The speech of Sen. Jinggoy Estrada may not be as explosive as expected but the public is benefitting from it because we are getting a bigger and more realistic picture of how rotten the system is, and how “tuwid na daan” is being drawn with crooked lines.

Estrada is one of three senators (the two others are Senators Ramon “Bong” Revilla and Juan Ponce-Enrile) charged with plunder in connection with the anomalous use of their PDAF as allegedly operated by Janet Lim Napoles.

Estrada, in his 90 minute speech, never denied his involvement with Napoles’ scam. His complaint was, why only the three of us?

It is distressing because what we are seeing is a quarrel among thieves. But we console ourselves with the wise words of old folks that “When cattle rustlers quarrel, the farmer gets back his cow.”

Are we going to get back our cow? That all depends on the public’s vigilance.

We are most interested with the disclosure of Estrada that after the Senate overwhelmingly for the conviction of then Supreme Court Justice Renato Corona, a priority crusade of President Aquino to reform the justice system in fulfillment of his campaign promise to eliminate corruption in government, those who voted to convict were given P50 million each.

Estrada related instances when the Priority Development Assistance Program was used as “carrot” by Malacañang under Aquino, just like what Gloria Arroyo did, whenever they want something from members of Congress like the ouster of then Ombudsman Merceditas Gutierrez (she was eventually persuaded to resign in exchange for not filing charges against her and for her to get her full retirement benefits); the Sin Tax bill, and the Reproductive Health bill.

Estrada said:” Here now, Mr. President, as our people must know, are some ugly facts and information on the PDAF that our people must know and which i challenge anyone to deny.”

His most important disclosure: “Hindi na tuloy tuloy nakapagtataka ng kumalat ang balita na ang mga kongresista at mga senador ay inalok din ng PDAF para siguraduhin ang impeachment at conviction ng dating Punong Hukom ng Korte Suprema.

“Hahayaan ko na ang taong bayan ang gumawa ng konklusyon kung ito ay totoo o hindi, pero ito ang aking maidadagdag sa kwento — after the conviction of the Former Chief Justice, those who voted to convict were allotted an additional 50 million pesos as provided in a private and confidential letter memorandum of the then chair of the senate finance committee. Saan galing ang pinamigay na pondo? I am sure alam ni Secretary Abad ang sagot sa tanong na ito. At sigurado din ako na hindi unilateral decision ni senate president drilon ang pamimigay ng 50 million pesos kada senador.”

Here are the names of the 20 senators who for the conviction of Corona: Edgardo Angara; Alan Peter Cayetano; Pia Cayetano; Franklin Drilon; Francis Escudero;

Jinggoy Estrada; Teofisto Guingona III; Gregorio Honasan; Panfilo Lacson; Lito Lapid;

Loren Legarda; Sergio Osmeña III; Francis Pangilinan; Aquilino ‘Koko’ Pimentel III; Ralph Recto;

Ramon Revilla Jr.;Vicente Sotto III; Antonio Trillanes IV; Manuel Villar; and Juan Ponce Enrile Jr.

The three who voted for the acquittal of Corona were Joker Arroyo;Miriam Defensor-Santiago; and Ferdinand Marcos Jr.

P50 million times 20 is P1 billion. We believe that’s our money. We also would like to know how it ended up in the hands of senators and how it was spent.

Reactions of senators and Malacañang to the P50 million revelation of Estrada:

Budget Secretary Florencio Abad:Illogical.Absolutely, completely not true. As far as I’m concerned, we did not bribe the lawmakers.

Former Sen. Panfilo Lacson: I confirm the P50-million “incentive” that was allegedly given to senators who voted to convict then Chief Justice Renato Corona. Drilon told us about it in a caucus.

Senate President Franklin Drilon: The P50 million given after the Corona trial was not a bribe. It was PDAF withheld during the four-month trial.

Sen. TG Guingona: I got additional P50 million but it was not connected to Corona conviction.

Sen.Pia Cayetano: I don’t know anything about it.

Sen. Alan Cayetano: I didn’t get paid for voting to convict Corona.

Communications Secretary Ricky Carandang: I do not know exactly what senator Lacson was referring to…there are many things coming out now. Some of them may be true. Some of them may not be true.

