The evolution of Duterte’s BPI account

March 14, 2016 – Presidential candidate Rodrigo Duterte and his running mate Alan Peter Cayetano signed a manifesto waiving their rights under the Bank Secrecy law.

In the manifesto, printed on a large piece of cardboard, they pledged “to open all our bank accounts in local and foreign currencies both here and abroad in the interest of transparency and accountability.”

April 27, Wednesday- The Philippine Daily Inquirer carried the expose of Sen. Antonio Trillanes IV, who is running for vice president as an independent candidate and is carrying Grace Poe as his vice president, that Duterte, who is now the frontrunner in the presidential race, has at least P211 million in the bank in 2014 which he did not declare when he filed his Statement of Assets and Liabilities and Networth (SALN) in 2014.

The Trillanes document shared with media showed account number 002433-0695-39 at BPI Julia Vargas branch in Pasig City under the name of Rodrigo Roa Duterte jointly with his daughter Sarah Z. Duterte.

There were ten deposits. Eight of the ten deposits totalling P197 million were made on March 28, 2014, the 69th birthday of Duterte. The two other deposits totalling P33,705,615 were made on Dec. 9, 2014.

The deposits were not included in Duterte’s 2014 SALN, which only recorded a net worth of P21,971,732.62—assets worth P22,971,732.62 and a liability of P1 million, a personal loan from a certain Samuel Uy.

Under Republic Act 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) all government employees are required to file their SALN.

Cash on hand or in bank are considered assets that must be declared.

The Inquirer article carried a strong denial from Duterte saying:”The account is not true and is just a fabrication of Trillanes, who is a money for hire.”

Speaking at the Makati Business Club lunch time, Duterte dismissed Trillanes’ expose as “garbage.”

He told the businessmen: “Believe me. That’s garbage. You can check with the bank. You go there.”
“I told you, he is a liar. He fabricated this,” he added.

Duterte also said in an ambush interview after his MBC speech he is taking back the bank waiver (which was not really a waiver but a manifesto) he signed last March. “Not anymore. I’ll make it difficult for Trillanes. It’s just a piece of paper. You prove it. Why will I give it to him? I’ll take the waiver and I will tell him, ‘Prove it. I will not make it easy for you. I will not play into your hands. You prove it,’”

Yesterday morning, April 28, at ANC, Duterte’s spokesman Peter Laviña, told Karen Davila, “”This is a non-existent account. As a lawyer, he would not issue any waiver pointing to a non-existent account….Why will Duterte do banking in Ortigas when he is based in Davao?”

At about 1 pm, a friend of mine, who wanted to find out who was really telling the truth between Trillanes and Duterte, went to BPI Alabang Town Center branch and deposited P500 in the Duterte account published in the Inquirer.

She said the bank teller asked her whose account and she said , “Sara Duterte.” Then she added, “From Emilio Aguinaldo” referring to Duterte’s statement during the last presidential debate that his funder is Emilio Aguinaldo living in a mountain in Davao.

The teller processed the account and gave her the deposit slip which showed it was credited to the account of Rodrigo Roa Duterte or Rodrigo Roa Duterte and Sara Duterte.

She sent me the photographed copy and I posted it in Facebook.

At about 2 pm, Liberal Party Presidential candidate Mar Roxas sent his assistant to also deposit P500 in a BPI account that Duterte said is non-existent. The bank accepted the deposit.

Inquirer also deposited P100 in the same account. Another one posted in Facebook a deposit of P5 in the same account.

At 3:09 Inquirer posted a story, “Duterte admits existence of BPI accounts.”

    Being#1 is all that it takes for people to join force to brinng Du30 down. It is so easy to fabricate these list of transactions like this specially if what is at stake is the most POWERFUL position of the land. If Trillanes really has the SMOKING gun then why ask Du30 has to sign a waiver. He did not ask Binay to sign a waiver and he came up with the long list of Binay’s corruption. What if this list is just a product of Trillanes fertile imagination? Remember, Trillanes went to see Du30 twice to ASK him to be his VP…Is this just a case of getting back to Du30 for rejecting him? BTW, Grace Poe’s husband the SPY and CHIZ, the boses KENKOY had a fistfight because of the campaign FUNDS…Trillanes is campaigning hard for Grace Poe…no wonder Trillanes is doing everything to malign Du30. Have Trillanes seen Du30 house? It’s so rundown that it’s no match to most politician’s house.

