Mongrel majority

Sen. Alan Peter Cayetano takes pains in explaining to friends and supporters that his support for Sen. Manny Villar for Senate president does not mean that he has abandoned his being a responsible opposition to the Arroyo administration.

“My core values (on truth and justice) remain solid,” he said.

I believe Alan and I do not regret having voted for him. But I feel sad.

Caught in the power play for the Senate presidency between Villar and his other political mentor, Sen. Panfilo Lacson, Alan chose the former.

That’s easy to understand. Villar is president of the Nacionalista Party where Cayetano belongs. I imagine that as a party mate, the wealthy Villar must have helped the young senatorial candidate. But I imagine also that Cayetano was helped by many others who admired the way he stood his ground in the demolition operation of Mike Arroyo and expected him to continue that role in the Senate.

It’s just depressing that in supporting Villar’s resolute quest for the Senate presidency, Cayetano is helping Gloria Arroyo contain the Senate’s role as an effective counter to her rapacious presidency.

Reliable reports from the competing camps in the Senate concede that Villar has the numbers. He is reported to have gotten the commitment of the seven administration senators namely Juan Ponce-Enrile, Miriam Santiago, Joker Arroyo, Edgardo Angara, Richard Gordon, Bong Revilla and Lito Lapid.

In addition to that, he has the votes of those who call themselves “independent” namely Gregorio Honasan and Francis Pangilinan. That makes nine. Honasan will go where his mentor, Enrile, goes. Pangilinan is a member of the “Wednesday group” that has made a career out of closing their eyes to the injustices committed by the Arroyo administration. It is reported that he has been promised the position of majority floor leader.

Pia Cayetano also belongs to the Nacionalista party. Although the past months, she had been critical of Malacañang, it should not be forgotten that she won as an administration candidate in 2004 and she is officially still with the administration. That makes ten.

With three from the opposition in the persons of Cayetano, Chiz Escudero, and Jinggoy Estrada, Villar has neatly sewn up the Senate presidency. Including his vote, he has 14.

It doesn’t matter anymore whether it’s Koko Pimentel or Miguel Zubiri who will be proclaimed the 12th winner in the last election.

Why Jinggoy? We tried to get his confirmation and explanation last Thursday during the press conference at the Manila Hotel on the reported leak of the Sandiganbayan’s much awaited decision on his and his father’s plunder case. He evaded the question.

The information we got from opposition insiders is that Villar offered to make him Senate pro-tempore. We are not sure whether Jinggoy’s decision to accept the ego-boosting position has the approval of his father President Estrada or it’s Jinggoy’s way of asserting his “independence”.

In the minority now are eight opposition senators: Loren Legarda, Ping Lacson, Aquilino Pimentel, Jr., Rodolfo Biazon, Mar Roxas, Jamby Madrigal, Benigno Aquino, Jr. and Antonio Trillanes IV.

It’s accurate to equate minority with the opposition. But what about the majority? A majority composed of administration and opposition senators. It’s a mongrel.

Villar’s Senate presidency has been achieved at a high cost for the Filipino people. The finance committee, which has the power to look into government contracts, will be given to Enrile. It doesn’t take a lot of imagination how relieved Malacañang is with the finance committee in the hands of one of their own.

The hot potato is the Blue Ribbon committee, which investigates irregularities in aid of legislation. We have seen how Joker Arroyo used his chairmanship of that powerful committee to protect Mike Arroyo in the Jose Pidal issue.

Villar knows that it would not be wise to taunt strong anti-Arroyo sentiments which swept at least seven of the opposition sensational candidates, including himself, to the winning circle last election. But he doesn’t want to give it Lacson, who is expected to make life difficult for Arroyo.

Villar sees Lacson as a potential presidential adversary in 2010. He won’t give Lacson that advantage. (An opposition source said Escudero is being convinced to take the Blue Ribbon chairmanship.)

That’s the same reason why Villar is giving the finance committee to Enrile and not to Mar Roxas, who had wanted it as a platform for his 2010 presidential bid, if he could not get the senate presidency.

It’s the same reason also that Roxas opposed the Villar Senate presidency because that would give the him (Villar) an advantage in 2010.

