Payola spread like butter

Opposition leader Sen. Panfilo Lacson on Tuesday revealed that three people in the government asked for millions of dollars in kickbacks for the P329-million national broadband network (NBN) deal with China’s ZTE Corp.

Lacson referred to the three people as “a Commission on Elections official” the “big one and little one.” The senator said the COMELEC official was supposed to get $55 million in kickbacks and $75 million for the “big one” and the “little one.”

He said that officials of ZTE Corp., the Chinese firm awarded the broadband project, were also asked to allot $68 million for the administration’s campaign kitty in the last May elections.

Lacson, quoting a source privy to the deal, said the kickbacks have not been fully distributed to the three officials. He said that according to his source, at least one group had received $5 million.

The senator declined to name the people who received kickbacks from the Chinese firm but said they are all government officials.

He also revealed that the NBN project was originally awarded to ZTE Corp. with a $130 million contract price. He said ZTE Corp.’s bid was the lowest compared to the offers made by other firms.

However, he said ZTE Corp. officials were forced to jack up the price because of the pressure coming from the corrupt government officials.

He dubbed the ZTE deal as “the great grandfather of all scams” for allegedly being worth almost three times the cost of` the project.

“For insatiable government officials, 100 percent overprice is just too much for the taxpayer. Here is a scam that costs 300 percent more than it is actually worth,” he said.

Meanwhile, Senate President Manuel Villar Jr. said he had already asked lawyers of the Senate to study the possibility of investigating the NBN deal, which involves COMELEC Chairman Benjamin Abalos Sr.

Villar said he made the order as House members had signified their intentions to file an impeachment complaint against Abalos.

Akbayan Rep. Ana Theresia “Risa” Hontiveros-Baraquel said the opposition still lacks documentary evidence to impeach Abalos. She said that aside from the ZTE deal, opposition congressmen will also gather evidence of Abalos’s repeated electoral offenses.

She said the opposition may tap businessman Jose P. de Venecia III, cofounder of Amsterdam Holdings Inc. and son of Speaker Jose de Venecia Jr., to provide evidence against Abalos.

She said opposition members of the House will try to collect evidence for Abalos’s impeachment case in two to four weeks.

Nueva Vizcaya Rep. Carlos Padilla has accused Abalos of helping ZTE bag the NBN deal by offering bribes to senior government officials. He said the country’s top election official also offered $10 million to AHI to withdraw from the project.

Abalos has denied the accusations.

Padilla questioned the contract’s approval without a public bidding and the move of the Philippine and Chinese governments to enter into a loan agreement to finance the broadband network.

The $329-million NBN contract with ZTE Corp. is one of the target beneficiaries of a $1.8-billion loan agreement between the Philippines and China. The project aims to provide broadband services to all government agencies nationwide by 2010.

AHI and US-based Arescom have protested the ZTE contract for being grossly overpriced. AHI offered $240 million for the NBN project while Arescom offered $130 million.

AHI officials said they are willing to disclose the details of the company’s involvement in the NBN project before the courts or in an investigation by the House of Representatives.

“On Aug. 3, 2007, AHI formally asked [Department of Transportation and Communication] for a copy of its contract with ZTE. It has been more than a month since our written request, and quite a few months since we made informal overtures with DOTC officials to obtain a copy of the contract. To date, DOTC has not even acknowledged receipt of our request, much less provided us a copy,” AHI spokeswoman Marinelle B. O’Santos said in a statement.

She added: “AHI has been seeking redress for a number of months now. It has been a lonely and uphill battle from the start – until now. AHI is heartened and encouraged by the serious interest shown by the public, particularly the media, in getting to the bottom of the controversial National Broadband Network.”

