Mahirap maintindihan

Sabi ni Pangulong Aquino “taken out of context” daw siya sa sinabi niyang aalisin na si Secretary Jesse Robredo sa Department of Local Government at ilipat sa isang presidential commission para sa mga mahihirap sa lungsod na kanyang itatayo pa lang.

Kapag sinabi mong “taken out of context”, maaaring hindi ka naintindihan ng reporter, or nag-sensationalize ang reporter. Ibig sabihin nun, kasalanan ng media.

Napanood ko ang interview na ‘yun ni Ted Failon sa TV Patrol kay Aquino noong Huwebes ng gabi. Tinanong siya tungkol sa kanyang mga miyembro ng cabinet na kanyang isusumite sa Commission on Appointments dahil mag-kakaroon na ulit ng sesyun.

Nai-report na kasi dati na tatlong miyembro ng kanyang cabinet ay “acting” at hindi isusumite ang mga pangalan sa CA: sina Robredo, Labor Secretary Rosalinda Baldoz at Environment Secretary Ramon Paje.

Ito ang sinabi ni Aquino tungkol kay Baldoz: “Yung tatlo ho yata na nailagay ko sa acting, iyong isa ho sa tatlo pinalitan ko na po iyong kanyang appointment ng pagiging permanent na po. Ito po ay si Secretary [Rosalinda] Baldoz ng labor at mga a month-and-a-half ago ko ho yata pinalitan or thereabouts.”

Ito naman ang kanyang sinabi tungkol kay Paje:” “Mayroon ho talaga kaming advocate sa partido na talagang linya po ‘yong ecology at iyon ho ay irere-evaluate natin. So far wala naman ho akong problema kay Secretary Paje pero iyon ho ay matagal na nating commitment rin na ito’y kailangan nating tukuyin ng pansin at mayroon nga ho kaming expert.”

Ang impormasyun na aming nakuha ay talaga namang nakareserba ang posisyun sa DENR kay dating congressman Neric Acosta . Tumakbo para senador si Acosta ngunit natalo kaya sa Hunyo pa siya pwedeng magkaroon ng pwesto sa gobyerno.

Ito naman ang sinabi ni Aquino tungkol kay Robredo:

“Sa DILG malapit na rin ho siguro, baka palitan ang kanyang appointment pero so far hindi pa ho tapos ‘yong prosesong iyan.”

“Sa DILG naman po, baka imando natin sa iba pang ahensya kung saka-sakali. Wala pa pong planong maliwanag. Si Sec. Robredo maganda po ang ginagawang trabaho ngayon pero meron po tayong gustong i-fast track na mga programa tulad sa informal settlers na talagang expertise ho niya.”

“So baka magtayo tayo ng bagong grupo na talagang tutulong sa Presidential Commission on the Urban Poor at mga shelter agencies natin na mas focused and mas realizeable tulad noong sa Lupang Arenda, daang libo ang nasa danger.”

Base sa sinabi Aquino ang report na ginawa ng media ay ang plano ni Aquino na alisin si Robredo sa DILG at ilipat sa sinasabi niyang Presidential Commission on the Urban Poor.

Sabi ni Aquino, ““Mali ang pagkakaintindi.”

Ay ewan. Mahirap nga siya maintindihan.

  1. Less than 24 hours after that interview with Failon, Aquino again talked with reporters and this was what he said:

    “Yung possibility of asking him (Robredo) to do that as a head of a coordinating agency for all the various agencies involved, yung housing, yung Presidential Commission for the Urban Poor, etcetera, is far from saying that he is already getting that post.”

    For now, Aquino reiterated there are no plans of transferring Robredo.

    “Kung may panibagong mekanismo, pwede si Jesse Robredo dun. Pero sa kasalukuyan, at uulit-ulitin ko, walang plano na ilipat siya. Dahil pinag-aaralan pa nga kung kaya nang tugunan ng ahensyang mga kasalukuyang nakatalaga yung mga problema,” he said.