The contest for the Senate presidency is all about ambition and greed. It has nothing to do with what’s good for the Filipino people.

    Sinabi mo pa, Ellen. I would not give these creeps another chance if I were a Philippine voter. As the old adage say, “Once bitten twice shy.”

    Frankly, I am no longer also interested in what Cayetano is willing or not willing to reveal. If he really has proofs, he should prosecute. Otherwise, he should stop pulling everybody’s legs.

    Mongrel Senate? The crossbreed of male donkey and female horse equals mule. The offspring mule is almost sterile. It makes sense in the quest for senate presidency. Does it mean the Villar-led Senate is sterile? Major committees like the Blue ribbon and Finance at the hands of administration senators’ counter checks and balances. The Filipino electorate wants an opposition senate to check the abuses of the Arroyo regime. Greedy Villar is disregarding the voice of the people after his unholy alliance with inbreed bastards. Baog na senado, anyone?

    Relevant to the Mongrel Majority as Ma’m Ellen dubbed it, an email is circulating around to appeal to the GO elected senators to come to their senses and realize why they were chosen instead of the TU candidates. Much as I would like to withhold any comments on the matter in this blog, I was prompted to reply to that email with this.

    Why should we waste time appealing to these senators? They know what they’re doing. If they decide to collaborate with the administration, fine. If they decide to stay with the opposition and fulfill their campaign promises, fine. Where the weather is fine, doon sila. Kaya nga sila naging pulitiko, papaniwalaan ang tao sa kanilang mga panloloko. At gaano kadalas ang minsan nilang panloloko? .

    Ang ganyang gawi ng mga kandidato na matapos nanalo’y lilipat ng partido ay hindi na increbedol ngayon. Pansariling interes na lamang ang naghahari. But there’s a wind of change in the pulse of the electorate if we consider the results of the recent midterm elections. The people has become arrogant now and with their votes, they dumped those candidates identified with somebody who benefited with the garcification of the 2004 elections. Kung itong bagong halal na mga senador ay maligaya sa kanilang pag balimbing, malamang na lungkot at dusa naman ang aabutin nila as muli nilang pagkandidato.

    Katulad din ito ng kasabihang ang buhay ay parang gulong ng palad. Minsan nasa ibabaw, minsan, flat tire.

    If we pause for a moment and go back to our experience and observation of the past, we can look back at our few Politicians who were Principled, true to their convictions, and had the country and the People interest and welfare above theirs and whatever happened to such politicians? We are talking about Raul Rocco, Jose Diokno, Jovito Salonga and a few others of their likes, who may have been the best Presidents we never had. And if we look at our Current President, the Prime Example, why ambitious politicians of today are what you may call a “mongrel”, don’t what they are for, but only looking for their own…

    You are right Ellen, it’s all about ambition and greed. But I don’t blame Villar and his group. He played his cards well. I blame those others whose ambitions for 2010 got the better of them. Don’t forget that Villar is a guest candidate only of GO, a coalition of different parties formed only for one purpose, to win the election against the administration bets. It’s more of a marriage of convenience. They know that they don’t have the numbers once the coalition breaks.

    Simply put it, the opposition was outmaneuvered by the administration. Why didn’t the opposition or Pimentel work hard in keeping Villar and company stay with the coalition by making some deals, some concessions? If it’s the senate presidency, so be it. It’s the only way for them to have kept the coalition intact and ensure that the opposition dominates the senate. Instead, they pushed him away as revealed by outgoing senator Serge Osmena regarding the maneuverings made behind the scene. Now, powerful committees are lost and the chance to go after Gloria and Jose Pidal. TU may have lost the election but Gloria still has the last laugh. What a shame.

    And it’s all about that stupid ambition. 2010 is still 3 years away. Having the senate presidency does not guarantee anyone getting the highest position of the land.

    I’m also very sad, Ellen. Majority of the politicians are really GREEDY! It’s now a clear proof that politicians are only after their personal welfares. They used the people to attain their ambitions. Mga gago kasi ang mga voters! Di na natuto!!! Pati na ‘yung mga taga-abroad na tulad ko!
    What is really hurting is Chiz and Alan’s case. They fooled the people who voted for them! Sayang na sayang! I still have to hear from Susan Roces who actively campaigned for Escudero.

