What is Neri afraid to say and why?

Read this explosive notes by Rodolfo Noel “Jun” Lozada, president of Philippine Forest Corporation until last week, October 2007.

Leah Navarro and Enteng Romano, convenors of the Black and White Movement sent me this with the following note:

Here’s a short write-up that Jun L wrote sometime in October. He wanted me to disseminate it without attribution. I believe he was motivated both by his genuine concern for a beleaguered friend who was being maligned no end, and his desire, even then, for the truth to somehow surface. He left it up to me as to how and when to disseminate it.

I did not find any compelling reason to get it out then. But now that Jun has told it all, and Neri is being invited back to testify, I believe the public deserves to know what was (and maybe still is) in the mind of Neri – at least from the point of view of a friend. I’m sure Jun will not mind.

What is Neri afraid to say and why?

Many speculations have been made as to what Neri knows about the ZTE-NBN most particularly the direct involvement of Pres. Gloria Arroyo in this abominable affair. After his damaging “Sec. May 200 ka dito” demolition of Abalos, the discredited former Comelec Chairman, many were left disappointed when Neri suddenly clamped up when the Senators started asking him about the nature of his conversation with Arroyo, no amount of coaxing, cajoling and threats was enough to break his Code of Omerta. The question on many people’s mind was, What was Neri trying to protect when he repeatedly invoked “Executive Priviledge” during that gruelling 12 hour Senate Blue Ribbon Committee hearing on live television?

We have known the Truth all along as one of the few people that Neri confided his predicament during those fateful days of April 2006, and how he wanted to resign his post of NEDA Director General and Secretary for Socio-Economic Planning over this incident where he lost all his moral respect for Pres. Gloria Arroyo.

We are doing this document to give the public an understanding of this predicament.

What is Neri afraid to tell the public? He is afraid to tell the public that after he reported the Abalos P200 million peso bribe offer, Arroyo casually told him to ignore it and work for its recommendation for approval anyway. That when he protested that it is too controversial and may attract the wrong kind of attention from media, Arroyo retorted back “Pakulo lang ni Joey yan and his father”.

When he tried to reason that it may not be accommodated in the Chinese ODA package because it has been filled up with a list of projects already, Arroyo again ordered him to remove the low cost housing project and some water project to accommodate the ZTE-NBN deal in the ODA loan.

That when he attempted to reason that it may not be approved in time for the Boao Forum which was only two days to go from that fateful April day, Arroyo with raised voice told him to include the ZTE-NBN project in the agenda of the following day’s meeting of a combined NEDA Board and Cabinet Committee, who as expected promptly approved the project paving the way for the contract signing between ZTE and DOTC in China the next day.

Neri is afraid to tell the public that this conversation took place between him and Arroyo because it might spark another impeachment complaint against Arroyo.

Why is Neri afraid to tell the public about this conversation with Arroyo? He is afraid that another impeachment will simply result to more expenses of public funds similar to the Hyatt 10 impeachment crisis, because as DBM Secretary who replaced Boncodin, he was entrusted with the large scale DBM payola operation of Arroyo to Congressmen, Senators and Governors not quite similar to the crude Panlilio incident that the public is witnessing now. He is afraid with a more partisan Andaya at the helm of DBM, more public funds will be spent to buy the silence and favour of these greedy legislators and local executives.

He is afraid that with Arroyo’s firm control of public funds she can buy all the necessary support from most sectors of society to keep her in power.

He is afraid that even if the opposition knows about this conversation with Arroyo, he is afraid that the opposition will not pursue a serious impeachment proceedings against Arroyo, because it is not to their political interest that Noli de Castro becomes President in case Arroyo is impeached and becomes a more formidable political opponent in 2010. This insincere and unpatriotic goal of the opposition is already being manifested by the malicious speed that the Erap pardon is being cooked by Ronnie Puno together with the Erap camp to hastily put a united front of “Birds of the same corrupt feather” coalition against the emerging JDV led political opposition.

