Neri described Arroyo as evil

Neri: I cannot recall describing GMA as “evil”.

Rodolfo Noel “Jun” Lozada Jr. on Monday said his friend, Commission on Higher Education (CHED) Chairman Romulo Neri, sees President Arroyo as an “evil person.”

“He called Presidente GMA (Gloria Arroyo). She is evil. Evil po,” Lozada said referring to Neri as describing Mrs. Arroyo during a dinner meeting with senators Panfilo “Ping” Lacson and Ma. Consuelo “Jamby” Madrigal.

Lozada made the new revelation as he faced for the third time senators at the hearing on the botched $329-million national broadband network (NBN) deal, which he recently said as overpriced by at least $130 million.

The Senate witness, who appeared to be agonizing, initially refused to ask Lacson’s questions, saying that he already has several libel cases.

However, with the other senators’ pressure, Lozada was forced to “tell the truth.”

Lozada said the meeting took place on the fifth floor of the Asian Institute of Management building in Makati City. Lacson said the meeting happened last Dec. 7, 2007.

The Senate witness said that after Neri had testified at the Senate last October, the CHED chairman started to contemplate leaving his post in the government and revealing to the public what he knew about the alleged irregularities in the NBN deal.

He said Neri approached him and told him that he wanted to raise “patriotic money.” He said the money was supposed to be Neri’s insurance in case he decides to leave the government and reveal the secrets in the NBN deal.

“Baka raw wala na siyang mapuntahan at ayaw naman niyang mamalimos para sa kanyang ikabubuhay after ng buhay niya sa gobyerno (He was worried that he will be left with nowhere to go and he doesn’t want to beg after he leaves the government). He was trying to raise what we call ‘patriotic money,'” Lozada said.

The witness said Neri showed the two senators “drawings” of the oligarchs who influence and benefit from corruption.

He said that according to Neri, the oligarchs were Enrique Razon, chairman and president of International Container Terminal Services, Inc.; Lucio Tan, owner of Philippine Air Lines; and “Tommy” Alcantara and one of the “Aboitizes”.

Lozada said that according to Neri’s “ecosystem of corruption” in the Philippines, the Armed Forces of the Philippines was on top of the government agencies involved in corruption.

The other agencies were the Philippine National Police, the Department of Budget Management, and the National Economic Development Authority, which Neri headed during negotiations for the NBN project.

On Valentines Day, Neri told activists who chased him from his home in Quezon City that “the truth is deeper than what you think.”

He said the country’s problems are very deep and cannot be solved by a hundred rallies and people’s revolutions.

Neri told reporters that the Philippines is at an oligarchic state, where the government is ruled by a small faction of families or persons.

After Lozada’s requested 15-minute break, Sen. Francis Pangilinan pressed the Senate witness and asked him to reveal details of Neri and Mrs. Arroyo’s conversation about the NBN deal.

“Secretary Neri wanted to resign right away after that conversation,” Lozada said. He said the conversation happened after Neri informed Mrs. Arroyo about resigned election chairman Benjamin Abalos Sr.’s alleged P200-million bribe offer.

He said Neri started calling Mrs. Arroyo as evil after the conversation.

Lozada said that according to Neri, Mrs. Arroyo advised him not to mind Abalos’s offer and just approve the broadband contract with ZTE Corp.

Neri allegedly tried to go against the decision, but he was forced to eventually approve the contract after several exchanges of text messages and phone calls with Mrs. Arroyo.

Businessman Jose “Joey” de Venecia III earlier revealed a similar story about Neri and Mrs. Arroyo’s conversation about the NBN deal.

De Venecia said Mrs. Arroyo forced Neri to divert funds for the police’s and military’s housing projects and the Angat Dam development project to the NBN project.

Embattled Chairman Romulo Neri of the Commission on Higher Education (CHEd) said he cannot recall describing President Arroyo as “evil” during a previous meeting with Senate witness Rodolfo “Jun” Lozada Jr. and two other senators.

“I know Jun is very sincere with me and cares for me but I really cannot recall that statement. I don’t remember. I cannot up to now,” Neri told a press conference in Malacañang Monday.

Palace officials called a press conference to answer statements made by Lozada during a Senate hearing Monday on the scrapped national broadband network contract with China’s ZTE Corp.

In his testimony, Lozada said the CHEd chief sees President Arroyo as an “evil person.”

“He called Presidente GMA (Gloria Arroyo). She is evil. Evil po,” Lozada said referring to Neri as describing Mrs. Arroyo during a dinner meeting with Senators Panfilo Lacson and Ana Consuelo “Jamby” Madrigal.

Meeting did not “exist”

Neri admitted Monday meeting with two opposition senators and Lozada on the condition that the meeting did not “exist”. Neri said he, Lozada and the two senators agreed that that meeting never happened.

In his testimony before the Senate Monday, Lozada said the meeting took place on the fifth floor of the Asian Institute of Management building in Makati City. Lacson said the meeting happened last Dec. 7, 2007.

