5 possible reasons why PNoy floated Chacha and term extension

From Interaksyon.Faced with overwhelming opposition to a Charter Change to allow President Aquino to extend his term beyond 2016, Malacañang has backtracked and assured the public that he is not supporting changes in the Constitution in the last two years of his presidency.

Press Secretary Herminio Coloma Jr and Deputy Presidential Spokesperson Abigail Valte can resort to all kinds of spins but it is on record (TV5’s interview Aug. 13 interview) that Aquino said he was open to charter change to clip the powers of the Supreme Court and to another term.
But why did Aquino float it in the first place?

We can think of five possible reasons:

1. He doesn’t want to be considered a lameduck.

Online dictionairies define “lameduck” as “A president who is completing a term of office and chooses not to run or is ineligible to run for reelection; politicians who are known to be in their final term of office, when colleagues and electors look toward a successor.

Politicians gravitate to where their interests are served. That means being allied with someone who will be in a position of power for a long time. A possible second term will dissuade those who are thinking of going to the other side to stay on with him.

It’s understandable that Aquino is anxious that he should continue being seen as having formidable political clout by members of Congress because he still has some important legislations to pass, one of them the Bangsamoro Law.

Impeachment complaints have been filed against Aquino. It is unlikely to pass in the House with the administration coalition in the majority. A possible second term for Aquino would make an effective disincentive for those who are being convinced to sign on to the complaint.

2. He has not gotten over the unanimous rejection that he got from the Supreme Court of his Disbursement Accelerated Program or DAP.

With his own appointees voting against his pet initiative, Aquino felt betrayed. He had expected some justices voting against it and was told that it would be a close vote, 7-6 in their favor.

When it was 13-0, declaring parts of DAP unconstitutional, Aquino couldn’t take it.
As playwright William Congreve said “Hell hath no fury like a woman scorned.”

3. Aquino’s party, the Liberal Party, is desperate who to put up against Vice President Jejomar Binay, the political opposition’s candidate in the 2016 presidential elections, who is far ahead of other possible presidential candidates, in the surveys.

The numbers of Interior Secretary Mar Roxas are not improving. It is doubtful if Aquino’s endorsement could carry Roxas to Malacanang in 2016.

If not Roxas, who in LP? Senate President Franklin Drilon? His numbers are no better than Roxas’s.

Aquino’s desire to have a partymate as successor is understandable not only to continue his programs but also to make sure that he would be protected from cases that are expected to be filed against him when he is no longer in Malacañang.

4. He is enjoying being president. Kung makalusot, why not?

    To me I always prefer a “NO terms Limit” Head of Government and of the State..(many states have the same head, while many others have different head of government and of the State)And let the Electorate decides the Term limits or the Party (in cases where the Party Leader is the Head of the Government) membership decide by retaining or Changing their Leader if their party is running the Government…Democracy is the Government of the People in the First place anyways…

    And also this will measure the Lust and Greed of Politicians to Cling to power even if the People no longer wanted them that instead of Fading away they will do every dirty trick in the book to stay in power and that is only possible in a society where the voters are soo easily be influenced by unprincipled politicians where without any Party Platforms, plan of Action or programs that can be supported by fundings within the capability of the Country resource and revenue will promise the voters something they can not deliver.

    Other than that, each can choose his own poison to ruin his own nation…And I never believe at any time that President Aquino will ever dream of ruining his own country…but with the help of his enemies and friends, he is going at that direction…and he will be forever remembered for that singular sin if that ever happens and the real culprits will never even be known…

    And just about everyone like the way as is as is…

    Of the 15-person anti-graft court or Sandiganbayan, only 4 are Aquino appointees. On the other hand, his successor will have an opportunity to appoint 5 new justices between 2016 and 2022.

    A member of the Sandiganbayan said that whether they admit it or not, the filing of the 3 plunder cases is a welcome development for those eyeing higher positions in the judiciary. “They have leverage with the next president. How they decide on the cases [could] affect their chances of being appointed to the SC.”

    Consider the math. Eleven justices in the Supreme Court are set to retire during the term of the next president – from 2016 to 2022 – allowing the next president to redefine the High Court’s composition.

    The Sandiganbayan has been a rich source of future SC justices. Justices who toe the line are amply rewarded with posts in the SC.

    Term limits should be in the hands of the electorate and not in the Constitution or in some law. Same thing with political dynasties. Let the voters decide!