The camouflage of Judasan bloc Villar-Cayetano-Escudero had been exposed and their credibility is tainted. They once again fooled GO-UNO supporters. Villar’s virus-greed is contagious deadly disease.     I wonder why everybody’s jockeying for position when there is not even enough guarantee that a presidential election is going to happen in 2010. 1969 saw the same jockeying for position, with politicians looking forward teary eyed to a 1973 presidential election. These politicians woke up one early September morning in 1972, talking to the walls of their own prison cells…

    When Aling Gloria says she’s going, be afraid… be very afraid. She only means the opposite. Remember Rizal Day of 2002?

    It’s better that way. I mean, Villar playing footsies with the administration bloc. By 2010, if there’s going to be elections after all, De Castro would come out the runaway winner if he has the full resources and machinery behind him solely. With Villar breathing down his neck, it won’t be too easy for him to capture all pro-admin votes, or what truly remains of it.

    Garci and all Garci wannabes would split in two, and will be rendered insignificant leaving the field open for either Lacson or Mar Roxas. It balances the game and given the fervor and vigor of the now-vigilant electorate, another anti-Gloria shutout looms in the 2010 horizon.

    Their chances? Villar and De Castro each gets half of the dwindling pro-admin votes plus a few of their own followers. Lacson and Roxas count on the bigger opposition followers, with the staunch anti-Gloria and pro-Erap blocs siding with Lacson. Roxas can even court those from the admin who are not too keen on supporting either Villar or De Castro. I have not included Legarda in this analysis cuz she apparently does not have a war chest deep enough to sustain a presidential campaign. Look, the financiers of her protest have backed out already and she used whatever was left to finance her recent Senate bid. Businessmen support only those who have a clear-cut stand on certain issues and not flipfloppers or those who are silent on most the critical ones that affect business.

    As for Escudero, Cayetano, Jinggoy, and even Honasan, if these reports are accurate, well, you can kiss your political ambitions goodbye!

    Erap reportedly warned Villar about it: “Naku masisira ka niyan.” But Villar reportedly replied, I’ll take my chances. I’m willing to go down as Senate President.”

    He also said something like “Media lang dyan. Kayang ayusin yan.”

    If indeed Villar said he can take care of media, well, as TongueT mentioned above in alluding to Escudero, Cayetano and Jinggoy and Honasan, he (Villar) have just signed his own death certificate.

    And don’t blame the media, including the cybernews, that the “report on his death was an exaggeration”.

    But taking everything in stride, I am wondering what the Honorable Senator Lito Lapid has got to say on the senate presidency hullabaloo and the looming Majority Mongrel. His deafening silence may brought out something like, all to our surprise, he’s not with the administration anymore. I have a strange feeling iiwanan na rin niya si cabalen Gloria. Minsan, mangarap din tayo nang ibang eksena like Manong Cocoy did in another thread.

    With the beatings the Lapids got in the just concluded election (but not the total counting), I think their political career got a fatal nosedive. The senator can’t just go back to Pampanga after his Makati sidetrip because even his son, of the Quarry lordship, was clobbered by into dustbin together with the Queen of the jueteng lordship. Mabuti pa, makipagsapalaran na lang si Lito Lapid with the opposition kapalit nitong mga tumatampalasan sa mga botante. Katulad noong napapanood natin na pinagbidahan nyang kakampi ng mga inaapi.

    your analysis of 2010 could surprise anyone of us, who could not predict the outcome if our election is to be called tomorrow.

    right now, there are only two parties contesting the Government (federal), the Conservatives and the Liberals, though we have a very strong third parties in New Democrats (socialists), but it can only command the same hard core supporters of 18 to 20 % and translate to a very insignificant number of seats. While the other third party could be an official opposition, it is not hoping to Govern, because it is the Separatist Party of Quebec and it does not endorse or represent any constituency outside the Province. Personality or Leader may help the Party to win a Government, but it is mostly the Programs and the Records of performance of the incumbent or the programs of the other party that could determine the outcome.