For the Chinese team from ex-Red China to get to the top, get hold of Abalos’ balls, gotten hold of Mendoza’s batok and initiate Teves to boot in the secrets of dealing with the Chinese as well as get Gloria to witness the signing of the deal in China at a time when election period was ongoing (not to mention that there is a ban on members of cabinet signing contracts on behalf of government during election period), the members of the Chinese ZTE team must have a good LOCAL Chinese-Pinoy lobbyist group inside Malacanang…

I know Chinese officials are as corrupt but when scandal of this magnitude comes out in the media and the international community knows this, hindi tatahimik ang China. Parurusahan nila ng bitay ang mga sangkot na officials nila. Lalo na’t malapit na ang World Olympic sa Beijing. The Chinese are very sensitive to such matter. Expect a rift in relation between China and RP as a result of that high scale bribery and corruption. Parehong kasalan ang tumanggap at iyong nagbigay. Dapat tuloy-tuloy ang investigation. Hindi na ito biro!

    That’s another big scandal involving members of COA. Maraming nabulgar, naimbestigahan pa pero sa huli ay nawala din. Kung minsan tuloy, sawang-sawa na ako.

Gloria Arroyo and her cohorts have sold our country to China. Secret deals and anomalous agreement with China to explore Philippines’ natural resources, mines, alienable lands and sea-aquatic explorations.

    In the RP-China Agreements, our government agencies are contractually-bound to look for more than one million hectares of land to be leased out to approximately five Chinese corporations. 1.4 million hectares of land to 5 Chinese corporations. How about the US$ 465.5 million Cyber-education project? Maybe it’s another misdeal. Unfortunately, Filipino taxpayers have to shoulder these behest loans. Death by hanging to traitors!

Iniiwas nila ang Pangulo sa puwedeng pagkasangkot sa malaking kurakutan.

    Sinabi ko na noon dito na ang conduit ng lagayan ay ang local contractors na magsasagawa ng actual installation. Malilintikan ang board of directors ng ZTE sa China dahil mahirap iliquidate ang ganoon kalaking lagay na hindi mapapansin ng regulatory body kagaya ng SEC natin. Maiiskandalo ng husto pati ang Beijing Srock Exchange dahil nakalista ang ZTE doon. Baka maging mitsa pa ng pagbagsak ng financial markets ng China kung ganoon kalaki ang magiging epekto ng iskandalo.

    Yung Cyber-Ed balak lang naman ikonekta sa internet ang lahat ng public schools sa Pinas at sabay na ipalalabas ang mga leksiyon sa bawat classroom. Para raw ma-standardize ang quality ng lessons at matugunan yung kakulangan ng mga guro.

    Bakit pa? Meron namang tatlong government TV stations, na wala naman yatang nanonood doon, bakit di na lang sa TV? Mas murang di hamak na magtayo ng matayog na directional antenna kada eskuwelahan at bigyan ng tig-iisang TV. Bakit pa magtatayo ng broadband network ULI samantalang meron nang NBN, bukod sa pribadong network ng SMART, GLOBE, DIGITEL, maging cable TV channels na capable ng cable-internet?

    Tama rin ang hinala ni Lacson na ang isang government network na gawa ng isang foreign country ay isang national security issue dahil madaling gawing mamonitor ng isang dayuhang bansa ang lahat ng transaksiyon sa gobyerno, maging ang komunikasyon sa VOIP ay maaaring i-convert sa mga dokumento sa pamamagitan ng Voice Recognition Technology at maaaring i-translate ng mga supercomputers ng China kahit pa anong dialect o lengguwahe iyon.

    Ang ikinadududa ko, bakit nananahimik na si JDV? Sa Amsterdam Holdings ba ia-award ang local portion ng deliverables at sila ang magkokontrol ng daloy ng kwarta mula sa ZTE papunta sa mga suhulang opisyal?

    Sabi ni Lacson, ito raw ang great grandmother of all scams, pero dito sa Ellenville, alam natin na ang energy scam in the making, courtesy of PNOC, NAPOCOR, PSALM, ERC, WESM, Angelu Reyes, at yung “Magtiyuhing Garapal” ay sampung doble ng halaga nitong ZTE scam.

    Gayunpaman, tama si Lacson ng sabihing “With ZTE, Jocjoc Bolante now looks more like a cell phone snatcher.”

