No doubt about it. The abominable House Resolution 1109 that trampled on the basic law of the land was passed by the House of Representatives because Gloria Arroyo ordered it.

Bayan Muna Rep. Satur Ocampo noticed towards midnight last Tuesday, when the voting was about to take place that administration congressmen were marching into the plenary hall.

Ocampo said those congressmen couldn’t be made to return to the Batasan at that late hour by House Speaker Prospero Nograles. “It had to be an order by Gloria Arroyo,” Ocampo said.

It has been widely reported that the order was given Thursday last week with a P20 million incentive for each vote at the presidential suite of the Manila Hotel after the Lakas-Kampi merger. One of those who were in that meeting with Arroyo shared his impression that ”she doesn’t want to step down.”

The reason why Arroyo is encouraged to violate the Constitution for her selfish ends is because the people allow it. She is a master of calibration. (Remember her pre-emptive calibrated response?).

The public’s apathy on a number of anomalies foremost among which was the Hello Garci tapes that exposed her as the mastermind of the cheating in the 2004 elections has made her confident that she can insult and trample on the people and they will just suffer in silence.

She is in for surprise. The internet is blazing with fury over the shamelessness of congressmen who passed a resolution so inane but had the effect of mangling the Constitution to allow Arroyo to stay in power beyond 2010.

Former President Estrada Estrada said the threat of Arroyo staying in power beyond 2010 is becoming very real. “Remember that since 2001, Mrs. Arroyo has been on a consistent path of violating the Constitution. The presidency has been stolen not just once but twice. We cannot allow it to happen a third time.”

“I call on our people to exercise utmost vigilance in the next few weeks, and to make your voice heard against Charter Change. Let us all join the nationwide protests against this unconstitutional Constituent Assembly and let its proponents know that we have had enough,” he said.

Two ranking military officers, who have been in detention for more than three years for making a stand
against Arroyo’s fake presidency, have issued statements reflecting the sentiments of the people.

Marine Col. Ariel Querubin, through his spokesperson Martin Loon, warned that the “blatant disregard of our constitutional processes could lead to civil unrest and chaos.”

Querubin , who has declared his plan to run for senator in the 2010 elections, said he will be closely monitoring the events as they unfold.

Brig. Gen. Danilo Lim message is directed to the “Officers and Men of the Armed Forces of the Philippines:”.

He said, “Last Tuesday’s brazen railroading of the Con-Ass Resolution has erased whatever doubts we have about GMA’s true intention of holding on to power beyond 2010. This is not the first time she has trampled upon the Constitution we have all sworn to follow and respect. The EDSA Dos in 2001 was a coup d’etat that we, as an organization, took part in to oust a duly elected president. The 2004 election cheating, as exposed by the ‘Hello Garci’ tapes, was partly an AFP operation masterminded by the former Chief-of-Staff, Gen. Hermogenes Esperon. Countless other offenses have followed since.

“GMA is determined and she will keep on ramming through every perceived obstacle there is, until she attains her much-coveted goal.

“Now, only the collective will of the people with the support of the AFP can stop her.

“I, therefore, call on every officer and enlisted man to follow your conscience and do what is right – PROTECT THE PEOPLE AND THE STATE! God bless us all.”

People in their right mind will see what is being orchestrated in front of us. We should be forever vigilant.     Majority and minority senators said called lawyer Oliver Lozano a Malacañang lackey.

    Lozano, in a taxpayers suit, asked the Supreme Court on Wednesday to nullify HR 1109.

    Senate President Juan Ponce Enrile said there is yet no need to go to court because there is still no cause of action against the House resolution.

    Sen. Manuel Villar and minority Leader Aquilino Pimentel Jr. agreed with Enrile.

    Enrile said if the House furnishes the Senate a copy of the resolution, it will be referred to a committee. Then a committee report will be submitted to the plenary and senators would debate on it.

    Senate President Pro tempore Jinggoy Estrada said he believes the government was behind Lozano’s petition.

    Bloggers/commenters calling 80 million plus Filipinos a COWARD is downright irresponsible. Out of that 80 million, how many are babies, toddlers, 16 years old and below and how many are with disabilities, young and old. Let’s be realistic here and don’t be overcomed by emotions.

    Marcos, Cory, FVR, Erap para sa mahirap, and Gluerilla never raised the standard of living of the poor masses despite the previous “People Power” who installed Erap and Gluerilla to the throne. And NOW, why would the thousands or millions of Juan Dela Cruz sacrifice their lives for another revolution wherein they will not be a part of???

    Social reforms needs to be overhauled and whoever that person is to lead this failed nation should be a non-trapo for start.

    “HR 1109 was passed 2 days before Congress adjournment ahead of other more important bills and then “shelved” because there is “no more time” to amend the Constitution. Why then pass a “useless bill” in such haste and without proper “celebration” ?