    For the record, I belong to the Conservative Party and have been a party member during our long years in opposition. But in all honesty, I believe our party and our Leaders had done their duties as well as could be done as the Members of Parliament opposing the Government. Now we are in Minority Government for more than a year and can be defeated at any time, but the voters are not in hurry to see another election, unless there is a very important political issue that can only be settled by a new mandate, an example of which is our mission in Afghanistan which our commitment to NATO will end sometimes in two years from now. But with all the unnecessary dying and enormous expense of our mission, which we believe it is better spent in peacekeeping which we are very good at.

    In wars, both the great wars, we distinguished ourselves, but not in this kind of war, where our soldiers are fighting an unknown enemy among friends. And I could feel the pain the families of our young soldiers have to endure, although they are so honoured for the ultimate sacrifices of their sons and daughters.

    Yes, why are they thinking of the presidential election in 2010 when they are not even sure it will happen with the pygmy determined to make her position permanent. To see them crooks grapple over the presidency with this Senate presidency is nauseating.

    Villar, et al should not forget that the reason why the Filipinos voted for them was to oppose the creeps from succeeding in abolishing the Senate with the creeps bent on establishing a unicameral legislative under a monarchy with the criminal promising her supporters most probably this and that title if they help her fulfill her ambition to be queen.

    In fact, when the creep comes over here, she pester the embassy people in trying hard to get even a 3-minute visit to their Imperial Highnesses but she could not because no matter what she claims that they are her family friends, the Emperor and Empress do not think so because when they visited the Philippines in 1962 as Japan’s ambassadors of goodwill, they were doing so out of their duty to their country and renewing ties with the Filipinos than with just the Macapagal family. Ang laki talaga ng sira sa ulo ng ungas.

    Now, to play into the tricks of this Malacanang criminal is in fact being an accomplice to a crime against the people of the Philippines that I am glad Senator Trillanes, despite his present predicament, could not be persuaded to be part of. Buti nga sinupalpal niya si Villar!

    Who says that Filipinos have not learned their lesson? They have. Konting hasa na lang!

    If the Daily Inquirer will have its way, the Majority Mongrel will have to content with the physical presence Sen. Trillane in the Senate. In a long while, its editorial “Trillanes in Jail” is something to be glad about. It’s pro-Sen. Trillanes stance by advocating that the jailed Senator be given the chance to serve his mandate should be heeded by Gloria Arroyo. The article was beautifully ended with:

    “Justice may be blind, but it can, and it should, also listen to the roar of the crowd.”

    Sinabi mo pa. Hindi naman sila tanga sa totoo lang. They just have tested what they can do by legal and peaceful process—election. They have confirmed in this midterm election that even without those very expensive ads and media tricks, they can have their favorite candidates win, nadaya pa ang ibang boto diyan ha.

    You bet, burado na sina Escudero, Cayetano, Jinggoy and Honasan. Hopefully, burado na rin si Brenda, Enrile, Angara, Joker Arroyo, at kung sinu-sino pang kurakot diyan. Ang dami namang puedeng ipalit sa totoo lang. And they know now that even without those expensive campaigns, they can win if they are sincere. Trillanes has shown them that!!!

    Sinabi mo pa. Akala niya sikat na siya, at talagang hangang-hanga ang mga tao sa kaniya. Hindi niya gets na kaya siya nanalo dahil akala ng mga tao talagang anti-GMA na siya. Same with Pangilinan and Honasan. Akala ng mga pilipino for instance na nagkukunyari lang si Honasan na kumampi doon sa pygmy para hindi na siya makulong but deep inside, Opposition daw siya. But no dice, Filipinos have seen through this guy, especially when they have now Trillanes to compare him with.

    Come to think of it, but Senator Trillanes has become a yardstick by which Filipino voters can measure the people they will vote and support from now on to serve them, not be their lord and master the way this Villar seems to think of himself.

    Let’s face it. Malacanang had Plan B, and it has succeeded with its plan to break up the Opposition because Binay had not been wiser NOT to include the likes of Villar, with or wiithout the consent of Erap. I had a feeling something like this would happen and why I was reluctant to accept Villar, Pangilinan and even Legarda as a matter of fact, but pakikisama, I promoted GO in Japan with emphasis on Trillanes.