He is afraid that even if the Church knows the truth about Arroyo’s direct involvement in the ZTE-NBN deal, the Church will still not call for her resignation due to the closeness of Arroyo’s trusted lady liason to the Cardinal of Manila who was very effective during the “Hello Garci” crisis. That Arroyo’s Religious Affairs Operators have the Bishops firmly in their “donation” graces, as again manifested by the quick rebuttal of the Mindanao Bishops’ of the call of their fellow bishops in Luzon who where calling for the resignation of Arroyo just after Arroyo gave them a visit in Mindanao.

He is afraid that even if the military knows the truth about Arroyo’s direct involvement in the fraudulent ZTE-NBN deal, the AFP brass is much to indebted to Arroyo for their position and the perks that goes with their position, that they have demonstrated this twisted loyalty with their willingness to detain, remove from the service and even shoot their own men for voicing out their legitimate concerns regarding the corruption and moral authority of their Commander in Chief. It is a sad spectacle to see the respected warriors of the Marines & Special Forces rot in jail with their ideals, while their men are dying even without receiving the measly P150 per day combat pay that was promised to them by Arroyo due to lack of funds & generals gets a gift bag similar to those given to the governors and congressmen just for having dinner with Arroyo the day after that infamous breakfast & lunch meeting where bribe money flowed scandalously free.

He is afraid that even if the Media knows the truth about Arroyo’s direct involvement in the ZTE-NBN scam, Media will simply wither in the torrents of cash and favors similar to how the Hyatt 10, Hello Garci crisis were killed in the media headlines and Radio& TV coverages. Although he believes in the integrity of a handful of Journalist, he believes that a handful of these mavericks cannot withstand the hordes of paid lackeys of Malacanang. Especially that the Arroyo crisis team is now being handled by the best mercenary money can buy, from Ramos Sulo Operation, Erap’s DILG and now Arroyo’s troubleshooter, Ronnie Puno. Ably supported by the Media and PR money from PAGCOR being handled by Cerge Remonte to buy positive airtime, headlines and editorials.

He is afraid that even if the Business Sector knows about the truth of Arroyo’s direct involvement to defraud the coffers of the taxes they are paying, the businessmen will be reluctant to rock the boat of the current economic uptrend, especially with the very close personal and business relationship of the so called leaders of the big business like Ricky Razon of ICTSI, Donald Dee of PCCI and Francis Chua of the Filipino-Chinese Federation to Arroyo herself. He is afraid that the hard earned remittances of Filipino OFWs that is keeping the economy booming and that can keep the economy afloat even under any administration is being wasted under this unholy alliance of Arroyo and her favoured businessmen.

He is afraid that even if the Civil Society knows the truth about Arroyo’s direct involvement in the ZTE-NBN deal, that the Civil Society is now tired of mass actions after witnessing two failed EDSA revolutions, that Civil Society is now afflicted with a “Rally Fatigue” and cannot muster enough public outrage to denounce Arroyo’s “corruption with impunity”. He is afraid that the middle class is now indifferent to the corruption that goes around them, not realising that the middle class are the ones mainly carrying the burden of the loan payments for these corrupt deals. He is afraid that the middle class are more interested to become an OFW & to leave this country leaving their family and children behind, and may not care anymore about the crimes being committed against their country by its own President.

He is afraid that even if the Masa, the students, the workers knows the truth about Arroyo’s direct involvement in the ZTE-NBN deal to steal precious resources from public funds, that they are now too poor and impoverished to be able to afford the time to join mass actions against the abuses of the Arroyo administration, that these former vanguards of mass actions in the country are now completely dependent on financial resources of professional organizers and have turned themselves into a “Rally for hire” groups rather than a true and genuine political gathering shouting for reforms.

He is afraid that the public may not know the extent of corruption in this country and may wrongly believe that they can cure corruption by simply replacing Arroyo with another person. He is afraid that the public may overlook the systemic and institutionalized nature of the source of corruption in this country, he is afraid that the people will again opt for a regime change without concern or a plan to correct the root causes of corruption in the country. He is afraid that people may not realize that it is not bringing Arroyo down that is difficult, it is establishing a new order that is the difficult task.

This is the predicament of Neri which I want people to realize especially to those who are asking Neri to tell the truth.