“We had a gentleman’s agreement that the meeting would be very confidential. In fact we all agreed, before that meeting that this meeting never happened,” Neri said in the press conference while Lozada resumed his testimony before the Senate.

He said he was surprised when it was reported by a newspaper.

“I was wondering why there were leakages, especially from Tribune (newspaper), so I was a bit concerned because we all agreed that this will be a confidential meeting,” Neri added.

He said the meeting, which was arranged by Lozada’s brother, did not touch on the botched $329 million NBN project with ZTE Corp. of China

“That’s very little thing to do with ZTE. That meeting was more on the discussing the political economy. I gave my usual lecture on political economy and to shorten it I just put one brief framework and I think we all agreed that this is the nature of the Philippine state and the oligarchic state, the players concerned,” Neri said.

Neri said however that the meeting was about the “political economy” of the country.

“We had to map the whole players in the political system and of course everybody has a role to play in the whole system. And my conclusion is that in this whole system, we are all victims of the whole oligarchic structure of the Philippine State,” Neri said.

Neri also admitted that there were exchanges of text messages between him and the President about the NBN-ZTE deal but he refused to elaborate, saying that these communications are covered by executive privilege.

“As I’ve said I have told the Senate all that I know about this ZTE thing except the matters that I thought would be covered by the confidentiality which is with the executive privilege. That much I can say,” Neri said.

Neri said he still believes that the reforms in the political economy of the country would be coming from the President with the help of all the sectors of society.

“The reason I have stuck it out with the Cabinet is because I feel there is hope within the executive. I cannot see hope coming from a coup de tat I cannot see I from any church-led type of movement. They all have their roles. I cannot see it coming from senate investigation alone,” the former socioeconomic planning chief said.

    Romy is more concerned on the “political economy” of the country. This halfman halfwoman is full of shit! He’s really very good at words, though. I give him that!

    Bakit hindi mo na lang sabihin ang totoo na takot kang mawalan ng trabaho (agree ako kay Lozada). As I said before, Neri’s foremost concern was to hold on to NEDA. E na-tsugi dahil duwag. Ayun, tinanggap ang CHED chair even if he’s not qualified. Ano ang tawag d’yan kundi takot mawalan ng trabaho! That coward ha!

    Now, even his soul is in Gloria’s mercy. Sabagay, he can’t even save his own soul, the country’s soul pa kaya! Pathetic!

    Ngayon mo lang ikinanta Hon. Lozadaa? 2001 pa tinuldukan ng Masang Pilipino (11Million + bystanders + Sa Pula, Sa Puti) ang si GMA kaya napakarami ang namimighati sa buhay.

    Atleast nawa ang kwento ni Hon. Lozada na dating katropa ng Pidalismo regime eh maging liwanag sa lapat na na bulag sa katotohanan.

    Nagbunga din ang laban ng Masang Pilipino since 2001, at i bet since then na ang rehimeng ito eh no. 1 violator ng ating Constitution and named it all, isang tambak na kaso ng corruptions and bribery etc. etc.

    Di ba wrong doings ito at who is evil, na amnesia si Mr. Neri di na niya maalala yong word na sinabi niya sa harap ni Hon. Lozada.

    Mawawala ang amnesia mo Mr. Neri kapag kumalas ka na sa pagkaposes ng evil sa iyong buhay.

    Sure 100% magdoremi ka at maaalala mo yong nota na winika mo kina Hon. Lozada, okey!

    A person is gifted with a freedom to choose. This is the right moment for him to choose: request protection of the Senate and the church, as Lozada did, and bring the truth out, or he can be a prisoner of his own fear in his lifetime!

    I don’t care about Neri’s preferences on life companion, although it seems that it’s the root of his fear. But I care a lot about his “alanganing” desisyon at pag-iisip because they are affecting the country’s life to the hilt!

    Sa totoo lang si Lozada has an axe to grind with the government. Pinatay ang kapatid niya ng mga PNP, remember? Naalala ko iyong incident na iyon that happened on the same month of the now forgotten EDSA3. He must have wanted to take revenge but in the end was convinced to “join ’em crooks” to find justice for his brother. It paid off somehow with the men responsible for the brother’s death getting conviction but not the leader of those policemen. But as we all know, nagbayad na rin ang mamang iyon. God has made it possible he could not abuse further! Natepok!

    Neri’s admission of meeting with the two senators did it. Huli na sariling bibig. Bakit pa siya makikipagkita kung kapit tuko siya kay GMA? Gustong mamangka sa dalawang ilog? And whether he owned saying GMA is evil or not, seeing two senators in the opposite camp is just like saying, mayroon akong sasabihin sa inyo. I believe they did not meet at AIM to say the rosary. Marami siyang isiniwalat and thanks to Jun Lozada, ayan na at sumambulat!

  18. Just as I suspected all this time, some Oligarchs are influencing government policy. The people are facing virtual Goliaths, who have the reasources and the motive to protect Gloria Arroyo. On the other hand, if they perceive that their interests are threatened already, they might drop her like “hot potato.”
    The media must highlight this, if ABS or GMA are really not afraid of big business.