    If things “came to a head” with China, God forbid, I hope our president would be less long winded, bit more clear, concise but precise. 🙁

    If he continues doing this roundabout way of putting his thoughts across to explain policy, his staff will be continuously confused (wonder if the Luneta hostage crisis reached such deadly stage because of no direction, miscommunication (long winded instructions, etc.), misuderstanding, mis whatever, mislang too… 🙁

    Earlier reports say President Aquino is removing Secretary Jesse Robredo from the Department of Interior and Local Government and appointing him as head of an agency tasked to oversee informal settlers – something that was so appropriate since Robredo has always been treated by the president as an informal settler at the DILG.

    Less than 24 hours after being quoted as such, President Aquino denied that Secretary Robredo was on the way out… apparently because his “relocation site” has yet to be established.

  9. Actually Anne, the “taken out of context” is a palusot. He really wanted Robredo out.

    He flipflopped again because immediately after he said it, a group of loyal and influential supporters told him their concern and their disappointment of his performance so far. He had to backtrack and blamed media again.

    I hope I can complete my interviews on this tomorrow so I can write about it.

    Either that or put him in another agency in full ministerial capacity right away where Robredo need not be in daily contact with him.

    By appearing (and being) wobbly about Robredo, he’s actually undermining his own presidency and the DILG too (and humiliating Robredo in the process). He can’t float Robredo and go around shitting the nation about some whimsical whys and wherefores, whatever… Grow up, Mr Aquino!

  11. He put Robredo in the DILG but removed from him (which is against the law) supervision over the Philippine National Police. He gave it to his friend, Rico R. Puno whom he named DILG undersecretary.

  12. In the interview with the three TV anchors, GMA-7’s Mel Tiangco asked him about his problem with Robredo and why the latter was just in “acting” capacity.

    Part of Aquino’s answer:

    As far as core principles are concerned. Pareho, Pero ang, I’ll be very specific, noh. Noong kampanya, he was a ground campaign coordinator and manager. Ok. There were some instances na sobrang haba noong mga schedules na binibigay sa amin, 20 sorties in a, the worst was 20 sorties in 1 day.

    So, marami kaming discussions sa kanya maximize iyong exposure ko, because that was his responsibility. Sa akin naman, make sure that I am able to meet all of the obligations not just… (unclear). And, di ba, 4 hours na lang ang natira sama mo na doon iyong konting pagkain siguro, konting pagtulog.

    At pagparati ho mayroon tayong mga press conferences scheduled, twice or thrice a day. So, gaano katagal tayo tatagal kung hindi naman tayo na bibigyan ng konting pahinga. So, problema ho doon. Talaga kung minsan eh nagde-decide siya doon sa kailangan noong kanyang sector noong kampanya, contrary doon sa gusto ko.

    So, pinag-usapan po namin ito, bago ko siya hinirang. Sabi ko, magkaalamanan muna tayo hindi tayo puwedeng dalawa ang nagde-desisyon. So, that is the main reason bakit acting

    I was told Cavite Governor Ireneo “Ayong” Malicsi has been asked to be DILG secretary. I have written a number of times that the original plan was to name former PNP Chief Jesus Verzosa the DILG chief. That’s why he opted for early retirement.

    Unfortunately for him (probably fortunately for the country) the Aug 23 hostage crisis happened. It became difficult for PNoy to push for Versoza for DILG.

    (2) You don’t go about making major policy decisions without my go signal.
    (3) You and I will have a meeting once a week or 10 days (or whatever) and you shall report to me everything on the progress of the agency undertakings
    (4) When I’m asleep, you don’t bloody wake me up.

    During the first interview, Pres.Aquino emphasized the operative word ‘baka’ and that means conditional…since he is in the Cabinet as in acting capacity, his nomination may not be approved by the Committee or that he could be very useful in the planned agency that the President said he plans to fastrack…so altogether, there is a plan for the future of Secretary Robredo, just conditional at the moment.

