Aquino’s doublespeak on PDAF and ‘pork’

Aquino 'abolishes' PDAFPresident Benigno S. Aquino III announced Friday his administration is set to “abolish” the infamous Priority Development Assistance Fund, or PDAF. But “pork barrel,” in reality, is staying.

In Aquino’s own words, legislators will retain the discretion to “identify and suggest projects” for their districts under a new mechanism the budget department and Congress will hammer out.

The epitome of transactional politics, pork barrel, or simply pork, refers to appropriations and favors obtained by a representative for his or her district. The funds are discretionary in nature.

The new setup Aquino is envisioning will, in effect, not abolish pork but simply centralize the district funds—PDAF will likely just be given another name—under the executive department.

But, as important, what should be made clear is, PDAF is but one, albeit the most conspicuous, form of pork barrel.

    what’s the purpose of abolishing the much hated pork barrel in the midst of people’s clamor leading to the planned mass protest on monday? PAGPAPAPOGI ba, penoy?

    the filipinos believed in your advocacy of DAANG MATUWID and IWAS UTAK WANGWANG as steps IN achieving national unity towards progress like what you promised during your proclamation and (how many times now?) SONA speeches, but witnessing your biased stand on issues (like this latest, the pork barrel scam) you know will involve your partymates as well as compromising your perks the ordinary citizens are losing respect on you.

    unless you choose your stand, the people cannot bring back their trust in you. they will use the social media grouping themselves in finding ways to drag you out of your comfort zone inside malakanyang.

    bago tuluyang alisin o anuman ang gawin sa pork barrel na ‘yan, DAPAT na magkaroon ng imbestigasyon KUNG paano ginastos ang pondo noong kulang sampung taong administrasyon ni gloria arroyo at nitong unang tatlong taong panunungkulan ni penoy para patas.

    tutal, ang anomalya ay pinasingaw mula at hanggang bago matapos ang nakaraang administrasyon at hindi isinama (kahit dapat sapagkat maaaring dawit at damay pa rin sila sa katiwalian kung pagbabatayan ang alyansa ng mga sangkot sa kasalukuyang pamunuang aquino) ang ilang taon ng pagkakaluklok ni noynoy sa malakanyang na nitong mga nakaraang araw ay buong tapang na pinaninindigang HINDI daw dapat tanggalin ang pork barrel sapagkat kailangan sa dahilang siya lamang ang nakababatid subalit biglang lumambot upang mapayapa ang galit ng taong bayan.

    Sa akin palagay nilalaro lamang tayo ng Pangulo. Ayaw niya tiyak na madamay o masangkot ang kanyang mga kasanga, kaibigan, o mga kasapi ng kanyang lapian. Hindi na naman ganito. Siya na rin ang may katha at nagbigkas ng “daang matuwid.” Kapag hindi nagbago ang pamamalakad ng mga may katungkulan sa pamahalaan, malamang na ang may mga pagmamalasakit at matatalinong kasapi ng hukbong sandatahan ng bansa, at maari din ang ibang makabayang kabataan na kasanib ng pamahalaan, ay maaring gumawa ng paraan na maituwid ang daan na hindi magawa o ayaw gawin ng pangulo ng bansa.

    Whatever the Planned (as it is still in the process) of disbursing the allocation for the Reps pet projects, it is much better if the President prioritized the Access to Information law and or it would be much better to have an all Encompassing ACCOUNTABILITY Act. where a reformed Conflict of Interest law is among the provisions within, Rules on Lobbying, Amendment to the Election law in regards to just about everything, but mostly in transparent Campaign Contribution, (should be receipted with max limits) and if possible prohibition of campaign donation from Businesses and any group but from individual citizen only (this is to encourage the voters and the public to participate in the process and to help out deserving candidates)This in one way to eliminate Dynasty…and political influence that lead to the door of Corruption. Any idea that a Candidate for Canada Parliament and even the leader of the Party which may become the PM can only spend for his campaign during election only $1000 more than a citizen can contribute? And he is also entitled to 75 % tax refund or reduction for his annual political contribution? That a Political Party gets 50 % back of its campaign expense and $2 for every vote cast for the Party? that last election many 20 years old won seats as MPs some of them still in their first year university studies? and some are single parents? Jobless? That programs and projects are also suggested to the Party in Government by the respective MPs and the local government executives and the funding is arrived at the agreed formula between the Leaders (Federal and Provincials) which meet yearly to thresh out the formula and figure out which Province deserve the most Transfer Payment from Big Brother, the Federal Government? That the Provincial Budget is published item by item for every citizen to scrutinize, but other than the Media, who cares? that one SIN of The member of the Political Party,like stealing from taxpayers can bring his Whole Party? That as soon as he alleged to have committed something bad, the party will kick him out of the caucus sooner than he says innocent before proven guilty? That his or her spouse will file divorce and get half of the assets just because of his ‘corruption’? Well, Revilla, Sotto, Estrada, et al, would have been very happy.