    Medyo nagulat ako nung binanggit ni Jinggoy “During the administration of President Gloria Arroyo, it was a known fact that those who were not friendly, or allies of her government had to beg for the release of their PDAF and infrastructure funds. Some of us just totally gave up and chose not to avail of our allocations because we knew that we will not get any releases because we are from the opposition. We know too that the executive has used the releases for PDAF and infrastructure projects as a form of reward or incentive to secure the support of legislators for or against certain pet legislations or for other political purposes.”

    Hindi ba daang-daan milyon ang PDAF na natanggap niya nung kapanahunan ni GMA (2007-2009)? Akala ko ba oposisyon siya, bakit kaya siya binigyan ng ganoon kalaking pera ni GMA?

As for Estrada asking “why only us three?”, I’d ask him, “duh, aren’t you listening to Secretary De Lima?” She is starting with the PLUNDERERS who absconded with the most, then working down and out from there. YOU THREE are selected because you identified yourself by stealing so much. What part of ACCOUNTABILITY are you not understanding????

Whatever we save, put this into projects which will benefit the people like infrastructures and education. No dole outs please.

    #2 Agree. Please take note that Napoles scam began in 2004 and its peak happened during those nine years of GMA term. Surprisingly, no mention of GMA and Mike Arroyo’s involvement which is unbelievable considering how corrupt the couple was.

They have done nothing just look at their history…nothing! and yet they pay themselves with PDAF. As if they are entitled to it! The government as a whole made this happen..they have no SHAME! they feed themselves and their children with nakaw na salapi…they dont deserve our respect! make them accountable for their theiving action..send them to jail and throw away the keys para hindi na tularan…

    Alam naman pala ni Unggoy (ay Jinggoy) na may nakawan at noon pa. Bakit ngayon lang siya nag puputak dahil sinabit na ba siya.Ang mga magnanakaw ay nabibisto ng kapwa mag nanakaw.
    Ang mabuti nito ay mag resign na lang kayo at para kahit papaano ay may marangal pang natitira sa inyo.

    #2 I’m no fan of Marcos but the corruption in his time was really mostly from Imelda’s side, the Romualdez family headed by then so called “Bejo Romualdez”. Not much from Marcos family. His brother was even a respected professional, Dr. Pacifico Marcos. But the fact that Marcos allowed his wife to plunder the country’s resources and supported his own cronies like Danding, Marcos was accountable for all these actions. And he paid for it in the end. Unfortunately, the real culprits managed to survive and remain to be powerful actively involved in politics and business until this day.

    Someone or some groups funded it but I don’t think Enrile, who has never been known to be liberal with his own money.

    Madame Chi…the allegation was that Enrile was diverting the Pork Barrel issue by funding the Misuari group to make noise in Zamboanga. But that was a very expensive funding just to divert the issue. I don’t buy that.

    i did not directly and categorically say it was enrile who funded the atrocities perpetrated by misuari’s group nor i really believe the pasabog of brenda. but, what is 40 million which is not from his own pocket but from his Pork barrel compared to humiliation he would get once being convicted which is not far fetched considering the voluminous evidences kept by the prosecution?

    True, Enrile was the architect of Martial Law. He drafted it. He faked his ambush. He made lots of money for 20 years under Marcos regime and later betrayed Marcos. Marcos was actually going after Enrile’s head for his betrayal when Ramos joined him; then Cardinal led Catholic Church together with the Yellow Mob. The turning point was Uncle Sam’s abandonment of Marcos. Through the US-CIA help with US copters flying over Malacanang Palace and US Marines surrounding it ready to attack, Marcos finally gave up.

    A crook politician he was, Enrile sided Cory for a while then left her. Enrile masterminded those coup attempts using his ever loyal right hand man Gringo Honasan. But again, Uncle Sam made sure the rebels did not succeed in toppling the Aquino government. During the street fighting, US jets were seen again flying over the rebels on the ground.

    Enrile has become a political flop. The proof was his son Jack’s defeat in the election. Jack himself was hated by the people due to his notorious background. But people’s disgust with his father made Jack’s defeat even easier despite INC’s endorsement.

