Paboritong heneral ni Arroyo, appointed ulit ni P-Noy

Ang galing nitong mga heneral na busog na busog kay Gloria Arroyo. Hanggang ngayon patuloy pa rin sila sa hapag-kainan ng bagong administrasyon.

Isa na si Maj. Gen. Jonathan Martir na nakakuha ng appointment kay Pangulong Aquino bilang director IV. Isa siya sa unang hinirang ni Aquino noong Hulyo 15. Ang swerte talaga ni Martir.

Sabin ng isang defense reporter, re-appointment lang daw yun kasi linagay siya doon ni Arroyo pagkatapos siya nag-retire. Tagapag-mahala daw siya ng military arsenal.

Bakit siya na re-appoint?

Alam ko hindi na siyempre hindi inaman ini-isa-isa binubulatlat ni P-Noy ang kanyang pinipirmahan. Dapat kasi na background check na yan bago makarating sa kanya.

At ang pagka-alam ko ang style ni P-Noy sa pamamalakad ng pamahalaan, hinahayaan niya ang mga cabinet secretary na dumiskarte sa kanilang departamento. Kaya ang responsibilidad ng pagpanatili ni Martir sa puwesto at kay Defense Secretary Voltaire Gazmin.

Sa reklamo ni Rear Admiral Feliciano Angue sa mga palakad sa military ngayon, kay Gazmin niya itinuturo ang responsibilidad sa hindi maayos na pagbalasa ng mga opisyal. Sinabi ni Angue na sinususpetsahan siyang kasama sa mga grupo daw nagplanong tulungan panatili si Gloria sa pwesto lampas ng 2010.

Walang katotohanan yun, sabi ni Angue. Sabi pa niya, gawa-gawa ito ng mga ito ng mga opisyal na dikit rin kay Arroyo na mukhang nakapambola kay Gazmin at kay P-Noy. Pinangalanan niya si Maj. Gen. Gaudencio S. Pangilinan Jr.

Sa simula-simula, may agam-agam ako sa paglagay kay Gazmin bilang defense secretary. Walang duda ang kanyang katapatan sa mga Aquino. Siya ang hepe ng presidential security group ng panahon ni Pangulong Cory . Ngunit iba ang pakikipaglaban sa mga rebelde, military man, NPa man o Muslim, kaysa pagpatakbo ng Department of National Defense.

Kaya nga ang rekomendasyun ng mga commission na nagsagawa ng pag-aaral sa mga coup na mas maganda kung sibilyan ang secretary of national defense.

Ang pagka-alam ko naman talaga, ayaw ni Gazmin sana humawak ng cabinet position dahil ang gusto talaga niya ay magiging Philippine representative sa Asian development Bank. Marami ang suweldo doon at relax-relax lang ang trabaho. Kaya lang wala yatang makita na mapagkatiwalaan si PNoy para sa DND.

Kaya naman nakapasok itong mga tauhan ni Arroyo. Hindi yata alam ni Pnoy na naisahan ni Martir ang taumbayan nang siya ay nag-AWOL ng sobra isang taon ngunit kumulekta ng sweldo.

Sabi ni PNoy tuwid na daan daw ang tatahakin. Bakit itong mga nagbaluktod ng batas ang hinirang niya ulit?

    Taga pamahala ng military arsenal si Jhoanna, ang paboritong heneral ni Gloria? Hindi ba kinakabahan si Tito Noy sa ganyan?

    Matuwid na daan? Baka mabilis maliko yan dahil sa appointees ni Tito Noy na mga salbaheng henerales ni Goyang.

    Kung iisipin palagi si Gloria sa mga appointments at balasahan ng mga heneral sa militar at pulisya, mukhang dapat tanggalin lahat sa kritikal na pwesto ang lahat ng Batch 78. Pero mas delikado ata ang ganitong hakbang… kung si Angue nga na nalipat lang ng pwesto umiyak na meron ng “politicking”… pano pa kaya kapag inalis din sa pwesto si Martir, Pangilinan at iba pa… baka magkaron ng mas malaking gulo at problema kaya kailangang magingat…

    Mas makakabuti sigurong hintayin na lang silang magretiro… pero bantayan silang maigi habang sila’y nasa pwesto…

    Kailan po ba magretiro si Martir at Pangilinan?

  3. Perl, retired na si Martir. Take note that the position is Director IV. It’s a civilian position. It’s under the Department of National Defense. Not under the AFP.

    Proof of the closeness of Martir with Gloria Arroyo is his appointment in the DND immediately after his retirement. He was co-terminus with Arroyo

    Ito namang si P-Noy, he re-appointed Martir.

