Who is the better fictionist?

Just when we were getting excited by another set of accounts by Chief Justice Renato Corona with the Philippine Savings Bank, Katipunan branch, totaling some P36 million which were withdrawn on Dec. 12, 2012, the day the House of Representatives approved the impeachment of the Chief Justice, bank manager Annabel Tiongson, dropped another information that brought us back to the fascinating tale of the “small lady” that has regaled us the past days.

Nineteen days of impeachment trial have revealed that Corona has not been truthful in the declaration of his Statement of Assets, Liabilities and Networth.

Corona stated in his statement of assets, liabilities and net worth (SALN) for 2010 that he had only P3.5 million in cash and investments. Yet his five peso accounts at the Philippine Savings Bank showed he had P19,728,555.39 while his checking account at the Bank of the Philippines Island, Ayala branch contained P12,024,000.67 or a total of about P32 million as of Dec. 31, 2010.

Yesterday, more Corona millions were disclosed. PSB President Pascual Garcia and Tiongson disclosed that Corona closed three time deposit accounts worth at least P36 million on Dec. 12, 2011, the same day that the House of Representatives adopted the impeachment complaint against him prompting Sen. Jinggoy Estrada to quip, “Ayoko mag-isip ng malisya pero nagsususpetsa talaga ako. (I don’t want to cast malice but I’m really suspicious.)”

That was not the only cause for malice and suspicion that surfaced in the impeachment trial. Tiongson, upon questioning by Sen. Loren Legarda, disclosed that on Jan. 31, 2012, Rep. Jorge Banal of Quezon City came to her office and showed her a two-page document that looked like the signature card of the bank.

Tiongson , demonstrating how Banal tried to conceal the full contents of the document, related that the congressman tried to verify if it was a dollar account. She said she was shocked to see the document that is supposed to be a highly classified document.

That account has been the subject of the temporary restraining order by the Supreme Court.

She said she asked Banal how he obtained the document and the congressman replied, “So many people are helping us.”

Tiongson also said that Banal offered to tell her the source of the document if she would help them.She said she told Banal, “I’m sorry, I can’t help you.”

On Feb. 2, Inquirer columnist Conrado Banal III, brother of Rep. Banal, wrote about Corona’s dollar account.

“For some time now, word goes around in business that a dollar bank account in PSBank was opened about four years ago under the name of one of the Chief Justice’s children, with an initial deposit of $700,000—or about P30 million,” Conrad wrote.

On Feb. 3, the Prosecution requested for a supplemental subpoena on the dollar accounts of Corona, using as an attachment photo copies of the document related to Corona’s dollar account and Conrad Banal’s Feb. 2 column.

On Feb. 6, concerned that the bank documents the prosecution attached to their request for subpoena, which was granted, violated the secrecy of bank deposits law, Sen. Francis Escudero inquired how they obtained them. That was when the story about the ‘small lady” came up.

Rep Niel Tupas, head of the prosecution team, said it was given to him by Oriental Mindoro Representative Reynaldo Umali, a member of the prosecution team. Umali said while he was in the Senate Feb. 2, he was approached by a “small lady” who gave him an envelope containing the documents containing information on the dollar account of Corona.

A review of the Senate CCTV did not show any “small lady” approaching Umali.

Last Monday, Feb. 13, Pascual and Tiongson said the bank documents on Corona’s dollar account which was the basis for the subpoena was “fake” because it had markings that was not in the original. The account number and the amount, however, were correct.

It is understandable that PSB would insist on the document to be ‘fake’ because if would turn out that they were accomplice to the leak of the document, they would be liable for violating the banking secrecy law.

Tiongson’s disclosure of Banal’s Jan. 31 visit to her office raised further doubt on the “small lady” story of Umali.

The question that was immediately asked was, if Banal, who is a member of the prosecution secretariat, had already the document on Jan. 31, why didn’t Umali know about it?. Or did he really not know about it?

Before the trial ended yesterday, Banal, who is the House deputy majority leader, took the stand and related that when he came home late in the evening Monday, Jan. 30, he saw a document at the gate which turned out to be the document on the dollar account of Corona. He said he went to see Tiongson the next day. That jibed with the account of Tiongson.

He said he didn’t inform other members of the prosecution team about the documents on Corona’s dollar accounts. He said he just kept the information to himself even as he followed it up with the bank.

