Coup jitters

I just came in from Cebu where I participated in the Cebu Press Freedom Week celebration. I’ll report about it later.

I woke up this morning to a CNN report about a coup in Thailand. Everybody I talked with in the Cebu forum remarked, “Nakakainggit naman ang Thailand.”

Malacañang and the military officials’ protestations that a similar coup won’t happen here betray their nervousness. As Shakespeare said, “The lady protests too much.”

Anyway, here’s Malaya’s report on reactions in Manila:

EXECUTIVE Secretary Eduardo Ermita yesterday said there is no reason to be alarmed over the coup which ousted Thai Prime Minister Thaksin Shinawatra because the Philippines is politically stable and that the Armed Forces and the PNP are loyal to the Constitution and the President.

Ermita nonetheless said he got in touch with Armed Forces officials to make sure “things are handled in a manner that will not cause alarm whatsoever in the Philippines.”
Ermita said President Arroyo is monitoring developments in Bangkok.

He said neither he nor Arroyo was surprised by the coup in the Thailand because there were already reports of growing discontent several months ago.

He said Arroyo ordered the Department of Foreign Affairs to ensure that Filipinos in Thailand are safe.There are about 7,000 Filipinos in Thailand, mostly working as teachers or managers. About 4,000 of them are based in Bangkok.The Department of Foreign Affairs advised them to stay home.

Ermita said his calls to AFP chief Gen. Hermogenes Esperon and the major service commanders did not mean he was nervous, noting he faced seven coup attempts during the Aquino administration when he was AFP deputy chief of staff.

“In all matters that pertain to peace and order and national security, it behooves upon us to really make those calls,” he said.”I don’t see any reason why we should be afraid. I don’t see what the connection is…There is no cause for alarm whatsoever,” he said.

He said there are no more grumblings in the military because it is “solid” under the leadership of Esperon and his service commanders. He said any image of instability that the opposition wanted to project has been “corrected and neutralized.”

He said has no history of a successful coup. Seven coup attempts from 1986 to 1989 were crushed by the PNP and AFP.People power is not a military power grab.

Ermita said what is happening in Thailand is “hardly our concern,” although “we are hoping that such a problem in a foreign country like Thailand would be settled peacefully.”

He said the Philippines is not taking any position on the matter even if it is the chair and host this year of the Asean, of which Thailand is a member. “We are not making any statement whatsoever that we are taking sides or not. We are observers and we just take it to mean that that is their own problem, that’s another country’s problem,” he said.

Ermita said the Philippine economy is strong enough to withstand the repercussions of the Thai coup.He said despite Thaksin’s ouster, the Philippines will still follow his “Thaksinomics” and other economic policies that are adaptable or favorable to the Philippine situation.
“Thaksinomics” was the moniker given by President Arroyo to Thaksin’s “One Town, One Product” program which has she adopted.

Ambassador to Thailand Antonio Rodriguez said Filipinos in Thailand should stay home if there is no need for them to go out.”If you were to assess the reaction of people here, it seems they accepted the coup. But the possibility remains that Thaksin and his allies will launch a counteraction once he returns,” he said.

Thaksin was in New York when he was ousted late Tuesday.
Rodriguez said those who have relatives in Thailand can call the Philippine embassy at (662)-2590139, 2590140, 2599797, 2592809 (fax) for assistance.

NOT IN RP

The AFP does not see a coup happening in the Philippines because “the chain of command is intact,” said Lt. Col. Bartolome Bacarro, AFP public information office chief, quoting Esperon.

Esperon presided over a command conference in Camp Aguinaldo yesterday morning, hours after the coup in Thailand.

Bacarro said the weekly command conference has nothing to do with the coup.He also said the AFP is not making comments on the coup.

“The AFP is not in the position to comment on the state of affairs of other nations,” he said.
Coup leaders said Thaksin was ousted to resolve a near year-long political deadlock and to stop “rampant corruption.”

Told that disgruntled military officers in the Philippines might replicate the Thai coup, Bacarro said: “Well, like what we said we don’t see it happening here. That will not happen here at present.”

“We do believe that the Armed Forces of the Philippines has remained intact and that we are aware that even previous (coup) attempts have failed because of measures being undertaken by the Armed Forces,” he added.

Bacarro said the military dynamics in Thailand and in the Philippines are different. “There are a lot of differences, there are different stimulus so definitely it (Philippine condition) is different from what’s happening there (in Thailand),” he said.

Informed that Thaksim, like President Arroyo, is accused of corruption, Bacarro said: “Well, we don’t want to comment on what’s happening there. We are not in a position to comment especially if it involves political issues.”

Bacarro expressed fears some “threat groups” might use the Thai incident for propaganda purposes.

“They (threat groups) can start making propaganda along that tune na nangyari sa Thailand and it could happen here in the Philippines. However, the Armed Forces of the Philippines will categorically state that it will not happen here,” said Bacarro.

Maj. Ernesto Torres, Army spokesman, said: “The Philippine Army leadership will never allow this (coup) to happen. The Philippine Army, as a matter of policy, isolates itself from politics and distances itself from political groups.”

Torres said the Army is leaving “politics to the politicians.”

“It will not yield to any pressure from anti-government groups and the political opposition and aid efforts to unconstitutionally change our country’s leadership. The Army is focused on fulfilling its responsibilities to the Filipino people and politics is among the least of its concerns,” he added.

Navy spokesman Lt. Cdr. Giovanni Carlo Bacordo said: “We are not allowed to interfere in the political affairs of other countries… The Navy remains loyal to the chain of command.”

CHA-CHA STILL ON

Ermita said despite the coup in Thailand, government and its allies will not reconsider their bid to push for amendments in the Constitution and a change in the form of government from presidential to parliamentary, just like Thailand’s.