    Meanwhile, Atty Oliver Lozano, erstwhile weak impeachment complainant against GMA, filed a petition at the Supreme Court to nullify HR 1109 for being inimical to public interest. This pushes the Supreme Court to decide whether the House’s move is Constitutional or not granting the Senate is non-participant. It was the Senators’ opinion that so long as they disregard the House’s moves, the Supreme Court will not be involved as there will not be any petition or case to decide on. Lozano’s move changed that.

    So what can happen now?

    The House converts itself into a Con-ass when session resumes in July. By then the Supreme Court has decided that the House can do so even without the Senate’s participation. Amid protests from the Senators and the public, the ammending of the Constitution proceeds. Protests becomes widespread and violent, economy falters. GMA digs in with her Generals and declares a state of emergency. Senators worried about their political survival jumps the fence and joins Con-ass. The amended Constitution converts government into parliamentary form with term extended for all elected officials for a smooth transition. Such is presented to the people in a plebescite which the majority readily approves. With almost a non-existent opposition in the “new” parliament, GMA becomes President and Prime Minister without any term limits.

    Happy days are here again.”

    Don’t look now, but Louie Biraogo (or one who uses that name) says in Manolo Q’s blog that he filed a petition likewise. He says his is a 16 page petition, not the four pages of Oliver Lozano.

    Who is Biraogo? The fellow who accused CJ Puno of sitting on Paras’ case. Mukhang maraming sumasawsaw.

    The whole thing just a total shock to the system it all makes sense. I think this is worth more than to just make a speech about this stuff. There needs to be a team to highlight this situation, more people need to wake up to this. And it really needs to happen right away. It gets you thinking, What a waste of life. If people awoke from this and realize that their quality of life would be so much better if they were not slaves to the economy and government imagine people working together not for greed, but from there hearts for each other, there needs to be a team of people to make this a job, to topple this system of greed.

    Maybe,the best thing we can do is TO Protest.Let’s admit it: Picking up a picket sign and spending hours marching out under the scourging heat of the sun, screaming our lungs out, does not seem like a particularly natural thing to do. In fact, when people do this sort of thing outside of the context of a protest event, it’s usually a cry for help.

    So why do we protest?
    Protest events increase the visibility of the cause.
    Policy debates can be abstract, and even seem irrelevant to the people who are not most directly affected by them. Protest events put warm bodies and heavy feet out there representing an issue, taking up real space and real time, attaching the cause to real faces and real voices who care enough about the cause to go out there, if only for a short time, and be ambassadors for it.

    So the media notices when a protest event happens. Bystanders notice when a protest event happens. Politicians notice when a protest event happens. And if the protest is staged well, it will invariably make somebody look at the cause with new eyes. Protest events are not persuasive in and of themselves, but they invite persuasion. They invite change.

    Well,I need to arrange a miting de avanse for Padyak driver,snatchers,holdapers,vendors, and gro about the importance of protest action.Also,I keep finding more and more people who are waking up, and want to do something. We need to keep contacting new people, and if the Government, the media or any other platform is denied to us, we must make our own media to get Gen.Lim’s message out.

  28. Oliver Lozano filed a petition questioning HR 1109 before the Supreme Court when the measure was only a call for the convening of Congress into a constituent assembly to propose amendments to the 1987 Constitution. Lozano’s motive is questionable.

    Balak pa lang,bakit nagsampa na siya ng petition? Wala pang crime at wala pang kriminal.Sabihin na natin pumasa na sa Tongress ang HR 1109,hindi pa naman sila gumawa ng action na hindi kasali ang Senado.Palagay ko sa basurahan ng korte suprema hahantong itong ipinile ni Lozano.

  31. It’s not that the people don’t realize yet what’s going on, but it’s more of the need to know who will benefit from the rage against Glueria.

    It seems that Big Business and Big Media prefer a Roxas presidency than a Lacson or Erap or Panlilo or a Gordon. ABS-CBN is very consistent in playing up the Padyak image, who just recently become Boy Bawang.

    The Elite doesn’t desire meaningful change that may threaten their own interests.

    I still remember when business where so alarmed of an impending Miriam Santiago administration. The agents of the Elite then manipulated the results in favor of Ramos, and the rest was that billions disappeared in history.

    So who will benefit the simmering rage this time? Will it be the men on the streets, or the few in the boardrooms?

    Nasa kanila ang kalayaang suriin kung ang utos ay ayon sa batas o legal. Subalit isipin din nilang hindi lahat ng legal na kautusan ay makakabuti para sa nakararaming mamamayan.     I asked my sis to print (big prints) the resolution and all the names of the signatories. Ipapaskel daw nila sa harap ng munisipyo at mga poste sa plaza, tuloy ipamumudmod sa mga tao. That way, kahit hindi namin mga TONGresmen ay conscious ang mga tao sa mga names ng TRAYDOR sa bayan.