Banal, who is vice chairman of the House Committee on Basic Education and Culture, has authored children’s books.

Banal’s version looks more plausible than the ‘small lady” tale except one thing: How did he know that Corona’s account was in PSB, Katipunan branch when it was not indicated in the document he got?

    Pagtuunan natin ng pansin itong pagwi-withdraw ni Corona ng P36 milyon sa araw mismo ng impeachment, na ang katuwiran ay salapi ng kompanya ng Basa-Guidote na matagal nang hindi active. Nagdulot ito ng additional twist para lalong kaabang abang ang mga kaganapan. Maging ito man ay fact or fiction, the plot thickens ika nga. Para sa manonood o mambabasa, basang-basa sa takbo ng kwento na lalong naging basang basa na ang papel ni Corona.

    The more he hides, the more stories will be told, made, etc. Ang talo lang nya, he can’t be hiding using so call “rights” of any regular citizen because clearly our laws states him being a high level public official should be transparent in all his dealings.

    Eto siguro ang naging dollar account niya dahil kung na withdraw ng asawa niya ang pera na sa halagang P30 millions pesos at ang sabi nila ay may dollar account si Corona ng $700,000.. bka na convert na nila.
    Kung matagal na rin ang dollar account ni Corona , saan kaya nila na itago ang tseke na binayad ng bangko. Kung saan bangko nila na ilagay. Sa mga bangko sana may “SMALL LADY” rin.

    Kaya pala umi iyak na si Corona ay dahil sabi niya sa sarili niya ay MABUBUKO na ako. Hindi kaya ang small lady ay si Pandak Arroyo he,he nag aaway sila sa pera dahil patago lang kay Corona pero ina angkin na ni Cheap Justice.

    Sa mga OBISPO na nag iingay para ipatigil ang trial ni Corona ay mag isip isip muna kayo at ituon ninyo ng pansin ang problema ninyo sa mga pareng Bakla at mangyakis. Huwag na kayo makisali sa politika at nakakagulo lang kayo.

    I just watched Primetime News where a guest was talking about how the wife of Corona sold all the properties of the Basa-Guidote Corp and kept all the transactions and proceeds from the relatives. Hayan pala itinago lang ni Corona sa bank accounts niya para hindi makuha ng pamilya ng misis niya. WOW! Talk about transparency! These duo (Corona and wife) just dug themselves into more trouble than just the impeachment trial. Kaya pala paiyak iyak sila. Tis definitely is more than enough to not trust Corona and his thieving wife!

    Collectively, the first over 30 million pesos uncovered if converted to dollars is really about $ 700K. This was what the “K” stood for in the bank records. Then itong isang over 30 million will also be more than $ 700K. Collectively, even if the bank laws are strict on the dollar account secrecy, nasilip na natin ang buong dollar account ni Corona! Magaling din ang mga senator-judges for skirting around the dollar secrecy law. By knowing the peso withdrawals, i-compute na lang and voila! Alam na nila ang dollar account ni Corona!

    Kahit na super friendly si Brenda kay Tupas, he was not buying the friendlinesss. Nag-thank you na lang siya kay Brenda for her input. Mahirap talagang malaman kung ano ang plano ni Brenda. Mabuti na lang hindi binili ni Tupas ang patibong ni Brenda. But I guess the other lawyer for the prosecution entered the documents as evidences.

    Just to give a possible answer on how to track a branch account.

    I’m not sure how PSBank does it but i know how BDO, Metrobank, etc. do.

    They code the bank account numbers so that a 3-digit part of the account number, usually the first 3 digits, designates the branch.

    My best guess is that one can get a good guess on the branch if one had an account there, or if you can ask a bank officer a general question on how bank branches are designated in the account numbering system.

    Ano ba ang tingin ng mga Abogago ni Corona sa Atin na puri gago rin at di nalalaman ang Mali. Sinong sira ulong corporation na ang PERA nila ay wala sa pangalan nila at na Kay Corona na di naman kasama sa Boardmember. Ang galing naman ng palusot ng mga Abogago na pro-Bono. Kita naman ninyo bistado na at Kung ano anong palusot na ang si nasabi.

    Am glad the PSB president Garcia and branch manager Tiongson have turned more cooperative. Because I don’t believe there will be a bank run as many fear. Maybe a bank run of depositors like Corona but not of decent law abiding depositors.

