Ang AFP at NPA

Hindi yata inisip ni Gen. Hermogenes Esperon, AFP Chief of Staff, na sa kanyang pagkukumpara ng military sa NPA ay ibinaba niya ang buong sandatahan ng Pilipinas.

Nagreklamo si Esperon sa report ng Amnesty International kung saan binatikos ang pamahalaang Arroyo sa maraming patayan lalo na sa hanay ng mga progresibong organisasyon.

Sabi ni Esperon, bias raw ang AI sa maka-kaliwa. Marami rin daw pinapatay ang mga NPA, ang army ng Communist Party of the Philippines.

“Mula 2,000 umabot na sa 1,127 ang pinatay ng NPA sa buong bansa,” sabi ni Esperon.

Akala siguro ni Esperon excused na ang kanilang pagpa-patay ng sibilyan dahil nagpapatay rin ang mga NPA.

Sa isang sibilisadong at demokratikong bayan, walang excuse ang pumatay ng tao na hindi dumaan sa hustisya. Kung may kasalanan ang isang tao, sampahan ng kaso at hustisya ang magbibigay ng parusa. Ang pagbigay ng parusa ay hindi sa kamay ng military o ng pulis porke’t may baril sila, kahit na rin sa NPA.

Ngunit mas malaki ang responsibilidad ng military at ng pulis na pahalagaan ang batas dahil sla ay sinuswelduhan para ipatupad ang batas. Sila ay binabayaran mula sa buwis na binabayad ng taumbayan para protektahan ang taumbayan. Hindi para patayin.

Ang mga NPA ay mga rebelde. Kaya nga sila tinatawag ng mga rebelde dahil hindi sila nagpapasakop sa batas. Kaya sila tinutugis. At kapag nahuli sila, dapat ay patungan ng parusa.

Ang ginagawa ng mga military ngayon ay kahit suspetsa lang, kahit hindi pa napatunayan, pinapatay na. Katulad ng dalawang estudyante na ng UP na si Karen Empeño at Sheryl Cadapan at ang tumutulong sa kanila na magsasaka na si Manuel Merino.

May nakapag-sabi sa amin ng opisyal ng pamahalaan na sa pag-uusap daw kasama si Esperon tungkol sa tatlo, sinasabi ni Esperon na tutmutulong naman raw talaga ang tatlo sa NPA. Ganoon rin ang sinabi nig General Jovito Palparan.

Ano ang ibig nilang sabihin, talagang pinatay nila dahil tumutulong sa NPA?

Sabi na AI, “Dapat mahiya ang pamahalaan ng Pilipinas na ang taumbayan ay hindi malayang makapili ng kanilang pulitika.”

Gumawa na naman si Gloria Arroyo ng commission na mag-imbestiga raw ng mga patayan. Walang mangyari dyan dahil ang ang utos ay galing sa itaas.

Di ba all-out war ang order ni Arroyo. Tumbukin ba ng commission ang responsibilidad ni Arroyo at ng matataas na military officials? Gloryahan na naman yan.

    Anong bias ang AI? Gago at tanga si Esperon! Palibhasa kasama siya sa dayaan noong election at pagpatay sa mga taong walang kasalanan. Bigyan niyo ako ng bomba at bobombahin ko ang ulo ng gagong iyan!

    Killing, in whatever manner and form, whether done by the military, police or the NPA is reprehensible. The military establishment or the government of Arroyo should not begrudge AI for releasing their report on the worsening human rights abuses already reaching an alarming proportion. Other than blanket denials by the military and police establishments and Malacañang’s lip service and half-hearted order for the police to solve these killings and disappearances, there is nothing concrete they can show our people to at least prove their sincerity and deepest concern on this problem. The perception then, that either the military, the police or the administration have a direct hands in all of these or they merely tolerate these killings because they are benefitted by it, is reinforced. Still they are at the receiving end of the issue. The problem with perception is that it does not need proof. Even unsubstantiated, it becomes gospel truth in people’s mind.

    Even if we accept as truth the theory that some of these killings were perpetrated by the NPA leadership among its suspected ranks, still the government has the duty and obligation to solve these crimes, apprehend the perpetrators and lock them up in jail for good. That is the only way GMA can say she followed to the letter her solemn oath “to give justice to everyone” even if the cloud of doubt in her assumption to office lingers to this day and even until the end of her term.