    hahaha…the bomb just drop total demolition job. It does not matter if laws are broken so long as it benefits them. So can we still call ourselves ruled by law? Looking at the big picture, it only shows we are F–ked because the ruling class don’t want to let go! I don’t feel proud of this guy spreading the news. He is no hero to me but an attack dog to lap dog in a big way..as if he does not know almost everyone is on the take. Question is at the end of day who has the conscience to do whats best for the country? Im sure its not the other candidates they are supporting because they are all the same. This election is not about who is saint but who can deliver what the people wanted all along i.e. ability to live a life with a government that does what its suppose too and not for only the few, deprive by the ruling elite! to be gtaken advantage off!! This does not change my view on Duterte! All the way for Digong as president!!! at least he promise to clean the government from thieving tulisan and if not eradicate criminals taking advantage of common people! Whoever did this only shows they have reason to get scared..Obviously, they have a lot to lose and will do whatever to destroy the patience and hope of the people! good luck to you greedy few and i hope you can take these things on your death at the expense of the many and their future!

You elect a president who is capable to lead and not because he managed to outseat his opponent through black propaganda…Sorry to say, Trillanes is not lucky this time unlike with Binay…DU30 is a seasoned prosecutor…he knows the law..If du30 really has dirty money, why will he use his real name when that can be a lightning rod to his detractors? Why use a metro manila branch to launder money and not an obscure remittance company like PHILREM? Trillanes for sure will not sign AFFIDAVIT that Du30 is asking for as this will be and end game for him…he knows his days are numbered for he is at the bottom of VP surveys…he might as well plan his next coup d’etat together with Querubin…or just enjoy the millions he amassed by being an attack dog to Aquino. Very sad story for Trillanes for thinking that everybody is as corrupt as he is…always bonggang bongga…naka Amricana pa palagi at langing magaling…yun pala balik siya sa pagiging NON EVENTFUL…

    Ambisyosong Tenyente should be at the forefront of being investigated as far as SALN is concerned. That’s one of Duterte’s priorities should he assumes the presidency, unrelenting exploration of the useless hypocrite senator’s hidden wealth.   8. Duterte knows his goose is cooked. At the MBC meeting, which I skipped due to previous engagements, he even shook hands with JAZA whose bank is in the middle of this big scandal. His handlers just asked that their candidate be excused from the Q&A portion which many businessmen nd diplomats had waited for so long. The main question about the composition of his economic team never got to be asked. And answered.

    At least “the other” crook Binay had announced a formidable economic team which includes former GMA technocrats ex-Finance Chief Margarito Teves and ex-DTI Sec Peter Favila which sits well with the businessmen and the foreign partners. Aside from an obviously-fictional Emilio Aguinaldo who is the only “person” named behind his campaign finances now running into billions, the gullible sheep cannot substantiate nor identify where the money for the very frequent expensive primetime TV Ads of ALL networks is coming from.

    Peter Favila in the video above just stuck his foot in his mouth.

  9. Sorry, wala akong candidate. First, because I don’t have biometrics. Second, because none of the candidates appeal to me. Just like in the last elections when everybody was rooting for sentimental bet Noynoy, I left my ballot blank. But Aside from crooks and political dynasty heads Binay and Duterte, which is illegal under the constitution, anybody among the other three will be good for me.

    But don’t you worry. If and when Duterte wins, I will be there to support and defend him because that’s what it’s supposed to be. He will not just be the candidate of his fans but also of those who are not. I campaigned hard against Erap, but I found myself defending him and the vote of the majority not just some noisy few in EDSA. Gloria? She did not win ANY election, which I find as a thret to democracy.

    I am primarily a businessman, an employer, a father, and community leader.

    I vote for principles, not sound bytes.

    I thought that anybody can deposit to anyone’s bank account. I thought that this is a standard practice for most bank. Im not here to argue whether DU30 has an account or not. I heard he already admitted he has but not to the amount claimed by the Senator. Do you think the senator’s claim as expose to the media is true? Just asking.

    I don’t think there is the need for the “open bank account” ;aw because if there is probable cause of Criminality, the Authorities (Police) can always apply for Court approval to open the bank accounts of suspect with or without the “waiver” and that also includes the suspect “private” files including his computer files including his virtual files..(especially at Present where Funding for Terrorism is of imminent and present Threats to National Security)…

    Banks accounts by defaults are Private and Confidential and Secret…until crimes is involved..otherwise keep your money under your pillows or bury them somewhere where no Trillanes will be able to dig…

    What if I hacked your account, to get your account number, deposited a huge amount (kung bilyonario ako), to make it appear that you practice envelopmental journalism? Then I claim that:

    “Ellen Tordesillas collected from a foreign supporter of XYZ candidate. Expect slanted reporting from this day forward.”

