Senate won’t summon Mike Arroyo

Sa asal nina Senate President Juan Ponce Enrile at Sen. Miriam Santiago sa report ng World Bank tungkol sa kurakutan sa public works, napa-isip ako kung nakakabuti nga ba sa taumbayan ang pagtanggal kay Sen. Manny Villar bilang senate president na siyang nagbigay daan para ang mga senador na kaalyado ni Gloria Arroyo ngayon ang may kontrol ng pagpatakbo ng Senado.

Katulad nitong si Santiago, chairperson ng committee on economics na siyang nag-iimbistiga ng kurakutan sa DPWH base sa report ng World Bank na nag blacklist ng ilang construction company kabilang na ang E.C. Luna Corp, China Road and Bridge Corp ; China State Construction Corp, China Wu Yi Corp ; China Geo-Engineering Corp, Cavite Ideal International Construction and Development Corp. at CM Pancho Construction Inc. Halatang-halata naman na gustong protektahan ni Santiago ang mag-asawang Arroyo.

Kunwari nanggalaiti siya kina Public Works Secretary Hermogenes Ebdane at kay Eduardo de Luna, ang may-ari ng isang construction company na blacklisted ng World Bank. Ngunit nang binasa ni Senador Ping Lacson kay de Luna ang mga miting niya kay Mike Arroyo, hindi siya masyadong intresado. Half-day lang ang ginawa niyang hearing. Bitin tuloy.

Ngayon na naglalabasan ang mga hindi kumpletong report ng World Bank na sabi ni Mike Arroyo, pati na rin si Gloria Arroyo, ang daming kesyo-kesyo itong si Santiago.

Duda raw siya sa kopya ng report na hawak ni Lacson dahil ang kanyang kopya raw wala naman ang pangalan ni Mike Arroyo.

Mukhang naisahan ng World Bank si Santiago. Walang pinagkai-ba sa tuso man ang matsing, napaglamangan din.

Suspetsa ng mga reporter, sadya ng World Bank na ang kopya na binigay kay Santiago ay hindi kasama ang pangalan ni Gloria at Mike Arroyo. Kaya kasama siya sa nagtulak ng imbistigasyon. Ngayon na lumabas na si Mike Arroyo pala ang pinakamalaking buwaya sa kurakutan sa Department of Public Works and Highways, may mga sinasabi siyang “hearsay”. Pareho sila ni Enrile.

Meron diyan na isasara na raw niya ang imbestigasyon. Meron din namang mag-leave daw siya. Sabi ni Lacson, di mag-leave siya, ipagpatuloy ang imbestigasyon sa ilalim ng committee on constitutional amendments na pinamumunuan ni Sen. Chiz Escudero.

Ngayon hindi na raw siya mag-leave. Siyempre para kahit papaano, makontrol niya ang takbo ng imbestigasyon.

Ang World Bank sinisisi niya dahil sa hindi binigyan ng report ang Senado. Sa Department of Finance at Ombudsman kasi nagbigay ng kopya ang World Bank noong 2007 pa.

Bakit hindi siya kumuha ng kopya sa Finance at sa Ombudsman? At tingnan nga natin kung uubra ang katarayan niya kay Mike Arroyo.

    Second, I would like to see Mirriam na nagtatatarang at naglulupasay in the Senate floor defending Mike Pidal against the WB report. That would be the grandmother of entertainment.

    Hanep, sabog na sabog ang balitang ito, mukhang hindi makapamayagpag ngayon ang fat pig.

    Ping, tuloy-tuloy lang hanggang tuluyang tumulo ang mantika at malitson ang ‘komisyuner’ ng World Bank.

    Kayo naman para kayo lagi bago kay brenda, you remember correctly during the campaign period for president in 2004, sinabi nya kay FPJ ipagtatangol nya kahit san pa pumunta? but what did you know? when the evil bitch drafted her to run for senate, she kept quiet. If I my go back farther, she even said said that she will CHOOT, I mean, she will shoot herself and even jump out of the plane without a chute.

    And if I may go go farthest, she proclaimed that she will never run for any public office anymore. But where is she now??? towing the skirt of the evil bitch as her senator.

    Kaya nga “BRENDA” ang tawag ng mga tao sa kanya e.