Tunay siyang kaibigan..and Neri couldn’t seem to see this inspite of his laudes earned academically..kung puede lang for Lozada ayaw niya masaktan ang kaibigan niya. And he asked for a recess kasi baka sabihin daw uli ni Apostol na iyakin siya. He is very human..and very sincere..On the other hand si Neri naman maysakit na na amnesia..I don’t recall..He can’t recall that he called Gloria an “evil woman”..hindi pa niya masabi (I wouldn’t be surprised if he would) na isang anghel..hindi niya na rerecall na kumanta siya ng Devil Woman kasi gusto niyang kantahin ngayon ay “You are my Angel”. Incidentally, the 2006 convention of the All Religion for Peace was held in Kyoto..a most appropriate one..

  20. Enrile was trying to squeeze from Lozada the names of the Oligarchs he mentioned. He mentioned names of those who attended Cory Aquino’s mass, but Lozada answered in the negative. Walang nagawa si Enrile, who said earlier in an interview that he sensed that Lozada was anti-government that was why he was singing. I was shocked. I did not expect Enrile to have stooped down that low to the powers that be. I thought that the evil woman must be really evil to be able to have a hold on these supposedly equally powerful men. Either she pays them or frighten them with the skeletons in their closet, maybe.

    All the more reason that Filipinos should not wait for 2010, and muster their strength to remove this crook, her husband and their fellow crooks. Huwag nang lubayan! Patalsikin na!

  21. I don’t fault Lozada for crying, Lee Kuan Yew cried (can be viewed on you tube), Martin Luther King cried, and I’ve personally seen grown men cry and they were members of the boxing and judo club – each one can literally break every bone in Apostol’s body effortlessly.
    Honestly, I even shed tears at times reading this blog.

    I am not subscribed to any of the Philippine TVs so I cannot see Lozada, et al but I was hooked on the radio the whole day and could hear how he agonized about hurting a friend in the process of a choice now of his life or Neri’s. Siya kasi may asawa at anak to consider, si Neri wala! You bet, nakakaawa!

    What makes me angry really is how the hypocrites would even try now to belittle the man with such description as almost penniless just because the nuns have initiated a fund drive for him and his family versus the dorobos who have not just doubled by increased their material possessions a thousand fold with their loots in this and other similar illegal operations including some oil smuggling that I have the impression to be an open secret!

    At least, Lozada was sincere enough to admit committing some minor violations that were actually not as grave and serious as this ad other rackets.

    Madrigal was actually trying to be really bitchy when she was interrogating Lozada re the secret life of Neri, but the loyal friend was very careful not to divulge anything about Neri’s skeletons in the closet.

  46. Grabeng pambabastos yung presscon ng Malacañang kahapon. During the lunchbreak, Tony Velasquez of ANC interviewed separately Enrile, Lacson and Madrigal. Enrile wanted Ping and Jamby to provide the rest of the details of the AIM meeting but Lacson refused saying he stands by his promise to Neri not to divulge the details and he can only do so if under the oath. He referred Tony to Jamby who, as Lacson hinted, will be grilling Lozada on the personal circumstances of Neri. Jamby herself told Tony to follow her questions closely. What could be so revealing?

    As grizzy said, Jamby called off the Tom Eisaguirre line of questioning when Lozada begged to refuse answering that.

    She moved in to Neri personal finances and at that very moment, the stooges Bunye-Ermita-Neri preempted the Senate hearing’s live coverage over ANC while Jamby was asking what was supposed to be the “juicy” questions, by airing their own presscon.

    Why did ANC allow that? It was just to read a statement they already announced earlier. I switched to QTV which still carried the hearings but also switched to Malacañang.

    Was it the purpose of the presscon to elbow Jamby’s questions out of the airwaves? Or was it done simultaneously so Neri cannot hear what Jamby is trying to squeeze out of Lozada? That way, the bogey that prevents Neri from telling all would not be compromised.

    I agree with Cayetano’s opening statement that if those invited refuse to come to the Senate, media should deny them access to public statements. The one I mentioned here fits perfectly with what Cayetano had in mind.

    Yesterday, media was complicit in Neri’s refusal to reveal the truth.

    Neri’s description of Gloria as an evil as testified by Lozada put him in a very embarassing and awkward situation, not only in the eyes of gloria but with all her defenders. Short of admitting it, he didn’t deny either and the best defense he could muster is to say that he can’t remember saying it. That’s the best he could say in the face of the ongoing situation. Na-corner siya and he has nowhere to go.

    No doubt Gloria believed that Neri actually said that, but that’s no longer matter to her, anyway she also believes that she is really a devil. Her survival is paramount at the moment. As long as Neri remains by her side and won’t go to the Senate and testify, he is still OK with her. Neri can wait, there will be some times for him and if she manages to pull and survive from this crises, Neri will be a marked man. That’s how gloria operate when you make her mad. It’s like “Hell hath no fury like a woman scorn”.
