Corruption in DOH results in a sickly nation

Health Secretary Enrique Ona’s one month leave of absence ends today.

The health community is awaiting with bated breath the decision of President Aquino on Ona, who is embroiled in the controversy over the P800 million purchase of a pneumonia vaccine.

The result of the investigation by the National Bureau of Investigation on the issues raised against Ona would be an important consideration in the President’s decision.

If the President decides to retain Ona, that means he is cleared of all the issues against him.

This week, another issue came up: Ona’s authorization of the use for the treatment of dengue and malaria of a drug that did not pass clinical trial.

Actually, Ona is not new to controversies. When he was first appointed, there were opposition against him because of his alleged involvement in unethical kidney transplant procedures and organ trafficking during his stint as medical director of the National Kidney Institute. The Phil Society of Nephrology opposed his practices at NKTI during that time.

Ona was also involved in the unproven stem cell treatment leading to controversial issues opposed by 20 medical societies in August 2013.

He is also being asked to give a report on how the DOH has used the P100 billion generated from the Sin tax.

If the President decides to let go of Ona, it makes good sense that the replacement would be an insider considering that only 19 months are left in the Aquino administration. An insider would not need a familiarization period.

If the President decides on an insider,the frontrunners are the two undersecretaries : Janet Garin, who is now the acting secretary and Ted Herbosa.

Herbosa is identified with Ona. If he becomes the health secretary, it would be back to business as usual for Ona’s “mafia” in the department.

Garin from her acts while acting secretary showed that there’s no love lost between her and Ona.

Garin does not also come with clean hands having been identified by whistleblowers in the pork barrel scam as among those who benefitted from the misuse of P5 billion from the funds of the defunct National Agribusiness Corporation (NABCOR).

But what really is working against Garin, who was a congresswoman before she was appointed at the DOH, is her penchant for grandstanding. The best example was her visit with Armed Forces Chief Gregorio Pio Catapang, accompanied by a photographer, to the quarantined peacekeepers from Ebola-plagued Libera, in Caballo island in Cavite.

All these reports of anomalies at the DOH are lamentable because they concern the health of the Filipino people.

As one doctor said: “You expect Bureau of Customs, Bureau of Internal Revene, Department of Public Works and Services to be corrupt. But not DOH. It’s for social services.

“It’s the public face of compassion and care. You entrust yourself to the Department of Health for your health.

The public suffers travelling through bad roads due to corruption in DPWH. The economy suffers due to corruption in Customs and BIR. It’s condemnable.

But corruption in the health, just like corruption in education, is more pernicious. The harm cuts through generations.

Corruption in textbooks and school equipment and supplies result in illiterate public school pupils, who would growing up not adequately educated and always be in the losing end of the competition for a better life. It’s robbing them of the opportunity out of poverty.

Same thing with corruption in public health.

The number one asset of a nation is its people. Healthy people make wealthy nation.

Inadequate and ineffective vaccination, lack of basic medicine, lack of funds for health workers due to corruption result in a weak work force,loss of productivity, and bigger budget for treatment.

It’s criminal.

    There is Time that Ministries are best run by Career Deputies guided only in in their Program And Policies by the Ministers. Health ministry need not be Headed by Medical Doctor but by individual who can be very rational and can work with his deputies. It is not uncommon for our Govt to reshuffle it’s Cabinet every now and then to give a few of the Members the Privilege to serve the Cabinet and the Ministries are not Affected Much with the changing of the Chiefs .. Protocols are all in places like for approving the drugs that will be listed under the Universal Healh. How Flu Vaccines and all vaccines are to be administered and in what Priority every year.
    These are all done because at any Time, and at any time an Election can va called and the Govt can change but the Deputies Stay to Carry On..nothing will change until the new Govt introduces its own additional programs.

    For once try a non medical Doctor as Minister of Health. It might work better than the “doctor knows Best”

  2. Corruption does not make exceptions. In DOH, this is not a new issue. Remember when Senators Drilon and Osmena discovered that the medicine imports their pork barrel funded during Putot’s regime were found rotting in big warehouses. The health services sector have had their share of abuses and yes, plunder.

    Still fresh in our minds is the Ospital ng Makati shameless overpricing of beds, sterilizers, toilets, what-have-you in Dra Binay’s case. Here in Laguna, the former gov, Ningning Lazaro, skimmed hundreds of millions of funds from the province’s health budget to purchase supplies and fund the expansion of 2 hospitals, one in Sta. Rosa and another one just 3 blocks from my house, which her son owns.

    Coming soon is the planned privatization of Health facilities like the San Lazaro Hospital, National Kidney Center, and the Orthopedic Hospital, among others. Lots of moolah to grease someone’s pocket.

    Its flashed in today’s news that Ona has just tendered his courtesy resignation. I think the Palace will accept. Ona would not have even been suspended if he was that malakas.

    Ano ba yan, mga DOH honchos puro sick in the mind, walang papilian. Kaya papa very unhealthy ang mga poor pipol sa Pinas, ang panggamot ay nasa bulsa nila.

    Naku, e nakakamatay ang health department ng Pinas hindi nakakagamot! Corruption at DOH is yes Ellen…. a crime. Mabuti siguro ang gawing hepe ng DOH ay young lobotomized na. 🙂

    Tanggapin ang resignation ni Ona, but please charge him in court. Huwag payagan that this criminal will walk among us na naman gaya ng koraps na malayang nakakagalaw sa publiko.

    With the incompetent Penoy who doesn’t recognize right from wrong as long as they are his KKK, he will not let go of Ona. He would be cleared from any wrongdoing and he would say he has his trust in Ona. Take the case of Abad, Purisima, Padaca, and many, many more, who are either with pending cases, mostly corruption, in court, or being accused of corruption and other wrongdoings.

    It’s the ActRx Triact, a combination of antimalarial drug, that is being studied to treat dengue. It’s not FDA-approved medicine even in the U.S.

    There was also corruption with a Dr. Ramiro as head of DOH way back in the mid 90’s. I think he was accused of bribing a senator who was uncovering the anomalies and he subsequently resigned. He faced charges but died so, he wasn’t punished.

    It’s quite a different matter when the corruption extends to the DOH. It becomes more onerous considering that many of our people are poor and rely only on the DOH for whatever medical needs/services they need.Sad state indeed. Sigh.

    not so surprising since corruption knows no limit/boundaries. even the church had been corrupted, thanks to janet lim-napoles.

    the former senator and then health secretary juan flavier has just died and his soul is still very much around and he must be restless in his grave having served the medical profession with greatness and unequalled dedication and so the health department which became one of the most trusted office and no filipino can say any bad word against him especially the barrio folks he served before while still assigned in far flung poor communities.

    itong si janet garin, mukhang hindi din angkop bilang magiging kalihim ng health department. she does not practice what she preaches. palpak agad sa kaso ng ipinanakot na hezbollah, este ebola. kung umasta, parang sinasabing DAPAT sumunod ang ordinary pipol sa kanyang directives which she herself violates.

    #7. bay, nawalan ako ng pag-asa. Isa pala si Ona sa naona appointed ni Pnoy since the early days of his presidency. That explains why indefinite leave ang binigay ni kuya Noy sa kanya instead of accepting his goodbye letter.

  13. Valte just doused cold water on my optimism. Malacanang has officially denied Ona submitted a courtesy resignation. He just apparently submitted a written explanation justifying the choice of vaccines. Dafuq!
