Aquino’s problem with Robredo

(The photos posted here were sent to me by someone who was on the scene during the Aug. 23 hostage taking tragedy. It shows Interior Secretary Jesse Robredo on the scene although he was “out of the loop”. He was with Chinese Embassy representatives, Bai Tian, spokesperson and Li Qinfeng, in a light shirt, consul General.)

President Aquino made a hasty turn- around after he announced in a live TV interview Thursday that he was transferring Interior Secretary Jesse Robredo to the still to be created Presidential Commission for the Urban Poor.

He has to have a scapegoat and the most convenient for him now is media. He said media misunderstood what he said to Ted Failon. ““Mali ang pagkakaintindi,” he said.

Failon asked him what happens now to the three cabinet members who are in “acting” capacity since Congress will be resuming session soon and the Commission on Appointments would be able to deliberate on his appointees. This was his answer : “Sa DILG naman po, baka imando natin sa iba pang ahensya kung saka-sakali. Wala pa pong planong maliwanag. Si Sec. Robredo maganda po ang ginagawang trabaho ngayon pero meron po tayong gustong i-fast track na mga programa tulad sa informal settlers na talagang expertise ho niya.So baka magtayo tayo ng bagong grupo na talagang tutulong sa Presidential Commission on the Urban Poor at mga shelter agencies natin na mas focused and mas realizeable tulad noong sa Lupang Arenda, daang libo ang nasa danger.”

Less than 24 hours after that live interview, Aquino issued a statement that “he will stay in his present position for the meantime. No plans of transferring him anywhere.”

He further said, “Yung possibility of asking him (Robredo) to do that as a head of a coordinating agency for all the various agencies involved, yung housing, yung Presidential Commission for the Urban Poor, etcetera, is far from saying that he is already getting that post.”

Aquino can blame media all he wants but it does not erase the fact that he made a turn-around. Why?

Our usual sources said a number of his supporters were alarmed by the thought that the likes of Robredo, who they look up to as the epitome of a competent, upright government official, are incompatible with the President whom they helped elect believing in his campaign promise of reforms in governance. They took to heart his “matuwid na daan” slogan.

They immediately found a way to communicate their concern to him and “knocked some sense into him.”

Their concern is best expressed by Solita Monsod in her column in the Inquirer. Monsod, in her open letter to Aquino entitled, “How can you not want Robredo”wrote:” Which is why I am now asking you—on bended knee, if you wish—to reconsider your decision to replace Jesse Robredo as head of the Department of the Interior and Local Government. I am asking not because I want to help Jesse—he can take care of himself and will not suffer from any lack of alternative and certainly much more lucrative employment in the private sector. I am asking because I want to help you succeed in tackling poverty through honest and effective governance. And kicking Jesse out—or up, as the case may be—will be a major, major step backward for you and for the country.”

Monsod’s final appeal: “Mr. President, in your appointments, you have accommodated friends and classmates. I ask you now to accommodate the Philippines. Keep Jesse.”

Robredo was in Davao last Thursday and upon hearing Aquino’s statement he discussed with his supporters whether it was worth staying on.

Aquino has said that his differences with Robredo,who was one of the last to be named to the cabinet, stemmed from their working style. He said he did not like it that during the campaign Robredo , who was in charge of provincial sorties, would arrange as many as 20 meeting for him in a day leaving him no time to rest.

Aquino several times expressed the desire to remove Robredo from the Department of Interior and Local Government.He had wanted the recently retired Philippine National Police Chief Jesus Verzosa for the position.

Versoza as DILG chief with Rico E. Puno as undersecretary was Aquino’s dream team for the department that supervises local government and peace and order. By a strange twist of fate, the Aug. 23 hostage crisis happened which made the appointment of Versoza to DILG untenable. Plus the jueteng expose of retired Archbishop Oscar Cruz that zeroed in on Puno and Versoza as the recipients of multi-million peso monthly payola.

When the Senate was conducting hearing on jueteng, Aquino was in the United States. He was fed the information that Robredo had a hand in Bishop Cruz’ expose. A source said Aquino was overheard saying that he would take Robredo out of the DILG when he returns to Manila.

In his meeting with the members of the Incident Investigation Review Committee that investigated the Aug 23 hostage tragedy, he remarked that if Puno would be charged, Robredo should also be charged.

The IIRC members were aghast because Aquino himself,in public statements, had cleared Robredo of responsibility in the hostage crisis because he had designated Puno in charge of the PNP. In the end, Puno was cleared.

