Davao City mayor punches sheriff

Davao City Mayor Sara Duterte was caught on camera punching a sheriff of the Davao Regional Trial Court Branch 15 who was serving a demolition order on Friday.

Duterte said she had asked court sheriff Abe Andres to wait for 2 hours before serving a demolition order that would destroy shanties of 500 families in Barangay Kapitan Tomas Monteverde Sr. Suliman, Agdao.

She said Andres ignored the order, causing tension to break out in the area.

Footage taken by ABS-CBN Davao showed Duterte gesturing to Andres to come closer before punching him repeatedly in the face.

Two men were also seen holding on to Andres while Duterte held on to his collar and talked to him.

In an interview, Andres said Duterte’s attack left him with contusions above his eye.

“Merong contusions kaunti sa ibabaw ng aking mata pero ok naman ho. May reseta,” he told ABS-CBN News Channel.

The sheriff said he did not expect to be attacked by the mayor since he was only doing his job.

He added that a lawyer approached him at the hospital and said the mayor was offering her apology.

“Hindi ko alam kung galing yun sa kanya. Kung ano naman hindi naman namin sabihing ok na lang din pero yung sorry na yun kung hindi galing sa kanya wala akong magagawa,” he said.

Andres said he will report the matter to his superiors as well as the Sheriffs Confederation of the Philippines before taking any action.

‘I did not beat him up

In a separate interview, Duterte said she asked Andres to wait for her to prevent a riot from happening.

“I was asking him for 2 hours because we were already preparing for the demolition yesterday. I sat down with the people in the area and I asked our city housing to sit down with the owner of the property. Everything was supposed to go smooth sailing but what happened was I asked him to wait for me and give me 2 hours because I am still in the relief operations and he said he will not comply and proceed with the demolition. So when I arrived, the riot was starting already and one police was hurt already. Medyo mainit na talaga yung ulo ko, mam,” she told ANC’s On the Scene.

Asked if her foul mood justified her beating up Andres, the mayor said: “I did not beat him up…I am prepared to stand by what I am saying, that I am asking him for humanitarian reason to wait for me since we were already planning for this so that no riot will happen and the demolition will be executed peacefully.”

The mayor said it was she who ordered that Andres be given medical treatment at the Southern Philippines Medical Center. She said Andres refused to be admitted and left the hospital.

“I was the one who sent him to the hospital. I think that’s sorry enough. I also told the doctor to admit him to the hospital but he refused,” she said.

    Paano maipapatupad ng maayos ang isang batas or ordinansa kung laging makikialam o manghihimasok ang sinumang lingkod-bayan?

    Dagok ito sa ating hudikatura…imagine, buong mundo ang nakapanood nitong Duterte con Sherif sarsuela! Ang tapang naman ni Mayor…21st century na ngayon? Paanong magkakaroon ng disiplina ang mga professional squatters kung laging makikialam ang taong gubyero…dapat ipatupad ang batas once and for all!

    I travel to Davao frequently, hindi lang iskuwater may gusto sa mga Duterte, mga negosyante, taxi driver, etc.
    Sara just came from a very stressful situation with the recent flashflood, helping out the victims personally, she asked the sheriff to delay demolition for just 2 hours so she can handle the relocation, the sheriff (baka nalagyan na rin) still went on with it, them all hell broke lose, the police and villagers clashed, one policeman got hit by an indian pana, it could’ve been worst. Sara barged through the melee without regard for her personal safety and diffused the situation. You didn’t see the “after” the video, yun lang kasi gusto ng media, where she berated the policemen and villagers for what they did – tameme lahat. She also facilitated the relocation of the squatters after that. Of course the punching of the sheriff was overboard, she will have to take the consequences but you will never see a more dedicated, passionate, hands on, mayor anywhere else, her heart is in the right place but she has to learn to control her temper though. I’d hate to be in her husband’s shoes. 🙂

  21. Aasenso ang Pilipinas kung lahat ng mayor parehas kina Duterte for sure I tell you. Sara doesn’t go about punching everybody on a daily basis, her propensity to do good is infinitely more than her worst side. Then again, its really unfortunate she lost it in public but it happens to the best of us most especially “us” passionate, hot-blooded Mindanaoans (I was born in Gen San by the way).

