Aquino’s hard sell a turnoff

Speaking in a press conference as a private citizen?
President Aquino should be told there are times when things are better left unsaid.

If he is worried that some people underestimate his intelligence and competence and thinks that by indiscriminately sharing information and his thoughts, he will earn respect as a leader, he is mistaken.

One flabbergasted political observer described him as “a male Kris Aquino.” And that’s not flattering at all for a leader.

A day after the House of Representatives approved in an overwhelming vote the impeachment of Ombudsman Merceditas Gutierrez, the President appealed to the people: “As the Senate prepares to try the Ombudsman, I urge you to support this (impeachment) and other efforts to fight corruption.”

Reminded of the principle of separation of powers in a republican state which the Philippines is, Aquino said, “I may be a president but I am also a citizen of this republic.”

He amplified on his statement: “As a citizen of this republic, I am really not happy with the performance of the Ombudsman and her people… I think my position is very clear. Again I’m expressing my opinion not just as President but also as a citizen who demands a certain level of quality of functions of public service.”

Hasn’t any of his advisers told Aquino that unless he resigns from the presidency, there is no such thing as a statement from Benigno Aquino III on political issues as “a private citizen?”

In the first place, if he were not president, reporters won’t bother asking for his statement on the Ombudsman impeachment.

Aquino’s hard sell approach in Merceditas Gutierrez impeachment is a big turnoff. It’s an insult to the senators who would be sitting as judges in the impeachment trial.

As Sen. Sergio Osmeña III said, “We are judges. We have to be independent. We have to be able to judge a case based on its merits and on the quantum of evidence that will be presented by the prosecutors.”

If it were simply based on political affiliation, Osmeña said, “we can take a vote after five minutes. Let’s ignore the evidence. We will just open and read the charges and ask everybody to vote, Let’s divide the house.”

The public supports Aquino’s desire for an Ombudsman that shares his determination to make accountable those who committed graft and corruption in the previous administration but he should learn to do it with certain political savvy. The French has a word for it: finesse.

Aquino won under the platform of “Change”. People have had enough of the culture of impunity that characterized the Arroyo administration.

One of the crimes of Gloria Arroyo is the destruction of democratic institutions, one of them is the system of check and balance.
The main feature of a democratic and republican state which we, the Filipino people, have adopted when we ratified the Constitution has three independent pillars in governance: legislative, executive and the judiciary. The system is designed that they are co-equal.

The purpose of having three co-equal branches of government is to prevent abuse of power we saw in the many crimes committed under the Arroyo administration such as the rigging of the 2004 elections and the anomalous use fertilizer funds intended for farmers for Arroyo’s election campaign. The list is long.

Under Arroyo, the House of Representatives was a “rubber stamp”. But she was never made accountable for all the anomalies that happened because she controlled Congress and the judiciary.

She was able to effectively control the House by satisfying the greed of the congressmen with the use of the Countrywide Development Fund popularly known as pork barrel.

There were allegations that the overwhelming votes for the impeachment of Gutierrez last Monday was due to Malacañang’s use of the same deplorable technique that Arroyo used. We did not rule out the possibility that the offensive text message making clear to the congressmen that the release their pork barrel fund was dependent on the “Yes” vote to the impeachment of Gutierrez was the handiwork of Arroyo’s propaganda machine. But the silence of Rep. Cavite Rep. Joseph Emilio A. Abaya (1st district), allegedly the sender of the text message, makes it difficult to simply dismiss the allegations.

It’s disturbing to see Aquino and his allies clumsily do what Arroyo was doing astutely which was destroying the democratic institution of check and balance.

    I think there is a real chance that Gutierrez will be acquitted. With the help of whatever means Arroyo and his ilk can use, whether fair or foul. And here we are, complaining that Noynoy lacks finesse because he is expressing his opinion a little too loudly. At least he’s just limited to shooting his mouth off and not in the background paying off politicians. You make it sound like you miss the good old days with Arroyo astutely destroying democratic institutions.