    In fact, if Garcia decides to be intransigent again, he may incur the ire of these law abiding depositors and this could spark a bank run by such depositors. And a boycott could ensue and spread even to its mother bank.

  19. Suma total, mayroong taga PSB na hindi fictionist. Kung siya man ay isang ‘small, medium or large lady’, malaki ang kanyang naging papel upang mailantad ang deposito ni Corona sa PSB. Katulad nga isang telenobela, may comedy portion din itong impeachment trial. Ayon sa branch manager ng PSB, peke raw ang mga dokumento na nagsasabing may mga deposito si Corona. Pero inamin naman niya bukod sa naunang pag-amin na ginawa ang PSB president na totoo, true, ang halaga ng mga naka deposito sa pangalan ni Corona.

    ito baga ay ‘yung pagpapalabas ng katotohanan kahit mali ang ibang paraan ng paglalahad ng ebisensiya upang maigawad ang katarungan o ‘yung pagsunod (sa tamang presentasyon ng ebidensiya) kahit mangahulugang umabot sa pagtatago ng katotohanan?

    hindi naman nakapagtataka kung maging ganito ang istilo ang gawing laban ni corona sapagkat hindi biro ang milyones na kailangan niyang itago. katulad din ng kanyang defense team, walang hindi babaluktutin ang kagalanggalang na punong masahistrado upang manatili siya sa puwesto.

    lalong “matindi” ang kalagayan ni CJ, kung kababayan na niya ang nagsasabi ng “Dishonesty”..#29 ( malaya.com, e.g..)…a confirmation sa “dalawang balukto’t na daliri (pointing finger at wealth or wives finger), protecting the “middle finger”..Kawawang mga “defense lawyers” ,baka mapundi, katulad ng “bumbilya” ang kanilang ka-alaman sa batas…These SC-Judges (some only )and the defense team are trying to diffuse the madness of the people. To save the country from a chaotic situation, or more expenses in the trial, Resignation is the best solution, and more Honorable, at “this point in time”. The two (2) articles are strong enough in showing the credibility and honesty of the Subject.

    May GOD Bless the Philippines and the People, and rightly find Hope for a Change, that the future generations be benefited ( not the present generation, whose only rule is to enhance the future, not to mingle or destroy. The defense team should think about this hypothesis, e.g..my comment after reading the www://.malaya.com ).

    #32 Chi – I don’t think na walang naghahabol or nagrereklamo sa mga relatives ni CC. They have sent letters to Senators and even the JBC in the past describing how shady Renato Corona’s character is. Talaga lang, masyadong malaki at makapangyarihan at magulang ang kanilang katunggali.

    ETHICS IN PUBLIC OFFICE
    The lack of it and how it is spread

    The glaring issue in this political exercise of impeachment is Ethics…or, the lack of it. It is hoped by this process of housecleaning that Ethics will eventually be a part of public office 24/7 from now on.

    Forget first the messenger…because a lot of people nowadays shoot the messengers first before pausing to reflect upon the message…and let us be reminded of what the lead prosecutor said in his opening statement:

    Mr. Senate President, your honors, one very important question before this honorable impeachment tribunal is, by what standards should Renato Corona be judged?

    Of course, the New Code of Judicial Conduct for the Philippine Judiciary (2004), as I have been harping about in the past, is the book of standards by which Corona must be judged. Corona must be beyond reproach and must have absence of even an appearance of impropriety.

    This is already being tackled in open court (impeachment trial) at the Senate. In the court of public opinion it is being discussed as well (albeit with misconceptions*).

    But, what is really the ethical standard…no, the question should be, how is Ethics being regarded and how is it being applied especially in public office?

    Ethics…or, appropriately, the lack of Ethics goes through a process called PEANUT BUTTER APPROACH wherein a wrongdoer spreads blame to others in order to somehow reduce (or, escape) accountability.

    This approach may have originated a long time ago but I believe the Peanut Butter Approach was perfected by none other than gloria macapagal arroyo. It led to the apathy of the masses in 2005 at the height of the “Hello, Garci” scandal and practically “exonerated” gloria resulting in her strong hold to the presidential throne.

