Flight is sign of guilt

On the eve of the Senate investigation on the controversial project where Joey de Venecia is supposed to name the Mystery Man that ordered him to back out of the project in favor of ZTE Corp, Gloria Arroyo’s husband, Mike Arroyo, left for Hongkong.

Malaya’s story:

Mike takes a long trip
JOSE Miguel Arroyo quietly left late yesterday afternoon on a Cathay Pacific flight for Spain via Hong Kong.

He was accompanied by Rey David, president of the Development Bank of the Philippines.

A source in Malacanang said Endika Aboitiz, whose family dominates the power generation business in Visayas and Mindanao, is expected to follow.

The source declined to explain the purpose of the trip.

Arroyo, the last to board the airplane, was seen off by airport customs collector Ding So, Alfonso Cusi, general manager of the Manila International Airport Authority, NBI assistant director Pedro Bulaong, and Angel Atutubo, head of the MIAA security force.

Media was banned from talking to Arroyo and David.

The long trip proves that the First Gentleman is now physically fit after months of physical rehabilitation following an operation for aneurysm, the source said.

The speculation is that the First Gentleman probably needs a vacation in Spain. He will stay in the home of a Malacañang official.

The unannounced trip is presumably private although David is head of a government financial institution.

The trip could not be for medical reasons, the source said. There was no physician accompanying Arroyo.

Ms Ellen, how true indeed that “Flight is a sign of guilt”. Had this suspicion that Mike Arroyo’s “footprints” were in the ZTE deal.

  2. Don’t want to join the fray and categorically say that first goon’s flight is sign that he’s guilty of selling out to ZTE through his pal Benjamin Abalos but sure as sun rises, he looks like he’s on the run from something or someone or so many people. (

Maybe the triad is after him? Nah… he’s probably escaping from the Manila heat leaving his worse half to man the kitchen.)

Private trip? so quickly? Spain via Hongkong? idadaan muna yong atatsi kiss na Made in China sa Hongkong, then Avila, Spain. Gone are the days of a slow boat to china..

He was seen off by Ding So..airport customs collecting..
Is he Chinese descent? Is David from Pampanga? Interesting names…

advance commission on ZTE deal was already delivered upon signing of the contract and split this way:
    GMA us$ 25M
    abalos us$ 5M
    mendoza us$ 5M
FG us$ 20M used for the campaign fund of their allies in congress and trusted senators in the unity team!! the total commission derived from ZTE is us$ 55M.

  6. Chabeli Chabeli

Ocayvalle, you say that “FG us$ 20M used for the campaign fund of their allies in congress and trusted senators in the unity team!!” Pero talo pa ren ang TU diba ?

..The angel told Joseph to take Mary and the child to Egypt because Herod was after them..
..The little elf told Mike to take the Money and run to Espana via Hongkong..to deposit the atatsi kiss made in China and then go to Avila to think on who and what to prey some more..Matinde took the money and run Espana. Run,

Ocavalle: The $55 million is just an advance, hindi ba or is it the total? And would you know how GMA spent her $25mil? Is it still intact kaya? Or is it what her husband is carrying in the atatsi kiss…is there an anti-laundering law in Spain? puede naman from there they can go to Switzerland or to Germany? What Money Can Do.

  9. Wow, 55M$ in upfront money? No wonder Gloria says the deal is go.

  10. Rose: Yes, this an anti-money laundering law ALL OVER EUROPE.

The depositor of large sums, i.e., like Pidal’s, will have to declared the provenance of the source of the money but you see if an official govt bank like the Land Bank certifies the transaction, pretty difficult to nail Pidal personally.

That’s why Rey David is important to the First Goon. If he’s got some money to stash away in a bank anywhere in the world, he’s got to have a certification from the govt bank no less to show it’s “legal.”

AdB: if with David he could show that it is legal..to deposit? don’t they question the source of the money? would the money be a cash deposit? Here in NJ if you deposit more than $10,000 in one day the bank would ask..
I used to be the accountant of St. Joseph school for the Blind and once a day after our Golf Tournament, I deposited in different deposit slips each showing less than $10,000 before I even got back to the office, the bank already called the school..about the deposits..and the manager of the bank then was the son of the school’s administrator, my boss..I wonder if he is deposit for the account of Phil. gov’t or to a personal account..million ang pinaguusapan..if the presence of David who of course will certify to its legality..then it will be indeed difficult to trace the trail…Ang lungkot.