Arroyo has been saying that the parliamentary system would result in less legislative gridlock and less coups.

Ermita said there are more military takeovers or coups in a presidential form of government than in the parliamentary system.

The coup is Thailand’s first in 15 years but its 18th since it became a constitutional monarchy in 1932.

He said the changing of the guard in the parliamentary system is smoother. “We will still push through with it,” he said.

Senators both from the minority and the majority said a shift to a parliamentary form will not prevent coups.

“There is no government that is coup-proof. The moment you push the people too far, they would take the law into their own hands and launch moves like a coup,” said Sen. Sergio Osmeña III.

“Even during the dictatorship of (the late president Ferdinand) Marcos, there were coups. The people would take the law into their own hands if they see that their officials are abusing their powers,” he added.

Osmeña also said the claims of Speaker Jose de Venecia that a parliamentary system is “coup-proof” are mere “exaggerations done to convince the people that a parliamentary system is better.”

But, he said, a parliamentary government is “worse.”

“Under our type of culture, a parliamentary system would be worse because of the ‘tayo-tayo’ system (the practice of political allies taking common positions),” he said.

Sen. Jinggoy Estrada said a shift from the presidential to a parliamentary system would not prevent military uprisings “if the administration is corrupt and has no more support from the people, like the Arroyo administration.”

Sen. Richard Gordon, chairman of the Senate constitutional amendments committee looking into proposals to amend the Constitution, simply said: “The situation in Thailand demolishes the argument that a parliamentary form of government would stop political instability in the country.”

IT’S GOVERNANCE

Senate majority leader Francis Pangilinan said: “Regardless of the form of government, it is effective governance under the rule of law that will prevent extra-constitutional attempts at seizing power such as coup d’états.”

Senate minority leader Aquilino Pimentel Jr. said: “I hope the Thai coup does not influence the Armed Forces of the Philippines to grab power here. While Gloria doesn’t deserve the presidency, the people don’t deserve military rule. Gloria should now resign.”

Sen. Ralph Recto doubted if the AFP could do a “copy-cat coup” against the government.
“We have reason to believe that what we have is a constitutional military,” he said, noting that the military could have carried out a revolt against the Arroyo presidency at the height of the political turmoil in June last year.

Besides, he said, “there is no opposition leader charismatic enough to bring the soldiers out of the barracks. In Thailand, there is their king who’s the constant symbol of stability.”
Rep. Gilbert Remulla (NP, Cavite) said the Thai coup “just gave charter change proponents a black eye.”

“Ang argumento ng mga pro-Cha-cha ay mas stable ang parliamentary form of government. The Thai coup just goes to show it has nothing to do with the form of government,” he said.
Remulla said the stability of a country does not depend on the form of government but on good leaders and good governance.

“It has everything to do with transparency, accountability and honesty in government. Kung iba ang sistema ngunit patuloy ang dayaan, nakawan at pagsisinungaling, wala pa ring pagbabago na mangyayari,” he said.

Rep. Joel Villanueva (Cibac) said a parliamentary system, clearly, cannot prevent a military uprising.

“Sinasabi ng mga pro-parliament advocates na mas stable daw ang parliamentary form of government para walang military coup. I just hope they can explain why it happened there and the assurance it won’t happen here,” he said.

House majority leader Rep. Prospero Nograles said military adventurism is a force to reckon with in both the presidential system and the parliamentary form of government.

“Whether it is parliament or presidential, talagang mahirap kalabanin ang military at grupong may mga baril. But this won’t affect our bid to push charter change,” he said.
Nograles allayed fears that Arroyo could suffer the same fate as Thaksin’s. “I do not foresee any coup d’état until 2010,” he said. – With Victor Reyes, Czeriza Valencia, Gerard Anthony Naval, JP Lopez and Wendell Vigilia

  1. Is there one in the AFP today capable of rousing the good men of the AFP to rêplicate Thai Army Commander in Chief’s coup d’état?

    I don’t think so.

    Sadly, Esperon will have taken precations.

    It was interesting to watch and stay tuned with the events in Thailand…it IS an idea; it’s worth a try.

    Isn’t it also interesting that Gloria had a meeting with her generals in Malacañan after the coup d’etat in Thailand? Hee hee hee.

    What IS weird is the military coming out on television expressing support for Gloria. I don’t think the other military in the region, or from other countries, are doing that–expressing support for their respective leaders. It goes to show that the possibility of the recent events in Thailand (coup d’etat) happening in the Philippines is high. I think it’s more like SOMEONE is very insecure and troubled by the recent events in Thailand.

    One thing for sure is that the coup d’etat in Thailand killed the Cha-Cha. JdV should be slapped silly on the face for telling the Filipino people that Cha-Cha will prevent coups! Give it up, JdV. You’re a has-been trying so hard to be “in.” You’re era is jurassic!

    I was listening to Channel NewsAsia and it was interesting to note that Asian analysts that the Thai, Indonesian & Philippine military are the “same” in the sense that their respective miliatry relate to civilian politics. Asia is “interrelated” in the sense that, as an example, when Nepal had their peaceful protests, this influenced the protests in the Philippine. The events that recently happened in Thailand will probably influence other Asian countries, although this “new” type of coup d’etat may not happen immediately, THE COUNTRY where this would most-likely occur would be the Philippines.

    To be perfectly honest, I’m a militarist at heart and would gldadly welcome a coup d’état in the Philippines if it were the only solution to the problems facing the Philippines.

    However, much as I believe miltiary officers are supposed to have been trained to LEAD, our military men lacks that leadership quality in the moral sense of the word.

    In Europe, we’ve had military men who proved to be great leaders even in peace time.