Nagkaroon ng mga party list o ano pa. Kahibangan ng mga tao kung sasabihin na takot sila sa martial law, pero ang magutom ay hindi. Ang mga malalaking tao lang ang nakinabang sa pagpapatalsik kay Marcos. Si Ramos naging pangulo. Punta punta ibang bansa. Si Cory naging pangulo, Si Enrile at Honasan naging senador. Pero ang mga maralitang pinoy na tanga o uto uto kasi sumali sa pag rally ay ano ang nangyari sa buhay nila. Naghirap lamang sila. Ayan ba ang tuwid na daan ngayon. Binobola lang kayo. Kung ano anong papuri ginagawa ng kumakandidato pa lang pagkapangulo na kesyo anak ng dahilan pagka talsik kay Marcos. Oh ayan ano nangyari. Kahit sino pa ang maging pangulo ng bansa ganun pa rin ang mangyayari dahil ang bansang Pilipinas ay isinumpa ng mga diyos at diyosa na lalong maghihirap dahil sa pagpapatalsik kay Marcos.

    Arvin, I agree with you. The reason or reasons they ousted Marcos and even Erap are the very same things that were repeated even during Cory’s administration through her brother Peping, head of then called “Kamag-anak Inc”. And when Gloria Arroyo took over from Erap, she was even worse. Corruption continued until this day…Pnoy administration. In fairness to Pnoy, he’s clean. But we can’t say the same to his men and allies.

    #34 Thanks Mr. Rivera. I think I would have to agree with you. Pnoy is accountable for the actions of his men. He knows what’s going on. Did he also benefit from Napoles when he was still a Senator. Did he also illegally use his Pork Barrel when he was still a Congressman? Did his sister Balsy or her husband really commit extortion in a deal with Chez Republic? Instead of investigation, why did the Palace immediately deny it and as if nothing happened? Was it true that Pnoy and Napoles had lunch together before she surrendered? Was her surrender scripted and Pnoy knew all along where she was?

    Erap likes to tell people about a joke he likes to tell Jojo Binay. That joke goes: “You know, Jojo, we have a lot of things in common. I became mayor of San Juan, you became mayor of Makati.     “I got jailed for corruption. You’ll probably get jailed for corruption too.”

    Life being ironic, or perverse, in this magic-realist country, his joke has unfolded with a cruel twist not upon Binay—though that could still happen—but upon his son, Jinggoy. With variations of course. Erap was in show business, Jinggoy was in show business. Erap became mayor of San Juan, Jinggoy became mayor of San Juan. Erap became a senator, Jinggoy became a senator.

    Erap got jailed for corruption. Jinggoy could get jailed for corruption too.

    why can’t the government go back to basic? let the admin manage the country, fund its activities properly instead of hoarding tax collection like their own for personal use, let the legislator legislate, perform check and balance and allocate funds and stop them from the function of the admin and dipping their dirty fingers in ou funds, and the judiciary address complaints, interpretation of the law within bounds of the law and introduce jury system instead of just one judge making the decision. He is not supreme you know!..instead of whats happening now where most in the government thinks and acts as if they are entitled to the people’s money…they have no right to steal our money in the guise of kawang gawa..they been saying that forever and look at your neighborhood? look at yourself? are there any major improvement even though you work harder? all i know, they and their families own most in our towns. They pick and choose when to give away our money and who to give it too as if mga diyos sila! PDAF is the root of all evils! Made us sink more in misery because we need the small percentage of the funds not the other way around!

    What this current Pnoy administration has been attacking the previous GMA administration are the same things this administration is committing. After GMA’s term, I had a relief knowing that we had a better President in the person of Pnoy. But once again, I was wrong.

    Sa mga nangyayari dito sa atin ay tayo rin ang may kasalanan. Alam na natin lahat na kamag anak or ang politikong iyan ay mag nanakaw ano pa ang ginagawa ng karamihan kundi iboto pa rin sila.

    Iyun iba naman ay ginagawang career ang gobyerno dahil instant milyoner na sila agad dahil sa corruptions.

    Ang iba ay mag ra – rally dahil sa kahirapan pati ang mga pare at madre. nag iingay kapag hindi na bigyan ng pera pang “abuloy” daw.

    Malaki ang kasalanan taong bayan sa mga kahirapan na nagaganap sa atin ngayon. Sila ang bumuboto sa mga politikong mandurugas.