  16. They will question the source Rose but if the government’s bank itself says it’s govt money, hard to question that.

I reckon a transfer transaction that’s made officially by Land bank abroad is difficult to question. It will be questioned if someone from Pinas lodges a formal complaint and all legal avenues have been exhausted to prove that RP govt bank is being used to launder funds are presented, then I suppose, OECD can enter the pic.

Someone from Pinas own govt bank will have to spill the beans backed by paper trail but if the govt bank prexy is in on it – difficult.

The European brigade de finances will need paper trail even from anonymous sources to check if money laundering is involved in the transfer/transaction.

  17. Tell you what, you deposit 1,000 Euros in cash into your personal account in any bank in France and they will ask you where it came from, a formality.

  18. Don’t know but let’s just look at this scenario:

    1. Gov bank transfer huge amount to its account offshore.

    2. Same gov bank rep could then issue instruction to their offshore bank to transfer same amount to either a numbered account or to a named account but needs to back it up with a bill of lading of some kind. The foreign bank will honour that and pay up after all instruction is coming from a duly certified govt bank.

Nobody will make a squeak – not the foreign bank (why will they?), not unless someone is indiscreet enough from both RP govt bank and said foreign bank to whimper “money being laundered…”

  31. Ellen,

Pardon this off topic post: “BAGHDAD – The Iraqi government announced Monday it was ordering Blackwater USA, the security firm that protects U.S. diplomats, to leave the country after what it said was the fatal shooting of eight Iraqi civilians following a car bomb attack against a State Department convoy.”

Is Blackwater still in Pinas? Wonder what will happen to their Filipino “staff” in Iraq?

  32. Thanks for the “Blackwater” report. I’ll ask around. There so much happening here in Manila.

  33. Tongue, yes, thanks for remembering Lugano. This is what I wrote in July 14, 2006:

I wrote that “E” and her companion were scheduled to go to scenic Lugano, on the border of Switzerland and Italy, then proceed to Tuscany and Venice.

My latest info was, they canceled the Tuscany and Venice portions of their itinerary but they made it to Lugano. I was also told Lugano was suggested to them by their golfing friend who is president of a government bank.

I got curious what’s in Lugano that a bank executive would consider special for his special friends. I got my answer in the internet which said, “Lugano is third behind only Zurich and Geneva as a Swiss banking center”.

  34. Ellen,

Re: “I was also told Lugano was suggested to them by their golfing friend who is president of a government bank.”

Why do I get this feeling that the golfing friend in question could only be Rey David, Land Bank prexy who’s flown from Manila mentioned in several reports.

Hmmm… mouvement des fonds? (movement of funds?)

  35. Other reports on Mike Arroyo’s flight mentioned Benito Araneta, his cousin, as his traveling companion. I think that name was also mentioned in that July 2004 trip but I just didn’t write about it because I was not so sure of it.

  36. Pity we don’t have the likes of A Ramirez, the Land Bank whistleblower…

  39. Chi,

If only one or two of our duly elected Senators had more moral courage by exposing and exhibiting the paper trail in his possession, we could go a long way in determining which account in the German Bank holds the Pidal millions.

  40. chi chi

Reimburse the Chinese? That’s very new to the Pidals but if they dealt with the Chinese Triad, it could very well be or tagpas ang mga ulo nila!

  41. chi chi

    Anna,

Alan Cayetano seems to have already forgotten the Pidal’s German Bank account this early.

I agree with you, anyone from among them can make palusot sa media but clearly these Senators have shorter memory than the average Pinoys!

  42. The Inquirer editorial lists the standing loots of the Pidals and their friends. Obviously the list is not comprehensive, it contains only those that are controversial and known to the public.

I made a quick arithmetic of the sums involved (based on Inquirer sums) and looks like the country has been fleeced 280 million pesos monthly.