    Churchill and de Gaulle were some of the two who were nurtured and imbibed with miltiarism from birth – what made them different from military adventurers, eg, our current breed of AFP top rank officers (or even mid-rank) is that these men were morally upright so that when it came to leading their country, they were trusted. Moreover, they had great respect for the rule of law, written and unwritten, something which is lacking in our military today.

    A lot of of our officers believe that they’ve been trained to fight – which is secondary to the real calling of a military officer – they’re forgetting that an officer is first and foremost trained to LEAD. Until our officers learn that very basic essence of leadership, we will always have amateurish military men, incapable of launching a veritable coup d’état for the sake of their country.

  6. Thailand, however has a long history of miltiary education; their military officers respect the tradition of officerhood. Many may be corrupt but there’s still that real respect for military officers’ tradition: honesty, loyalty and more importantly, HONOR.

  7. To a certain extent, Japan’s military epitomized military honor up till WWII (perhaps even today), something our officers lack so badly.

  8. Esperon is corrupt, so corrupt in his soul and bone marrow, he doesn’t have a chance of recruiting the good men of the AFP to topple GMA!

    Nobody will believe him! His credibility is ZERO!

    He hangs on to his post because of Gloria but he is not respected by officers and men in general. He is so goddamn lucky, our Pinoy officers and men are kind of blasé about the whole thing, otherwise, he would have been fed to the crocodiles of Palawan long ago!

There’s gotta be at least ONE who is “morally upright…trusted…great respect for the rule of law, written and unwritten…” Or maybe I’m just being too wishful?

    Something however, will have to give in the current political crisis in the Philippines. It is all a matter of time. The question I guess is HOW WILL GLORIA’S END BE? WILL SHE SUFFER A FATE BEYOND OUR IMAGINATION? Only time will tell. For now, it’s obvious that she and her legions are nerrrrrrrrrrvous!

    Unless the events Thailand turn for the worse, the current situation in Thailand is a coup d’état like no other; It is a coup d’état that is calm unlike the usual coups we know of.

    I am certain that there’s a few officers in the AFP who have the honor and the calling…

    Unfortunately, you need more than just a “few” to succeed.

    Like you, I am confident, someone in the AFP of moral leader caliber is waiting for the opportuned time “to deliver” the country from the fangs of this evil Gloria.

    Will he succeed? I really don’t know.

    You’ll be surprised to know that a lot many Japanese soldiers of today are Christians. This I have found out from a friend who is an instructor/lieutenant in the Japan Self Defense Force.

    I don’t know if it is because when they become soldiers they know that they have actually taken one step to hell that they become sensitive to something spiritual that they become easier to proselyte. My friend is in fact a convert to our religion, and he has converted a lot many of his comrades in arms.

    I am in a forum for members of our church in Japan, and it is where I have met these soldiers who are stationed all over Japan. You bet, I am very proud of them! But one thing sure is they are dedicated soldiers to country and people, not to any politician!!!

    Hopefully, Abe will not dare change our pacifist Constitution and venture in warmongering together with Dubya Bush.

    I am in fact into a movement to declare Tokyo a no war zone. Just signed a petition to that effect just recently,

    As I have stated before, I have lots of uncles who served in the USAFFEE and even in the post-WWII AFP, who were never puppies of any politician, and they served their country well. My maternal grandfather likewise was a Katipunero, and used to participate in the celebration of Philippine Independence at Luneta when I was a kid.

Hopefully, the Americans have not given Bansot any new weapon, and Trillanes, et al may just as well use bolos, lanseta and yes, hire back those Cebuanos the Yakuzas in Japan have flown here to make guns called “Paltik”!

    Mabuti na lang siguro hintayin na lang pumutok ang bulkan sa ilalim ng Malacanang or a tsunami at Pasig River. Tangay iyong Boba at kalaguyo ni Victoria Toh, et al!

    Tell it to the trespassers now occupying Malacanang. But, do not promote it to the people that knows better. “People power is not a military power grab”, according to Execute Secretary Eduardo Ermita. How ridiclously insane of such corrupt mentality of a person, when obviously the military totally withdrew the full support to the legitimate President Estrada. It was a clear violation of the law of the land. It might not be the military itself in the front line, but illegitimate Gloria and Company. And at the same token the military failed to protect the right of the people to choose which is in my opinion is no different than the military power grab. The military according to the bragger Miguel stories he told in public, and recorded on tape, his military, sympathize to the Arroyos were ready to do battle, meaning traitor Angelo Reyes, matter not blood will be shed. Be that as it may, the end results of the Gloria’s coup d’tat of almost six years ago is military dictatory, as they, the military, now dictate to illegitimate Gloria so she can remain in power. Hence, the real evident with any benefit of doubt is that the Militay behind the scene running the country through difference incentives in which included white envelopes and by other means.

    In conclusion, illegitimate Gloria’s power was the result of military decision to break the law. Whatever, one’s may call it, still a power grab, coup d’etat and no difference than one in Thailand. Still, the intent was to kick out the elected head of the country. How it was done seem not to matter, we can only offer an argument that it was against the law of the land. Disrespect to the constitution, laws created by the people’s representatives.

    Coup d’etat and not People’s Power, just as the same. Only liars, cheaters and stealers would even dare to suggest. How dare you insult our intelligence, Ermita.