    The entire Filipino people already aware about the corruptions and bribery in all gov’t institutions, but majority of all public officials or either the congress doesn’t like to fully invistigate these messed done by Arroyo gov’t.

    They are afraid of what? To know the truth or they are afraid to die or mawawalan sila ng parte sa mga ninakaw na pera sa kabang-yaman ng bansa?

  3. We know these things all along, Ellen, with or without this note from Enteng. Madali naman mabasa ang utak ng mga kriminal sa totoo lang. Baka mas meron ipapanakot si Gloria Dorobo sa kaniya at mababoy lalo ang pagkatao niya. Mahirap kasi ang maramin ring skeletons in his closet like how much money he actually has received in fact as kickbacks. Tignan mo nga ang pambato ngayon nila kay Lozada. Ibalik din daw niya ang mga nanakaw niya including siguro iyong mga pakipkip ng mga lobbyists.

    Enough is enough. Gloria Dorobo must go! Maglinis na si Neri ng pangalan niya, now na!

    To hear it directly from chicken Neri will probably be the tipping point, that Arroyo endorsed the project, and is aware of the amount of kickback included in the package and for whom.

    What do you think will compel Neri to tell all?

    As far as I am concerned Neri is a fraud. That he has allowed a friend to write this piece for and in his behalf speaks volumes of the insincerity and character of this man Neri. All the excuses that Jun Lozada has put forth for Neri are understandable, coming from a true friend. But what has Neri have to say for himself? That he is willing to jeopardize the very life of a friend while he continues to cavort with the mongrels?

    I expected Neri to go the way of the Hyatt 10…. At that time I thought he had a better strategy. But now, it is too late in the day to do anything worthwhile. He has really missed his opportunity to make a dent in our history. In my vocabulary, he is a coward. A brilliant scholar perhaps, but a man unable to recognize true friendship when he is offered one and one that is not sure what he stands for. Does he think that he has returned Jun’s friendship with all the free diners and lunches he treated him to?

    I was with Neri once at the Manila Hotel when a factotum of the FG told everyone in a room, including Neri after we could not agree on a principle to: “So, sue me.” Everyone in that room was dumbfounded, including Meneleo Carlos, Jr. and a Congessman close to the Palace. We were then discussing with the PPA GM whom we perceived as being under the thumbs of Ricky Razon and Endika Aboitiz something which affected the port users.

    Neri has eyeballed these “booty capitalists”, the term he used in referring to the corruptors. How come he still is there enjoying their company when a true friend of his is already willing to give up his life!!!.

    I had high hopes when early on in my advocacy (maritime related matters) I met Neri at the AIM. At that time he lectured on us about booty capitalism and regulatory capture. I have already slowed down on my advocacy simply because I have run out of resources to pursue it in Manila. Nevertheless, here in laid back Cebu, I continue to try what I can do to expose acts that I think are inimical to the best interests of the Filipino. I say, let us forget about Neri, he has nothing more to offer the Filipino people…..

    I remember now, who the other man from Malacanang was when the arrogant PPAGM Al Cusi told all of us “So, sue me!” It was Dante Ang that was trying to broker a win-win solution. Neri was there, and so was Cong. Willy Villarama.

Certainly not a patriot since his loyalty, as of this time, is to his lady boss not to the country! He will be a patriot if he initiates a change that will make this country a better place to live in … free from the mafia pretending to be a government…

    I think Neri is not yet ready to speak to the senate for the second time because of the fact that the script writer of Mal-Yuck-Kanyon is not finished writing his piece…of course with an approval from Unano. Once done, that’s the only time Neri can speak his fabricated lines. This is really outrageous. Grrrrr!

  10. Sorry, Ellen, I did not mean Lozada. I meant, Neri. Hindi ko bini-belittle ang testimony niya. Just saying na alam na natin ang palusot ni Neri kahit wala ang note ni Enteng. Ang dami ng ginawa si Gloria Dorobo and husband for the past 7 years for us not to know kung ano talaga ang mga tactics ng mga ungas na ito. Madali naman mabasa si Neri kaya nga nakakagulat ang fidelity (pidality) niya doon sa mga Pidals. More likely meron silang pambato laban sa kaniya.