  2. No, it’s not a turn off. Just truth telling. The truth that Merci Kapit-tuko has to go, as most Filipinos want. I’d rather that President Aquino levels with his people than hide things under the rug. Too, he is the president and he can say whatever he wants, they be palatable or not.

  3. I don’t really see anything wrong with what he said. I like it when he express himself regardless of what people might think or say. Indeed, he has a bit of Kris in him because they are siblings but at least he is being truthful and transparent. I like that. At least I know what’s going on in his head. Unlike Gloria who has many faces when she speaks – you can’t tell the truth from the lies. While Gloria treats the Filipino people like they’re dumb and stupid, at least PNoy treats them with importance and respect.

    Would we rather have a puppet string controlling operator and no one would know? I would rather have an outspoken operator. But if he becomes too outspoken, it can also boomerang on him specially on legal issues. Less talk, less mistake. It is like playing poker, one has to keep his cards close to his heart otherwise, he will lose. He can talk in moderation.

    If any think tank will study the accomplishments of Congress in its lawmaking functions, quality and number wise. This Congress at
    this point of the country’s will be better off doing investigative and impeachment functions to save the hides of the failed judiciary.

    We can do away with law making for a good five years with out any serious effects on the Filipino society.
    Just do the Annual Appropriations Act. and just enforce the old laws.

    Inday Ellen, he may have his faults (& who has none; even his detractors have theirs), but you must give it to this guy on the issue of corruption. He promised he will try to quash corruption in Gov’t when he was running for the Presidency. He’s President now, & he’s sticking his neck out to make good on that promise.
    i really don’t care if the Senate flakes on the people and would rather support rotten crap.. its not Noynoy Aquino’s loss.. it is the Senate’s – loss of integrity, decency, respectability, and moral ascendancy

    I agree with Ellen, he is a president, all his statements should be objective and should not be perceived as bias or prejudicial against another party, how can you ask for matuwid na landas kung ikaw mismo eh namumulitika, di ba one form of corruption yan??? being HONEST and NICE is not good enough of a qualification as president . Who is the ideal president – someone with the brains of Marcos, honesty of Cory, alpha female character of Gloria. yan ang problema sa sympathy votes ni PNoy, Kung si Gibo ang presidente , hmmmm, i think we are better off

    But the fact that Pnoy openly wants Malditas out is a strong signal to everyone that a popular president really wants to weed out corruption and Malditas is on the way to achieve this. I am just hoping that the senate will listen. Kaya nga lang mga ambisyosong politiko ang nasa senate kaya hindi natin mababasa ang tunay na hakbang nila.

    Mas maganda sa isang lider ang nagsasabi kung ano kanyang nasa loob. Kesa sa isang leader na hindi nagsasalita pero pailalim kung tumira gaya ng nakaraan administrasyon. Mabuti malaman ng tao ang kanyang tunay na posisyon sa isyu ng Presidente para alam nila at sila ang maghusga.     Impeachment is a POLITICAL exercise. Pa cute pa si Serge. Good governance is premised on the ability of the State to effectively prosecute cases of malfeasance among its ranks. How can you do that if the Constitutionally mandated office that is charged with handling this sensitive function is herself a crook? Stay quiet and let the system work? Asa ka pa! Tis the reason why people hated Gloria so much! She kept us in a guessing game for nine years. I would rather have a male ‘Kris’ who levels with us over the intellectual Gibo who cannot make up his mind on what to do with his former patroness.

    Sa palagay ko wala naman sigurong masama kung ganoon man ang ginawa ni pangulong aquino na umapila sa publiko na suportahan sya tungkol sa gustong mapatalsik si merci. ang umiral sa kanya ay ang tunay na nasa kangyang kalooban at marahil di na nya napigilang ilabas. sana naman sa mga senador paigtinging mabuti na busisiin ang mga isinampang reklamo. ika nga justice will prevail.

