Don’t visit the website of the Office of President (www.op.gov.ph). It’s inaccessible and it contains the warning: Visiting this site may harm your computer.

Unable to access the site, a blogger, Ferrum Mann tried accessing a cache and this is what he got: “The website at webcache.googleuser.com contains elements from the site www.macapagal.com which appears to host malware – software that can harm your computer or otherwise operate without your consent. Just visiting a site that contains malware can affect your computer.”

The status of the OP website mirrors the standoff in the rivalry of the two factions in the Aquino administration. It’s also a manifestation of the disarray in the first week of the Aquino presidency.

Last Friday, the third day of the Aquino presidency, at about 4 p.m, I visited the OP website. I was dismayed to see that it still had Gloria Arroyo as the president complete with her biography and pictures of her presidential sorties.

I would understand the disarray if Aquino’s government is revolutionary just like his mother’s in 1986 that came about after People Power One terminated two decades of the Marcos regime.

But no. Noynoy ran and won in an election held last May 10. He had more than a month- a- half to form a team that would start running the government beginning noontime of June 30, 2010.

People all over the world, when accessing the website of the Office of the President of the Republic of the Philippines, should see the change in the country’s leadership.

I texted some friends in the media team of President Aquino about Arroyo still the president in the OP website.

I was told that they immediately instructed the staff who had been running the website of the Office of the Press Secretary to institute the necessary changes but nobody had the password.

Further inquires revealed that the site was being hosted by the Advanced Science and Technology Institute of the Department of Science and Technology. The person who holds the password to the OP website was a certain Lia Bautista who is out of the country.

Information details about Bautista in LinkedIn say she is currently consultant at the Office of the President. It also says she was head of the Information and Communications Technology Unit and International Media at the Office of the Press Secretary and “SA for IT at Office of the Communications Director.”

Unable to contact Bautista, they disabled the OP website at about 5 pm.

IT experts can set up a website in less than hour. Surely there are IT experts among Aquino’s people, who had an active new media group during the campaign. Why are they not setting up a new website for the new President?

One of Aquino’s advisers wearily replied, “Who has the mandate to order the setting up a new website for OP?”

Last June 29, when Aquino presented members of his cabinet to media the day before his inauguration, he was asked about his press secretary. He said he just came from a meeting and no decision has yet been made who will be the Communications Director, the title of the official who would head his media office.

He reiterated what he had announced earlier about re-organizing the Office of the Press Secretary into a communications group. Aquino’s cousin Maria Montelibano, head of Radio-TV Malacañang during Cory Aquino’s presidency whom everybody defers to on media matters, said “we believe there is a need to re-organize government media organizations and structures to respond to the needs of the times where there must be active participation of the citizenry with the presidency utilizing crowd sourcing and technology.”

Montelibano further said, “Structures must follow the vision, intended mission and objectives.”

Reliable sources say Aquino had asked broadcaster Ricky Carandang to be communications director and Inquirer columnist Manolo Quezon to be in charge of the content of the messaging. They would be working hand-in-hand with Presidential Spokesperson Edwin Lacierda.

Montelibano, however, wants Herminio “Sonny” Coloma for the position, sources also said. Coloma, was formerly undersecretary in the Department of Transportation and Communication during Cory’s presidency.He writes a column for Businessworld.

Asked for confirmation, Montelibano simply said, “Sonny Coloma is part of the communications team I worked with during the campaign.”

Media have reported about the rivalry between the Liberal Party/Hyatt 10 group and the Samar Avenue group composed of the Kamag-anak Inc. and other groups not so enamored with the other camp.

Carandang and Quezon are identified with the LP/Hyatt 10 while Montelibano and Coloma are with the Samar group.

A source said it’s doubtful if Carandang and Quezon would work with Coloma.

A source said Aquino is trying to find a Solomonic solution to the standoff over the position of Communications director. Meanwhile, many things stand still in the Office of the Press Secretary.

  2. That’s a good combination – Carandang and Quezon working together. They represent the youthful vision of Noynoy and those of the volunteers who owned Noynoy’s web presence. And I thought they were pitted against each other. The majority can relate well with these 2. You know how Pinoys are enamored with celebrities.

    Coloma should settle for an executive position, 24 years ago, maybe. He is virtually disqualified due to anachronism. Montelibano, notwithstanding.