    No problemo kung si Binay ang pangulo, the sisterekas will make sure their only brother would be protected from any cases expected to be filed against him after his term.

    Sorry but I didn’t buy any of your “Five possible (?) reasons why Pnoy float Cha-cha… .“ I believe that not one of the reasons that you cited is convincing because all of them are unsettling.

    I am sure you have not learned from the past. Let me ask you: what happened after Cory? Isn’t it that the three presidents that followed are thieves? What positive thing can you say about FVR of China? About Erap of Hweteng? About Gloria, the queen of all the Bandits, with her king-husband? The governments under them became governments of the crooks, by the thieves, and for the plunderers.

    PNoy is sincere and he is not corrupt, that’s the most important. Analyze and be reasonable about extending one more term for him to finish putting all restrictions against corruption and to jail all the “magnanakaw” in local and national government. The 1987 Constitution was designed by sufferers of martial law. But this time is different, you have an honest president and it is time that he be given all the powers with enough safeguards to continue the “daang matuwid”. And, please, don’t be negative on your president’s sincerity. Above all Noy-noy isn’t corrupt!

    Binay? God will not allow him to win because he is one corrupt like his open and silent backers: Enrile, Jinggoy, Erap, JV, Revilla, Marcos, Romualdez, Jack, Mitos, Honasan, Singson, Legarda, Angara, Corona, Lapid, Dy, among many old time politicians who entered politics in order to steal. These perverts are the ones who caused hardships among the Filipinos.

    Binay, just like what you said, is dreaming to become president dahil “baka makalusot.” But, he may be right, why not dream of becoming president? Somehow, he can do more over pricing on buildings not only in Makati but in the crocodile farms of Palawan, isn’t it? Let us wait for the Ombudsman when she files the charges and I am sure we will both know it.

    Do you recall when Binay forced himself into the Makati CHall in 1986 (you may be a small girl then), with his guns and goons and declared himself mayor? I am a living witness to his excesses because I was there. He became self-declared mayor without being elected and he saw that opportunity through “pag-si-sipsip kay Cory.” That is the character of Binay that Noy-noy doesn’t like. Now he pretends to be quiet and sinless, why, he wants to gain sympathy from his bo-botantes at para mag-hari-harian ang mga anak n’ya later on?

    How can Binay solve the problem of the nation with his only 20 years of experience as mayor? How will he handle the Chinese? How will he portray himself to our kababayans abroad who doesn’t have confidence in him? How will he treat his plundering colleagues in jail?

    Nancy Binay? I look at her as a waste-in-the-senate, sorry. That “Mahadera” on the way she talks, is an opportunist-sister to a carpetbagger-brother and sister and, an obedient-daughter to a power-hungry parents. Like me, what does she really knows about governance? Ex-senator Salonga was right to say that the senate today was so different from during his time where there are no actors, actresses, entertainers but lawyers.

    Please understand that it is a different situation now in your country. What PNoy was actually doing are those of his parents’ wish i.e., to clean the government. Unfortunately, six years is not enough to sanitize the mess that he had started.

    So be positive for the sake of your country because westerners are laughing at your dirty politicians. Here in the west anyone in the government even for a penny stolen will surely go to jail on the following day.

    Again, you have an honest president who doesn’t think of stealing and so it is only divine that you give him your trust and understanding.

    No offence meant, please keep calm and carry on with more intelligent appreciation of the facts.

    YES! it is OUR country and not yours anymore so you don’t have any right to TEACH what we should do in handling the situation we are in SINCE believing in this president we THOUGHT would liberate us from fangs of corruption and poison of lies. all you have to do is be happy watching us move at a snail’s pace while nauseating to noynoy’s ENDLESS reasons to cover up his incapability in leading OUR country.

    Efren @ 9 The “mahadera’ Mayor of Brampton was cited by an External Auditors called to audit her alleged misspending for 99 cents Aps download which is not an official business expense and the Police was Called to conduct the Criminal Probe when an outside Auditors found out very many irregularites..But since its Mandate is just to report to the City council of their findings, the City Council for which most members were also been cited in the Reports to have been involved initially refused to call for the Criminal Probe, but the ELECTORATE of the City demanded it..I believe they will all be Goners this coming November Election…that is what I meant when let the ELECTORATE decides…And the COPs will be doing their Job…

  13. You missed #6, Ellen. Again reading between the lines, he won’t be tinkering with the Constitution anytime soon. What this means is that MILF will have to accept that the proposed Bangsamoro Law will have to operate fully WITHIN the bounds of the PRESENT Constitution which is way off the expectations of the MILF. The float generated enough opposition that any proposal to amend the Fundamental Law (e.g., for inserting the needed provisions to “smoothen” the Bangsamoro Law) will naturally be met with formidable resistance to an imagined dictatorial provision that will allow Aquino another term.