    On Aquino, I don’t blame him, we’ve been sadistically punished for nine whole years, we’ve been losing for nine years, we’ve been worst than underdogs, probably treated even lower that dog shit for the longest time – we need to win this time for heaven’s sake and win big. We need to pound the enemy to the ground, no mercy – its what separates the winners from the losers, the will to throw in our best, everything including the kitchen sink, to beat the enemy, hesitate and we lose.

    After reading this piece of Ellen’s? I thought I must comment. It doesn’t seem Ellen talking. Looks a tiny bit way-off. But not doing so at once, seemed serendipitous too. In a few hours, the response was tremendously insightful, even hindsightful.

    My point. The piece can be seen in another perspective, hopefully objective. After reading most of the comments I saw it this way. The consequence and impact of the piece to readers was a translation of the philosophical and the theoretical into what is real and practical. The piece says it was not right for a president to speak and behave in such a manner, philosophically and theoretically. A few bloggers say that’s correct. Many thru their comments disagreed saying that’s not practical. To always follow such norm of conduct, is like seeking education for education’s sake. Even the Ten Commandments seem impossible to obey in pieces or its entirety under all circumstances. The second point is that I see in Ellen’s piece some strong principles, even philosophy of a journalist’s straight path.

    I said up there it’s sad for justice if Gutierrez resigns. In another probable case so are the Chief Justice and the
    associate justices of the Supreme Court if they want to escape impeachment.

    As per the constiution they can only be fired by impeachment. If they exit by resignations, who approves and disapproves
    so they may be held accountable and punished for their misdeeds. In there lies the probable but real power of the presidency.

    Somebody enlighten us please.

    Kapansin-pansin na mabilis magsalita si Presidente Aquino.  Kung gaano kabilis niyang maglakad, ganoon din siyang magsalita.  But in fairness to him, I think he’s doing a good job.  The manner he succeeds in overcoming pressures from groups like one influential religious group is already laudable.  Merci’s impeachment is not the only issue he has to deal with.  To be consistent and true to his campaign promises, he should also see to it that RH Bill gets passed which is long over due. 

    Madaldal daw si Presidente Noynoy.  Male version daw ni Kris Aquino.  Pero mas okay na iyan kesa noon kay Gloria na hinayaan na lang ang isang tambak niyang spokespersons na nagsalita.  Ganyan din naman ang mga ibang lider ng ibang bansa.  President Obama is often seen on TV talking non-stop.  Kung minsan kasi, mas mainam nang direkta natin naririnig mula sa Pangulo kesa sa kanyang spokesperson.  The spokesperson can always retract his statement and says he’s misquoted.

    Hindi lang naman sa atin magulo ang pulitika.  Ganyan din dito sa Canada.  Delikado si Harper at ang kanyang Conservative Party.  Pero hindi din ako pabor sa coalition ng opposition.  Each group has its own agenda.  At the end of the day, politics still have the upper hand.

    Hindi pa mag re resign si UmBUGSgirl dahil tinitimbang pa nila ni Bansot kung sino ang kaya nilang bayaran sa Senate. pare-pareho naman nababayaran ang iba dyan eh (katulad nina Enrile, Lapid, Osmena, Sotto, Revilla etc.). Pipilitin pa rin nila lakarin under the table at para may ilang taon pa si Bansot na di makukulong kung nandiyan si Gutierrez.

    Madali sa tongreso ang kumuha ng kakampi basta hindi tatanggalin ang pork barrel, kung sino ang nakaupo na pangulo ay yun ang kanilang boss. Sa senado ay medyo may kahirapang basahin dahil pakieme pa ang mga exes ni Gloria kunwari ay honorable sila. 🙂

    To this one I agree with PNyoy… But expressing his opinion that may affect the ‘integrity’ of outcome of the impeachment, eh hindi na agree. Tama si Ellen. Pwede kasing masabi ng ibang kampo na naimpluwensiyan ang desisyon. May mga bagay na mas mabuting hindi na siya nagbibigay ng kanyang opinion dahil nga presidente na siya.