    On the other side, the evil bitch hurriedly flew to the US of A to attend whatever prayer meeting that is, but the real reason that was kept from us and finally was out, was that she and her cabals really want to see obama, however she got snubbed and the loudmouths of the evil bitch is even blaming obama of coming late, tsk, tsk, tsk, pati ba naman ako gagaguhin ng mga gagong ito.

    Ang akala nila ay may pag asang makita ng pandakekok si obama. How many times did obama snubbed her, her phone calls her fax messages and now trying to get one from obama, nakakahiya ka na pandakekok, ayaw makipagkita sayo ipinipilit mo sarili mo.

    I have seen and even been involved in some presidential visits, but this is surprising, an unscheduled trip to the US upon the invitations (allegedly) by some lawmakers, nagmamadali syang pumunta???wag nyo akong gaguhin!!!!

    Ang masakit nyan, somebody or someone might have promised pandakekok that she might or will meet obama, so that’s the reason she hurriedly went to the US. But alas!!! what happened next, she get the biggest snubbed from obama.

    FYI pandakekok, obama is not like bush!!!!! so if i were you mag resign ka na lang sa lahat ng kahihiyaan na binibigay mo sa PILIPINAS. NAMO!!!!!!

    I’m no Villar fanboy. But I think it’s time people realize the Senate coup had been a big mistake. Enrile’s kid glove treatment of Mike Arroyo is revolting.

    The old coot gets a rare chance to redeem his tarnished name, and he chooses to stay on the wrong side of history.

Curious lang ako what’s with the rush to proclaim how white and clean Arroyo was in regards to his involvement. I knew there was something behind the big drama! I still remember “I liedddd!!!” That was my gut feeling while I was trying to marvel at all these crap drama!

    Brenda is just justifying her take from GMA. She has to show that she is worth the moolah she gets from GMA. As for JPE, well he’s been called the smiling devil during Pres. Marcos’s time. He easily changes his skin like a snake to suit his interests. And that’s the only thing that he believes in to hell with all of us. We really haven’t learned anything all throughout the times JPE has been playing us. I don’t ever believe JPE really cares for the Filipino. Its only JPE for himself. Both Brenda and JPE looks down on the Filipino. They never really respected the people. Shame on them.

    Miriam and Enrile are among the two Malacanang dogs in the Senate. Miriam has the habit of using all the insulting words against those implicated in a scam and always threatens to have them arrested if they refuse to attend the Senate hearing. But, when it comes to Mike Pidal, she’s only inviting him. Enrile is another old dog. He now says the Senate cannot compel Mike. Enrile further reasons that appearing could affect Mike’s health. What? What about other witnesses who were in worse health?

    Back when Lacson’s resolve to run for president was unshakeable, deposing the survey-topping Villar made a lot of sense. Now that he’s having second thoughts about duking it out in 2010, the coup has turned out to be a strategic misstep that reduced the Senate from a decent enough opposition bulwark into an Arroyo-coddler.

    I’m almost a Lacson fanboy. The only thing that hinders me from openly declaring my admiration for him is his checkered past which I admit, still gives me the willies.

    But despite Kuratong and one-way-helicopter-rides-over-Manila-Bay, I honestly find that Lacson’s crusade against the putridness of this regime very very uplifting, if quixotic.

    That’s why I can’t help but see the sad irony of him helping install a Senate president who is about to throw a monkey wrench at his crusade.

    I really saw Enrile’s jaw drop!

    Ricky Carandang’s wife is a Fil-Chinese coming from a prominent family. I like Ricky’s English and his reporting style. He has the class.

    This time, I shall not skip skip’s comment about Lacson. Sure, Lacson has his dark past. Being with then notorious MISG under the late Col. Abadilla doesn’t have that very good reputation. MISG was then Gestapo under Marcos rule. However, past is past. As a young officer, he might only be following orders. Many military officials who have committed human rights violations are still active today. Look at Palparan. Everyone knows that Lacson was behind the Kuratong Baleleng rub-out. But, those guys were certified criminals. I’m more tolerant with criminals being killed than the innocent civilians. Mayor Fred Lim and his Dirty Dozen were also known for such activities. In order to destroy Lacson, his detractors keep resurrecting the Kuratong case which has been dismissed for a hundred times.

    Ellen, like you, I am disturbed about this sense of hopelessness that is paralyzing the Filipinos. It has become near impossible to rouse them into action nowadays.

    I blame this inertia on Gloria Arroyo’s diabolical ability to nip popular groundswell in the bud.

