo sa pamamadrino kung kaninong opisyal, pag minalas ka, hihingian ka pa rin.

    Thank God for the Internet! Thank God for people like you, Ellen! My aunties (God bless their souls) worked for the QC police most of their lives and can only tell us of many corrupt policemen and their modus operandi(s). I can say that they were very honest women but bitterness (through humor) was their only reaction to these evil just because they didn’t feel any justice to such immoralities.

    Cancer ng PNP iyang mga hoodlum in uniform na iyan, at ang mabigat pa nito, ultimo mga bagitong pulis ay sangkot na rin sa mga ganyang aktibidad dahil, iyan ang mga natutunan nila sa mga nauna sa kanila. Kailan pa kaya muling magkakaroon ng isang Ping Lacson ang PNP. Ang PNP na tinaguriang tagapangalaga ng kapayapaan at ng mamamayan ay bantay salakay, mas delikado dahil sila ay mga kriminal na nagtatago sa uniporme ng awtoridad. Alam nyo ba kung bakit napakaraming kriminal na nakakalaya at hindi napaparusahan? partikular na ang mga tulak ng ipinagbabawal na gamot? sapagkat sila ang nagsisilbing gatasan ng mga pulis na ito.Kung seseryosohin lang ng mga kinauukulan ang kanilang trabaho madaling maipapakulong ang lahat ng mga ito, sapagkat lantaran naman ang kanilang operasyon ang problema, Kung mauubos sila at makukulong lahat, gutom ang aabutin ng mga iskalawag na mga pulis na ito. Ang pinakamatinding problema na ating kinakaharap sa PNP ay kung wala ng masila na mga lehitimong kriminal upang gatasan ang mga hoodlum in uniform na ito, binabalingan naman nila ang mga kawawang inosenteng mamamayan na tulad ng nangyari kay Mrs Domingo, upang i frame up.

    Hanggang ngayon pa ay malayang nakakakilos at kumamagaw ng kalukohan ang dalawang hoodlums in uniform na iyan.

    Kung hindi kaya ng PNP na kasuhan at tanggalin sa serbisyo ang mga demonyong iyang, baka sa NBI may mangyayari pa sa kasong ito. Sobra na ang pamimiwerhisyo nila.

    Fear ko lang baka may mga nagbabasang NPA dito, ano kaya ang gagawin nila sa dalawa?

    Wala tayong magagawa diyan sa kaso ni Mrs. Domingo kundi ang mangalampag subalit balewala din kung ‘yung mga hayok na matataas na pinuno ng PNP (isama na natin ang AFP, o mas maganda, lahatin na natin sila sa gobyerno) ay magpapakita ng mabuting halimbawa upang tularan ng kanilang mga tauhan.

    Takipan lang naman ‘yang mga hudas na ‘yan, eh. ‘Yung mga nangotong kay Mrs. Domingo ay merong hinahabol na quota mula sa precinct commander na galing sa station commander na buhat naman sa provincial director na utos ng regional director na sumusunod la’ang sa pinakamalaking tae sa general headquarters.

    me punto ka mprivera yung iba jan may quota para manatili sa pwesto. yung iba naman sarili lang talaga kasabwat ang immediate superior officer. kapag nagreklamo ka sa napolcom may kabuhayan na naman sila hindi totoo na matatanggal ang pulis dahil marunong maglagay ang natatanggal lang naman ay yung walang panlagay, kahit ano kaso mo basta may pera ka absulwelto ka yan ang napolcom. kapag nasa media naman pakita tao sa una tapos uupuan na lang hanggang mabaon sa limot.

    Napocom’s reply to JJ is not surprising. Old tactic na yang evasion thru blame, turning the tables, baka makalusot!

    There are many many stories on Napocom’s abuse of power. The pulis should be educated to know that police power is the power to police and not the power of the policeman!

    Napakasimple lang naman ang rason kung bakit sila “inimbitahan” ng mga tulis:

    Nakita ng mababait na alagad ng butas ‘yung pera at iba pang mahahalagang gamit na puwedeng pakinabangan kaya upang huwag nang mapunta sa iba, ineskortan at nanghinge ng konting pabuya.