    For now, people who happen to share in the sentiment of impeaching Ombudsman Gutierrez, will take the unpresidential statement of P-Noy as being honest, and talking ‘straight” from the heart.

    But my personal bias is, I cannot trust a president who lacks the cold objectivity of doing and saying what is required of his office and his position. It is a glaring proof of lacking the comprehension of what is asked of him as an elected President.

    P-Noy’s statement is wooing the mob, and a mob mentality simply erodes further the democratic institutions that are meant to be independent of one another, and setting aside the cold yet objective rule of law is always a dangerous thing.

    Impeach everyone who deserves to be impeached by the evidence presented, and not by what the mob wants.

    In my opinion, we do not live in a perfect world and what Pnoy uttered about the impeachment of Mercy is but a reflection of what the people wanted to happen for a long time. People did not invent this thinking of just getting rid of Mercy unjustly. This happens because of what Mercy did as an Ombudsman, which is NOTHING. Nevertheless, use her office to sit on cases and disregard her oath but protect criminals in our government instead.

    Mob mentality? If so, she may be seen hanging by a lamppost by now!

    It would have been quicker if we had done it that way though, cheaper, and more efficient. I knew the Gloria defenders will wave the “rule of law” flag in our faces eventually, they’ve been manipulating it for too long, they used/abused it in their heyday and now they expect to use it to defend themselves.

    This is no time for “bleeding hearts” the coldness and callousness we had for the drug mules must be channeled to the real enemies of the state, its time to go for the jugular, no hesitation, concentrate all our efforts, our energies into pushing Gloria and her ilk out of power. Now they cry “not fair?” and some bleeding hearts echo this? Bull!
    Its time to rally all the people behind one great effort to finally rid ourselves of Gloria – believe me we need all the help we can get as it appears she still has some aces up her sleeves. Don’t get caught sleeping in the pansitan – FOLLOW THROUGH!

  85. Beg to differ friends a bit (only a bit) but Ellen is right on two points — Mr Aquino is a bit convoluted, or perhaps pedantic at best in his statement here:

    “I may be a president but I am also a citizen of this republic….Again I’m expressing my opinion not just as President but also as a citizen who demands a certain level of quality of functions of public service.”

    That was quite a “makulit statatement” — not presidential.

    If he really wanted to put emphasis on his being a citizen of republic, he should have left no room for pedantry, eg.,

    Just like the citizens of this Republic, I demand quality of functions in our public service.

  86. His earlier statement I believe was a bit topsy-turvy and left room for dispute (meddling with the other branch of govt) just as Ellen and other writers, and even senators, noted.

    After all, he was apparently addressing poeple when he said:

    “As the Senate prepares to try the Ombudsman, I urge you to support this (impeachment) and other efforts to fight corruption.”

    In my view, I believe his intention was genuine and should have said:

    “I urge the people to support the Senate in their impeachment endeavour and their other efforts to fight corruption.”

    That statement couldn’t be mistaken for being “pakialamero”; on the contrary, Senators would’ve hailed him a hero – hahahaha:-P

    GMArroyo manipulated our “democratic institutions” and circumvented our laws.

    Exactly why the best “revenge” is to apply the cold and impartial justice that is not fuelled by emotion, but simply a re-establishment of the “majesty of the laws,” and to redeem the integrity of the institutions her reign systematically raped.

    Our “democratic way of life” will then be set back to its course of maturity if these branches of check-and-balance, these institutions, will simply buckle down and do their jobs sans fanfare.

Agree with Mon… Although a little encouragement by the president is needed when there’s a political “crisis” of this kind occurs; nothing will ever be 100% smooth sailing as far as the presidency is concerned but he sure must learn or at the very least, try his darnest best be clear, crisp, concise, precise, logical, etc etc etc when speaking in public as his every utterance carries a certain weight.

    That said, I suppose we need to give this president a bit more elbow room. His thought process seems to be naturally convoluted — not his fault if he was born that way. The nation has got to learn to live with it for the next 5 years. (Sigh!!!! Grrrr….)
