House panel junks impeach rap vs Ombudsman

While everybody is busy coping with the damage wrought by typhoon “Ondoy”, congressmen saves Ombudsman Merceditas Gutierrez.

The House of Representatives’ committee on justice has junked the impeachment complaint against Ombudsman Merceditas Gutierrez.

Cheers erupted from employees and officers of the Office of the Ombudsman who attended the proceedings as the chairman of the panel, Quezon City Representative Matias Defensor, announced that an “absolute majority” had found the complaint insufficient in substance.

The recent calamity brought about by typhoon Ondoy was an extreme event not likely to happen again in our lifetimes. This of course is of little comfort to our countrymen who were ravaged by the storm, and who now need more than ever our time, our compassion, and our time, our compassion, and our material support as they try to rebuild their lives.

As my own small contribution to the common effort, I have ordered Malacanang Palace to be opened to the general public, effective immediately, as a center for relief and rescue operations, the receipt and distribution of charitable donations and the temporary relocation of families who were displaced or made homeless by the storm.

Relocated families will be sheltered in all available premises within the Palace grounds. Government employees will be asked to make room for our guests, and I myself will move across the river to temporary quarters at bahay pangarap in the PSG compound.

As a country in the path of typhoons and in the Pacific Rim of Fire, we must be prepared as the latest technology permits to anticipate natural calamities when that is possible; to extend immediate and effective relief when it is not; the mapping of flood-and-landslide-prone areas is almost complete. Early warning, forecasting and monitoring systems have been improved, with weather-tracking facilities in Subic, Tagaytay, Mactan, Mindanao, Pampanga.

We have worked on flood control infrastructure like those for Pinatubo, Agno, Laoag, and Abucay, which will pump the run off waters from Quezon City and Tondo flooding Sampaloc. This will help relieve hundreds of hectares in this old city of its age-old woe.

Pwede ba, naibenta na ang ganyang gimik. Ginawa na yan ni Sen. Manny Villar at dating Pangulong Estrada.

Hindi pwedeng uubra kay Arroyo ang ganyang gimik dahil siya ang naka-upong pangulo (kahit ninakaw lang niya ang pwestong yun). Di ba programa niya ang magpadala ng mga Pilipino na sa ibang bansa bilang katulong? Mismo ang pamahalaan, ang TESDA, ang nagbibigay ng training para magiging supermaids. Kaya, ayan ang inabot ng marami nating kababaihan na OFW.

How is democracy defended?

How does one defend democracy?

By aiding in the tampering of results of election so that your candidate will be declared winner even if she was not elected by the people? Or by joining the people who demand accountability from government officials who subverted the will of the people?

This is the question that face the panel trying the 28 officers accused of mutiny for something that did not happen in February 2006 after former AFP Chief Hermogenes Esperon claimed “defense of democracy” in his decision to incarcerate the officers even as he continues serve an unelected president.

The mutiny case against the 28 officers in connection with the alleged February 2006 plot to withdraw support from President Gloria Arroyo is on its final stretch.

The prosecution presented on Wednesday its last and most important witness. Presidential Management Staff chief Hermogenes Esperon Jr., who was Armed Forces Chief of Staff at the time, had ordered the detention of the 28 officers—nine from the Marines led by their commandant, Maj. Gen. Renato Miranda, and 19 Army Scout Rangers led by Brig. Gen. Danilo Lim.

It was a conspiracy to grab power, Esperon tells court martial

Former Armed Forces chief Gen. (ret.) Hermogenes Esperon, testifying for the prosecution, yesterday said the officers implicated in the alleged attempt to overthrow the Arroyo government in February 2006 conspired with other quarters to grab power.