    It is not true that AI is bias in its reporting. I have read several AI reports on atrocities and killings made by leftist groups. If AI lay the blame on these killings to the military, police and the administration, it is simply because the killings continue unabated, done in similar fashion and pattern and yet the government which has the mandate and the obligation to protect its people and to maintain peace and order in the country seems so complacent about the issue.

    It is not even necessary for AI to issue similar report of past and present documented communinist atrocities back to back with the recent killings happening during the administration of GMA because doing so would only justify the current killings and would even absolve them of some killings attributable to members of these establishments or downplay the administration’s sins of omission.

    If the NPA leadership conducts mass killings of their members based on their organization’s rules, you do not tell the communist leadership to stop the killings. A horrible crime was committed and the least the government can do is arrest the perpetrators in their well-entrenched mountain lairs and bring all of them to the bar of justice.

You bet, Ellen, these so-called “insurgents” should have been under the jurisdiction of the police that should not have been under the AFP but under some civilian commission for in principle the policeman is different from the soldier in that the policeman is supposed to keep law and order, while the soldier is to protect the country from outside invaders and aggression.

    It is when the government allows this overlapping of function that you have this confusion that the crooks in the government even find of some good use to cover up their incompetence and inefficiency as when they blame killings of political activists to the very same people they have been fighting for their rights, welfare and interests, but who are these crooks kidding?

    Puede ba gamitin naman ng kaunti ang mga kokote sa ulo! In another loop, we have seen how the puppies of the Pandak have labelled us communists when we criticize their amo even when in fact their amo used the communists to gain strength when she was campaigning against Joseph Estrada to usurp his position. EDSA 2 in fact was streaming in red with all those red flags of organizations affiliated with Joma Sison’s CPP.

    In other words, we even see ingratitude, something that is likewise a trait of the Pandak who owes so much to a lot of people but have not shown enough gratitude to them. Giving money stolen from the national treasury for one is not gratitude. It is bribery!

    Oops, gotta go. Will expound on this later.

    This is not really off topic ’cause everyone should know what happened at the Ninoy’s anniversaty rites in Manila. Many could have noticed the banner in some papers’ headlines showing GMA attending the event with the Aquino family minus Cory. In one picture, Butch Aquino was smiling beside GMA. Here’s the real score:

    Butch Aquino was invited by Lito Atienza, along
    with Max Soliven. Butch read in Soliven’s column that GMA would not go to the affair; and when he got there, it was too late because Atienza had seen him. Tessie Oreta was there too. So was Lupita, but of course. And Paul Aquino.
    Butz was used, but then, he had every right to be
    there. We ought to understand.

    This Max Soliven pulled one on the Aquinos. Was it his way of saying thanks to GMA for appointing Willy Gaa as envoy to US? Was it his way of pleasing his relative Chavit Singson?

    Madam Ellen, Off-topic lang po:

    Last Friday, 18 August 2006, everybody knows that the Hon. Noli “Kayabang” De Castro, went to the airport to recieved the remains of the 2 OFWs who died in Labenon, escaping from their employers so that they could be reptriated to the Philippines. There’s nothing wrong with that, am I right??? right. The “Kayabang” handed over to the families of the two OFWs the money, around P220,000, again, there is nothing wrong in that, am I right again??? but the problem is………WHY THE HELL DO YOU HAVE TO “CONGRATULATE” THE FAMILIES OF THE LATE OFWs!!!!!!! cant anybody tell him that??? tsk, tsk, tsk……as the saying goes “stupid is, as stupid does” why congratulate??? supposed to be CONDOLENCE??? people say it must be a slip of the tongue, if once maybe, but twice???? for the love of GOD, cant people around him tell him that or do something about it???

    For crying out loud, is this the choice of the people to succeed the leprechaun???

Related or unrelated this topic but with the admission of Bush that Iraq had nothing to do with 9/11 but still decided on invading that country and killing tens of thousands of its inhabitant, I bet the Pandak will follow suit with a statement that she was after all justified to withdraw Filipino troops from Iraq even when in fact, she had to give in to demands of the insurgents who had no way to express their grievances against the US and the world for abandoning them to the wolves but by kidnapping and beheading those cooperating with their tormentors pretending to be concerned for the lives of Filipinos in Iraq.