    There are many qualitified pinoys for the position. May not have direct experience with the position but with qualifications naman. Problem is government positions is monopolized by the same group of people. Sometime I ask myself, are they there to do public service or assigned to a position to work as operators? Good Governance, dapat di na inilalagay sa pwesto mga taong may questionable characters or issues, proven or unproven, para mawala na ang duda at makap bigay confidence sa mga pinangakuan. kaya nga sinuportahan ng maraming tao para manalo! GOOD GOVERNANCE tapos kailangan magbantay na naman. Bullshit!

    Ellen, ang hindi ko maintindihan sa appointment ni Martir ay retired na pero ang inuukupang pwesto na Director IV ay isang CSC permanent position. Paano nangyari yun? Napakagaling naman sa pagkakakwartahan ang AWOL na heneral ni Gloria! Di ba iligal yan?

    Wala pang 100 days ni pareng noy2 dami ng panloloko sa kanya ng mga cabinet members niya… pansinin ninyo kung nagsasalita si edwin lacierda parang natatae kung ano ang sasabihin niya ganun din si ochoa. Kawawa naman ang aking kalugar na si pareng noy2 nagogoyo sa mga malalaking isda, mga isdang demonyo. Parang nagkamali ang INC sa pagpili ng presidente ang INC na pakialemero! Nagkamali rin ang mga media sa paggawa ng magagandang write up… tama yan na maghirap tayo dahil sa ating piniling administrayon…. yahoooo!!!!

    PNoy’s heart is in the right place pero siguro bago sya pumirma ay magtanong muna sa iba before making a difficult decision if need be. Hindi kasi maiiwasan na take advantage sya ng mga nakapaligid na gago, but it’s always his decision that must be followed as president. Sana ay hindi pa sya humihinto na magbasa ng mga diaryo.

    Cory had her heart in place but her Kamaganak Inc prevailed. Will it be the same with Pnoy. This time, Friends Inc naman!

    I watched one of the first interviews of Pnoy where he was asked about his legislative performance. In one of his answers, he said a “big fish” got in the way in one of his bills and the bill never made it to a law. This may be Pnoy’s style. He can not say NO to the big fishes. In this case, no matter how he wants to change the Philippines, he may not be able to push through with the changes. He has to put his foot down and say ” This is what I want!” and NOT what everyone wants. If he is too soft on saying NO to the “galamays” of the midget, pretty soon, he will be running the country, the midget way. If the same ROTTEN people are manning our government, where is the promise of CHANGE? With over 90 million Filipinos, can Pnoy not find even a thousand able, CLEAN(untainted) public servants? Not the likes of DAVIDE and MARTIR? These cheats had been cheating on our country for the longest time, siguro naman eh pwede na nilang ipaubaya ang bansa natin sa iba naman.

    Hindi nakakatulong papunta sa matuwid na daan kung laging pag-sang-ayon at pagpuri ang gagawin sa kahit na mga palpak na appointments. Gawain lang yan ng mga bulag na tagasunod at walang sariling pag-iisip at decision. Marami na ring mga tao ang nakakapasok sa bakuran ni Noynoy na dating mga tao ni Gloria na mababantot at hinahambalos dito kay Ellen, pero dahil na appopint na sila ni Noynoy ay biglang naging magagandang lalaki at mababango na sila.

    What an idiotic assumption! Mga demonyo sila noong appointed at tao sila ni Gloria pero naging anghel at santo na sila ngayon dahil inappoint ni Noynoy.

    Katulad nina Davide, Romulo at ngayon si Martir, anong magandang nagawa ng mga ito para naging mabango at nagmukhang anghel na sila? Maraming issues sa kanila pero bakit nasa kampo na sila ngayon ni Noynoy? May mga sekretong bagay ba na nag-coconnect sa Aquino-Arroyo?

    Very critical talaga ako kay Noynoy, pero gustong-gusto kong maging successful ang kaniyang presidency. Ang success niya ay hind lang para sa kaniya kundi para sa lahat ng Pilipino at ang karangalan ng Pilipinas na makaunlad ay karangalan at maipagmamalaki ng lahat na Pilipino lalo na yong mga nasa ibang bansa.

    Hindi ako naniniwala sa honeymoon period ng isang president. Dapat pag-upo pa lang niya nakatutok na rin yong radar sa kaniya. Kapag pinabayaan ang isang palpak na gawain at decision, akala nila OK lang sa taong bayan kaya uulit pa dadagdagan pa at maging malala, magiging kanser at mahirap ng gamutin, kaya hanggang maaga ay pinupuna at binabanatan na para malaman nilang hindi natutulog ang bayan. Ayaw man nilang sundin, at least na-iregister ang pagpuna at hindi pag-sang-ayon.