A Malacañang source said Cavite Governor Ireneo “Ayong” Malicsi has been asked to head the DILG.

A source close to Robredo said his decision to stay on is a response to the appeal of several civil society groups whose frustration level with Aquino’s governance is increasing.

It also has something to do with the battle of the “Balay” and “Samar” factions in the Aquino administration. Robredo belongs to the “Balay” group and they would not want to give control of the department that supervises local government to the other group.

    President Aquino should just fire Interior Secretary Jess Robredo if he feels the latter is not up to the job. Early on Aquino said he was uncomfortable with Robredo’s working style but named him to the Cabinet nonetheless as part of an accommodation with the Liberal Party…

    There is no comparison between Robredo, a multi-term mayor of Naga City and Ramon Magsaysay awardee for public service, and Puno and other Aquino’s court jesters.

    So when Aquino says he is not comfortable working with the likes of Robredo, the observer cannot but wonder why Aquino’s comfort zone lies with mediocrities.

  2. If Aquino wants him out, then he must decide once and for all: kick him out. He cannot be wooly and wobbly. Won’t speak well of him.

    Anyway, what could Robredo do if his hands are tied, he can’t act, and most importantly, doesn’t have the trust of the president. At best, he will just be a lame duck DILG chief.

    All said, this doesn’t speak well of Aquino’s governance style. Dang!

  3. The buck stops here! is a Truman “doctrine” that Aquino needs to learn (fast) and must apply, i.e., he must learn or must make decisions, and accept to take responsibility for those decisions (and not “pass on the buck” or be do-lally about them.)

    Leadership is a character trait that’s either learned or is innate. Wonder what Aquino’s leadership level is…

    COUNT ME AS ONE. I am all out for Jess Robredo. If I will have to drop Noynoy Aquino, so be it.

    That working style is sooooo past tense. That is sooooo yesterday. That happened during the campaign. Why can he (Noynoy) not face TODAY. The rhetorics “kayo ang boss ko” is bullshit. Even the “tuwid na landas” is so crooked.

    While President Aquino is loudly talking about the possible replacement of Secretary Ramon Paje of the DENR and of Secretary Jesse Robredo of the DILG, he is keeping under wraps a more earth-shaking decision.

    We have it on good authority that Paquito Ochoa will be replaced by Energy Secrtary Jose Rene Almendras.

    Almendras was once president of Manila Water Co. of the Ayalas.

    We gathered from Malacañang sources that the President is extremely dissatisfied with the impending decision of the Supreme Court which he believes will nullify Executive Orders 1, which set up the Truth Commission, and 2 which nullified Gloria Arroyo’s midnight appointments.

    Is he reconsidering?

    Almendras does not belong to either Balay or Samar.

    This president is turning out to be a loser so early in his term. No good, solid news about his plans and accomplishments, if any.

    Either I am imagining things I heard or there was something wrong in the TV signal when I heard his very clear and simple language when he answered the question of Ted Failon.

    I feel pity for Robredo since it appears that he is not “friend” of PNoy.

    The way i see it, isa lang ang punto de vista sa kaso ni Robredo in the eyes of Penoy — Jueteng! Maybe Penoy wants a very smooth jueteng operation, not when Rob is still there at DILG. The combination of Versoza and Puno, the bff, at its helm equates to GREAAaat — ayos butobuto.

Ellen, re pictures above, ang naalala ko, nung House hearing a week after Aug. 23 kung saan ginisa si Robredo nila Lagman, ang sabi ni Robredo, nagpunta sya sa Emerald restaurant “to seek permission from the president if I could go to the site.” Kaya andun na sya after the shoot-out at nilalabas na yung casualties. I recall Lagman mocking him even — “You mean you had to ask permission from the president to go to the site?” All this was in the context of Lagman branding Robredo a “political eunuch” and telling him to resign.

    By the way, Noynoy’s excuse re thinking of putting up a coordinating mechanism or a commission on the urban poor for Robredo to possibly head smacks of policy ignorance. HUDCC fulfills the first function, and Binay as its Chair is the de-facto Housing honcho, because under him are the mandated shelter agencies Pag-Ibig, HLURB, NHA, HGC and NHMFC (sorry for the acronyms, but I don’t want to take up too much space). When Karina David was HUDCC Chair under Erap, she took on the relocation of informal settlers along waterways, public lands, etc. Mike Defensor did the same under GMA. The Presidential Commission on the Urban Poor already exists, although it doesn’t have the statutory powers of HUDCC or any of the shelter agency. The fact is, PNoy has no vision for shelter and urban devt, and Binay only knows how to keep informal settlers loyal through patronage.