    Ping Lacson has withdrawn his presidential bid citing financial constraints as the reason among others. I’ve earlier and kept mentioning that Lacson lacks financial resources and political base. I think the reason is also partly the arrival of Mancao to destroy him. Whether the accusation is true or not, it’s a big blow to Lacson’s presidential campaign. Lacson promises to support the best candidate who could lead the nation.

    My feeling sunk as I heard Senator Lacson announce his withdrawal from the 2010 presidential elections. He cited lack of funds to wage a decent campaign as principal reason for his withdrawal.

    I agree with the reason, but not the soundness of the consequence.

    It was a quixotic run for the presidency in 2004 for Sen Lacson. As in the present case, he did not also have then the funds and the machinery to bring him to victory. Whatever little he had at that time was even taken away by erstwhile supporters who deserted him and jumped over to FPJ’s camp as soon as FPJ announced his candidacy.

    Without entertaining any hope of victory, I still campaigned for him along with others to help promote his cause for the weal of the country. Many did, too, and these efforts yielded more than three million votes for Sen Lacson.

    This was gratifying. These millions have found their beacon of hope and proudly cast their votes for him. Kahit na malabong manalo! To these idealists, it was enough there was Sen Lacson to personify for them a leader they truly believe in. Someone whom they can bravely cast their respective lots with.

    Now that beacon has dimmed. Whom do we go to now for that imagery of upright leadership, patriotism, daring and incorruptibility?

    Alas, money is really so potent it can take away even a dream.

    Personally, I believe it would be difficult for Lacson to deny his involvement in Dacer’s murder. The guys who committed the crime were all under his command as PNP Chief. If it was not Lacson, it could be FVR. But since there are many unsolved crimes like the Ninoy assassination, I doubt if this case would prosper.     Thank you for this invitation to the second ANC Leadership Forum. Up until I made a decision last Sunday to retire myself from a race that would matter most in the lives of our beloved countrymen, I had every intention to share with our people my vision of what the Philippines ought to be in a Ping Lacson presidency.

    Marahil sa huling pagkakataon, sa isang pagpupulong na tulad nito, nais kong ipabatid sa aking mga minamahal na kababayan na ang kahirapan at kawalan ng mga serbisyong pangkalusugan, edukasyon at seguridad ng mamamayan ay hindi mabibigyang lunas ng pamumudmod ng tulong mula sa mga pulitiko tuwing papalapit ang halalan; tulong na magaan at madaling ipamigay dahil madaling kinikita sa pamamagitan ng pagsasamantala sa kaban ng bayan.

    My vision is clear as it is simple – the country’s problem is government, bad government. The solution stares us right in the face of the problem itself. I believe that we need to discipline 1.5 million members of the civilian and military bureaucracy and imbue them with the right motivation and a sense of genuine public service. In short, if we hope to solve the problems of most of the 90 million Filipinos, we must set government right. This is the only way we can move forward as a country, and as a people.

    But correcting government will not come easy if it does not start with the leader himself. One cannot discipline if one is unable to discipline oneself. One cannot preach clean government if one is himself on the take, or his relatives and cronies are themselves the thieves. If a president cannot lead by the power of good example, then governance will always be bad.

    My vision for the Philippines is one where basic services are guaranteed, where health and education and public safety are prioritized, and no-nonsense government is instituted in all levels of the polity.

    Sadly, what we have today is a feudal set-up foolishly labeled as democracy, where transactional politics is entrenched both in the bureaucracy and local government units; and where the poor are deluded into believing that throwing candies or giving instant noodles or occasional help in distress is the be-all and end-all of public service. In the grind for survival, the poor forget all too often that the occasional goodies they get are mere scraps from the tables of the immoderately greedy powerful who plunder public coffers, or abuse power for self-profit.

    I have always maintained that if we doggedly and purposively set government right, the rest will follow. When people respect government, they pay the correct taxes and follow even the simplest of traffic rules.

    Equal opportunity. Level playing field. To each a fair, fighting chance.

    Patas na laban, para sa lahat.

    But reaching out to the voters, particularly those in the D and E income levels, which altogether comprise some four-fifths of the population, does not come easy. It is most expensive in a political system which has neither strong institutions nor correct procedures.

    Minsan ay sumagi na rin sa aking isipan na tanggapin na ang 200 milyong pisong pork barrel bawat taon para sa isang senador upang magamit at makasabay man lang sa isang magastos na pangangampanya. Nguni’t, at mabuti na lamang, nanaig pa rin sa aking isipan na ipagpatuloy ang isang adhikain at paniniwala na higit sa ano pa mang bagay, mas mahalaga ang integridad sa isang tulad kong inihalal ng bayan upang maglingkod nang tapat at walang halong pag-iimbot.

