President Aquino told an impressionable bunch of highschool students from Miriam College that he will not be putting on more pressure on his cabinet members concerned that they would suffer burnout.

This is what he said last Tuesday:

“The Cabinet is very hardworking, they’re very dedicated. You can’t ask anything more of them and perhaps I should learn to give them a little bit more breathing room. Baka naman ma-burn out lahat itong mga kasamahan natin sa gobyerno who actually do everything out of love of country. “

Burnout?

Helpguide.org gives a good definition of burnout: “A state of emotional, mental, and physical exhaustion caused by excessive and prolonged stress. It occurs when you feel overwhelmed and unable to meet constant demands. As the stress continues, you begin to lose the interest or motivation that led you to take on a certain role in the first place.”

Articles on burnout do not cover whether the person in danger of burnout is competent or has been effective in his job.

Still praising his cabinet secretaries, Aquino also said “They can go into the private sector and really make tons and tons of money and have less controversies in their life and have a more peaceful life. But they chose to make a contribution at this point in time. So I really thank them from the bottom of my heart.”

Aquino’s statement betrays the Palace attitude that their being in government is a great sacrifice for them and that the people owe them.

Who forced them to join government, in the first place? Did anybody put a gun on their heads to accept a government job? Weren’t their decision made out of their own free will knowing that a cabinet position, granting that it is not as high-paying as in a private sector, comes with power and prestige which they obviously enjoy?

Don’t Aquino and his cabinet members see their job as an opportunity, a privilege, bestowed by the people only to a few?

But anyway, Aquino and his cabinet members could probably use these tips from HelpGuide in preventing burnout :

* Start the day with a relaxing ritual. Rather than jumping out of bed as soon as you wake up, spend at least fifteen minutes meditating, writing in your journal, doing gentle stretches, or reading something that inspires you.

*Adopt healthy eating, exercising, and sleeping habits. (That means stop smoking, sleep early and wake up early.)

* Set boundaries. Don’t overextend yourself. Learn how to say “no” to requests on your time. If you find this difficult, remind yourself that saying “no” allows you to say “yes” to the things that you truly want to do.

* Take a daily break from technology. Set a time each day when you completely disconnect. Put away your laptop, turn off your phone, and stop checking email.

* Nourish your creative side. Creativity is a powerful antidote to burnout. Try something new, start a fun project, or resume a favorite hobby. Choose activities that have nothing to do with work. (They are already doing that: shooting.)

* Learn how to manage stress. When you’re on the road to burnout, you may feel helpless. But you have a lot more control over stress than you may think.

HelpGuide also said “The most effective way to combat job burnout is to quit doing what you’re doing and do something else, whether that means changing jobs or changing careers.”

The last one is something that some cabinet members might want to consider.

    Chances of “burning” out in present day administration is much more prevalent as many in government service including the seniour public servants are ready and willing to quit as there are not much opportunity to make money in ‘secret commisions’ or in kickbacks like before…

    Recently to prevent the close to 1000 IT experts converting our Health records to digital From BURNING OUT as we go eHealth by 2015, the Courts awarded them Bonuses so they will not migrate to Private businesses after it was suspended when there was complaints that it was excessive.
    And for the Government Cabinet Ministers, a Reshuffle is done ever once in a While..it is but Normal that in a hectic , low paying Public Service, subject to Public criticism and scrutiny, burning out cause by stress and family issues are not rare…

    Even the PM which has no Terms limits just can not go on forever..they get burnt too…

    Mannie, the news is Ms Olivia Chow is being offered the Lt. Governor for the Province (the Queen’s representative). That is Bigger honour than the Mayor…Now the Ball is on her court.

    Thanks Vic. Depending on Ms. Chow’s true intention, whatever she decides is good. If she chooses to continue her late husband’s vision, then she would remain in politics. If she chooses a more honorable position, then the Lt. Governor is a better option. I wonder when Canada would have a minority Prime Minister like the US who now has Obama.

    As for burning out, report was GMA was a workaholic and micro managed. Her staff and cabinet members were very stressed and burnout. I’m not sure about Pnoy. In one interview before Pnoy got elected, no less than his yaya for decades since he was a child told the media that Pnoy usually woke up late as late as noon time; and he was often late in his appointments. Maybe he has already changed since then.

    It will be a while, because at the moment, all major Political Party Leaders belong to the Majority race either French, (Justin Truedeau of the liberals, Harper of the conservatives and even the successor of Jack Layton)or any nationality of Caucasian race…and being a member of the Conservative Party, I OBSERVE that the Minority is not yet very active in PARTY membership to pick a LEADER from the minority…Someday, when native born Generations of minority descendants decided to become active in politics other than the participatory voting, then a deserving Leader from minnoriy may rise to become a Party Leader and eventually a PM..