    If you recall, there were a number of situations which could have easily led to a people power uprising. But because of PD 1017, EO464, bribery, and other such deviltry, the gathering storms have all but petered out.

    The people have lost their momentum, the wind knocked out of their sails. Napagod na.

    When there are reports of crime having been committed such as the corruption in the WB funded road improvement projects, it becomes incumbent on the authorities to investigate and gather evidence. These investigating bodies such as the DOJ, PNP, NBI, AMLA and Ombudsman need not wait for evidence to fall into their laps. They are being paid by peoples taxes to do their work. They have sworn to uphold the law regardless of who are involved. Apparently, this has change. Now before any investigation is done, one should present authentic documents or evidence that a crime has been committed. Only then will they move to investigate. This is the doctrine now being espoused by the likes of JPE, Santiago, Nograles, Datumanong, Bello and the rest of the protectors of the GMA gang. This is the new standard being adopted by the justice system of the country. And the only reason for which is that it suits their interest. The standard used by CJ Davide in ruling that newspaper clippings and an unauthenticated entry in the notes of Angara showed that ERAP has “constructively resigned” does not apply. It smacks of double standard.

Even before when people used to have only praises for Brenda as a budding politician, halata ko nang isa pang may tupak sa ulo like those Filipinos I get irritated with their fetish for adding titles to their names even when not necessary. Sakit ng pinoy dahil mukhang wala naman talagang dugong bughaw ang mga unggoy.

    Noon pa tingin ko nang may sira sa ulo ang ungas. Pero medyo naawa ako when her son died, and she made statement to the press that she would quit politics for good. Akala mo tunay but when she welcome the unano to the wake and beso-beso, nasuka ako. I suspected right there and then, she and the creepy criminal were cooking up something.

    Naalala ko na naman ang sinabi ni Monsag noon about the creeps, Brenda and Enrile, who led the EDSA 3 and caused the death, injury, etc. of a lot many innocent fans of Erap, who were deceived by them to rush to Malacanang and try to get the puta out. Hanga na sana ako kay Uncle Johnny na kabagyan daw ng mother ko. Peke din pala.

    I wonder what moves them to be the way they are when they are supposed to be gifted and qualified to be different and better people. Kaswapangan ba?

Frankly, I have difficulty understanding why the members of the Commission on Appointments or the Filipino people in general would tolerate the criminal appointing her own people in the Department of Justice, which should have been free and independent of the executive or even the legislative branch of government. Only qualified people, who have taken the civil service exam should have been assigned to be prosecutors, for instance, not appointees.

    Golly, may krimen in the making, ni hindi maka-utos na imbestigahan ng mga pulis kasi appointee din iyong hepe, etc.! In short, bulok ang sistema!!!

    Worse, mga inutil. Binago kuno ang Constitution ng bansa after Marcos was removed, pero dinagdagan pa lalo ang power ng uupong pangulo. O di lalo nagkaloko-loko nang umupo pa iyong dugong aso may ambisyong maging reyna ng EK niya. Tangnanay nilang mga bobo!!!

I was so impressed with her letter to the WB…… except it kind of went around in circle as in she can get a copy at the OmBADsman errr Ombudsman pala but of course she is insisting on getting it directly from WB…… the only problem is her argument just went south when she stated it was all in aid of legislation, lol.

    Looks like you scored big here Ellen….. the circus freak side show conducted by Lady Mirriam just got exposed, but then again that is just how it is in the land of cheats.

    Sinong may sabi? Ano na ang nangyari sa talino daw ni Enrile? Ukinana, graduate pa naman siya ng Harvard. Bakit di niya alam na wala namang immunity si Fatso dahil private citizen naman ang unggoy na iyan. Komo ba asawa siya ng isang kriminal na nakaupo sa Malacanang?

    Puede ba magtrabaho sila ng tama. Binoto sila ng mga pilipino unless na nandaya din sila kaya ang katwiran nila wala silang utang na loob sa mga pilipino, ang loyalty nila dapat doon sa taumbayan na bumoto sa kanila hindi doon sa pipitsuging dugong aso na ayaw nang umalis sa nakaw na puwesto niya.

    My stand is the same as yours, Ellen. Tongue, Malacanang’s dogs in the Senate are always quick to absolve the Pidals even before the hearing/investigation commences. Miriam’s temper is feared during the Senate hearing. I doubt if she would even raise her voice on Mike Pidal.

