Arroyo emergency powers won’t solve drought- green group

The looming energy crisis brought about by the extended dry spell might push Malacañang to ask Congress to grant special powers to President Arroyo, ABS-CBN News reported Wednesday.
Executive Secretary Eduardo Ermita said the President would need an emergency prerogative to procure fuel for power plants.

“[Special powers are needed to authorize] for example, the acquisition of materials, resources, equipment without bidding,” Ermita said.

Several dams in Luzon are now in critical level because of the dry spell. Dams in critical level cannot produce enough power to churn out electricity from hydroelectric plants.

Mrs. Arroyo has ordered the National Power Corporation to immediately purchase coal and have them in reserve to fuel power plants in case the dry spell continues.

Ermita, meanwhile, said that there is no need for more independent power producers similar to what former president Fidel Ramos did during the energy crisis in 1992. He also said that government agencies have enough funds to respond to a crisis.

Reports said the government has allotted P28 million for cloud seeding operations. The government likewise appealed for the public’s cooperation in conserving water.

Several senators, meanwhile, opposed the proposal to grant the President emergency powers to deal with the water crisis.

Sen. Joker Arroyo, a Palace ally, said the idea could lead to a political mess.

“The President has enough powers even without emergency powers to cope with the situation,” he said.

The senator added that seeking the approval of Congress might lead to chaos in the chambers because lawmakers will definitely clash over the proposal.

For his part, Senate Minority Leader Aquilino Pimentel Jr. said he does not trust the President. She might not use the emergency powers properly, he added.

Senate President Manuel Villar, on the other hand, said Mrs. Arroyo “does not need emergency powers, she needs money.” He did not elaborate. With reports from Lynda Jumilla and Jing Castañeda

    I have a suspicion that the house in London in the name of Iggy Arroyo that his wife talked about was the house that everybody had been looking for. That house or flat (don’t know exactly what it is) may have been the real estate property that was connected to the purchase of the the bridges to nowhere (before the 2004 elections). (Gloria and her husband and family of course, are suspected of having made a killing out of the deal!)

    The NGOs in the UK are still digging – they can’t put Iggy in jail, what with Gloria’s laws in Pinas being very specific about jailing corrupt officials and members of her family. But the NGOs in London are looking for that flat to tie it up with the British suppliers of the bridge to nowhere that was purchased with British taxpayers’ money; it’s criminal offence for any British company, its owners and executives to bribe foreign officials in order to sell something to a country.

    British corporate officials who are found to do that will go to prison – their clients (the corrupt official, for example like Iggy and his brother) will not be able to travel to Europe anymore, their assets in Europe will be confiscated.

    The British NGOs need elements to blast these crooks wide open!

    And to thing that Gloria is out to make another killing on the back of the Filipinos! Talk of garapal – that woman is one garapal too much. Let’s hang her from the highest lamppost, along with her litter of piglets and her family of thieves!

The powerful committees were given to the members of her family..ang itim itim talaga ng kanilang budhi.     Kagaguhang emergency powers para bumili ng fuel? With the powers of the State, they can appropriate private owned fuel for government consumption, no need for emergency power.

    Coal? We have a whole island, Semirara, full of coal. I don’t see why we have to import coal for NPC when the foreign-owned coal-fired plants are buying local. Semirara has improved a washing process that rids local coal of its impurities like sulfur and other metal oxides. Its emissions are now comparable to those which are imported.

    Remember, we had excess power available at around 5000 Megawatts (the whole Makati Biz District runs on less than 500MW, we haven’t built 10 Makati’s yet under Gloria’s watch, have we?)during FVR’s plant-buying spree which made us pay double for what we actually consume cuz we bought the plants’ capacity not just the output. Realizing how stupid it was, gov’t “rested” some of the plants so we can get the full capacity out of the IPPs. The big 300MW thermal plant in Sucat, for example, has been idle for years. As are many, many other diesel and bunker-fed plants. Geothermal plants in Visayas and Bicol are not even operating full-blast. We have since added wind-driven generators in Ilocos to the power pool. New natural gas-fired plants are now on-line. It’s just those small hydroelectric turbines in Luzon that have been shut off. The big ones in Maria Cristina Falls and Agusan Rivers are all operating well. Mindanao in fact has too much rainfall.