    Miss Chow could have carried the New Democrats leadership on the Sympathy votes of the Membership of the Membership, but she was decent enough not to take advantage of the situation, She did not run for the Leadership upon the death of her Husband..she was admired for that singular move.

    And her decision in the coming days will be much respected.

    Also Mannie, we must remember that the good USA was born in 1776 while Canada was granted a nationhood in 1867…91 years behind…by then we will have a PM that belongs to the minority race…Filipino perhaps? My bet is a South Asian..(Indian) they are more solid and by number is superior.

    Burnout? what have they been doing to help the country? DSWD food packs? DILG ever increasing mishandling to deter crime and murder? what are police doing to be visible and stop this? Custom never ending smuggling problem? ERC’s support to ever increasing electricity costs? Now where on the top five with highest cost of electricity? SSS and Philhealth contribution raises, etc. etc. I felt pinasarap lang tayo. they always agree with our comments just to shut us up but are they really doing something to make life a little easier, a little better? Freedom of information is still hanging, cyber crime law was just shelve but they can introduce it again? We still have to deal with additional toll road cost to travel. in addition to travel tax, VAT at 12.5%, energy cost increases, income tax (32% tax rate) and yet their oligarch friends are only paying 10% or less? don’t forget the nightmare driving in manila never ending traffic woes, long lines to 2 hour wait at LRT, singking ships? Economy is booming according to them but where are the tax collections??? How are these resources spent to alleviate life? protect laborer???? schools? roads that are free to use? security? justice? My question is what are the results? May nabago ba? I would say some transparency or limiting corruption in some way. Is the direction to achieve the goal of tuwid na daan correct? I would say probably NOT! Our judicial system is still ineffective in detering crimes and very slow to promote justice and conclude cases???? so what are they talking about? burnout?? we are the ones you burnout!!! pundi na kami!!! after so many years, decades, we trusted you! nakiramay kami dumamay kami..so it seems like good governance is still a dream or pangakong napako!! May nabago ba????????? i dont want to ask my boss kung pede salary increase 🙂 lol

    i know mannie. I understand the problem facing our country. They collected too much from us and yet they have nothing to show for it. They know the imbalance economically, in taxation, etc and yet they have done nothing to address this. Im not blaming pnoy, but what others did since cory’s time fuckup our country even more. The only winner I see is their oligarch friends. welcome to the living hell..we are like slaves in the modern time..economic slaves ika nga!!

    Cory? She was a good woman, a devout Catholic. A good housewife and mother to her children including raising Kris to the way she is now (too talkative and man chaser). But were these enough to make her a good leader? No. She spent most of her time being with nuns in convent. She only listened to her closest spiritual and political adviser,the late Cardinal Sin. She was selected and not elected as President. All throughout her term, all she did was to go after the Marcoses. She canceled and stop all projects of Marcos even if some were beneficial to the people. Anything identified with Marcos was bad. Yet, she allowed her brother Peping who headed then Kamag-anak Inc. to do what he wanted. She condoned his corruption that even caused the death of one fall guy, the late Cong. De Guzman who owned up to the gun smuggling actually owned by Peping. I think I’ve mentioned all these in my previous post.

    I apologize to Cory’s fans here and who belong to the Yellow Brigade. By criticizing her leadership and governance, it doesn’t mean that I was pro-Marcos.

    Mannie, it’s not a requirement, but it is an advantage.. The only requirement to run for public office and for Party leadership is to be eligible to Vote (must be at least 18 years old and a Citizen), the rest is up to the voters…

The difference between the Presidential and Parliamentary is when the Cabinet member quit In a Parliamentary Form, he is still a Member of the Parliament as all Cabinet Ministers are elected MPs… The resigned or “fired” minister is just sent to the Back Bench..hench the Term Back Bencher…think it’s their seat positions in the House where the Cabinet Lead by the PM take the Front Rows followed by the rankings. Same seat arrangement for the oppositions where the cabinet Critiques are up front..with their Party Leaders…

    Vic, one thing I noticed about Canadian politics is that a Member of Parliament or Senator can be elected many times and can be in that position for as long as they live. You’d agree that there’s the good and bad side of this prolong stay in position.

    Burnout?! yeah burnout because they put all their energy in a wrong place They themselves don’t know what needs to be done as secretaries. They seems not to know their job descriptions in spite of the many experience that they have in government for so many years, some decades from different presidents..yung iba dyan they have been in the same position as secretaries in the past! they all wait for pnoy for decisions. kapag may calamities or something national or breaking news andun sila lahat, as if they can contribute to solve the problem. If things turnout good they are not ashame to take credits for it but if palpak nagtuturuan! incompetent fools! they act without concrete plans, they talk without meaning, and yet they praise themselves as if they’ve done a lot to make a difference. They still have few more years with pnoy, because pnoy is very loyal to them. Although damage is done maybe they will give us some consolation. At least as a minimum, fix something..three years is a long time. Do something collectively and meaningful! use your heads use your imagination you have staff, assistant use them. Stop being a boss and instead be a hero in a real way! Else, you cant blame me for thinking nag tatanga tangahan lang kayo because your objective is to make money using your positions in government…in all honesty, most of you seems to be droooling being in government service as secretaries because you know you are paid more than what they can get in the private sector. Enough BS!