    As for Lozada, nasabi naman na niya kung ano iyong mga puedeng ipanira sa kaniya and he’s ready to face the consequences of his past, present and future actions. Iyan ang masasabi nating naliwanagan hindi katulad noong nagkukunyaring banal na tabatsoy!!! 😛

    Why don’t I believe all the “afraids” notes of Romy as exposed by his friend Lozada? Because Romy had already exhibited cowardness even before the NBN/ZTE scandal…the Hyatt 10.

    Romy is afraid of so many things, unfounded and without bases! What right has he to guess or dictate upon the Filipinos what course to take if he told the TRUTH and only the TRUTH about NBN? Foremost, his obligation to the country and Filipinos as a public official is to tell us the truth! Tayo ng publiko ang bahalang humusga! Bakit niya tayo pangungunahan? Bakit s’ya manghuhula na “BAKA, baka, baka” ito ang mangyari?

    I believe more your article on “Romy and Tom”, that’s the real reason. I believe that Romy is not a bigtime korap, pakumisyon-kumisyon lang and little more but EK knows where to hit Romy at his weakest, his personal life. If Romy can’t elevate his fear and cowardness for the good of the country, then he can forever lick the asses of the Pidals and be a hostage and slave forever.

    For everything that Jun Lozada has done for Neri, Romy has the moral obligation to Jun to come forward and tell the people the whole truth. Romy’s continued dalliance with the evil GMA regime is not only abject cowardice but a blatant betrayal of his good friend Jun.

    Neri’s being “afraid because of this” and “afraid because of that” will not solve anything unless he tells everything he knows about this evil government. Only the truth can shed light over the darkness that has enveloped our land and right all the wrongs that GMA and her cohorts have committed against the people.

    Neri should take the queue like Mr Lozada & rise above his fear & tell all to a public he owes an explanation to. Of course, it is better said than done.

    Mr Lozada represents the change you & I want. I am more hopeful that people will rally behind this change & get more involved – not only in going out to the streets & shouting, “Gloria Resign Now !”, but that after the dust settles, we will pull up our sleeves & start working for that change. Whether the Filipino is living abroad or here, whether he is a jeepney driver in Manila or she is an executive on Ayala Avenue, he/she can be pro-active & help her nation. We only have one Philippines. The choice we have left at this point is to make it great or to make it sink.

    I salute Mr Jun Lozada because he took the first step to establish the NEW ORDER in Philippine society. Mr Lozada took the road less traveled, & I don’t know about the others, but I am going to that road less traveled because I simply love the Philippines.

    I really admire Mr. Lozada for his courage to face the nation and put himself and his family in double jeopardy. Neri should take a second look at his friend. What is he afraid of? He’s single and has no children! He is not that young anymore! What else can a man make his life worth living than to do something good for for his country. Perhaps, Neri needs GUIDANCE from Somebody above.
    We should offer special PRAYERS for his enlightenment! It seems he has seen the LIGHT at the end of the tunnel but is VERY scared to take the Entrance way because of his “unfounded” fears!

    Now is good opportunity for the handful of maverick journalist to expose those paid media lackeys of Mr and Mrs Pidal.

    You and the other mavericks know very well who they are and their rotten ways. You know that many of these rotten were also paid by Erap during his drunken regime. Erap called them his “jukeboxes”.

    The NEDA Board is just a recommending body. Gloria Arroyo has the final say in the government to government loan or built-operate-transfer scheme. The $329 M NBN-ZTE broadband loan scam was brokered by Benjamin Abalos and sanctioned by his padrino Jose Pidal. Our national interest was set aside to satisfy Abalos’ gluttonous greed.