    Yan lang ang tulong na magagawa ng bawat isang Pilipino papunta sa tuwid na daan hindi yong puro OK ng OK at yes ng yes kahit na kitang-kita na palpak.

  16. It seems that this won’t be a perfect administration after all…so we’ll just have to do our own jobs and watch what happens, then compare the performance of with administrations that passed. Lets just see the results and compare…
    As I see this issue with Martir, other than his age old case of going to the US and back, on paper, he showed some notable accomplishments…he must be very good with reports and he demonstrated (although pakitang tao) that he can adhere to the rules, protect the constitution, and follow the chain of command no matter who sits as the commander in chief…I’m not happy to say this but he looks like a poster boy for military service, as Ramos once said, keep your nose clean…
    Asar talo talaga dito, if you reach a point where you can’t take it anymore and decide to take matters in your own hands, you get the full brunt of the law and its on paper…this is the reality of every government…probably in life too…in corporate life ganun din, paunahan lang sa report…

  17. Lets just see watch teh people’s reaction, “nada” as in nobody cares…if Pnoy’s numbers go down, lets see what happens, then destroyer is right and we can let Gloria back in… 🙂
    …Pnoy is doing what any manager will do given the circumstances, “delegate” he cannot micromanage the country…as long as he manages himself properly, his people will have a model…and hopefully they will be able to do the realistic thing “moderate the greed” while steering the country into sounder fundamentals…

  18. We cannot do anything with the appointments by whimpering and whining, there are provisions in the constitution that must be followed, are we willing to do these? Otherwise, we will be repeating the mistakes of the past of trouncing the constitution because of “good intentions.”

    Ano bang basehan mo a “palpak?” Yung mga “pinag-uusapan” lang ba, impressions, o sa tingin mo lang, sa sinasabi ng tao, etc.? eh wala tayong pinagkaiba sa mga chismoso/chismosa nyan…

    A suggestion, lets look at numbers (as they won’t lie), kung nabawasan ba ang corruption, kung nagamit ba ang budget properly, nabawasan ba ang utang, umunlad ba ang mga negosyo, etc…not on personality attacks (its been done far too long, its easy, but not effective).

    I believe its about time we learn how the game is played, solid evidence and grievances channeled properly so that there’s a chance these will be acted on…

I mean we elected these officials to watch over our interest! alam ng questionable ang character ilalagay pa sa pwesto katawatawa..accountability and responsibility para sa mga elected ito kasama na si pnoy! it’s our tax money, it’s our soceity, its our country. It just but right to demand accountability! Good governance and changes for the better ang pangako. di dapat i-appoint ang mga ito!

    Para malaman mo na ang mga issues sa mga “palpak” na appointments ni Noynoy na sina Davide, Martir and Romulo, ay hindi tsismis at impressions lang mabuti siguro balikan mo itong mga nakaraang topic dito dahil kung ang paniniwala mo lahat ay tsismis, tsismosa ang tawag mo kay Ellen dahil siya ang sumusulat nito at ang lahat ng mga nag-co comment ay naloko at napaniwala niya. Bugbog sarado nga ang mga taong yan sa mga comments dito, baka na-miss mo lang.

    OK pagbigyan kita, let’s look at the numbers, as you said they won’t lie, may nabawas na bang corruption, nagamit na nga ba ang budget properly, nabayaran na ba ang mga utang at maunlad na nga ba ang negosyo? Why don’t you give figures and statistics kung mayroon na ngang pagbabago kahit na kaunti. Bakit may nahuli na bang pating? Masyadong in-a-advance mo naman ang imagined-accomplishments ni Noynoy, para tuloy nananaginip ka in color. Gumising ka muna kaya. O baka naman kagagaling mo lang sa ibang planeta at doon marami ng pagbabagong nangyayari at hindi rito.

    What I know, wang-wang is gone and pinalitan ng “hawi boys”. Hindi raw magkakaroon at magtataas ng tax, pero gustng ipalusot ang evat sa toll, mabuti naman at pinigil ng SC. At may mga darating pang pagtataas ng bayad kuryente at tubig at ang resulta, tataas lahat ang halaga ng bilihin lalo na yong mga basic commodities, Tataas din ang pamasahe sa LRT at ang lahat ng ito higit na matatamaan ay ang mga mahihirap. Wala rin akong naririnig na project or plans on job creation. Malapit na ring mag-expire yong life ng Truth Commission ni Davide, pero hindi pa nakakapagsimula, kaya libreng-libre pa rin si Ate Glo. So anong pagbabagong nangyayari ngayon?