    Industry insiders are saying Gloria has instructed DOE to operate the Bataan nuclear power plant. Didn’t you hear Sir Raul O. Gonzales say something like that, last month?

    It’s silly to propose emergency powers to avert an imagined upcoming crisis. There’s something cooking in Malacañang’s kitchen and the smell ain’t good!

    Buying fuels and transporting them from neighboring countries take 3-4 weeks to complete. The legislative debate will take months and the divisiveness generated will only dissipate probably the same amount of energy with that inexistent problem it seeks to solve. Whoever whispered (low, I presume) to idiot Gloria doesn’t know the real energy situation.

    I further dare that the new Energy czar Reyes and the Energy Committee chair Mikey, both energy-ignoramuses, to dispute my post.

    There will be no energy shortage for the next five to seven years. You can trust me on this.

    But surely we can’t trust Gloria with any more powers than what she had already stolen. The powers of any lameduck will always be short, nah, Gloria will always be short!

    Miss Wetness Apostol was taken out of PNOC’s Chair because Pandak was told to forget her plan to sell PNOC-EC if investors see a square peg sitting in a round hole.

    Then, Mañalac the prexy was forced to resign after Gloria issued an EO clipping his powers to award contracts to offshore explorations. He was also against releasing P500M to fund the planting of jathropa in military camps in Central Luzon (now either dead or drying up due to drought) just before, yes you guessed right – the elections.

    Barely two weeks later several contracts were awarded to an Asset Management firm whose owners have probably never even seen what an off-shore oil rig looked like. Those exploration contracts Mañalac earlier signed with the Malaysian-led consortium were canceled.

    PNOC-EC is scheduled for the butcher’s, er, auction block very soon to provide breathing room for Gloria’s fiscal folly of a balanced budget.

    If PEA-AMARI was the mother of all scams, this is the great-grandmother!

    Imagine, selling of the 22 power plants, selling of Transco, selling of PNOC, awarding of exploration and later, oil extraction contracts, jathropa re-planting, extraction and refining, fuel buying spree sans public bidding, and no one from Congress can investigate it because Arroyos are chairman, the Senate counterparts are a done deal, too.! The newly-appointed secretaries will claim no knowledge because they really know nothing.

    This is what that emergency power is all about. It’s all there. No way should we allow it. You heard it first here at Ellen’s!

    I have yet to hear the tape. I cannot comment about it at this time. I helped kick out Erap in ’01 but that doesn’t mean that his case should be railroaded. I believe that he got some kickbacks but plunder is a totally different thing. The only person accusing him of plunder is the self-admitted plunderer,Chavit Singson. A case was filed against him for this but the only link to the case was murdered. Now Singson has nothing to worry about.

    Erap’s ouster as we all know now was not a spur of the moment thing. It was a well planned power grab. Gloria and her cohorts must be made accountable for their sins.

    I am doubtful for the ways things are going in our country under emergency power. To me,it seems like “Kili-Kili” OOps, I mean “Kill-Kill” power. When this kind of another anomalous kickbacks, the masses of our country will live under dehumanizing conditions. The economy will virtually collapsed, and there is no more middle class.Everyone will be no class. Everything is in shambles yet we make millions of dollars daily from OFW’s remmitances. An average Filipinos will eat once a day. This a shame and a big scar on our collective psyche. “There is no way we can go on this way. If we continue this way then we are surreptitiously inviting anarchy and cataclysm. The patience of Pinoys is running out fast, and it behoves them to take the bull by the horns and salvage the situation before it consumes all.