    Doon lang nga nakatimbog si Binay kay Trillanes, who has proven to be the only genuine opposition. Thanks to the 11M enlightened Filipinos who voted for him and proved what they could in fact do and achieve. They will surely remember that. By 2010, their number will not just double but triple, etc.

    As for Noynoy, keep up the good works. “Aquino said his group is ready to become the new minority if no significant changes happen before July 23, the opening session of the 14th Congress,” reports Malaya.

    I am not a fan of Ninoy, but I will surely support Noynoy for what he has shown so far.

    Ang tingin ko ay magkakaroon ng 2010 eleksyon dahil may DONE DEAL na si Tianak at Villar. Walang kasalanan si Tianak kung si Villar ang magiging presidente kaya ang gagawin ni Tianak ay magkakalat siya ng mga Garcis.

    Alam nila na hindi na papatok ang mga chacha at si burot ay wala ng lusot para maging pekeng presidente ng habambuhay.

    As to Jinggoy, I suspect that Villar also had a done deal with the Estradas, probably bise kuno si Jinggoy. And if Erap is convicted by the burot, Villar when elected as president, will lessen his sentence or set him free completely. Si Villar ‘yan, hindi dapat pinagtitiwalaan!

    Saka na muli niyang oonsehin si Erap na hindi na natutto!

    Pero hindi siya mananalo, sawa na ang mga tao sa mga katulad nila na palundag-lundag at balimbing!

    Some Filipinos may have short memories but there are also those with memories of an elephant. Hindi ba may kasabihan tayo na–mahirap makalimutan ang ginawa…pinatatawad ko siya pero hindi ko makalimutan ang ginawa… And ang sabi pa “media lang iyan..kayang ayusin.” I know Ellen you are not one of them but muhkhang alam niya maglaro sa media. Na sa sa inyo iyan kung makipaglaro kayo.. Take the case of the libel suits of Mike…pinatatawad daw and he dropped the cases..and we are now hearing a new song…Ang tawag ko doon ay “the business, the bought and the buyer.” And Money Villar certainly knows the game…and seems to be a good player. Good Grief!

    Money Villar can not be billionaire unless he knows how to play the game. I heard through the grapevine that Money Villar and Jinggoy may be running mates in 2010. This explains the angle of the political maneuvering. But what I will never understand is why give the power to admin senators to head the key committees? What was the point of voting for the opposition senators when they will end up in the minority anyway? No wonder the tiyanak is laughing all the way to the bank. No one can outsmart her! Everyone seem to be clinging on to her skirt. She must have something very charismatic. Why did we spend billions and billions of money to run ads and bribe the electoral personnel when the outcome is the same. We elected the same trapos all over again! Sana nagpatayo na lang tayo ng mga planta para magkaroon ng hanapbuhay ang mga tao, nagpatayo na lang ng eskuwelahan para mabawasan ang mga mangmang. The election was totally a waste of time, money and even lives (121 people died in election related deaths). Sayang lang lahat dahil ganoon din pala ang kahihinatnan, si tiyanak pa rin and nanalo!

    Who ran ad in billions pesos? I know Trillanes could not afford it, kaya lak-ad lang ang ginawa ng supporters. I know purple, et al did their lak-ad and spent some money for it but none spent billions. Baka ang sinasabi mo iyong mga binayaran ni pygmy to run as Opposition kuno and then do her thing afterward!

    Next time, I will stick to my guns. Ayoko lang kasing maging killjoy that was why I wrote here GO 11+0 or GO 10+0. Dapat pala talaga Trillanes lang kasi siya lang naman ang United Opposition candidate!!!

  85. Chi – I’ll tell you a personal story.

    Recently (this year), my nephew who was on his last year at the military academy and about to graduate was “denounced” by a couple of fellow cadets as having been the leader of a group of boys who were seen having a good time (no sex, just booze according to my nephew whom I talked to and this was confirmed by the girls and the report) in the girls barracks after lights out time on a Saturday while most of the cadets were on a furlough. Academy regulations stipulated that there should be no ‘raiding’ of the girls’ barracks at all particularly after lights were out.