    The 1986 EDSA Uprising and EDSA Dos can be considered as a successful coup d’état in the Philippines. Under corrupt Gloria Arroyo regime, the crocks in the military and police force are “WELL-FED”. They are shameless and unprincipled men in uniform. A well-fed pet dog never bites their master unless beaten or abused. I believe that majority of the Filipino people will support extra-constitutional means to end corrupt Arroyo regime. Who will lead the revolt? Junior and middle level officers are disgruntled with graft and corruption within the military. The ranks and most of lower officials in the military live in very sad conditions while high ranking officials live a king in big mansions and gated subdivisions. These idealist officers may lead the ouster of illegitimate President Gloria Arroyo. Thaksin’s alleged corruption is nothing compared to Arroyo’s kleptocracy and abuse of power. Lt. Senior Grade Antonio Trillanes , et al, what are you waiting for? Inumpisahan ninyo dapat tapusin! Patalsikin si Pandak!

    Ermita is talking through his ass!

    A coup d’état could be launched by civilians too^provided there’s the military component – he knows that very well. The fact that it was bloodless and without the usual elements, eg, takeover of broadcast stations, airports, government offices, Gloria’s adventure in 2001 was spared the technical term of coup d’état. The successful mutiny by Angelo Reyes was a power grab. No turning around about it.

    The general who could be accused of attempted coup d’ztat, technically that is was MajGen Edgardo Espinoza!

    But Ed Ermita is goddman lying when he says that people power with the aid of mutinying generals and an attempting coup d’étatist is not power grab – he, a Lt General, a Vietnam (ok, Philcag) veteran and a DND chief shouldn’t shit on people by saying that Gloria’s power grab wasn’t a power grab – they broke the law – there was a sitting president; the power grab was made all the more worse because of the military component.

    If he says that again, I recommend, people in Pinas puke on him!

    We can only sit back and watch and see! And wish that there are among the military forceful enough, with strong determination that can lead a nation. Pilipinos are in such desperate need of reform in leadership. It’s now a must more than ever, Philippines day by day is sinking further to oblivion, and hopes is not even spoken among the citizenry. Many has given up and that faith were turned to most powerful above. We’ve a free society supposedly that has been taken over by corrupt people’s of Gloria and Gloria whose only objectives in life is to what they can personally gain, and hell with the rest of the hopeless Pilipinos. The pictures of tomorrow and future of the next generation with illegitimate Gloria are now neither here of there.

    As they say, “if you want it done right, you must do it yourself.” It’s easy said and done, but you and I know it’s not quite that simple. Precious lives are stake, but do you want freedom from dictatorial rule of Gloria – there is only one choice. We must search our conscience and how long we’re willing to accept illegitimate Gloria?

    I doubt if Trillanes was duped. I watched unedited transmissions fromn Manila of the Oakwood mutiny. When I was called to do transcription of those transmissions in English and Tagalog into Japanese, it was called “a coup d’etat” but in the afternoon when Trillanes’ companions were one by one cajoled to stop by Cimatu, et al, we were disappointed to see it tagged as merely a mutiny!

    If you were Trillanes, would you keep on fighting when you see your companions holding up their guns over their heads and hand over their weapons to Cimatu while some sipsip buto Congressmen and local government officials berate them on TV (of course courtesy of Malacanang complete with the padded envelopes)? It was nauseating, and I guess he kind of “gave up the ghost” after realizing that he would be more useless dead especially fighting for a people with very short memories!

    Nevertheless, “Hell, Boba!” should not be too sure. There is always a limit to how much abuses a human being can take. With or within US help, they will be able to remove a despot. They did that in fact in WWII when MacArthur left the Filipinos to fend for themselves, and fought they did with only the words of the general “I shall return” for their inspiration.

    Now, maybe, they can try “Doing a Thai!” or “Pa-Thalsikin Na, Now Na!” when Pandak leaves again on government junket paid with utang and abuloy for disasters in the Philippines.
    The sign in fact is there.

    As they say, the signs are there! Naghihintay lang ng paghinog!”

    I agree! Trillanes’ act was an attemted coup d’état! The technical element were present.

    Unfortunately, as I was saying, he was not mature to succeed at the time – whether he was duped into surrendering or not, it happened! Had he been more mature, he wouldn’t have done it that way! He should have gone for the airport first – the mere fact that his troops surrendered showed that they started to lose faith in the endeavour!

    I want to be there when the public start puking on Ermita’s face. Surely, if anyone deserve it, is Ermita and among others of Gloria’s subjects. I believe we are running out of many choices. Impeachment is out of the question, we can’t rely on anybody in Congress and I even lost my faith on the Senators. Gloria got the Senators by their neck and spinning them around whenever she got the tickles. Senators are just but bunch of hit or miss. They are all there to fill up space. House of Congress, what else need to be said about them that already been said. And how about our justice, Panganiban, Gutierrez and others, such a waste. Like I said before, I’ll trust my dog Oscar before I put my faith on those people in Congres, Justice Branch, and this immoral bansot in Malacanang.

    Folks, as Captain Jim (Star Trek) would say to Scotty, we are in serious trouble, “Beam me up anyplace but the Philippines. Yes, we are in trouble!

  26. One thing they forgot to do likewise was secure their families, Anna. I remember watching a transmission of a relative or two of the soldiers being told to speak to them via TV, and you know for a fact that they were under threat!!!

    I think that was what mainly made Trillanes’ comrades to “give up the ghost.”

    One tactic of this administration in fact is to harrass and intimidate the families of these soldiers to weaken their resolve.

    I actually thought it was stupid that they would not even make good their threat, for Trillanes said at the beginning of the mutiny and they were planting bombs around the Oakwood hotel that they were determined to fire them. And they could have held out longer if they did not release the foreign guests in the Oakwood hotel to be their hostages, but then they did not want to be savages but gentlemen!

    The TV network where I was doing the transcription in Japanese was actually disappointed because they wanted a sensational news with those Japanese tourists trapped there at Oakwood!!!

    That was one hell of a coup d’état!