    Iyong payola sa mga judges ng korte grabe that the claim on the Philippines by some relatives of the creeps may be granted, and then, they, too, will start claiming Luzon, Visayas and Mindanao as theirs just like when the hallucinatory IpDyi claims that his Chinese grandfather put claim on all lands his white horse could travel to and why he was able to own Marikina.

    That, actually, can be disproved by the fact that majority of lands in greater Manila, Rizal, Laguna and Batangas were owned by the Catholic Church, and Chinese coolies were not given such privileges to own lands or properties except at designated areas like the Parian even when they manage to marry themselves off with some daughters and sons of the mestisos fathered by the Spanish friars!

    Kaya nga nagkaroon ng big uprising in the 20’s and 30’s by the Sakdalistas in the so-called rice granaries in Luzon. They prostested against the failure of the US occupation to get the lands from the priests, implement a land reform and stop landgrabbers from grabbing forest lands the peasants were given permission to clear and own.

    Apparently, nothing has improved, and it has become worse with these creeps imagining themselves as royalty and owners of the over 7,100 islands that make up the Philippines. Kung ako naman, I would not allow myself to be a subject of these creeps! Best, sipain na, now na!

Let us see if Abalos can extricate himself from this entanglement as easily as he did with his chance meeting with the parents of Migz in a hotel where he dropped by to cure a headache by slurping soup. Just as titillating would be how Ate Glue could disavow the witness role in a sordid affair.

I even thought that maybe she just did not like to see how her “Team Unity” fared. Yun pala nagmimilagro and “big one”! No wonder she could afford to give 150 million to each of her senatorial candidates. Chicken feed nga lang naman pala ang election expenses na ito! Ni hindi macalculate ng calculator ko yung equivalence ng $68 million converted to pesos! Billions of pesos na yun ah! Kaya naman pala si Abalaos ay tatawa tawa na lang habang si Bedol a patago-tago. Pa-soup soup pa sa hotel. Mantakin mo and mahirap na Pilipino ay inuulam ang ramen, kung mayroon man lang isang pakete para sa isang buong pamilya eh si Abalaos nagpupunta pa sa first class na hotel para mag-soup lang! Gahigante pala ang kita nitong magnanakaw na ito!

    AdB: Tungaw is a very very small insect that could get through your skin without you knowing. You will only feel its presence in you, because you will itch quite heavily. Ang kati kati. It sucks your blood..so tiny that you would not see it with your naked eye..it is red in color I guess from the blood it sucks. They thrive in thick wooded areas near the bank of a river or a stream. I remember it quite distinctly because when my family was hidden from the Japanese (I must have been 5 or 6) I guess in 1944-47 my playground was in these wooded areas. I used to cry a lot from the itch. My yaya used to prick it one by one from my skin. I have quite a fine and fair skin and how I suffered.

    AdB: In Antique, where I grew up we have a lot of streams and wooded areas..and when you are small (putot like I am..I am but 4’11) and naughty and a pest .. “daw si tungaw ti mo.” is what you will be called. A linta is big and when they suck your blood and gets full they will just drop..a tungaw will stay..really a pest..

Kustumbre kasi iyong sa Japan charged to the buyer called “reikin” in Japanese. Siyempre kung involved mga malalaking tao sa gobyerno, mas malaki ang gratuity.

    In short, kuwarta na nawala pa! Ang tindi! Ang masama, itong si Gloria Dorobo, pati sa ambassador dito ngayon, lihim daw ang transactions regarding the properties. Lahat na ngayon nilulutong makaw sa Pilipinas.

  39. I don’t know if it was in this blog that I mentioned about the protest against this Chinese attempt to monopolize Internet connections in Asia.

    One thing that we are protesting in fact in Japan is the attempt of the Chinese to control blogging such as this activity in Ellenville.

    Siguro dapat imbestigahan mabuti ito especially with the involvement of these Comelec commissioners, and reason in fact, why I am against the plan to have absentee voting done through the Internet. Hindi puedeng pagkatiwalaan ang Comelec as a matter of fact. Pati nga iyong voting by mail in designated places, nababoy! Tapos kasabwat itong mga intsik? Wala na, lalong malulutong makaw ang election!