    Then she went on to a counter-offensive. Her apostle and saint, Virgilio Garcillano, masterfully stroked the butter knife and spread the blame to the opposition then…

    The strategy that Garcillano is apparently taking is the so-called “peanut butter approach.” In coming out with names of politicians who have also called him, he is trying to dispense the guilt hoping that those who might have been caught on the illegal wiretapped tapes talking to him would have less of the culpability.

    This tack is also what is being employed by gloria’s other saint, Renato Corona. His defense lawyers floated the idea that NON-disclosure of SALNs may be commonplace thus prompting media to spread the word: members of the HOR do it, Senators report incomplete SALN data, etc.

    For this reason, a justice is required to be of “proven competence, integrity, probity and independence.” Probity, that quality of having strong moral principles, honesty and decency, is fundamentally incompatible with slinging mud; on the other hand, probity is fundamentally compatible with slinging truth–even if, as it often does, the truth hurts.

    Ethics in public office is simply the widespread lack of it and, more often than not, a public servant when caught just spreads the blame of his unethical conduct.

    Again, quoting Capino…

    “Of course it does not work that way. The peanut butter approach merely spreads the guilt around and does not clear anybody at all.”

    Lawyer Ted Te was able to say it all in his GMA News article yesterday. The peanut butter approach in defense of a wrongdoing will not work.

    Corona impeachment as one of the housecleaning methods in government must fulfill its promise of ensuring the presence of Ethics in public office FROM NOW ON. Spreading ethical conduct in public office is good even a peanut butter approach to this is welcome.

    A Few years back during the corruption scandal involving the city of Toronto IT lease contract that ballooned from 25 millions into double the amount without the council approval that the Cops can not lay criminal Charges because of the many Fictions told by parties of interest..the Mayor called an Inquiry headed by Madame Justice Bellamy…The money in contention as bribe was a mere $25 thousands given to the Council Budget Chief by way of underground city hall parking lot by a hairdresser turn salesman whose only resumes showed that he happens to be a brother of a very famous hockey star…planes been chartered for official to watch his brother hockey games away from home and during the Blameless inquiry, witnesses continue to tell Fiction but all their Fiction telling did not escape the sharp ears of the Good Madame Justice that in her report, she Noted that the Main Character Nose Keep on getting Longer as he testified Before her Inquiry..and for a measly $25 thousands the Man that everyone expected to the Mayor of the City and the PM of the Future and married to a Multimillionaire clan who stood by him to this day was ruined politically…His nose did not really grow…but he lied to the end…and his own brother even can not remember that he also have given that kind of money the same day..when a hockey player testified, he can be excused since they been hit a thousand times hard in the head in the course of their professional career.

    #37. The peanut butter approach offers a smooth lusot so they thought. But the effect of the oil only serves them temporary benefits. When it becomes dry, it losses its glide effect. E.g. Gloria Arroyo herself, the one who perfected it.

    The non-disclosure of SALN has already become a “norm” especially to those in power. Agree… so let’s finish this impeachment trial of Corona, this might start the correction process of ending the SALN-lying. Gawin natin syang sample, let’s make something out of his pathetic life.

    in my honest opinion, corona will not resign and instead fight till his last tactic with the help of his defense support. he will prove his “INNOCENCE” and will always stress he is just demonized by this administration.

    The best case scenario which the true (uncorrupted) Filipinos all over the world are waiting for which can only happened in the Philippines is the resounding acquittal of CJ Corona by the Impeachment Court FOLLOWED days later which can only happen in South Korea, Singapore, Britain, USA, and Canada is the mass arrest of tax evaders from the members of the Impeachment Court, the Supreme Court and members of the defense and prosecution teams. The people who know will rejoice to see Corona, Enrile, Santiago, Escudero, Cuevas, Fr. Bernas and many more etcetera, lead by Police in handcuffs to the army trucks that will collect the tax evaders to take them to Muntinlupa. Let the people watch with their tomatoes, eggs and shoes as these rascals and scalawags marched with police escorts to attend their court trials and be given justice by the genuine rule of law.

    With great possibility and people’s eager anticipation this scenario will shock and awe the people of South Korea, Singapore, Britain, USA, and Canada on how the Phil President using the true rule of law led a revolution that halted the tide of corruption and smash to pieces the rock culture of impunity.

    Filipinos all over the world will be looked up with respect and reverence more than the first EDSA, more than the FBI efforts on the MAFIA, more than Guilliani’s bringing peace and order to the streets and homes in New York City.