    There were a couple of coup d’états in Pinas which were attempted by Honasan and Benjie Defensor (with Lt Colonel Danny Lim at the time) but they had an equally determined PSG Chief behind Cory: former Colonel Voltaire Gazmin, a Mindanao veteran!

    Honasan was a desk officer while Defensor, an decorated helicopter pilot was just not used to ground combat. Danny Lim’s position then (top of Atrium) was silly really. Had they been serious, they should have blown up a few cars around the Intercon and a couple of shops, they could have done something…

    1986 Edsa 1 uprising was in my opinion necessary because of dictatorial regime of Marcos. There was no other recourse since Marcos controlled the govt, so he thought. In addition, Marcos can’t be impeached, obviously, since there was no established Constitution. With Edsa 2, it was sure a violation of the constitution, coup d’etat more clearly. A successful conspiracy between Gloria’s people and the Supreme Court, Davide and the gangs of immoral justice, not to mention the following, Sin, Ramos, Cory and others. Of course, several already confessed their sins and others remain to be sinners. Anyway, Edsa 2 was an obvious seizure of mandated govt by majority of the people. Then, impatient illegitimate Gloria took the law into her dirty hands. As illegitimate Gloria would say later, “I am the law and only god can judge me.” Such an arrogant show off!

    In Thailand when the military stages the Coup, almost always it succeeds, and all 18 of them mostly were bloodless. The Military either did it for itself, or to overthrow the government it believes is not doing its job. And the people, generally accepted it. Contrast that to the Philippines. Including Marcos, we had two successful ones. The “so-called” people power re-enforced by the Military withdrawal of support from the Administration. Almost always it is agitated by the opposition and the top brass in the Military for their personal ends. Ramos, Enrile, Honasan, Aguino et al. Coup # 1. , Arroyo, SC , top Military Brass, chavit singson et al Coup #. 2. ? ? ? Coup # 3. Notice something peculiar, Not a single one attempt, initiated by Military itself succeeded, and the military can not even control its own rank to even contemplate a successful one. You can not call it an attempted coup if one group of the military is stopped by another to mount one. In Thailand the Military is one and solid unit, loyal to the King. In the family the Military is fragmented, loyal to its own officers individual interests..

    when marcos declared martial law in 1972 he fully used the military to implement his oppressive rule by bribing them with fantastic financial concessions. marcos had the military’s bread fully buttered in order for them to strictly follow his every order and bidding.

    as a result of generous bonanza, the most corrupt of them all live a life of the rich and famous, were able to construct mansion for their families and even their second, third for the promiscuous type, fill their garage with expensive and luxurious fleet of cars, acquire vast tract of properties, and set up legitimate businesses where their dirty money can be laundered. the most honest and decent military men were destined to live a spartan life (yes, honest and decent “few good men” in uniform still exist.)

    marcos only knew too well that the military have to be pampered so that at the tip of the barrel of their guns, silent submission of an an outraged civilian population will be guaranteed. it is no wonder then that a lowly military officer with a rank of major and earning no less than P5,000 can well afford to buy an P8M mansion in an exclusive village and trot around the streets driving the latest car model.

    the pampered military became politicized. most retired uniformed personnel eventually became politicians. military service of the most dependable were extended so many times. some were offered juicy positions in the cabinet or appointed executive positions or directorship seats in large and earning government owned and controlled corporation. some of those who remained in service develop messianic complex that evolved into what we now know as military adventurism. this explains why the rather popular cory government had to parry 8 coup attempts in its entire term.

    military adventurism even lingers in ramos time. being himself one, he fully knew how the military mind works in and out and yet despite his firm and crisp grip of governmental power, his administration did not escape at least one real threat of military uprising of an agitated uniformed men. of course, the issue was later on resolved by a token penalty in the form of push-ups, and who knows, maybe later some irresistible rewards. but we knew that everyone was happy and ramos completed his term of office without any major incident occurring thereafter.

    thailand has a record of 17 successful coup d’ etat. while thaksin’s government was already abhorred by ordinary thais as oppressive, sen. lacson in his political campaign ads in the last presidential election even praised thanksin’s iron-fist approach as a model of good governance because of the impressive and unquestionable economic gains it has attained in a short span of time. maybe that was necessary. and yet thanksin shinawatra was only curing a sick economy brought about by a coup staged 5 years before he became prime minister.

    corruption was the last straw that broke the camel’s back of an otherwise popular shinawatra when a family-owned telecommunation company was sold to a singaporean group allegedly without paying the appropriate taxes.

    corrupt leaders should be replaced, and they shoul be. but their replacement should be done constitutionally in an orderly fashion by the body politic which the power of an awakened civilian population properly belongs , not the military. it will take time, yes. but who says patience is not a virtue?

    Anna, Thais couldn’t have had it any better; we could only envy them.

    What sets the Thai military mindset apart from the rest, the Philippines’ military included, is that top generals have been preparing themselves, as they believe it is expected of them by their people, to put the country in their control and lead government when the situation calls for it. As our own soldiers emulate the defiance of a Lapulapu, the heroism of Katipuneros Bonifacio et al, and the valor of their WWII predecessors Villamor and comrades, Thai soldiers can relate only to, and take lessons from, putschists-turned-dictators as never in their history have they fought a full-scale war against foreign invaders.

    Coup d’etat has been institutionalized as the ultimate Thai antidote for political decay – for long, its only internal enemy. Our constitution even adapted this very spirit; another reason the tyrant wants it changed.

    Our own brand of coup d’etat, or at least what looked like it, had all the necessary requirements: ideology, leadership, popular support, and ready-to-die soldiers, they terribly missed one – logistics. While capturing military bases seemed to be the easiest of tasks, it was only until the rebels were able to commandeer a chopper and a Tora-Tora bomber that made victory apparent in 1989. Until the KJ F-14s buzzed them away.