    If it was JDV’s son that engaged in such a deal, JDV certainly had a hand on it or at least had a role in the negotiation. Alangan naman hindi alam ng tatay? Baka nga ginamit lang ni JDV ang anak niya. Both sides (Abalos and JDV son) were rivals. One represented China while the other the US. Natalo ang isa. Kaya ayan, binulgar ng natalo. It’s a fight among thieves. The lesser evil could be JDV son but he’s still evil. If only for delicadeza, JDV shouldn’t have allowed his son to participate in this multi-million dollar deal even if the son works for the company. Kaya nga delicadeza. Biro niyo ang tatay Speaker of the House tapos ang anak nakihalo sa ganoon laking transaction. Hayaan na natin sila. Buking kung buking. Wala tayong pakialam basta lumabas lang ang katotohanan.

    A sovereign loan is where the informal chain of command really applies. Its an inverted pyramid as far as the distirbution of the bounty is concerned. The broadband deal is supposed to be backed with a sovereign loan. Hopefully we can head it off from getting the deal out of the chopping block.

    Since you mentioned Southrail, I’d like it known here and serve as a reminder to all, that the original Korean-supplied Southrail project costs one-half that of the Chinese-supplied Northrail. The switching over of the south portion to China may smokescreen the overprice in the northern counterpart since there is no more comparison.

    The project proponent for the original Korean-made system, a former consul to Japan who was frozen when Gloria stole power, is a family friend and has intimated his frustration that if it were allowed, his pet project would have been envied by many as it is efficient, up to specs, and very much cheaper, unlike Northrail’s obsolete, substandard, and grossly-overpriced rails and wagons.

    Stupid me, I forgot to ask him how much the Koreans threw in for the Whore! That would have made the big difference, I’m sure. After all, the Rats in Pasig River are all KOREANS!

    Neri says Abalos approached him for ZTE deal

    Romulo Neri, former secretary-general of the National Economic Development Authority (NEDA), said Abalos talked to him about ZTE Corporation.

    Neri, as NEDA chief, had to approve the project before it was signed by President Arroyo.

    Sources told ABS-CBN and other media organizations that Neri opposed the deal but was offered a bribe of P200 million by Abalos himself to change his mind.

    Neri turned down the offer and even told the President about it. Mrs. Arroyo advised him to turn down the bribe but insisted that the deal should be approved.

    -that it wasn’t really a gov’t-to-gov’t deal that Gloria witnessed (my informer says “signed”) in Boao?

    -that the MOA was signed at the Airport?

    -that it was not covered by Chinese media as it was unofficial in nature (but the amount alone should have made it as a major biznews item)?

    -that there was really no contract stolen; there isn’t any in the first place?

    -that there are already 6 public admissions related to Abalos’ brokering for ZTE:
    1. Abalos’ admission of bringing ZTE offcials to Teves’ residence;
    2. Abalos’ admission of attending a meeting between ZTE, Teves and Mendoza at Wack-Wack;
    3. Abalos’ admission of playing golf with ZTE officials in Wack-Wack and China;
    4. JDV’s admission of his son’s refusal of the $10M bribe from Abalos;
    5. Neri’s admission on Abalos’ participation, never mind if he did not clearly point to him as the one who offered the P200M bribe;
    6. Abalos’ admission that he was soliciting ZTE’s help for her daughter’s business;

    These, aside of course from those that would be made public by Lacson’s witness, or from Neri himself, or Teves, should the latter two participate in the Senate probe.

    -that the real purpose of the early flight, despite the critical state of the Pig, was to fast-track the collection of advance commissions, if possible, to include that portion to be used for the elections?

    -that ZTE is just a small player in China’s ICT industry compared to that Chinese company which Joey De Venecia’s Amsterdam Holdings deals with in its projects across Southeast Asia. very much different from what we were made to believe about ZTE?

    This deal has the “Arroyo” imprimatur written all over it. Abalos could just be a small player, the first line of defense in this labyrinth that leads to a mountain of gold, guarded by an intricately-spun web of lies and deceit only the Devil herself, er, himself is capable of.
