MMDA files case against abusive motorist who attacked a traffic constable

The Metropolitan Manila Development Authority (MMDA) will file criminal charges today against a Philip Morris executive who beat up a traffic constable in Quezon City last Saturday.

MMDA Chairman Francis Tolentino said he has directed the Legal Service to file direct assault charges against Robert Blair Carabuena, recruitment officer of the multinational tobacco company, on behalf of Traffic Constable Saturnino Fabros.

The criminal complaint will be filed today at the Office of the City Prosecutor in Quezon City.

“We cannot allow this aggression and shameless attack against our men who are only doing their job as best as they can, regardless of the risks they face in the streets every day,” Tolentino said

TV5 producers chanced upon a motorist – identified as Robert Blair Carabuena, a resourcing supervisor at Philip Morris International – manhandling an on-duty MMDA traffic enforcer. The incident took place at Capitol Hills Drive corner Tandang Sora in Quezon City.

In his LinkedIN profile, Carabuena is listed as an alumnus of Ateneo de Manila University and an “experienced recruitment executive.”

As of posting, Carabuena has refused to talk to TV5 regarding the incident.

Lawyer Vic Verdadero, an Atenean, said he just talked with MMDA Chairman Francis Tolentino who said that tomorrow they will file a case against Carabuena.

    Bureau of Customs officials have not been able to contact their clerk, Paulino Elevado, who allegedly tried to gun down 2 students while he was driving a Porsche sports car during a traffic altercation last January 21.

    Elevado allegedly fired at the students who were on board an Innova during the altercation.

    He reportedly pursued the Innova after it bumped his luxury car.

    Wala bang karapatan ang MMDA enforcer gaya ng mga traffic police na manghuli ng mga tarantadong motorista?

    I wonder what could have triggered Carabuena’s rage? Probably being mulct by this MMDA enforcer as I’ve a few times been a victim. But what did I do whenever I get victimized by these so called enforcers? I tried to argue, but in the end I still surrendered my license and get ticketed. That’s the best I know how to get back at them instead of looking for the easy way out of paying them bribe money.

    The best thing for Carabuena to do right now is to publicly apologize to Mr. Fabros and no need to explain why he went berserk. Just apologized and admit that he was an A-hole. He also needs to get a good lawyer coz he is in deep s***. 😛

  9. Ang mga MMDA traffic enforcers karamihan ay contractual workers o yung mga uso ngayon na kinukuha pa sa mga employment agency. Mababa pa sa minimum ang sahod nila dahil may kaltas ang agency. Karaniwan, kapit sa patalim ang pagtanggap ng ganyang sahod mabuhay lamang ang pamilya. Hindi rin nawawalan ng mga abusadong traffic enforcers, marami pa ngang nahuhuli on the spot na humihingi ng lagay kaya tanggal agad. Pero itong ginawa ni beautiful face, bigla nyang pinapangit ang kanyang pagkatao sa hindi makataong pagtrato at pag alipusta sa isang lowly worker. Hindi malayong ganun din ang trato nya sa kanyang kasambahay.

    It is understandle that this jerk Carabuena is humiliated and vilified in public for what he did to the MMDA guy. What he did is condemnable. But to post his mobile number and his home address for the public to see? What’s the point? So that he can get lynched and get killed? Besides, I’m guessing it’s not only him who lives in his house. There could be minors, little kids who lives there with him and could be harmed.

    Sana hanggang siya nalang ang murahin at kondenahin pero huwag na sanang idamay ang wala namang kasalanan.

    By now, he should already learned his lesson and to apologize in public. No ifs, no buts.

    Ellen, ensure Fabros does not give in to whatever “dramas” this guy Carabuena show to the side of the mmda, they have the upper hand. Pag areglo ang labas ng case na tu, that’s it, kiss the justice system goodbye, it’s really dead.

  17. Statement of MMDA Chairman Francis Tolentino on the Saturnino Fabros Incident

    We at the MMDA condemn to the highest degree the physical assault perpetrated by an abusive and violent motorist on our hapless traffic enforcer who was just enforcing traffic laws.

    This, I believe, is the last thing the MMDA can afford. It defames the person of Mr. Saturnino Fabros, the undersigned as chief executive of the office, as well as the MMDA’s.

    Mr. Fabros was just doing his job dutifully as a traffic enforcer. The actions of Mr. Robert Blair Carabuena showed total disregard for a person of authority and a blatant disrespect for the law.

    A public apology is demanded from Mr. Carabuena, not only for Mr. Fabros, but for the entire Authority, which he unjustly and intentionally offended.

    All support will be given to Mr. Fabros in his search for justice in the proper court.

    I urge the MMDA community to continue the good work that we have shown for the past years, and because of your support and cooperation, we have served the public and achieved our mission with sincerity, and integrity.

    Keep in mind that this incident should not have happened in the first place. Nonetheless, I trust that this unfortunate spectacle shall become an example for all motorists on how to behave and conduct themselves.

    We are aware of the incident involving our employee Robert Blair Carabuena.

    The incident happened last Saturday (Aug. 11) and Mr. Carabuena was on his personal time and was not doing any work in behalf of the company when the incident took place.

    While the complete facts surrounding the incident are not yet clear to make a full appreciation of the situation, the company would obviously not condone inappropriate conduct by any of our employees.

    We understand the matter is being investigated by the authorities and we will monitor developments closely.

  19. Fabros is a widower. He has six children. Lives in Payatas.

    When a member of media called him up about the filing of charges against Carabuena, he replied:”Sandali lamang po at pinagluluto ko lang po ng tanghalian ang aking pamilya.”

    It was learned that he asked for an afternoon duty because he has to cook and wash clothes and bring his six-year old child to school in the morning.

    That is the very reason why traffic enforcer should also be a Police Officer who is authorized to use “reasonable” force against abusive motorist up to lethal to defend hisself. Try that antics with traffic officers with uniforms and training of Constable on Patrol.

    Last week I had an opportunity to watch two traffic officer set up their speed radar in Front of my house because there are many complaints of speeders and there is a senior citizen residence nearby, a very busy Chinese grocery store and in a period Od three ours I counted more than 80 speeders stopped and ticketed. All kind of vehicles from mb to bently,my neighbor who also caught speeding even as i try to drive in front of him and gave hima flashing sign. yet not a whimper nor complaint from any of these motorists. Of course the cops are in uniform with their “ramming” vehicles in idle and always alert for any motorist who may not like getting a ticket. Told them to do it at once monthly. It is a good revenue source.

    Reminds you of Rolito Go, who by the way, was “kidnapped”. Puntos na naman for CJ De Lima – the Chubby Justice; or is that Chatty Justice?

    At #28 the same two officers set up their radar units at the same spots at the front of my house just now. May had a very good harvest two weeks ago. Now let’s see if motorists learned to drive within the limit. Just love to see the surprise in their faces when suddenly the cops just get on their way on directed them to park for their tickets.