    Si Brenda e isa rin yang praning, nasobra sa dunong kaya heto di alam ang pinaggagawa sa senado. Kailan ba natuto ang babaeng yan, magaling lang sa dakdak…kasi nga akala niya siya lang ang marunong at nakakaintinding mag-ingles at bumasa ng libro o any thing na related sa batas na sila mismo eh bopol dito.

    Kung may natutuhan ang mga iyan e disin sanaý maunlad ang Pinas at mapayapang mamumuhay ng mga Pinoy. Ang kaso e sila ang nagdudunong-dunungan sa ating lipunan at wala namang mabuting nagawa para sa bayan, puro kabulastugan at kayabangan ang alam.

    Next time, dapat wag nang inihahalal ang mga iyan, sayang lang ang pera ng bayan…isang gago’t kalahati ang mga iyan at ginagawa nilang stupido ang mga Pinoy.

  54. The world bank can be a regulatory board that many lenders follow in terms of its rules and regulations in the finance side of politics. WB guidelines conform to the collective views of many financial and banking experts from all over world. WB may also conform to the administration of International Law.

    Philippines however is losing its credibility and integrity. Applying this concept at personal level, it means no banks will lend you money because you don’t have the transparency, you don’t follow rules ( what is corrupt or not) , you don’t have enough income on your own but rely on others ( OFW) and you cannot justify your acts that should conform to what is substantially required for free markets to work. The Philippines is making its fake documents in Quiapo. It is run by fake people who practice as if they don’t know the law. This to me is a crime with Malice aforethought plus recklessness. All are voluntary intents to cause social liability for social harm. The causation and result are reflected to what this country has become.

    Liability : WB is vicariously liable to the acts of their directors. Lending money to a corrupt country is their own liability. Providing consultation and education to borrowing countries should be accepted as normal procedure for good governance. The problems in our country are the consistent denial of wrong doings inspite of all the reports and surveys made by independent- non profit organization.

    Off topic: I just watched the replay of PROBE. Lozada was featured. One year after the abduction and he and his family are still not safe adn are staying with the La Salle sisters. The seven of them are cramped into a two bedroom dwelling. What striked me on his revelations are the following: The BIG ROLE of Mike Defensor in trying to arrange a press conference where Lozada was to say that there was no abduction at the airport.     I also watched the “Probe”. Lozada’s house which is now vacant was nice and big. It was an emotional interview with his wife her tears all over her face.     Most of us Filipinos have lost our sense of dignity, as what is being demonstrated by the apathy shown through all the scandals that is being read, watched and listened to in the media. We also need to note, that this gargantuan scandals are the only ones known to the public, surely, some have slipped past our knowledge. If you could just imagine the amount of corruption that is being perpetrated by gloria and her family_Government family, and next of kin.
    Why is it that we could only stand aside and watch them, blatantly, steal from us? Lie to us with a straight face and give alibis, that are too far out of this world, that it is beyond logic already, and yet Filipinos accept them.

    Could the reason behind all this, is that they (Gloria) are aware that the Filipinos have grown tired of corruption_Big and Small Time, that it is already our way of life. Its like a telenovela (which we have plenty of. Abangan ang susunod na kabanata, until the end of the nobela, hopefully in May 2010. Darn! I myself will not allow this happen, and I hope that many more Filipinos would not allow this to
    happen.

    I know that most of us, if not all, here at Ellenville, have the means to feed oursleves great meals and indulge in some luxury with little or much to spare. However, we must also think of the less fortunate Filipinos who do not share the same privilege as we do. I am not saying that it is not our problem. My point being is that, there are countless Filipinos, perhaps even more than I could imagine, who are really in dire straits of their lives. Unfortunately, these are the people that gloria prey upon, because she knows, that you give them 3 cents for every peso (97cents into her pocket), due to them would more than suffice.

    We have the means to educate our less fortunate countrymen, we are from different places_Demography and Geography wise, we should spearhead the campaign to oust gloria and stop her from further plundering our country into a state that
    would be beyond redemption. The alternative will not be as
    pleasant if we allow them to continue what they are doing.
    Soon enough, there would not be any money left for them to pocket, and this would lead to a harsh civil unrest, seen in the likes of Haiti, Somalia, Congo, Rwanda. We could become a country of lawlessness and haven for all things evil. Presently we are country of No Justice System.

    We have got to move now, or have we given up?