    I don’t know if anyone will concur, but we also had a “fake” coup in the 80’s. Remember the Black Saturday coup? It was that one that had soldiers led by Col. Reynaldo Cabauatan occupying TV station GMA-7.

    Cabauatan is a nephew of Cory Aquino die-hard, now rabid anti-Gloria Jojo Binay. According to a RAM founder (who later mysteriously died when he “fell” from a PAF chopper) and brother of my friends’, Cabauatan staged the fake coup to penetrate the RAM heirarchy and locate Gringo who was then, as he is now, a fugitive. Cabauatan’s coup likewise sent him to hiding but as the RAM leaders did not trust him, he failed to connect with the slippery Gringo. Although a P1-M bounty for Cabauatan’s head was offered, he was only “captured” after Gringo was himself caught.

    As any “uzi” teenager eager to catch a glimpse of the action, I, together with some friends raced to the nearby Rotonda Lodge in Pasay as soon as word reached us. We even got there before reporters came.

    There was no Cabauatan, although the next day’s papers showed him in handcuffs, with a familiar neighborhood toughie, Tony De Silva, who was his “captor”. (De Silva is father to former teen heartthrob and Ruffa Guttierez ex-BF, Dennis. May showbiz pa! hehe!) Tony Kalkal – as he is known in the underworld, was a hired gun, redneck vigilante (whose Black Torana was made popular by tabloids as the vigilante’s car that dumps dead bodies faster than Kalkal can start the Torana. The bodies had cardboard with messages like “Holdaper. Huwag tularan” tied to them. He was way ahead of Duterte.) His exploits earned him respect (or fear) of all the hoodlums and thugs in Taft Ave. from Baclaran all the way to Caloocan.

    With his fame, er, notoriety, Kalkal got the attention of Binay and other politicians who needed someone like him in their entourage. Binay got him deputized as civilian agent of CIS until we were told that he had been assigned as Noynoy Aquino’s close-in. He also got the P1-M reward for Cabauatan’s capture. Binay’s security catching his nephew who has a P1-M bounty, hehehe. Tony Kalkal, disappeared in the nineties and joined his dozens of victims in fertilizing the soil somewhere in Cavite when his remains were found.

    (Teka, napunta kay Kalkal ang istorya!) But I can’t help telling Tony De Silva’s story whenever I had to if only to prove Binay is the common denominator between him and Cabauatan. And to correct the official count of real coup d’etats against Cory.

    Another sideline, but very recent though, is that one of Col. Cabauatan’s brothers’, Jimmy, is actually one of the Erap 5 snatched and tortured by CIDG+ISAFP in Kamuning.

They are so happy that almost everybody says that no change in government is possible without them.   53. The Philippines is an archipelago, any troop movement can easily be detected. This is also the reason why units not particularly in the administration’s control are assigned to the countryside. Only loyal units are deployed in Luzon. A coup at this time will not succeed because of the reasons I stated. Ellen is right to point out that our military “ay may bayad”, but those are only the one’s stationed in Luzon. The rest, the administration couldn’t care less as it will be a logistical nightmare for any unit to launch a coup from Visayas or Mindanao. It was a big blunder on Danny Lim’s part to announce his intentions to his CS. Sayang talaga.

    Jitters talaga! The Glue will probably spend most of her time today and the following days inside Burloloy building, the nuclear class armored shelter built by Cory after 1989’s almost successful coup.

    Another historical wrong: What most writers, even historians, record as December 1-7 ’89 coup or simply “December ’89 Coup” did not start December 1. It actually started on Nov. 30, more significantly, Bonifacio Day. I should know because it was a holiday and I was on a date with my future wife along with my kid sister and the maid at the carnival along Roxas Blvd. The next day being a working day, a Friday, I had to take my girlfriend home and make sure my little sister sleeps before midnight. As I drove into the Nichols Expressway booths, we saw soldiers alighting from about 14 10-wheeler closed aluminum vans, who started blockading the northbound lanes and signalled incoming vehicles to turn back towards the direction of Alabang. It was 11:00 pm.

    We exited Bicutan and as we passed in front of Camp Bagong Diwa, I stopped and asked the gatekeepers if they knew what was happening. The reply was, “May nagbabalak na naman ng Coup, ipagdasal nyo na lang.” I didn’t bother ask kung sino ang ipagdadasal. On the way back I already know we cannot pass Nichols via SLEX so I drove through the East Service Road. Upon reaching Sales Bridge, that which connects Nichols Air Base with Fort Bonifacio, I told my sister and the maid to look if there are tanks outside Fort Bonifacio’s
    Gates, as I was taking SLEX again, they said there were none.

    What surprised us was that the tanks and about 200 soldiers were already in front of us in the middle of the bridge and the one directing traffic waved his flashlight at us, looked at our faces and said, “bilis, bilis!” A small tank with “YOU” in white paint in the sides was blocking the path down from the bridge so I flashed my headlights to get the tank driver’s attention. I did, and the tank’s turret pointed to our direction. All the soldiers, too. At that point I raised both my hands and opened the car’s dome lights and I saw, hoping the soldiers would too, that my sister was already crying and the maid praying. The tank unblocked our path and I headed down the bridge at a speed I never thought my car could achieve. Even my pulse rate could have been one for Guiness, and I almost wet my pants.

    We were home in Pasay before midnight and I immediately called our office and informed the guard who was on overnight duty to be alert. My office was at the foot of Nagtahan Bridge, a few meters from Malacañang’s gates. The maid told our mayordoma what she saw and the mayordoma called up DZRH, the radio station that was famous then for their blow-by-blow accounts of the coups. It wasn’t on radio yet.