    her hands were full at the time with the flashflood issue, thats why she asked for 2 hours, she had to handle to relocation personally because the squatters will resist as in everywhere else, there was a schedule but the flashflood was not in the equation.
    matigas ang ulo ng mga taga mindanao, normally tahimik pero ibang klase pag nagalit, the area “Agdao” used to be called the “killing fields” of Davao some time ago and Davao used to be the scariest place to be in, my uncle got gunned down there in front of their house by NPAs, its a whole new different place now with the Dutertes I tell you.
    Of course I don’t condone her action but knowing something about the place and the incumbents I understand, but we have laws, as I said she will have to face the consequence but sayang…

    Whatever the reason behind mayor Duterte behavior, assaulting an individual is a Criminal Offense, no excuse or reason enough to justify it. But then again, one can Always come up with “justifications” after the deed was done or think of one and ended up smelling like roses instead. Now if some could get away with murder, what is few punches thrown in Anger to rally the masses?

    You should have lived in Davao before the Dutertes, then you’ll understand. But I also do not agree with what Sara did, we have laws, she will have to face the consequence.

    Jug, been to Davao city during and before the Duterte’s (that was where my late bro was working for the DAR) and my Nephew and wife work for the City Governmemt and are very close friends of Inday Sara. We talk about the ongoings in that city and some. The Dutertes come and go, Davao city stays and their legacy of keeping Davao temporarily peaceful and safe is just as temporary as their stay in power. and the bubble will burst. my concern, my late bro grandchildren just started kinder and more coming, but as I always reminded myself, we had seen the worst of time ourselves.

    Jug agree ako sa iyo. We have to know the real reason for punching that Sheriff.Kung mahal siya ng mga tao, I guess she should be doing something right and if punching someone will cause her to lose her job, ang mga taong nagmamahal mismo sa kanya ang makakalaban ng gobierno.

    Folks, still the old system but it works in some parts of the Philippines. We need local leaders with “balls” kundi kakayakayanin ka lang. I guess that Sheriff got a dose of his own medicine.

    same here, as I said my uncle got gunned down by unknown men (alleged NPAs) in front of their house, he had to beg them not to do it in front of his wife and two daughters, they obliged and dragged him outside.
    i also fear that after the dutertes davao will go back to its old self, but i’m hoping for the best. its home to one of the industries we can be proud of, banana exports, whats going to happen to the plantations when nobody has a strong hold on peace and order there?
    the place where it happened “Agdao” was famous for being the killing fields remember?

  38. THE massive indignation rally organized by the regional office of the Commission on Human Rights (CHR) in Davao City on July 1 to denounce extrajudicial killings is not targeting the Dutertes.

    CHR-Davao Director Alberto Sipaco dismissed perceptions that Mayor Sara Duterte and Vice Mayor Rodrigo Duterte are being singled out by the planned protest against rampant summary executions in the city.

    Summary executions are also prevalent in the nearby cities of Digos and Tagum, among other areas.

    Sipaco said indignation rally is not targeting any sector or individual, but would point out the fact of summary killings in this city that should be the concern of every sector.

    “There is no finger pointing here,” Sipaco said.

    Sipaco earlier said the indignation rally would be participated by various sectors, including cause-oriented groups, the Church, police and military, and the public.

    In a separate interview on Sunday, Mayor Duterte said she was questioning why the CHR is spearheading the indignation rally.

    “Is it a function of the CHR?” Mayor Duterte asked.

    The CHR is a constitutional body tasked to investigate human rights violations.

    Human Rights group in the city said more than a thousand criminal suspect have been killed by the shadowy, 45 cal.-bearing gunmen said to belong to the Davao Death Squad (DDS) since 1996 in Davao City during the term of former mayor Rodrigo Duterte.

    Police report said 52 people have been killed in the same fashion of the DDS killings since January this year with Mayor Sara Duterte sitting as mayor.

    Cause-oriented groups in the city claim the DDS is a state-backed killing machine unleashed by local police and officials against petty criminals.

    Several of the DDS victims were minors.

    Two years ago, the CHR Manila conducted a probe on the summary executions, which tried to link then Mayor Rodrigo Duterte to the shadowy gunmen.

    Then Mayor Rodrigo Duterte denied any link to the killings and that the CHR was trying to pin him down based on his public warnings that criminals in the city would be killed. The CHR has yet to release the results of the investigation.

    Earlier, Sipaco said investigations on the summary killings by the CHR regional office have gone nowhere because not a single witness has come forward to testify against the killers.

    The indignation rally, he said, would hope to embolden witnesses to come out in the open and for police and other law enforcement agencies to be serious in their task of sending the killers to jail.