    BE, once informed me that there is still hope for this country, I really hope that she is right.
    We can not just depend on our present set of politicians, as they have know each other’s tricks since time immemorial.

    It is most likely that the US govt. is no longer interested with GMA because she is not protecting the interest of US, e.g., its neoliberal ideology. The World Bank is one of its arms to promote its economy. Its ulterior mission is to exploit developing countries. Interest from loans is not considered its main income. WB will be asking a loaner favors and agreements that will benefit its major sponsors, where the US is no. 1.     6- Spratlys – the Joint Marine Seismic Undertaking (JMSU) with China and Vietnam. The issue is oil and the US oil reserve is fast depleting in 10 years.

    It took 3 years for the US neoconservatives to instigate the ouster of Ferdinand Marcos. They don’t like the progress they are seeing under his regime because they can no longer exploit its oil and mineral resources which is considered as one of the world’s richly endowed countries.

    GMA has been giving China financial gains through loans, projects, favors and agreements. Further, when the MOA-AD was cancelled, chances for the US to set up its military base in the south became smaller. It might be that the US neoconservatives and WB neoliberals resent on GMA’s extraordinary relation with China.

    Will the US govt. then do to GMA with what they did to FM through the WB?

Take the Filipinos we try hard to invite to join our demonstrations against the sales of Philippine properties in Japan, for instance. Nagpapakain pa kami. Otherwise, walang darating.

    Well the Filipino psyche has been and is still being battered left-right-back and front. What we call “bog-bog sarado”. After the euphoria of EDSA 1, everything for the Filipino started spiraling down. Corruption and evil made a comeback, and came back with a vengeance. And the comeback is now highlighted in GMA’s administration. It is difficult to think that GMA is not aware of the corruption surrounding her. Especially those that allegedly involves her husband. Most likely she herself abets and commits such that it has now become the standard in her governance. And the players in this corruption play are the big people around her who are the primary beneficiaries of corruption and evil. That corruption has even now inserted itself into the Catholic Church hierarchy making relevant the observation of Mr. Lozada of the good and bad in the Catholic Church. In this corruption game among the big people, we Filipinos are but tiny “ants” who are trampled on. So we just step aside and be spectators, lest we be trampled on.

    Will we ever be able to take back our capacity for outrage against corruption and evil? With elections virtually 15 months from now, it is hard to gauge. Most people I have talked to say they’d rather wait for the elections to vote out of office GMA’s gang and cohorts. Asked if they would join mass action to protest corruption and evil, they say – nothing will happen (wala naman mangyayari kahit mag-mass action) with any mass action. They even are afraid they might get hurt (baka masaktan pa tayo niyan). And I believe the strategist of GMA, the likes of Ermita, Puno, Remonde, Esperon etc. are well aware of this. They know that at present we the people have lost our capacity to rage against corruption and evil. And that’s the tragedy.

    Deposition – a sworn statement made out of Court. In US procedure, it is requested of a potential witness before trial; the witness is examined just like he would be, were he/she in court. When trial is conducted, and the witness testifies, sometimes the deposition is used to impeach the witness (cast doubt on his credibility), because he stated otherwise in the deposition.

    This is part of the “discovery process” in US procedure. Show me your evidence, and I will show you mine. Then we do battle in court. This is the gentlemanly way (no surprises) – I show you all my weapons, you show me yours, so the battle is fair.

    There is no advantage. Tamad lang (guilty Your Honor). Besides, the Pinoy client will object, because that is extra expense (por hora, for work done not in court). This is where the Kano lawyers make money. They say “Sorry Counsel, I got caught in traffic. Anyway, your hour is being paid. Right?”

    A deposition is actually very useful, because the witness is boxed in by what he says in the deposition. That way, if any new development occurs in the case, which may prompt him to “rephrase” his testimony, you can confront him/her with “Didn’t you state under oath that …..?” That is what is usually shown in shows like Law and Order etc.

    Speaking of depositions, a deposition is not a substitute for a court appearance. Hindi puwedeng sabihin sa court, “Puwede ba, hindi na lang ako uupo sa witness stand, deposition na lang?”

    So if the Senate hearing is likened to a court hearing, allowing a deposition instead of appearance is cheapening the Senate hearing. If you watched “Find Me Guilty” by Vin Diesel, yung Mafioso na akusado ay dinala sa court daily na nakasuwero, sa isang kama, araw-araw ng kanyang hearing (he was on bail) along with his mafioso co-accused.