    The next day, I learned that the Marines, headed by RAM Col. Romelito Gojo, had already taken Villamor Air Base and was back to control Fort Bonifacio when we chanced upon them at the bridge.

    So there, historians, real and wanna-be, two first hand accounts of the coup d’etats in the Phils. with accurate details of events and facts that have been previously reported erroneously: Cabauatan’s fake coup and the Nov. 30 ’89 coup.

    What is pathetic really is how this government has destroyed beyond repair the image of the Philippine military. I sincerely feel sorry for the soldiers who enter the service not just for money but for love of country, and then are made to look like the pataygutom that these generals on the payroll of Malacanang have become. It’s degrading, and it was actually what Trillanes was fighting for to correct.

    When the Boba instituted the Balikatan even in defiance of existing laws against foreign troops being detailed in the Philippines even on some boggy visiting forces agreement, I saw a picture of a soldier or two looking like atsoy instead of dignified soldiers of the Philippines carrying toiletries for the US soldier who must have given them a few dollars for the services they were willing to give him. Labas talaga mukhang pataygutom!!!

    It must be so degrading that a lot of them are leaving to accept jobs overseas even as mercenaries that may also be as degrading but for a much higher pay in US dollar and other foreign currencies!!!

    I can understand Danny Lim’s feelings, and why he had to take such risk. Sometimes, Schumey, you reach a point of your endurance and become so enflamed that you lose your sense of balance and just cannot care less about the consequences! Unfortunately, there were not so many brave ones like him and Querubin!

  60. All these claim by the unreliable AFP that the political killings are done by the NPA is I am told BS by the very same NPA commander who is bothered by his conscience for the political killings he and his fellow NPAs ordered on suspected infiltrators in their ranks sometime in the 70’s.

    He says the AFP now is bluffing to cover up the sins of the administration of the bogus president because the truth is that a lot many of them have already put down their guns and thought to lead normal lives after Cory Aquino recognized their right to exist, and whatever military activity they held in recent years is more in retaliation to the abuses the peasants are made to suffer under this fake administration.

    President Arroyo and her aides, jarred by the news of the ouster of Thai Prime Minister Thaksin Shinawatra through an overnight military coup, quickly ordered a loyalty check on the Armed Forces of the Philippines (AFP).

    Malacañang, shortly after the news of a Thai coup broke, through Executive Secretary Eduardo Ermita quickly called AFP Chief of Staff Hermogenes Esperon Jr. and reportedly asked him to conduct a loyalty check.

    At the same time, the Palace raised the probability of declaring martial law, saying this was a constitutional privilege that can be utilized by the President, if the need arises, but Ermita claimed Mrs. Arroyo hopes the events that led to then President Ferdinand Marcos’ imposition of martial rule would not occur, for her to declare martial law. Today is the 34th anniversary of the Marcos martial law declaration.

    here is one good example of a panicking paranoid leader who does not even think of the outcome of her would-be-decisions. declaring martial law as a constitutional privilege? really, a genius who does not learn from the lessons of the past. a power hungry elite who does not want to be out of malacanan palace but cannot respect the mandate (?) of her office.

There were (and still are) enough logistics in the AFP and major service arsenals to use in a coup d’état adventure but when leadership was missing, it would be hard to move the logistics. Sergeants are crucial to moving them – but if the officers who would have wanted to stage a coup d’état did not have the absolute trust and loyalty of the lower rank and file, officers would find it difficult to move the logistics.

    A decent army is virtually “run” by sergeants!

    Remember: never give an order that will not or cannot be obeyed… or the officer will have to shoot the soldier-trooper.

  88. Mrivera, who was an NCO would agree… the trooper is in the first line of fire, to stake his life in a coup d’état, he must have absolute trust and confidence in his officer.

    Not even a general rank can change the course of events, unless the lower rank and file are prepared to “die” with him.

    Ask LtGeneral Vic Mayo – he had a horrible experience when he brought down his troops from Quezon… his own aide was shaking with fear during a confrotation against coup d’étatists vs Cory, the guy shot his own foot!

Ask BGen Pete Juachon, former camp commander, Camp Aguinaldo, he couldn’t rouse his own troops to defend Camp Aguinaldo against forces who were on the brink of runnig over the camp… Gen Rene de Villa relieved Juachon on the dot and replaced him by then (PN) Capt Billy Marcelo to make the stand.

    fencesitter, i am one of those guys living abroad quite comfortably but am not for a military takeover.maybe i am different from the others since i still have all my brothers and sisters in the pinas but it’s not only because of that.people cannot think well with guns and cannons around them.some here talk about the military as being a training ground for leaders and cited persons as examples as well, which is also true.leadership is a subject taught today in all professions i suppose but to be a good leader cannot be learned in any training ground.this is a quality they must have.gma is a bad leader but palparan would have been worse.bush is a bad leader, bad student as well.eisenhower graduated among the last in his class but became a good leader both in the military as well as in politics.mcarthur finished at the top of his class and became a good military leader but not good enough in american politics.nobody knows if what happened in thailand is good for thailand.only time will tell this.so far at least the military promised to return power to civilians which judging from previous ones is also possible but for me what happened in thailand is a setback to democracy.the best would have been that the guilty accept their guilt and relinquish its power without the intrusion of the military. of course these are only my opinion and cannot represent others.

    Gloria will have given the order personally “to shoot”.

    When a couple of ordinary civilians are killed in a coup d’état mayhem, she reckons, people will be dismayed. And when a trooper sees blood on the street, adrenalin will rush through his brain and will be prepared to shoot people at random.