    If I were to decide on Robredo’s fate, I prefer him in DILG with full authority, because it is here and its attached agencies that big-time, systemic corruption really thrives. The proliferation of private armies of local officials was also made possible when GMA expanded the DILG Sec’s police powers then headed by another Puno, Ronaldo. Aquino tried to give these powers to his BFF, the current Puno, except that the law only recognizes the authority and SIGNATURE of the Secretary. Kaya may mga memo si Puno sa PNP na ultimately bumalik kay Robredo dahil unauthorized si Puno to make decisions.

    Besides the fact that PNoy is not enamored by Robredo’s accomplishments and reputation for integrity, there are quarters who don’t want him in DILG for this: “The Robredo Memo” (http://www.mb.com.ph/articles/276180/the-robredo-memo)

    Penoy appointed Alvarez, a golf cheat (a game where the ONLY thing you have to do is count the number of whacks you make per hole) to Customs (presumably because it takes a cheat to catch a cheat?)

    Penoy kept Puno (both redefining ‘irrevocable resignation’) despite the fact that Puno was incompetent not to have thought of working with the NBI to entrap jueteng lords.

    Penoy, a 50 year old man, acted like he was a teenager in a soap opera by having difficulty saying Yes or No to a simple and mature query of ‘are you and shalani still dating’.

    Penoy, a 50 year old man, needs to employ a Stylist to choose what eyeglasses and what barong to wear. (Ilang design ba ng barong ang meron??)

    Let’s face it, the Kabarkada and Ka-eskewala Inc are the true bosses of Penoy.

  36. so robredo is the “manok” of civil society? hmmmmmmm…. we know where their loyalty lies, that means Robredo is also a bit shady…if you are a leader you make sure the people around you are loyal to you, no ifs and buts…problem with some people is that they don’t know what its like to lead…tsk, tsk, tsk… mag pa promote muna kayo kasi, puro kayo inggit…losers… 🙂

    and in the end, the Six Years of President Aquino terms will be defined solely by his own decision and indecision…

    But in my belief, he is governing a very complex and messy government with people around him not knowing the difference between the hole in the ground and their own…his advisers and members of his staff are just as clueless…or busy for something else (that is even worse)

    During the elections there were questions about Noynoy Aquino’s mental well being, that he has some kind of mental disorder. Does anyone know what this mental illness may be? Could this have anything to do with his rambling and inconsistent deliberations?

    Spot on, winky! I just had a transaction with a government agency, was asked doble pa kesa nung kay Gloria. Kinasuhan ko at nagpadala ako ng lawyer, ayun natakot…biglang pumirma ang gago. Putragis!

    I don’t buy the mental illness issue against PNoy, basta sa akin ay hindi sya born leader. If he can learn the curves of the presidency soon the better. If not, then I just have to remind myself that having him is a blessing kumpara kay Gloria. Just work double on takutan kung kausap ang mga walanghiyang tao sa gobyerno na merong permanent status…

    Wala akong pakialam kung kasama si Robredo sa sinasabi niyong civil society … kayo ang gumagawa ng istorya. Pangulo itong si Noynoy at kahit anong oras puwede niyang palitan ang mga taong kanya ng ipinuwesto. Sa akin lang ay palitan na niya kung sa alam niyang iba ang takbo ng isip … hindi yong puro dada. Kagaya na lang ng hindi niya tinanggap ang resignation nitong si Puno …. desisyon niya iyon kaya kahit hindi natin tanggap … dito kahit umiyak tayo sa inis … desisyon niya yon … wala tayong magagawa. Kaya ang hinihintay ko ay yong desisyon niya dito kay Robredo hindi yong puro daldal. Puweeeeee!!!!

    If being surrounded by mediocres and incompetents is his comfort zone, by all means, Noynoy should go for it, that’s better than sacrificing and working with someone like Robredo whose work ethics, efficiency and diligence make him uncomfortable and uneasy at all times.

    Leadership has been an open issue against Noynoy, but at some point must show decisiveness and make decisions. If he doesn’t like Robredo, fire him. It doesn’t matter even if he is one of the brightest stars in the cabinet. It doesn’t matter who are pulling and pushing for him, he is the president and nobody can question his decision. That is his call. It’s about time to close this chapter, and proceed to the next page. There are more important things and pressing matters to be done. Like promises made during the campaign waiting to be acted upon.