    Unless the Filipino people are united against oppression and they are prepared to put their destiny in their own hands to shake off the yoke of governmental corruption and subjugation of their future, there may be no end to the looting of treasures. Filipinos have a duty to rise up and resist arbitrary deprivation of lives. Arbitrary killings by the military to those being suspected as a commie sympathizers will continue for as long as such odious criminal and despicable acts do not evoke mass anger and people’s peaceful uprising.     The “Hello Erap” is a transcript of alleged conversations between Ex-President Joseph “Erap” Estrada and an unidentified government official on a supposed deal to split the opposition in the 2004 elections and thereby increase the chances of President Arroyo.

    The conversation has the official asking Estrada to ensure that Lacson and the late movie actor Fernando Poe Jr. would not unify for a strong opposition slate in the 2004 elections. Estrada allegedly agreed to work for the split of Poe and Lacson in exchange for a promise that his son Jinggoy would be taken care of.

    Some senators have already received a copy of the supposed transcript by e-mail and said that it has still to be evaluated and authenticated.

    As I mentioned earlier, the Estrada camp and his supporters (include most of us here) are silent on the “Hello Erap” tape.
    When there’s smoke, there’s fire…as the saying goes. But there’s one thing that makes me suspect the tape is fake. Why would Estrada go so far as to ensure Jinggoy’s victory by betraying his long time pal FPJ? Jinggoy’s chance of winning was great even if only for carrying the Estrada name. Second, the horrible disasters of Chernobyl, Three Mile Island and Bophal were due to human error, something we have not yet learned to eradicate from our psyche. Third, nuclear waste lasts for thousands of years – where can we dispose it without endangering the neighboring community? (This would be many times more hazardous than the pollution of La Mesa watershed)
    Rehabilitating the Bataan Nuclear Plant is out of the question. The facility is approaching the limit of its service life of 30-50 years (steel rusts, piping corrodes). Lets stick to what Tongue proposes.

Please be reminded that Arroyo’s emergency power is also to continue convicting Estrada; hence, I will never agree to giving her such power. It would be okay if it’s another leader possessing such power; but Arroyo? Nah. I joined this group because I share everyone’s common desire to remove Arroyo from office that does not belong to her. We’re just getting it back not for Estrada alone but for the people.     I had wanted to discuss this very specific very serious problem with the depth and breadth that I would also want to share my personal knowledge of the facts because I once belonged to this industry.

    But please, we don’t even need to discuss the Erap tapes. If it did exist, we would have heard it already. It’s purpose was to divert attention from Zubiri’s forced proclamation and the Erap verdict or the headless marines. It’s both a trial balloon and a monkey wrench. It’s now being used in many fora to divert the discussions.

    Now back to the power industry. Suffice it to say, I once worked for the company that sold the nuclear plant. My other company also was awarded one IPP contract by Cory in her last day, nah, last hour in office. I also saw how Ramos tricked Cory’s IPP awardees into losing the contracts altogether and replacing them with his own. There are many details that only a few people are privy to, that I had wanted to discuss before I lost my enthusiasm earlier.

    So that when I say I’m smell something in the magnitude of the the Bataan Plant, I think I’m adequately informed to sound the alarms when I think another one is coming.

    Xanadu, meksens and neonate, whom I think share my sentiments, are probably as interested in seeking for the real motive behind the musical-chair appointments, the committee chairmanships, and asking for emergency powers.

    Before the issue was sidelined by trivial matters on Marcos, Erap, blogging, etc., I was about to say all these writings on the wall are tell-tale signs of a dictator’s greed for more power, ergo, more kickbacks to buy more patronage and swift transfers to electronic accounts in offshore banks.

    As far as I know, the World Bank’s 14th Power Sector Loan given to Marcos has not been fully consumed yet to this date (anyone who knows the contrary, please say so). It was the biggest loan of that kind. Government has been silently working on the 15th and likewise, to get private financiers of an ambitious multi-billion project lineup before she “leaves” in 2010.

    Out of P99.5 Billion total requirement for Mindanao alone, DOE says baseload plants are projected to require P82.7 billion in funds to support the “massive influx of investors” that Gloria has been trumpeting in her trips. The proposed Mindanao coal-fired thermal power plant alone would cost P16.8 billion.