    Sus. Problema ba yan. Panahon nga ni GMA, di naman napapansin yang mga cabinet appointments. Si Raul nga natapos lang ang paninilbihan sa DOJ, di man lang na confirm. Alam ni Robredo na di siya ang first choice pero may mga lobby groups, tulad ng kay Winnie Monsod, na nagtutulak na iretain si Robredo. What gives?     I remembered during Gloria’s time, nasa headline din ang mga cabinet secretaries niya na di na co-confirm like Raul Gonzales and Angie Reyes. Reyes was in fact been transfered/ appointed to several post until his last as DOE secretary. Binatikos din siya ng media and from the opposition. Di ko lang sure kung ano ang stand ni then Sen. Noynoy Aquino tungkol sa isyu na yun dati. 🙂

What are the lobby groups zeroing in? Why is Robredo finding it hard to resign voluntarily out of the goodness of his heart? Ano ba meron diyan na wala sa DND? Bakit wala namang umaangal kay Gazmin for example? Jueteng? Uh uh. It’s been there eversince. Midterm elections? Bakit parang gusto nilang magpatayan diyan?     I don’t want to dwell into the past elections anymore. But here is my take: I did not vote for Aquino and was willing to give him a chance. But his actions or inactions are proving to me why I was right to vote _against_ him.

  48. To be perfectly honest, Henry, I’m still firm in my support for this president (because he’s the only president we’ve got 😛 ) — he was duly elected but if you expect a mere private to live up to his status of private, then all the more you expect a president to live up to being presidential.

    Now, you’ll find my attacks are not at all scathing in his direction 😉 (unlike those in the direction of Gloria), but really, things are getting to a point where he is becoming his own worst enemy.

    Forget Robredo! If Robredo accepts to be the whipping boy, the guy deserves what’s coming to him. But c’mon, Aquino’s explanations as to why he is floating Robredo smack of nonsense. Good Lord!

    He’s got to be more bloody presidential, you know a commander-in-chief (after all he’s been surrounded and has lived with military elements for a long long part of his life — he should “simulate” at the very least 😛 😀 😀 😀

    I was able to watch the interview too. I think he clearly said he would transfer Robredo. If Pres. Noynoy keeps on flip flopping, he’s no different from that flip flopping GMA. One who always flip flops is a liar. I have always thought that Noynoy is basically a good man but lacks experience and leadership. It’s evident in his first few months of administration.

    Our criticizing of PNoy has nothing to do with destabilization or wanting him booted out of office. It’s more of wanting him to succeed by correcting his flaws if any.

    henry,you were in the military. Surely you know that there is no room for hubris in governance especially in a democracy where the power of the leader is derived from the people.

    Surely, you also know that popularity is fleeting. The mandate that the people gave President Aquino was for an honest government that they did not get from GMA.

    The Filipino took a great risk and voted for Aquino, whose performance as congressman and senator was not outstanding because they had more than enough of Arroyo’s corrupt government.

    They knew there were risks about competence but they were willing to work with them. I was one of those who took that risk.And I want him to succeed.

    That’s why I am also one of those who voted for him who is concerned of his style of governance. Not only is he showing incompetence, I am worried about his tolerance to reported acts of corruption involving his men.The most prominent of these cases involved Verzosa and Puno.

    I support RosaMarta’s. There are people here who are criticizing Noynoy not because they supported other candidates but because they want him to succeed and not regret in the end. They want him to improve. Primarily, to let him know that the people he profess to be his boss knew of mistakes and errors done by people around him, and are awaiting of his decision and course of action towards them. The people have the right to question his decisions, along with the right to know why he made such decisions.

    It’s utter arrogance. Paano na nga ba? That’s why the four year term presidency, with an option to run again for another four years ala US, is still logical. If promises were not met and with no ounce of improvement during the first four years….palit na naman

Far from the truth, almost all especially Ellensville regulars knows what the consequences would be when another coup d’état succeeds. Sinuka na ng mga tao si Gloria hindi lang dahil sa siya ay corrupt kundi dahil hindi siya lehitimong pangulo ng bansa. Binastos niya ang saligang batas sa pamamagitan ng isang coup d’état, bakit pa natin papayagang maulit muli ang ganitong paraan?