    What a freak! In fact, we already have heard of those Filipino soldiers wanting to go home feeling unsafe and would rather just join the mercenaries to get higher pay than risk their lives with promises of higher salaries, and other fringe benefits not fulfilled with high ranking officials getting kickbacks on their salaries like what had happened to the salaries of those working as UN peacekeepers.

    In short, the Angelo Cruz incident was just being timely for the soldiers’ U turn to the Philippines. Now, we’ll see if the Pandak can get a slot for Filipino soldiers to serve as peacekeepers in Lebanon. Someone should tell the UN, however, about the unauthorized deduction of salaries of the UN peacekeepers, and how the Pandak is using it as part of her Super Atsay something instead of having the Philippine soldiers serve as true peacekeepers and not as another group of overseas Filipino workers.

    I wonder when the world is really going to end, for despite the wars and rumors of wars and the world being burdened with fools and criminals leading earthmen to perdition, the end is not yet, says the Lord, just chaos and confusion before the expected Second Coming.

    In its July 2006 survey, Pulse Asia, Inc. says that “44% or about 21 million Filipino adults express disapproval for President Gloria Macapagal-Arroyo’s performance while 47% or nearly 22.5 million Filipino adults distrust her.” WHERE ARE THESE PEOPLE? ARE THEY HIDING? IF WE WANT TO OUST GLORIA WE SHOULD NOT ASK COWARDLY QUESTIONS LIKE “SINO ANG PAPALIT?” If there are no people in the streets to express their disapproval, how can a good leader emerge? A good leader evolves. He/She does not just appear. If we need support for our actions, do we expect the support to come first before the action? We should go to the streets first, and the support will follow. The risk MUST COME FROM THE PEOPLE. It’s not the other way around. Look what happened in EDSA 2–dahil atat na atat si Gloria, na una sya before the critical mass–Regretably, I was there and realized later on that EDSA 2 DID NOT HAVE THE CRITICAL MASS that was needed to “seal” Gloria as President. The ONLY reason it was successful for Gloria is because ERAP did not fight back. Look tuloy what we got? A POWER-HUNGRY, BLOOD-SUCKING B*TCH, who turned out to be FAR WORSE than anyone can imagine! Today kasi we have the blog and text to let out our anger–I think the anger should be in the streets! Indeed, the time for ACTION is now!

    This mentality of saying no one could replace Gloria or no one is qualified to lead is BS. It’s not simply wanting to replace someone and place another one. It’s not like what they did to Marcos by ousting him and never mind who replaced even an ordinary housewife as long as he was replaced. What happened in all the six years of governance by this housewife? All the good projects started by Marcos was scratched. Anything identified with Marcos even if it benefited the people was dumped. Vengeance and retaliation against enemies were the games of the day. This housewife spent more time praying in the convent, chatting with the late Cardinal Sin (taking his orders too) and playing mahjong with her comadres. Then, the rest of the thing was rest to his brother Peping who headed the Kamag-anak Inc.

    There are many who are better than the above housewife today. We have many in the opposition and even some within the administration who still have the country’s interest at heart.

    Off topic…I was “shocked” to read in The Star (I know, I know, it’s the paper of the TUTA, Max Soliven). With regard to the ACCOUNT OF MIKE ARROYO IN A GERMAN BANK, HypoVereinsbank. The article mentions that Rep. Cayetano “turned over to” Jess Santos, the MIKE ARROYOs lawyer-spokesmanlawayer, “a waiver to be signed by the President’s husband. In the document, the First Gentleman would waive his right to the confidentiality of his bank accounts, both here and abroad.

    Santos accepted the waiver, but when Cayetano had left the media room, the President’s husband’s lawyer dropped the document on the floor and stepped on it several times until newspaper photographers stopped clicking their cameras.

    Santos said his client cannot sign the waiver because the accounts have not been established to be existing, and if existent, no proof has been presented that his principal owns them.”

    How terrible this ol’ man is. Balibhasa I heard him bad mouth his client in a restaurant! Yet another IDIOT.

Cover up her guilt and at the same time, embarass and make the Senate appear like a useless toothless appendage and a bunch of fools which the country can do without when Cha Cha time comes).