    When that happens, you gotta be able to count on the “disloyal” to Gloria rank and file to protect the civilians… PROBLEM is could we trust that there’s enough “disloyal” elements in the AFP to counter fire from Gloria’s well-heeled troopers and protect the citizenry?

    I reckon, it didn’t happen coz the resident CIA in Pinas must have been making his rounds of the AFP and military officers talking to officers, making them feel that it wouldn’t be wise to do anything of the sort. Malakas nga lang kami when we demanded an audience with the Philippine Embassy in March that we were accepted there to submit the petition. Hindi makahirit ang mga kolokoy doon. Then we sang Luis’ version of Gloria Labandera to the tuneof the Battle Hymn of the Republic in front of the Consulate. Inggit nga kami sa Hong Kong group kasi nakakapasok pa sila sa loob ng Consulate.

    Anyway, we’re planning to have another street march when it is cooler from Shibuya to Roppongi. Next time mas malaki siguro kasi we plan to publish it in the newspapers here.

    According to Bangkok-based SEAPA (South East Asia Press Alliance) president, a Pinoy (kaya lang I forgot the name), the leader of the huge summer rallies that Thaksin was steadily regaining the upper hand in the previous weeks that they needed to press for his ouster sooner than the October elections. He called for larger rallies to be staged on Sept. 20.

    The Sept. 19 coup by Thai patriotic military preempted the rally that would have been bloody as Thaksin is predicted to instruct police to prevent it.

    The guy also said that for two weeks, talks going around in Bangkok say that the perfect exit for Thaksin could occur while he was in the UN and that he can live in exile in London after he is removed. That explains why the folks in Bangkok were never really surprised at the turn of events. And the predictions were right. For two weeks also Thaksin was trading barbs over the media with the King’s representative which is a no-no in Thailand.

    He explained that it was not the telecoms deal, the cheating in the elections, nor other major things that Thaksin has been charged with, that infuriates Thais but his ARROGANCE and the way he has bastardized the social and political institutions, his treatment of the King’s rep included. (More parallels with Pinas!)

    Among other things, he also said that the Thais were cold to parallels being drawn between Thailand and the Philippines and chided the Pinoy journalist that the Pinoys do not even know what they want (aray!).

    Finally he said that knowing Thaksin, people believe that they have not seen the end of it as Thaksin would not take matters sitting down and would attempt to stage a comeback after cooling his heels in London. The populist Thaksin knows that a majority of the rural folks still believe in him and with fresh $1.4B from the telecoms deal in his war chest, he could stir the people’s emotions into rejecting the military junta (ala-EDSA Tres). How would he do it? The guy can’t tell but it is expected to happen.

    Ellen, I sincerely wish you can get this guy for an interview and post it here. It would be very enlightening for us to get a Pinoy’s firsthand accounts and views of those from within.

    Iraya, I don’t exaggerate.

    First things first. We envy the Thais because they had the guts to oust a corrupt leader. In our case our corrupt leader is even un-elected and we are unable to get rid of her.

    As to press freedom, there are concerns about that, but that’s part of the struggle. What is more important is the restoration of a genuine and working democracy.

    It might interest you that in the Cebu forum, it was brought out that democracy has been corrupted. The window of access to infromation is getting narrower and narrower. Ours is closer to dictatorship that democracy.

    npongco:in my small family here in norway, i try to practice this, though i am outnumbered by women. the strange thing is that in the end the women always turned out to be right and i get the blame.a social researcher here noted that women can be better leaders because they think a little further but the problem is that they usually do not come up the ladder because they do not have this killer instinct and those who come up in the process become more like men.her study was based on company/business leadership. in the pinas we have had cory and now gma.i donot know so much about cory’s leadership or non-leadership but certainly gma’s is not the kind the pinas need.

    anthony:to study in norway is actually free tuition. i suppose the 400 nok is for other things like id etc.cost of living is one of the highest in the world but students are often subsidised by stipends as well as loans from the govt which are interest free while studying but interest automatically starts after finishing.probably stipends are only open to citizens but not sure on loans.those who borrow money to study i think today will end up having a loan of at least 400,000 nok if one study for about 5 years but this is not counting the stipends which can be much.

    Norpil, the women have great intuition but not leadership. They can help in the decision making but not as decision makers. I can’t cite the biblical verse to support the teaching that women should not be the one leading the nation; but it’s there. Emotionally, women are fickled-minded. Did Cory and this GMA succeed? I’ve nothing against women for I have two sisters whom I love so much. We’re talking about leadership and the right to lead a nation as taught in the Bible. You can mention some well known female leaders who were successful; but in the end, it’s the man who should be the boss not only in the family but of the country.

    sorry npongco but i am not a bible reader either.but are you referring to the old testament or the new.i am just thinking that the world may have been a more peaceful place had there been more women leaders with feminine values.the woman leader we have today is a woman with masculine values. women represent about half of humanity and in a democracy it is the number that count… somebody is getting impatient, we are actually out of topic.

    Cory and fake Gloria should be treated as individuals and not with wide brush, as we all are and not with stereo-type.

    I don’t know who the author was, but in his book he talked about men’s leadership from the very beginning of the civilization. He mentioned in details that men made a messed of everything and that women should take over to straighten this world, something to that effect.

    Anwyway, watch out for Anna’s shotgun.

    I don’t like shotguns, never did, too Holywood or Bolywood like for an old sailor like me (you know the John Wayne type…).

    I go for either anold fashioned bazooka or the mothern 120mm recoiless gun (French made and used in Boznia); that, or if there’s no other choice, hand me a local balisong anythime.

    And really, this male vs female thing or the other way around is a pansy’s favorite issue. It’s as ooooooooold as Lucy, the stoneage creature. In Europe, this issue is reserved for the primitive species.