    A report was promptly drafted by the instructor/commandant of the cadets attention of academy superintendent.

    The superintendent (a general) who happens to be a very good friend of mine phoned me at home pronto to say that the report recommended that my nephew be expelled not because he violated academy rules but because he refused to rat (give the names) on his comrades who were with him in the girls’ barracks. I promptly phoned my nephew who said that he accepted full responsibility and did not deny the accusations levelled at him and that he was willing to accept the punishment (exclusion) rather than rat on his friends.

    I called back my friend and told him in no uncertain terms that it grieved me to learn how awful and terribly unjust that my nephew should be punished not for violating academy regulations but for refusing to be traydor! I lectured my friend on honour and the disproportion of the punishment considering that my nephew had not lied… Yes, my friend was perhaps a general but I couldn’t care less and didn’t give a shit because I felt that my nephew was upholding honour and loyalty to his comrades, something that the academy had been inculcating in them for the last 4 years; my nephew’s determination not to rat on his friend was an honourable act particularly in light of his willing to take full responsibility and accepting punishment.

    The case was truly gobsmacking. Because I did not relent and because I cited similar cases that happened at West Point, in Annapolis and in Sandhurst (UK) along with opinions given by many of my military friends here, I suppose my friend found it in his heart that expelling my nephew for not being traydor was truly morally wrong.

    The moral and bottom line of the story was that my nephew was turned back (failed to graduate) but not expelled. He accepted his punishment. I backed him to the hilt – he was young and had been stupid but I don’t mind telling you that I backed his decision not to rat on his friends even if it meant that he was punished solely and I’m proud of him.

    What disgusted me however was that his friends/fellow cadets whom he had sought to protect did not lift a finger to come forward to accept responsibility. I told my nephew that his “friends” were cowards and did not deserve his friendship.

    I think Villar does not really care much about GMA or Mike Arroyo. He cares only about himself.

    I see it more as Villar’s way of preventing Ping from standing out. Being chairman of an activist Blue Ribbon Committee could enhance Ping’s image as graftbuster. Villar would not want that. He sees Ping as a rival in 2010.

    This is the problem with Philstar (because they have Marichu Villanueva who is a prime ass licker to Gloria)… the news that “Migz leading by 17,000 votes” should not have been heralded so categorically as if it were the absolute truth! Why couldn’t Villanueva be more discerning and say, “Migz leading by 17,000 votes according to Comelec count” or “Migz leading by 17,000 votes in latest Comelec tally” or something similar.

    It’s as if media is hell bent on preparing the ground work to soften the public (propaganda a la Herman Goerring, oops, was it Goebells?) for a Zubiri win so Abalos could please Gloria!

    Revamp Comelec? Naah! Bury them alive and carve the person of Lintang Bedol and Garci to serve as their collective tombstone: “Here lies the Comelec en banc, the nation’s official election cheating body whose sodmomistic motto satisfied Migs Zubiri while Gloria Macapagal-Arroyo the pooohta watched in glee!”

    I’m not a fool to dream that the Comelec will actually correct its wrongs and proclaim Koko Pimentel as the 12th Senator. In a few days, Zubiri will be adjudged winner and the “gentleman from Bukidnon” will finally be called the “lady from Maguindanao”.

    The Supreme Court will decide Pimentel’s plea as moot leaving Koko the Senate Electoral Tribunal as his last recourse.

    There, we can now test how the Senators will vote in plenary. This is the ultimate litmus strip that will determine if the Senate we have now is really an opposition or administration-dominated Senate. Let Villar. Cayetano, Escudero, Estrada, Honasan, Pangilinan tell us all they want that they are opposition, but we will only accept one answer: will they accept Zubiri cheated Pimentel or not?

    I really really am convinced that Sen Pimentel should be the next president of the Senate. I don’t trust Villar. Am convinced we could expect a minimum of fair play in the Senate if Sen Pimentel is at the helm whereas if Villar is at the helm, there is that lingering thought that he would sell to Gloria without an iota of hesitation.

    At the end of the day, he is profit driven – his enormous business concerns dictate that he should play ball with the Establishment who could easily put the goods on him, fabricated or not.