    So Mark Zuckerberg’s boys and girls want to err on the side of caution. On this point, I agree, and salute that team. But I still will not join. Anti-social media pa rin ako. No facebook, no twitter, no instagram.

    #19 you are right… Personal information are protected in the US. An account number BY ITSELF without the name of the account holder is considered Personal Information. Americans can sue anybody who reveal their personal information. A PUSH or PULL of funds can be set up with just the account number. The verification is done with the financial sending 2 TRIAL deposits to the account. The account holder then has to confirm the trial deposit amount. Once it’s verified the account is linked and now you can PULL (Withdraw) the funds…so Ellen, it was not Du30’s people, it was FB who restricted you from posting Personal Info….

  21. It’s totally naive to say it was not Duterte’s people but FB who did it. First, Facebook does not and cannot remove all violations of any policy. With a billion users online no supercomputer can possibly monitor all posts at any time. There has to be complaint first. I’ve done it a few times and reported fake accounts, phishing links, malware distributors and porn propagators.

Today, Trillanes is coming out with the next installment of his exposé – the 35-40 TCTs under the names of Sara Duterte and her husband, Paolo Duterte, Sebastian Duterte and one other girl from another woman. This includes the P. Guevara address used in opening the BPI Julia Vargas account (which is actually a nice high-end looking townhouse as can be seen via Google Streetview) which TCT belongs to which child? Sebastian! And it was executed when he was merely eleven yrs. old. The TCTs have been confirmed by GMA News with the LRA and 35 were positive. Not on social media or online news yet so I can’t provide a link. Maybe later.

    #25 Wow. How in the hell can they get all these information, whether fabricated or not, in a short period of time? My experience with our bureaucracy is that simple things can take forever before it can get done. One requires resources and strong motivation to pressure anyone to be able to pull this through specially with regards to bank accounts and personal holdings like real estate, and we are suppose to be scared of Duterte of what he might do if he becomes president?

    This can only happen if the resources of government is being used illegally. This only shows what kind of people we have leading our government and these are the people we should be really be afraid off.

    They can trample and destroy anyone person specially those who don’t toe their line like estrada, arroyo, and binay. Now they are doing it on Duterte simply because he is beating them in this election. So those thieving mayors to senator including VP and Pres.     With all this development, something is in the works here. They started the demolition job to get close in numbers. Survey results will move those two as close as they can move them, cheat during elections, and announced anyone of the two the winner including VP immediately using the media and COMELEC. The supposed winners will file a complain by then its too late and because of the demolition job, it may be hard for the real winner to get mass support. Clever!

    I just hope you guys did not miscalculate or you put all of us in danger of the outcome!

    Why on Earth we can’t accept the truth? Ang hirap sa ating mga Pinoy we are uprooting for an honest and trusted president pero when we found out that this person has also some anomaly ayaw natin maging logic. Isa lang naman ang punto bakit itong bank account na ito ay di nya ideneklara sa SALN nya? Responsibilidad ng isang public official na ideklara ang lahat ng kanyang assets and liabilities and net worth para malaman kung wala syang ginagawang anomalya. A public office is a public trust. kung gusto nyo iluklok si Duterte na presidente ng Pilipinas karapatan nyo na alamin kung totoo nga bang malinis sya at di corrupt tulad ng bukang bibig nya. Masarap pakinggan ang mga pangako pero kung sa simpleng pagfifile ng SALN nya di na sya naging tapat papaano pa pag nasa kanya na ang pinakang powerful na posisyon ng ating bansa? OH Pilipinas!

Corona’s landholdings were obtained in the same manner. Binay was negative because he hid under dummies and probably front companies. Hindi yan nadadala sa pasiga-siga.     Jake, tama ka. AMLC is used as political tool. Also against criminals. Especially politician-criminals. It is the easy route because banks will never volunteer transaction details unless ordered by the court. AMLC holds the same info as the banks – for transactions P500K and above. We’ve seen it in Carpio’s case then in the Pogi-Sexy-Tanda triumvirate and again in Binay’s case.