    Everybody is eagerly waiting and dying to see Gloria in a prison cell, via findings of the scripted truth commission written by Gloria and Noynoy.

    Everybody is also waiting for corruption to be completely erased from the face of Philippine society so that lives of all citizens will be better off; and to give life and meaning to the ”kung walang corrupt walang mahirap” slogan.

    Instead of focusing on how to get rid of Robredo, maybe he should work and do something about his promises. The people are waiting for results, and not just cheap talks.

    Isagani, that was a very interesting article. Kung totoo ang mental condition ni Pnoy na ganyan, lagot na tayo ng susunod na 6 na taon. Kung may katotohanan ang kwento tungkol sa kanyang condition, this is a huge concern.

    Jug and Henry, take your blinders off and be more objective. Mahirap naman kung blindly follow the leader na lang tayo. Paano kung hindi naman pala leader yung sinusundan natin. Mapagmatiag lang tayo.

    It seems like Pnoy always finds a way to be excused from an indecision he made prior. There are always excuses for his decisions.

    Pnoy’s weaknesses will be a signal to those who are ambitious to undermine him.

    I don’t have blinders. If I have one, I would have been in the service still, ‘blindly’ following the chain of command in Gloria’s time. The reason I’m into exchanging information with you guys here is the same reason why all of you are also here. We all love our country. Agree? We all want the Philippines to move forward. Right? I agree that his choice of some of his subalterns sucks, but this should not distract us from the real situation out there.

    Lahat naman ng naupong Presidente puro tayo may naiipintas sa mga nailuloklok sa pwesto. But, must we exhaust our collective energy to eternally find fault with the likes of Puno and Mislang? If you come to think of it, sino ba si Puno? A minor functionary with the unusual title of what? A spy of Malacanang in the PNP? I have even quipped in previous threads na huwag lang ipainterview si Puno sa media e, tapos na ang problema ni Aquino sa kanya. Bobo kasi. Mislang? A speechwriter given the honorific title of ASEC? Now, if these are the only two issues his critics can think of against the President, with the exception of course by the recycled abnoy, kalbo, Aug 23, Hda Luisita,etc., will you not feel ‘annoyed’ with all this kababawan? Dahil ba personally, wala silang maipintas kay Aquino unlike Arroyo na magnanakaw at abusado? Kaya pilit na pilit yung pag link sa mga ‘kasalanan’ ng mga alalay para pulaan ang Pangulo?

    In the end, pag hindi nag succeed ang pamahalaang ito, will all his critics be rejoicing at sabihin na, ” O di ba tama kami?” Tama sila saan? Na di talaga uunlad ang Pilipinas dahil sa mga taong katulad nila, just like the militants, who never give a damn who sits in the Palace, basta hindi lang mag succeed? That their ultimate goal in life is to see to it that we remain in this miserable state we are in para may rason ang pagiging militante nila? So, let me ask you PSB, who is wearing blinders now? 🙂

    PSB, I was for Gloria Arroyo when she ran for president. For me, it was the Oakwood incident that was the eye opener. It exposed her as a fraud. It showed her true colors.

    I was also for Noynoy, even campaigned for him in my own small way, but there are questions not only about his leadership but also his ‘sensibilities.’ There are signs even before he took office: his declaration of taking his oath of office from a Barangay captain. His hotdog protest lunch at the UN meet. The firing of the weder chief almost on a whim within the backdrop of the Mendoza hostage/ Puno, Versoza, Lim screwup. The Puno/Versoza/Lim salvage operation with his legal team. The De Lima report he claims to follow but in reality watered down to a slap on the wrist. His love/hate relationship with Robredo, mainly stemming from a campaign schedule he cannot handle. The Mislang BS. His premature terrorist advisory complaints while at the same time reporting assassination attempts on foreign officials by terrorist elements. All this in less than a year of his presidency.

    Really a huge concern!

    Hay naku, wag mo na patulan yan si Henry kasi tulad din ng ibang taga suporta ni PNoy na mga evil society este civil pala, eh pakiramdam nila na sila lang ang may alam at sila lang ang matino sa Pilipinas! Pero tignan mo naman ang mga reasoning, so illogical! Pare-pareho lang sila, sina Jug, Perl, True Blue. Pansinin mo kung paano magsalita, para bang ang karamihan dito lalo na ang ibi sa pananaw nila ay walang alam.