    But these politicians along with all congressmen allies of GMA, not only every August 21 but all year long, have shown again and again that they never forget Ninoy Aquino, not for a minute of their lives. According to unnamed sources, during this last impeachment saga, they reiterated again and again to their master GMA that the white envelopes should only contain P500 bills and no other, not even a piece. Yes, they so loved Ninoy Aquino that they can’t resist hoarding bundles of his portrait coincidentally printed on the P500 bills.

    And how about Mang Pandoy? And the two kids who released their bangkang papel with their wishes presented in GMA’s first SONA. And how about thousands of returning OFWs from Lebanon? When the war that displaced them have long been ended and things return back to normal, will they live their normal lives again? Hardly, some of them returned not only with broken spirits but with broken bodies as well. They have savoured their fleeting moments of fame nationwide or even worldwide because they make good news. And politicians exactly knew how to use them to earn extra media mileage.

    As we often hear… “kapit sa patalim”. So we can hardly blame our marginalized OFWs for letting and allowing our politicians to use them as human props infront of cameras. Perhaps we should all draw valuable lessons from past unfortunate events befalling us… that in selecting our political leaders, we should take time to study the character of the person we will elect. In improving our lives, we cannot depend and rely on our political leaders, then and now.

    But look at what Arroyo is doing. pati ang mga partylist representatives, the Batasan 5, tinatarget. Paano, hawak ng mga utak pulbura na mga heneral. Paano kasi mga yun ang nandaya para manatili siya sa Malacañang.

    French speakers ‘too stupid’ to learn Dutch

    BELGIAN francophones were up in arms after the president of the Dutch-speaking Flanders region said they “apparently do not have the intellect” to learn Dutch.

    In an interview in French daily La Liberation, Flanders President Yves Leterme also said the king, the football team and “certain beers” were all the country’s French and Dutch speakers had in common.

    Language is inextricably linked to politics in Belgium, where about 40 per cent of the people speak French and almost all the rest Dutch, resulting in a complex political structure with five separate parliaments.

    There are communities in Flanders where 70 to 80 per cent of the people are francophone and are expected to learn Dutch, Leterme said.

    “But apparently, the francophones do not have the intellect to learn Dutch,” he told the French paper.

    “Look at the difficulties the francophones, even the king of this country, have in speaking Dutch fluently,” he added.

    The Belgian daily La Derniere Heure splashed headlines “We are too stupid to learn Flemish!” and “Scandal: The king himself has been attacked” on its front page, while Le Soir filled its front page and two others with outraged reactions.

    sorry if i provoked some. i did not mean nobody can replace her. i try to speculate who will, can and their possibilities as well as judging the possible conclusion that in the end the people are the losers while… there are of course a lot of good people/candidates but the fact is that we as filipinos have never been good in choosing the right person. money speaks in our elections. many democracies much younger than ours prosper. it seems to me that the presidency is a winner take all competition.

  36. Alam mo Nelbar, iyong wika ng mga Flanders sa Belgium ay Dutch-based and Dutch sounds more German to me than French kay may confusion. Alam mo mahirap gawin iyan sa totoo lang kasi magkaibang-magkaiba ang French sa Dutch o sa German. Parang katulad noong wikang hapon at ingles. Wala pang nape-perfect na software na puedeng mag-translate ng wikang hapon sa ingles, and vice versa. May pilipinong mayabang, sumulat sa akin na akala siguro niya mai-impress ako sa kaniya pero alam kong gumamit lang siya ng isang automatic translator na mali-mali ang grammar at walang thought ang sinasabi. Iba kasi ang sistema. Ganyan din ang pagkakaiba ng ingles sa wikang pilipino sa totoo lang.

    Basta ako sariling wika di gaya ng iba diyan hindi daw marunong ng Tagalog. Tapos nakakasagot naman sa mga post na Tagalog. Kung puwede lang siguro salitang Kapampangan dito…pwe! Naalala ko tuloy si tiyanak na Kapampangan!

    Bomba ang kailangan para maubos na ang mga lintek na iyan. Kung hindi ako makapagpigil ako ang lulusob sa Malacanang ng mag-isa. Parang panahon ng Hapon na nira-ratrat ang mga sakang at isa-isa bumabagsak. O dili kaya gawing Hiroshima ang Malacanang. Ganyan dapat gawin sa mga matitigas ang ulo na ayaw sumuko.