In the last 6 years, that would have totalled to a very tidy sum. If for the sake of argument, only a fraction of the billions of pesos of the loot goes into the pockets of the Pidal couple, that’s still billions of pesos. (Not included of course are the various gifts they have received in kind from those who wanted their signatures badly on contracts, like the bridges to nowhere by a UK bridge supplier…etc.)

Re: Gloria has 3 more years to go under her bogus term.

    Anna,

Bentado na ni Gloria sa China ang Pinas in 3 years time.

  49. Hi TDC,

IMHO, it could be because Puno is like JEdgarHooever, a dirty worker, leg man, hit man all rolled into one, trusted keeper of the the darkest secrets, a willing Himler and an extremely loyal dog to whoever is prepared to hire him.

I do believe his greatest asset is his ability to rig elections without being vulgar about it (unlike Garci).

He does his work, quietly and he produces results desired of him.

All three presidents needed a workaholic who is not afraid to do the dirty job.

Marcos needed him to doctor results. Erap needed him because he wanted to know how he did it under Marcos and Puno gave him plentiful of info that bagged Erap Mindanao (an extremely useful key to the elections), without which, Erap would not have been able to field Nazareno and his troops to man the ballots, and so di Gloria.

It’s all got to do with rigging elections. I wouldn’t be surprised to hear that Puno had something to do with the wiretaping of Garci.

  50. Puno is not Almonte in that sense. The latter although a dirty worker like Puno and keeper of the darkest secret is an intellectual humbug who, in spite of his being a military man cannot command the troops but Puno is the brilliantly pragmatic political and election strategist who knows how to handle the men in uniform, suavely and discreetly and so can get things done.

  51. Men in uniform include the police.

I understand Garci, also an Ilocano, worked under Perez, and must have been doing this dirty trick since then, even for Ramos and Enrile.

Never heard of this Puno as a matter of fact until after 1986. The only Puno I knew was the singer as a matter of fact.

Usually, when we want to remit money beyond the allowable limit (10,000 dollars in Japan for instance), we are told to fill up some forms for permission from the Bank of Japan, which is the equivalent of the Central Bank in the Philippines. When the permit is granted, then we can remit as much money we can afford to send overseas as deposit to some foreign account or payment for some business transaction.

Muntik nga iyang pasukan ni Erap as a matter of fact when he was VP. Meron silang remittance office sa Tokyo. Binatikos namin.

Mahilig magtipid. Basta makatipid sila kahit ilegal, OK lang!

Sinabi mo pa. They are not authorized to handle foreign exchange transaction here as a matter of fact pero matigas talaga ang ulo. Buti na lang intact ang banking law dito and the police are running after them. Akala nila makakalusot sila. They will continue to flourish and increase even the wild beasts of the desert cannot be more cruel than they have been. Their poor working condition continue to grow worse, and it soon became evident that they might be raped and die.

If the Japanese can do it, bakit hindi puedeng gawin ng mga pilipino. Akala ko ba siga din sila?

The bully pig Miguel Arroyo is the real power in Malacanang pertaining to government contracts. Joey De Venecia cannot save his president Gloria. The DOTC Secretary Mendoza is the alter ego of bogus President Gloria Arroyo. Gloria and Miguel are directly involved in the ZTE broadband & cyber-ed misdeal and kickbacks. DOTC Secretary Mendoza is the fall guy.

Wow, what a game these people play! “My President”, my ass! How possible can the tiyanak not know what the fatso did.

Puwede ba, this tiyanak, is a thief, a liar and a murderer! Can’t the Filipinos see it?

How can he say that the Fatso is involved and absolves the tiyanak from the whole crime? I noticed today’s ZTE hearing at Senate Blue Ribbon Committee most Gloria Arroyo senators are self-imposing the ‘code of silence’ to protect their master. Yesterday, at the Hello Garci hearing Senators Arroyo, Gordon, Enrile and Brenda Santiago were like hungry vultures feasting lone witness Sgt. Doble. They are more interested on his queridas than the real culprits in the 2004 election fraud and cover-up. Right now, they are tamemes or mere observers in the ZTE hearing. Anak ng jueteng talaga! Nakakahiya kayo!

Does JDV love him more or less than his children by his second wife? How far would JDV back Joey? Enrile was able to extract from Doble into admitting the plan of a revolutionary government if Gloria was toppled. So?