    Or they will have to wait for the next president to call for a ConCon. There goes the peace process.

  14. Six years is too short for a good president and too long for a bad one. I also support no term limits. Qualifying, then being elected to, any position in government is a basic right of every Filipino and should not discriminate against any incumbent and that is the essence of democracy. But in this country where vote-buying is a prosperous cottage industry, nope, not yet.

  15. OT: I’m glad AT4 is supporting the investigation of the Binays on the building/s overprice issue. I hope this will finally prevent Dark Vader (and the trapos behind him) from an easy trip to the throne. Atty. Rene Bondal is a good friend of mine. I hope Rene’s good governance crusade does not turn out to be a Quixotic exercise.

    ang kailangan nating presidente ay ‘yung kayang ilaban ng pitpitan ng bayag ang kapakanan ng taong bayan at hindi ‘yung napapadala sa sulsol ng mga tsuwawang hayok sa salapi at kapangyarihan.

    I am disturbed by Efren Andres from Canada’s justification that Noynoy is sincere and honest so he should seek term extension. Wow! Honesty and Sincerity lang ba ang qualification to be president? What about performance and knowledge?

    After four years, of Noynoy’s presidency, economy has not produced jobs and people’s lives have not improved. Lahat ng serbisyo from airports, MRT, traffic and even power crisis lumalala.

    This is a failure of governance!

    i cannot judge or directly say noynoy aquino is corrupt like any past presidents some had been saying they were BUT am he not amenable he is clean either because i have NO proof to show he is really.

    all i believe, after more than FOUR years seeing his stay in malakanyang and always hears the never ending excuses while passing all the blame to the much tainted administration of gloria arrovo whenever he shows his face in public noynoy aquino is NOT fit to manage even himself without a push from anyone behind him.

    Tumpak ang sinabi mo! Malaki kasalanan ng yellow crowd sa pagkakahirang kay Noynoy bilang Pangulo. Sila ang nagsabi na siya ang dapat!     ang gusto ni noynoy ay ang mga katulad ni manny pacquiao na bising bisi sa ibang larangan habang nakakalimutan na ang talagang trabaho bilang mambabatas gayundin ang pagmamatyag sa mga kabalbalan ng mga kapuwesto sa gobyerno. sa sports nandu’n na siya, pati syobis pinasok kahit hindi pa man sumisikat laos agad (pera lang ang pinapagana para magmukhang rating ang mga projects). relihiyon hindi pinaligtas pasukin upang magmukhang kagalanggalang (kasabay nang pagtatayo ng sariling political party at dynasty), hindi pa nakuntento pati basketball nakabalandra na din ang mukha, magti-treyning pa ng mga tsekwang boksingero upang mapaganda daw ang relasyon sa pagitan ng pilipinas at tsina.

    ‘yan ba ang kasalukuyang halimbawa ng mga lingkod bayang pinagkakatiwalaan upang mamuno? huwag sabihing public service ang hangad ng mga ‘yan? maliwanag sa sasala ang sandok sa rice cooker pero ang paghahangad ng dagdag sa yaman ang habol ng mga yan!

    kaya, sa sunod na eleksiyon, MAGPAKATALINO na tayong lahat sa pagpili ng kandidato.

    meron pa kayang talagang matino at maaaring pagkatiwalaan?

  31. Parang idolo na rin niya si Marcos na gusto lagi ang pinuno. Pero hindi siya makakapantay kay Marcos dahil si Marcos lang ang magaling na naging pinuno ng bansa dahil kayang kontrolin pati mga bilihin. Pati mga kalamidad parang kayang kontrolin kasi kulang dumarating.

    okey lang na siya (makoy) ay iyong idolohin subalit panahon na upang mabuhay sa kasalukuyan. tandaan natin na ang anumang pagkaing natapon sa lupa at humalo sa dumi ay hindi na maaari pang sikmuraing damputin at muling isubo’t ipalaman kahit sa kumakalam na tiyan.