    Senator is not elected but appointed by the sitting government and the terms is for good behaviour until retirement at 75…MPs has no terms limit but has to be win the Party nomination every election and some could get the candidacy by direct acclamation and some will get without contest..but if somebody wanted to contest, the local association will call a nomination process and we do everytime in our Riding or district. so it is not automatic for a a sitting MP to run..but most will at least run a few times since their Pensions depends on the lenght of their service and since they don’t get paid much, they get it back with the security of their pension at early or younger age.

    That is one of the incentives for bright and dedicated individuals to continue serving the Public..but don’t you worry the Non Performing MPs will not get Far. mostly their campaign expenses are from Contribution from their supporters and the voters.

    Mannie, One thing that is good, besides for the terms limits the Election Code is a Statute and can be amended ANYTIME and the BNA Act of l867 is now repatriated in 1992 for which the Parliament can amend it or repeal some of its provisions, and there was a loud noise that the Senate will soon be Abolished following the latest Corruption Scandal by the Three Senators that belong to the Sitting Government Party (claiming for illegal expense, which they already reimbursed, but is still being probe criminally by the RCMP)

    In 2006 there were more than 200 amendments to the Accountability Act and a many of the amendments were in Reforms of the Election law like Abolishing Contributions from Businesses and Labour Unions and Registration of all Lobbyists and prohibition of former Elected official from lobbying before 5 years after leaving public office (before it was allowed a day after, to which arise the former PM Mulroney Scandal with a German wanted criminal lobbyists)

    Now the Political contributions must only come from individual citizens with very Strict Limits (tax refundable) but the bulk of it is from the Government itself..(Party gets back at least 50 % of their campaign expense and also is refunded for every vote cast for the Party)

    Candidates can not spend more than any amount as allowed the maximum limits to every citizen except an extra $1000 during and election year.

    Stephen, salamat sa pagsulat mo. Totoo na meron namang mga reporter na bayaran. Ngunit meron din hindi bayaran. Kahit naman anong profession,may mabuti, may masama.

    As I said earlier in my post, we could more or less know if a journalist and reporter is a paid hack by looking at his or her lifestyle. Everything indicates you’re not, Madam Ellen. On the other hand, no reporter or politician would ever admit he or she’s corrupt. Sometimes, it’s just a perception.

    For me, one basis to know if a reporter is corrupt is not only by his or lifestyle but the manner the reporter or media person writes or talks. If one day the reporter attacks an issue or a personality viciously, then later either we don’t read about that anymore or the reporter suddenly changes his or her tune like clarifying it and even defending it, then it arouses my suspicion. It’s the popular saying “Attack & Collection”.

    So far, I think Madam Ellen is very consistent with what she writes.

    The policies of the government make who we are as we try to live and survive in this world! Any Filipino or other people will do what it takes to live and provide for their families if it can’t feel equity or fairness in the place where they live in?. In the western world of plenty or other places where governance is made equitable with justice , would it fair to say that its people are more giving? did you see how things are for its people?

    Stephen maybe an exception but reality is that the majority of pinoys in the pinas are not! Dito sa atin sa pinas, majority are treated like nothing but a just a milking cow of its government. Sabi pa nga nung isang politician..we are an export commodity! Just look at the way we are directly and indirectly taxed?! Compare us to the rich few, where they pass on almost everything that they can to us with government support…unless the government open its eyes and see! kaso puro pagod sa pahinga..How can they see? they are not affected but seems like exempted!

    what contribution of his cabinet secretaries does the president refer to?

    that each of them had a share in all mess his administration dealt right after his one hundred days in office?

    the likes of llamas who he (penoy) did not bother to castigate? the boastfulness of torres about her being close to the president? the lapses of his spokespeople, say the over zealous and meticulous valte delivering unbelievable pronouncements preempting the one at the helm?

    or, lately the “kabulastugan and katangahan” of abad who arrogantly and conceitedly floated the DAP during the height of PDAF scandal?

    the president by now should know who among his circle do not want to walk in his tuwid na daan.

    and, pwede ba, TAMA na ang walang katotohanang pangangalandakan ng pagganda ng ekonomiya?

    gasgas na ‘yan mula pa noong panahon ni ngongoyang, ah?

    mag-aapat na taon nang tapos ang eleksiyon, di ba?