    Tongo ako pagdating sa paggawa ng website kaya magtatanong lang ako. May stand off tapos pag pinasok ang OP site, yung google cache ang lalabas na magsasabi na may malware na maaring makakasira ng computer. Ang tanong ko lang, sino ang naglagay ng malware? isa sa faction ba?

    Sa nakakaalam, kung gagawa ng bagong website para sa OP, gagastos ba uli ang gobyerno bukod pa dun sa dati na sabi hindi pa nababayaran?

    1. I don’t think any of the factions in the Aquino camps had anything to do with the malware. They just disabled the website.

    2. Of course, you have to spend to put up an institutional website. But it’s not much.

    I’m not sure about what you presume as “dati na sabi hindi pa nababayaran?” I think that was just speculation by Tongue-twisted.

    I think so. I did not go kasi to gov.ph. Only to op.gov.ph. because that’s what I monitor for activities of the President. That’s the case I’m familiar with.

  7. Me thinks it’s unfortunate that these considerations are getting in the way of work that must get off the ground in further mainstreaming the programs of the new administration.

    I am how hearing that it’s Ricky who’ll head the reconfigured OPS. Godspeed to him..

    Akala ko kasi isa mga factions ang naglagay nung malware para hindi maka access yung other faction. Ang sama sama naman kung ganoon.

    Yung sa another website, kung may babayaran uli baka dun nag aalangan ang kampo ni Noynoy. Baka mapulaan pag additional expense kahit na maliit o kahit out of his own pocket, baga magawan pa ng kwento. Pero I hope maayos na sana yang issue na yan

    Six Years is too short a time to achieve even a fraction of P-NOY’s goals for the Filipino people. The people directly within reach of him should get their acts together and help P-NOY get there as fast, but not necessarily filled with mistakes. If you folks can not be on the same page, then you do not have any business being there at all. The 50M+ Filipinos who voted for P-NOY are relying on you folks to change our lot for the better!     ps. DFA Romulo has even started to question cabinet appointments this early… What’s he doing there anyways? I would opt for Sec. Paderanga, if a choice is to be made between Romulo (DFA) and Sec. Paderanga (NEDA)

  11. I believe this always happens in a consultative management, which is obviously PNoy’s style. He’s democratic through and through it seems, and its too late in the day to change, not unless he suddenly gets a massive dose of moral indignation and does a “shape up or ship out” dialogue with all concerned (which is what I would do if I were in his place) and get everybody to fix their eyes on the ball – the country, and not themselves.
    Something must be done soon, while his cabinet is still in the process of finding out the real state of the nation prior to his team’s forging a more appropriate action plan.
    This is what I meant by being “mayabang,” at some point in time, PNoy must be mayabang, and let the chips fall where they may in his leadership…I don’t mind, he’s my president, he’s entitled to throw his weight around…

    Jug and Ellen: i agree with both of you, P.Noy must now assert his leadership, and kick some butts. Now he would know who were really selfless and who were selfish among his people. Presidency is a 24/7 job, especially after 10 years of corruptions and greed.Every seconds count, people are hungry for change and thirsty for justice!

    P-Noy’s birth sign, Aquarius has something to do with ” assertion in leadership “., yet, many great-outstanding presidents came from this zodiac sign ( US-presidents, J. Washington, A. Lincoln, Ronald Reagan,etc..). Their leadership style is more on ” transformational,Socio-Civic,
    visionary, and a reformist. Their assertion is on B++ not A+
    because mostly they are more on providing space of ” Tolerance “, or allowing free-will to be respected by many
    people. Being an Aquarius born, I am sure the promise of
    good leadership is in his personality. I am sure, in the 6-year term of office, he will be able to change a lot, especially when his chosen ” alter ago “-staffs would be dedicated and patriotic enough to serve the country. Let us
    wait the 100-days to come, instead of the immediate cha-cha, agenda presented by his predecessor, GMA.

    If we try to be patient, I’m pretty sure P-Noy will have a Solomonic solution to this. OPS is very broad and distribution of labor needs to be done:

    Any hardheaded member of PeNoy’s team should not only be given spanking. He/she must be kicked out at once in order nto to further harm in his very young administration.