    The great Charles de Gaulle of France, who put order back in a land wracked by anarchy, once remarked that “in order to become the master, the politician poses as the servant”. Like his forebear Nostradamus, he might have foreseen the Philippine political scene of this generation.

    But I refuse to lie. And I refuse to purvey make-believe storyboards and saturate the airwaves with fairy tales.

    Even if I tried to communicate the truth to our people given the extremely limited resources that I could raise from well-meaning friends who have kept the faith, and believe as I do in my central advocacy of good governance and national discipline, the time has come to face the reality that the intent to lead in this land in order to do good, has become an enterprise only for those who have access to unlimited funds.

    I bow to that reality, which is why I have chosen not to participate any more in this laudable forum of those who seek the presidency of the land.

    To my loyal supporters and those who appreciated the kind of work ethic and purposive leadership I have demonstrated as a soldier, as the Chief of the Philippine National Police, and share the advocacies I have been fighting for as senator of the Republic — beyond expression of my undying gratitude, I now pledge that I will continue my relentless battle for good governance; lonely and difficult this may be. Rest assured that in time, we will all join together to support a leader who could best deliver our people from the bondage they now suffer. That leader must have both the competence and character that are the preconditions to purposive leadership so imperative in these crossroads of the nation’s life.

    And I appeal to the highly learned in our society to share their thoughts and help guide the vulnerable 80% of the Filipino electorate to vote wisely and conscientiously, not for their day to day personal needs, but for a country that we all love and care for.

    Magkaisa po tayong tumulong sa isang taong batay sa karanasan at sa ugali, ay alam nating hindi magnanakaw at hindi gagamitin ang kapangyarihang hiram para magpasasa sa sariling interes.

We may or may not believe his reasons for being, but one thing sure is true, like a good chess player, when the odds of winning are perceived to be un-winnable, before that pride-racking MATE move comes, malayo pa, one concedes to a loss. Puzzling move as it appears, those who do know a wee bit will ask, “WHY” ? And those who are in the know will probably say, “WHY NOT” ? Either way, it will save him the embarassment later on of any bad repercussions from people who would probably crucify him.

    In spite pf the hoopla, I think HR 1109 reached a dead end on birth. With the Senate against it, nothing will move.

    First, even if the House convenes itself as a constituent assemblythe minority would most likely boycott it. We would not want to be associated with a sham session.

    And even if the constituent assembly produces the proposed amendments, they would still have tob e submitted to a plebiscite. A law, with accompanying appropriation, is required for a plebiscite to be conducted by a Comelec. Without a law, the Comelec cannot act.

    And that law requires Senate approval which it will never get.

    So it’s back to square one.

    When the House approved HR in 1109, it’s like sending HR 1109 to outer space there to orbit for eternity never to return to earth.

The revolutionary movement today is far stronger than it was more than twenty years ago and is fast expanding in Samar and Leyte. The real reason for additional troops is to put down protests against impending charter change and to ensure by armed force that Gloria Arroyo will remain in power beyond 2010. More troops will mean more political killings and other human rights violations.”

    Fr. Salas also said that the NPA is unconcerned over the added troops because it only gives more targets for the guerrilla army. “The NPA is supported by the people, it is well-guided in carrying out widespread and intensive guerrilla warfare, and strengthens itself over a long period until it can finally defeat the enemy.”

    The NDF-EV spokesperson added that passage of House Resolution 1109 last June 2 to convene Congress into a constitutional assembly without Senate participation had virtually confirmed that Arroyo will not step down in 2010, but will try to remain in power as prime minister. “The last time that constitutional changes took place amidst a public uproar, martial law and the dictatorship of Marcos were not far behind. Likewise, Arroyo and her minions would like to fashion a new constitution in their favor, especially in legitimizing political repression, as well as in selling out national sovereignty and national patrimony to foreign interests.

    “But because the push for “cha-cha” by the Arroyo-controlled Congress is illegitimate, the administration is also readying authoritarian measures against public outrage. Arroyo is preparing to use the military and police, whose generals are in her pockets, to crack down on anti-government protests.”

    Fr. Salas also called on the people to reject the Cha-cha and to persevere in ousting the Arroyo regime. “The revolutionary movement supports the people’s protests against a pro-imperialist and pro-Arroyo “cha-cha” and against prolonging the Arroyo regime.The NPA is thus justified in launching more offensives to draw away the fascist troops who are being positioned to attack the peaceful anti-Arroyo and anti-“cha-cha” protests. Arroyo’s pushing of the “cha-cha” and her bid to remain in power beyond 2010 will possibly be the last straws that will push the people to oust her regime.”

He asked, “is it because the HOUSE is an administration ally” ? D-U-U-U-U-H !!!!