    Yeah magagawa niya dahil may bodyguard siya kaya matapang. Hawak nila ang Davao pero pag dating sa ibang lugar ay tignan natin kung magagawa niya ang ginawa niyang katarantaduhan. Lalo na kung wala siyang alalay sa ibang lugar. Kahit balidtarin mo ay mali pa rin ang ginawa niya. Iyun mga sang ayon d2 ay kung ang kamag anak ninyo kaya ang nasapak ni Sara ano kaya ang sasabihin ninyo. Dapat ay patawan ng suspension iyan at bigyan ng aral. Matapang lang kapag may naka paligid na alalay.

    Re #41. mayor Sara Duterte was not dealing with a criminal, old or new fashion. She was dealing with a sheriff, a person who was only enforcing the law.

    you should read up on your machiavelli, she had to show some ruthlessness. so you prefer the other option then, to allow the villagers and police to kill each other, it was better that the sheriff got her mosquito bites rather than perish in the retaliation of the villagers later, situation diffused, appreciate the territory its not disneyland.

    What transpired that day was tasteless and classless. I like the Duterte’s and for what the family have done for Davao but that incident of hitting a sheriff is just outright wrong. She should be held accountable and be liable for that, but again who will take over….. her dad… so it is not that bad after all. I will take Duterte over Nograles anytime.

As a mayor, that’s part of being a public service. Obviously, she might be a real good mayor, there’s this only one thing I don’t agree with her.

Kung busy si mayor sa evac center, sana si daddy na vice mayor ang pumapel sa demolition. No harm done should Sarah be kicked out of office, Duterte pa din naman ang uupo sa kapitolyo.

    Pinas has a corrupt government, only the rich and powerful reigh supreme…we all know that. This is only in the limelight coz of that video….and opened a wide range of opportunity to those who despise the Dutertes’ to attack them any which way is loose.

    Recently in Pinas; these are worthwhile news but NO VIDEOS were shown so they were pretty much put in the backburner:

    Governor of Kalinga province barged into a Radio Station’s booth and assaulted his nemesis announcer. Poor guy was just getting the guv’s attention about the proliferations of illegal loggings and jueteng.

    Shooting in a small town in Pangasinan involving several cops and end result was the death of a father and son.

    Duel in Ilocos between a cop and a village chief, both dead.

    Sara needs “anger management”? – for a softie incident such as punching da sheriff? And why wouldn’t the Ampatuans go first and take this anger management, or maybe Korina Sanchez for “being a sabonetera”? How about my idol Meriam Santiago, I’m sure she needs one.

    What Sara did was wrong, we all agree to that, but fanning the flame of this worthless incident is just disgusting given the nature of the heinous crimes committed by the majority of policemen, military, and those many thieving politicians who are still roaming congress and streets of Pinas. Look at the Marcoses, the Arroyos, and other powerful families who have a strangle hold of their provinces, Ortegas, Enriles, Dy, Marcoses and Singsons. Rule of Law????? Imagine for a minute how much crimes these families and others have committed!

    My advise to the Dutertes: From now on; Steal whatever your family can still from the government, your chances of avoiding prison is currently at 100% accuracy.

    But the sheriff, Abe Andres, is likewise in trouble.

    Records obtained by the Manila Bulletin showed that Davao Judge Emmanuel C. Carpio, who had issued the demolition order earlier, also issued a stay order deferring the demolition of the shanties at Sitio Soliman, Agdao district, on the day Andres implemented the order

    In a Supreme Court (SC) decision dated June 18, 2008, Andres was suspended for one year and six months Equior violation of Republic Act (RA) 3019 for “failing to live up to the standards required of his position.

    It was learned that the number of instances that sheriff Abe Andres strayed from the regular course observed in the proper implementation of the orders of the court cannot be countenanced.

    Thus, taking into account the numerous times he was found negligent and careless of his duties coupled with his utter disregard of legal procedures, he cannot be considered guilty merely of simple negligence. His acts eventually constitute gross negligence.

    It was also learned that the case was filed by a certain Kenneth Hao, who complained of Andres seizing nine motor vehicles in an oppressive manner.

    A good friend was a sheriff in Manila during the late 60’s thru the early 80’s and one in Baguio. Both were likeable but these two were just drunkards, womanizers and how they managed to have kept their jobs for so long epitomize the ever present corruption in our system of government.