    It is understandable that there was a rush in fielding people in each department but there are more competent people around who can be tapped as replacements. Why stick to anyone who is uprepared and has ” great shock” in his/her sudden inclusion in the presidential management team and let pass of any lapses that will stain the well accepted leadership? Why only give a pat on the shoulder of anyone who showed arrogance in front the press who feed us with every move of his (PeNoy’s) trusted team?

    What comes out of the mouth of any of PeNoy’s spokesperson is what PeNoy wants to tell the people unless he, PeNoy himself tells us otherwise and act accordingly.

    I think, it was another Romulo who questioned Paderanga’s appointment. Hindi yung Alberto (current DFA Sec) kundi yung Roberto (ex-DFA Sec)

    I can see the President’s adherence to democratic principles, kaya lang, there are times when even a consultative leadership style must give way to a more directive approach, lalo na kapag panay ang bangayan sa official family niya. Pero pagdating sa ating mga BOSS nila, he must uphold these principles from day one up to day 2,192.

    Amando Doronila may have said in today’s PDI that “there is only a truce” with RP media. I would want to label it “conditional honeymoon” with the new administration for now. I could have said give P-Noy and his team a break or cut some slack and not write negatives early in the game. I just chose, please extend patience. Perhaps, that’s just me…defending my President.

    But one thing I found positive in this blog post is that if P-Noy says “wala nang wang wang” (literally and symbolically), may there also be “wala naman sana’ng Eng Eng” among P-Noy’s team. We will be counting on you in the days ahead.

    Well, that’s one wish from one of P-Noy’s bosses…taking the cue from Reyna Elena…

    This coming from an ordinary (ordinary nga ba?) Pinoy, not from Palace mouthpieces, is just one of the many good signs. Calling the President ‘my President’ would have meant getting ostracized during Aling Gloria’s time.

Masyadong bata both sa age at inception ang Aquino Administration na kung makaka exercise ng restraint at patience ang media members, pairalin muna.

    Napapansin ko lang si Lacierda ang madalas na target ng “panggigisa” ng media members. Kanina may alingasngas na naman. Yung sa first time, point blank na sasabihin na palpak o blooper while pwede namang less harsh words. Kanina mayrong isang babae na nagwalk out. Hindi ko kilala si Lacierda pero mas matatanggap ko sya kaysa kay Teddy Boy Locsin, Jerry Barican at ang mga antiipatikong spokepersons ni Arroyo.

    another journalist was killed, P.Noy could order PNP to arrest killer as soon as possible, or give police commander in the area 48 hours to show result or be dismissed from service. At the same time, to remind respective chiefs of police to maintain peace and order in their jurisdiction or be dismissed.

    The members of the press will always be like that. Kahit sino pang magaling na spokepersons ilagay mo diyan. Ang dami na ngang press secretaries na galing sa media mismo ay wala ring nagawa. Gagawa at gagawa ng alingasngas ang mga yan. Iba-iba ang persuasions ng karamihan sa mga iyan. Merong pabor at merong kontra palagi. Kulang na nga lang turuan nila yung mga cabinet secretaries kung ano gagawin e. Dati rin akong naging spokesperson ng nasa serbisyo ako. You can’t please them all. Ganoon talaga eh. Tama na yung ginawa ni Lacierda. Pag may pagkukulang, humingi na lang agad ng dispensa para di na humaba usapan.

    Nasanay kasi sa dating administrasyon na puro kabulastugan ang nababalita kaya naninibago sa bagong administrasyon kung anong mga palpak ang babantayan para magkumpara. Wala nang magawa dun si Lacierda pag ganoon. Kahit kung minsan parang pang asar na lang yung tanong ng iba. Maraming magaling magtanong, marami ring laksitibo at paulit-ulit lang. Bibihira kasi sa Arroyo administration na may mga cutting remarks at angas kapag may press briefing. Kadami nung inconsistent statements ang spokepersons ni Arroyo o di kaya talaga namang BS pero hindi nacacapture yung paghihimay ng press. Kung meron man hindi na pinakikita sa TV o ikwento na lang sa dyaryo. Again, nagpapasintabi.

    Ang maganda, bago ibuka ang bibig at magsalita ng kung anu-ano iisipin kung nasa tama ang sasabihin, hindi yong maging arogante ka muna at kung hindi pa sa reklamo ng tao o puna ng marami, hindi mo pa maisip na humingi ng paumanhin.