    Dapat ay lahat ng goverment position ay up to two terms lang ang service and tig 2 years lang bawat term. Kung gusto nilang mag lingkod pa rin ay ituloy nila kahit wala na sila sa position nila.

    beg to partially disagree vonjovic…COMELEC has big influence, especially at the local level, whom to seat and warm the chair as mayors, governors, even congressman..especially kung kilala at baguhan yung mga naglalaban na kandidato or close yung laban…also, the government via COMELEC as a whole, they dont provide funds for voters education…so in essence, bomoboto ang karamahin sa hindi nila naiintindihan..youve seen how the campaign and voting happen meron pang bayaran ng boto…dahilan laging kulang ang budget. Voting is the one exercise na dapat bigyan ng importansya..Vote buying should be considered a crime…Many of our leaders kuno don’t want us to be too educated when exercising our right to vote and to argue our cases with the COMERLEC. COMELEC, in many cases have overstep their bounds ika nga..lalo na sa local na halalan.. you have seen mayors who have three terms became mnayor until the courts address the issue which take years..you have seen relatives became instant winning candidates of winning disqualified candidates..etc and yet no one is made accountable for their questionable practice…some of them are operators you know..if you remember meron pang baliktaran ng panalo o humungi sa lahat ng kandidato..tsk tsk…back to basic and limit the power of COMELEC to just administrador ng election!

    I wish that we return to the kind of old party system, the two party system. In the past, there was only Nacionalista and Liberal Party similar to the US Republican and Democrat. Today, there are multiple parties not only is confusing but politicized. Add to these are the party-list groups that are mostly leftist groups in disguise. Never in our history do we see Bayan, Akbayan, Gabriela hold such powerful influence in the government. They too get Pork Barrel. But how and where do they spend it? Rallies. It used to be foreign funded like by Communist China. Now they even have a huge share of the government funds. It’s okay if they really represent their sectors to help the people. But nah. They used a big portion of the Pork Barrel even to destroy the government and support our enemies. They always hold protest rallies against the US, but seldom against China that continues to bully us.

    Nasa mga tao pa rin dahil alam nila ang tama or mali or kung sino ang marangal or sino ang magnanakaw.
    vote buying dahil sa kahirapan at pinag bibili ang boto nila. Sino ang may kasalanan ang comelec ba. Kaya di lang ang Comelec ang dapat sisihin dito tayo rin na may tamang pag iisip pero di ginagamit sa tamang paraan. Ilan minyos ang bomuto kay Jinggoy at Enrile may nagawa ba sila na maganda sa bansa.natin

    Puwede bang e reboot o e reformat na lang ang lahat? Ang tanong,sino sino ang totoong malinis na mag iimbistiga? Mapa oposisyon man gobyerno o partylist ay pare-pareho lang na nagkamal ng pondong para sa mamamayan. Sa ginawang rebelasyon ni Jinggoy (kasama siya) ni isang segundo’y hindi na dapat pagtagalin na sila’y nakaupo pa dyan sa senado. Ang kakapal ng apog e pero ako man inaamin ko meron din akong kasalanan kasi ilan sa mga senador na yan ay ibinoto ko na pinagsisisihan ko na ngayon.

    Halimbawa lang kay Gloria at mga anak niya patuloy pa rin may bomuboto sa kanila kahit na lantaran ang pag nanakaw at pag aabuso sa bansa natin. Si Imelda si erap at maraming politiko na alam nila na mag mag mag nanakaw ay patuloy pa rin binoboto ng mga tao.

    panawagan kay pangulong pnoy! You made a promise… Dang matuwid. Napakaraming katiwalian lumabas na! Ano pa ang dapat pag usapan? You have few years to go as president. To achieve your promise, the answer is in front of you. You have the power to convince many in governance to change for the better. I’m not saying for you to give up everything. I’m saying lead and convince the many in your group to give in and work harder for our country’s future instead of focusing on thieving activities. It’s also for your family’s future and theirs. Continue on in this path, it’s just a matter of time that someone or some group will take advantage and lead us to even more miseries. I’m saying when is enough enough! You guys can’t take it with you when you die. All these moneys for what? Power? More of the same? Why not give us, citizens of our beloved pilipinas a break! Use the three years to effect change.

    Pnoy’s slogan “Daan na Matuwid” is not “Daan na Tama”. “Straight Path” is not “Right Path”. Pnoy’s straight path means money or Pork Barrel goes straight to Malacanang or to his allies in Congress and Senate.

    It does not have to be a million people who should march. If you hundred thousands are enough as long as they send the message and the message comes across.

    The problem is that many of those who shall be participating just like in the past are hypocrites. I’m particularly referring to church groups or church leaders who would be calling their members to join; yet, some of these church leaders also benefited from the Pork Barrel legally or illegally in the past one way or another.