    My fearless forecast – this one will be fast-tracked is she gets her emergency powers. I do not believe what she says Mindanao will have a power shortage in 2009. The excess standby power in Luzon and Visayas are all interconnected in one grid. Whatever the extra requirement is needed can be supplied from the other souces, right? Tell me, who in his right mind will invest in Mindanao for the next 3 years when an impending all-out war is about to happen anytime?

    For Visayas, P52.1 Billion is needed, DOE says. But of that amount, P29.8 Billion is already committed. Guess where the P22.3 Billion will go!

    For Luzon, P75.5 Billion, DOE says, will be needed. But there are no takers. Only about P4.5 Billion has proponents to date. What will they do with the P71 Billion? Your guess is as good as mine.

    All in all, P227.2 Billion (more than $5 billion!) is forecast to make up a huge power sector loan from either World Bank or ADB since private banks, especially those in Europe have smarted and are now cold towards lending to corrupt countries like ours for power loans.

    The world standard rule-of-thumb pricing for power plants stays at $1 Million per MW, DOE’s project therefore has a total of 5,000MW. As our plants are normally sized at 300MW, there are 16 such-sized plants that are projected to be built.

    Why, this is the same capacity we have in excess as of today! Why build them now, to double the capacity of “sleeping” plants? We have barely utilized the extra capacity Ramos projected for the ten years (which should have ended in 2004). If the Ramos projection is achieved by Gloria in the next 3 years, which I very much doubt she could accomplish even half, the other new plants we have put online in the past few years can already handle the peaking loads with ease. New ones, no need.

    Now, if the power situation is so critical for her to ask for emergency powers, why replace the experienced managers with total ignoramuses and entrust the congressional oversight to clueless energy newbies, never mind that they’re related!

    Ang Gen Sys ko eh 2,452.42 lang pero ang buo kong babayaran eh 4,395.66. dumodoble ba talaga komputasyon ng konsumo mo? parang yung iba-iba pang charges ang binabayaran ko dito at di yong kuryente.

    last month naman umabot 6k. wala naman nagbago sa konsumo namin. di naman kami nagbawas o nagdagdag ng appliances.

    If your relatives were surprised why they are suddenly being charged more for the same consumption last June, Energy Reg. Board , headed by the lapdog Albano, has allowed NAPOCOR to charge Meralco and Meralco charge it in turn to the consumers, any increase in the Generation costs of the IPPs, WITHOUT NEED FOR PUBLIC HEARINGS EFFECTIVE JULY 15!

    It is now an automatic mechanism that allows NPC/IPPs to raise prices w/o any questions from the public.

    Another link in the long chain of reasons for rejecting emergency powers!

    Mula Maria Cristina Falls hanggang National Steel sa Iligan City nilagyan namin ng pagkarami-raming linya ng kuryente nung araw. Para raw pakinabangan ng Pinoy yung yaman ng kalikasan. Ayun, dahil ari ng gobyerno, ginatasan ang National Steel hanggang matuyot. ngayon ibang Asyano na ang nakikinabang sa pinakamalaking Steel Mills ng bansa, na pinaglalawayan ni RJ Jacinto ng husto.

    Hinog na hinog nang pagkakwartahan ang Mindanao sa Power dahil i-aangkas na nila sa drought iyan. Wala namang magiging shortage dahil yung mga magtatayo na Koreano at Intsik, may sariling power. Pag nagputukan mamaya sa Basilan, kanselado na yung projects na yan, tignan mo.

    Yung Maria Cristina na yata ang huling malaking power project sa Mindanao na nabalitaan ko simula ng panahon ni Cory. Bukod doon sa solar panels na ikinabit ng Siemens sa mga kubo na pwedeng magpatakbo ng 2 incandescent bulbs at isang bentilador sa gabi.

    Pag natuloy, paki hanap mo naman gokusen kung saan dadalhin yung P99.5B! Baka mag-ala-Jocjoc at sabihin ni Reyes yung hydroelectric, tinangay ng agos sa Agusan, yung solar natunaw, at yung wind powered, nilipad!