    So you believe it’s about time to learn how the game is played? What games are you talking about; games about grievances, criticisms and dissent? Itong mga ito ang nagpapatuwid ng daan and these things can be best channeled through the media, at katulad ng ginagawa dito except maybe if you have a direct line and 24/7 access to Noynoy.

    Unless there are pending cases against these individuals, there is nothing much we can do, going to the media or lambasting via public opinion, even senate inquiries (with tv exposure) haven’t been successful either. Lets be real and see that the only way to get rid of these people is via the “constitution” and hindi “siraan” lang…as anyone can say anything through the media…file cases, charge them, ferret out the truth…best channeled through the media? Gloria Arroyo successfully manipulated the media and ousted a populist president via the media – the media is not the best channel for reforms – the law is…
    As I said, we cannot live forever on subsidies, if we need to pay the correct dues, we pay the coorect dues, the right prices…if the electricity rate goes up because it has to, we pay, if gasoline goes up because it has to, we pay, whats wrong with that? As long as we live as “beggars” or “freeloaders” or on “subsidies” we will never grow up, we will never mature as a people…the best way, and the only way, is to be more “productive.”
    Ano bang nangyayari ngayon? The malls are still full, the grocery lines are still long? what are you complaining about? Are you speaking for the Philippines? are you sure you are speaking for the people? or for yourself?
    …I’m telling you again, the only way we can solve all these problems is to help ourselves, to push ourselves beyond our perceived limitations, to excel…to strive to be better and not complain, whimper, and whine why the government can’t take better care of us…it can’t, we’re supposed to solve our own problems, we’re supposed to adjust, no reach for the standards set by life, not the other way around…”life does not owe us a living” we have to make a living…

And the “taxes?” I don’t know where you’re coming from but everywhere in the world except extremely rich countries people pay taxes – look around, we have the lowest tax rates there is! and we of all people expect handouts from the government? where will the government get the money from? the past administration has cleaned us up, fed the people subsidies while racking up debt on the other hand, come on, its very simple math – do you have a budget yourself?
    If anyone can come up with better suggestions lets have it! How can the government balance the budget? do we print money, what will be the impact for that? do we borrow some more? or do we do it the old fashion way, raise it ourselves via taxes, everyone pay up, put in our share…lets put our money where our mouth is!
    Problema ng karamihan, sobrang madada, kung kailangan ng maglabas ng pera, ayaw naman…our country needs money, its as simple as that – so we give! If the government has to liquidate some assets, etc, let it, privatize, let it – recklamo ka ng reklamo – what is you contribution to the solution to the problems at hand – REKLAMO LANG?! I’m sorry but you’re not helping…the country needs money, are you patriotic enough to give to Ceasar his dues or you want to change the government again? what siraan ng siraan via the media? you give the media too much credit, the Philippine media is not the paragon of integrity, its as rotten as the other institutions…

    Noynoy’s commitment to change, or lack thereof, can be seen in his choice of appointees. Papaano niyang babaguhin ang mga bulok na pamamaraan kung puro lumang mukha, na napatunayan nang doble-kara, ang kanyang isinasa-puwesto? Kung tunay ngang ninanais ni Noynoy ang pagbabago, nararapat lamang na tanggalin na niya sa puwesto ang LAHAT ng mga alipores ni GMA. Hindi nire-retain at sa halip ay prino-promote pa. Maraming matitino at magagaling na mapagpipilian.

    Huwag nyo namang masyadong iasa sa Pangulo na gawin lahat ang tama. There are thousands of positions that need to be filled up in the bureaucracy. While he may be ultimately responsible for these appointments, it’s like asking for the moon if we demand that all the appointments can be vetted properly. Ok yang ginagawa natin dito. At least, napopost yung mga perceived na di deserving maappoint. Martir’s appointment is a case in point. Aquino doesn’t know the guy from Adam. Secretary Gazmin or whoever in the past admin maight have a hand in his new position now pero sa level lang to nang DND. I say this dahil yung kapatid nya na si Rear Admiral Martir, Class 78, dating J2, ay isa sa mga natanggal sa balasahan sa AFP. So to blame Aquino for Johanna’s appointment as a ‘Director IV’ in the DND is a bit OA. May confirmation hearings pa naman si Gazmin. The oppositors can always raise this issue.