    It’s payback time. The Hello Garci political scam was never officially investigated by disgraced elections Chief Benjamin Abalos Sr. He bragged to Lozada that he is ‘close’ to ISAFP. I suspect that Abalos is the mastermind in the illegal wiretapping of Garcillano and Gloria Arroyo. Perhaps he holds more damaging recorded conversations between election operator Garcillano and Gloria. This may the reason why Abalos is a powerful man under the Arroyo regime.

    then Neri is indeed a patriot in keeping his silence.

    he has not allowed himself to be an instrument of the power seekers, but has taken into consideration the welfare of the nation at large.

    many honorable bloggers will disagree with me for sure, but perhaps many of them has not the opportunity to have the burden of leadership upon their shoulders.

  55. What’s good that came out of Enteng Romano’s decision to publish this writeup by Lozada, and it’s now out in the open, there is now the opportunity to read these statements into the records of the Senate:

    1. Arroyo casually told him (Neri) to ignore it (Abalos’ bribery attempt) and work for its recommendation for approval anyway.

    2. When he (Neri) tried to reason that it may not be accommodated in the Chinese ODA package because it has been filled up with a list of projects already, (Gloria) Arroyo again ordered him to remove the low cost housing project and some water project to accommodate the ZTE-NBN deal in the ODA loan.

    3. When he (Neri) attempted to reason that it may not be approved in time for the Boao Forum which was only two days to go from that fateful April day, (Gloria) Arroyo with raised voice told him to include the ZTE-NBN project in the agenda of the following day’s meeting of a combined NEDA Board and Cabinet Committee, who as expected promptly approved the project paving the way for the contract signing between ZTE and DOTC in China the next day.

    Logically, the immediate question that would be asked of Lozada is, “Do you confirm what Enteng Romano said that it was you who wrote this?” And as Lozada answers in the positive, official Senate records would reflect another wrongdoing attributed to the administration, with Gloria explicitly named as the perpetrator.

    And let us not be fooled that the truth is hinged on Lozada’s testimony alone. It was exposed first by JDV3 in the past hearings, suggested by Jarius Bondoc in many past columns, hinted at by Neri himself, and soon, a few more witnesses who have been part of the botched NBN deal. I also have this feeling it had been intimated already by Neri himself in that eventful executive session since the palace hacks in the Senate are threatening anyone who divulges the same with removal from the chamber.

    These three things are very damaging in itself, let alone the accompanying death threats and “soft-touch” kidnapping that had been committed in the cover-up of the huge commissions that would have been pocketed by a few brokers, cronies, and spouse.

    The inevitable end has come for the large scale plunder of the nation’s wealth never before seen in this damned country’s history, the brazeness of how it was carried out, the accompanying arrogance by which truth was muzzled, the wholesale destruction of all institutions that embody true democratic values, and the unbelievable criminal ends by which we, the people, are made to suffer to break our collective spirit so that this marauding syndicate calling itself government can further strengthen its grip on a country successfully terrorized by its own leaders.

    All laws whether universal, human, and divine, have been violated. Sure, they can twist the man-made rules to fit their diabolic interests. But not those that were established by the physical universe, moreso those by the Omnipotent Being who created everything.

The next election will come, and most probably noli will try to win (like idol GMA, he’ll run). People will then go to the streets and before you know it, 6 years have past. I’m predicting a cycle of yearly impeachment attempts starting with the deposed erap presidency (can you say open the floodgates?), until all hell breaks loose.

    I think I heard the same thing being said during the time of Erap, just before he left the office. Yup, the Philippines was a goner then too, with all the Jose Velarde scandals, etc etc. And after that, we did gain…, um,..GMA.

    The choice was made last election. Had the people voted for right congressmen to represent them, they could have gotten the numbers to impeach, and change the system. But no, majority of the people chose to be represented by the same people who wants to keep GMA in power. If they feel that their current representative in congress doesn’t represent their exact sentiments, eh di wait until next election and choose another representative.

    Eh kung gusto nyo i-impeach si GMA at ayaw naman ng congressman nyo, palitan nyo next election. Kung alam mo na taliwas sa prinsipyo at pinaglalaban mo ang sinusulong ng congressman mo, eh bakit mo pa sya iboboto sa susunod sa eleksyon? Diba kalagitnaan ng termino ng isang presidente eh nagpapalit ng mga congressman, eh bakit yung mga kaalyado pa rin ng administration ang mga pinaupo ninyo sa kongreso?