    Malamang na di masyadong nagbabasa ng dyaryo yang si P-Nyoy at hindi aware sa mga internet blogs that tackle issues of our society dahil mas gusto nyang nakikinig sa kanyang AUDIOPHILE. Isa sa mga dahilan ko na hindi siya ibinoto ay dahil medyo may pagka-TAMAD daw iyan. (At mahilig din sa night-outs, siguro dahil binata pa nga eh.) Kaya siguro naka-asa na lang siya sa mga taong nakapaligid sa kanya at hindi na nagdo-double check. Sana may iba siyang set of advisers na kontra, parang devil’s advocate ba, para matimbang niya ng mahusay ang pros & cons, at makapag-decide ng kung ano ang makakabuti sa mas marami. Basta tayong Pinoy na umaasa sa pagbabago at pag-unlad ay huwag tigilan ang pag-alalay at pagpuna kung dapat.

    It should be noted that it was Senate president Juan Ponce Enrile who shepherded his confirmation in the CA last June. Kaya pati si Jinggoy Estrada voted for his confirmation even if it was martir who had Lt. Artemio Raymundo imprisoned for sharing with fellow soldiers the Erap para sa Masa DVD that he got for free at the LRT station.

    Gloria did not ONLY manipulated the media BUT ALSO the LAWS! So kung hindi tayo ngangawa at tatahimik na lang ay lalong walang mararating na pagasa ang mga mamamayan. Ang mangyayari ay parang nag-iba lang ang nirerendahan pero sila-sila pa rin ang rumerenda! Sabi nga ng mga rumerenda…”Happy Days are here again”!

    The difference about this metaphor by then Bush 41 and PNoy; Bush seemed to forgot he had a second term on the horizon, and he did raised taxes and he was a one termer. PNoy won with that kind of rhetoric will raise taxes anytime now or during his term with no consequence to his presidency, he is only a one termer, unless there is matic-matic down the road.

    If appointments are made to people who already had their share and chances to do and show their worth, screwed up and didn’t make the grade, another re-appointment don’t make any sense. These people don’t have the monopoly of talent and qualifications that rendered them indispensible. It only shows that it’s who and whom you know, donors, supporters, padrino and connections are very well alive and kicking, at kahit na questionable ang record, hired pa rin sila. Oo naman kahit na sino basta “malakas” ang kapit ayos na.

Hindi yon suportado at kagustuhan ng mga tao, kaya nga nagkaroon ng EDSA 3, na hindi hamak na mas maraming tao kaya lang pinagbabaril sila ng mga sundalo.

    Why wait for something bad to happen and then complain? We all know it’s just a matter of time. These appointees have histories that many do not appreciate. Why recycle them again for government service? Wala na ba talagang iba? I doubt this is true.

    We want pnoy to succeed because his success is our success as well. He can say NO to these appointees if he really wants too! Di ito criticism just to make noises but PAALALA.

    I know you are a Noynoy supporter, but honestly you impressed me by your recent comments. You call spade a spade while the others insist on defining black as white. You are an exception from them, blinded by nobody knows what, even if facts are glaring in front of their eyes. They can’t able to distinguish what is good or “palpak” appointment; as long as it came from Noynoy, all they can say is amen. It’s sad because some people still resort to “see no evil, hear no evil” attitude if their guy is at the helm which only shows that they are more in politics than for what is good for everyone and the country.

    All that pnoy needs to do is open the door for many to apply for the position kung talagang maraming kailangan public servants. He can make this a national campaign if he really wants too! kung talagang maraming professional na kailangan! Atleast makikita ng tao na he is doing something about low emplyment sa ating bansa. Magiging PNOY talaga siya. He can even mobilize the teacher to help him sort names and backgrounds of aspirant, kung naparami ang mag-aaply. He can ask professors and other professionals to define criteria for him if he wants to. Maganda ito dahil may participation ang tao to help him shape the country.

    The problem with his so called “selection group” is obvious, they only give him names bukod sa recycled na may issue pa. Who knows baka mga kadikit pa nila? Di maganda ito!

    Kami nga nagtataka rin kung bakit na-reappoint yang si Gen Martir. Samantlanag yung matuwid na pinaalis dati, hindi ibinalik sa departamento. Umaasa pa naman na maipagpapatuloy ang mga imbestigasyon at kaso na hindi inaksyunan ng nakaraang pamamahala. Aba, may mga empleyado dito na napatunayan na peke ang diploma at transcript, at ang ilan naman malakas ang ebidensyang nagnakaw, nabigyan pa rin ng clearance at patuloy pa rin sumuwseldo! Talaga nga naman!
