Following is the motion of Rep. Prospero Nograles after the opening remarks of House Speaker Jose de Venecia picturing themselves as sensitive to the concerns of the Filipino people and patriots willing to sacrifice to achieve unity for the Filipino people

Mr. Speaker, thank you for outlining the prelude to this motion.
In behalf of the Majority, I now move to CANCEL, SUSPEND AND POSTPONE amendments to or revisions of the Constitution scheduled to be held at the plenary hall of the House of Representatives at 10 a.m. in the morning of Dec. 11, 2006 as provided for in Resolution No. 197 pursuant to House resolution no. 1450 until such time that may be set at a later date by this House to enable the House members to deliberate on the option of a Constitutional Convention to effect charter change in accordance with the majority consensus to act towards accommodating the various sectors of society.
The anti-Cha cha groups in the gallery, that included some members of the Integrated bar of the Philippines, said they are not buying Nograles’ ploy.
Former Transportation and Communciation Secretary Josie Lichauco dismissed it as “Obfuscating collection of words. It does not cancel Con-Ass.”
Rep. Roilo Golez said, “The meeting under Resolution 197 is only temporarily suspended until such time that they would make further studies, instead of fully rejecting and rescinding it. There is no closure here. Their Con-Ass is still alive with Nograles motion.”
The minority is not accepting it. They want one of those who voted for Resolution no. 197 to move for the House to reconsider (since they did not vote, they cannot move for its reconsideration) the call for a Senateless Con-Ass and restore the deleted sentence of Section 105 of the House rules.
Why should they give up? Nograles reckons that they have all the time in the world to launch another harebrained onslaught.
All it takes to renew their efforts is to wait until the public has “mellowed down” – they will be counting on the holiday season for the Filipinos to let down their guard.
I don’t want to give Nograles the benefit of the doubt that he and his cohorts are preparing a far more sinister, dastardly plan to circumvent the law again!

To my mind, one of the factors to Gloria’s staying power was the so-called, “Undecideds.” However, with the recent behavior of JdV and the CON-ASSes, a majority of the “Undecideds” have swung to the Anti-Gloria side, and as an effect, the “re-birth” of the looming People Power. That may also explain why the cabinet of Gloria is apparently, as a major daily puts it, “in disarray”, and why JdV and his CON-ASSes are finding every possible combination to make Cha-Cha appealing to the people to the extent of, as “Former Transportation and Communciation Secretary Josie Lichauco dismissed it as “Obfuscating collection of words. It does not cancel Con-Ass.””
Gloria, her Glorialets, as well as JdV and the CON-ASSes woke up the seemingly asleep People Power. They may muster every trick in the book to put People Power to sleep, yet, from my point of view, it is too late.
People Power has awaken and intends to stay that way, for the now, that is. It makes sense then what Mr. (Amado) Doronilla of the Philippine Daily Inquirer says that “…People Power is back in play, so reports of its demise turn out to have been exaggerated” makes a lot of sense.
“Rough and Tough” could be an understatement in describing how this week will be.

According to a report on ABS CBN NEWS website, “Majority congressmen are at it again and intend to work overtime to pass House Resolution No. 197 setting aside constituent assembly or con-ass and instead push for the highly favored constitutional convention or con-con as a means to amending the Philippine constitution, ABS-CBN reported.”
The report goes on to say that according to JdV, “This is our initiative in order to unite the Filipino people, in order to put an end to this historical divide that is gripping the nation and in order that we can begin to move to heal the nation on the eve of Christmas…”
How can “we…begin to move to heal the nation on the eve of Christmas” when these A–HOLES were the ones who DIVIDED THE NATIONS IN THE FIRST PLACE?

The haste in which Constituent Asembly (Con-ass) was being pushed came at a time when people would normally be engrossed in their holiday preparations. But if certain individuals thought they could get away with plans to override the Constitution while the people were supposedly distracted by the Christmas season, they had another think coming.
Reactions to the loud skirmish in Congress were fierce and immediate. Even the church, which has always seemed to take a safe corner in political arguments, came right out to condemn an action which they called immoral.
It seemed the run-up to the end of the year was getting too sticky for comfort; even the people who have taken to simply ignoring the goings-on in the hall of power started to sit up and take notice. First, there was the unforgettable Presidential Proclamation 1017 in February, then Executive Order 464, then the Calibrated Preemptive Response. Aba, even those who do not make it a habit to review their government’s activities started to make a list…and checking it twice.
If these leaders had a strong connection with the people they had vowed to serve, they would have known right away that it has been precisely because of antics such as the Con-ass brouhaha that the people are not feeling the spirit of the season.
They could point the blame on “Reming” and “Seniang,” but the truth is, these powerful typhoons that decimated towns and cities served to emphasize how helpless and weak our leadership is, and how self-centered many of them really are.
As a result, there is no joy and anticipation in the air, even now, 12 days before Christmas in a country well-known for its propensity to celebrate — there is only a seething mass of frustration, anger, disgust and, in the typhoon-hit provinces, despair.
Perhaps Malacañang and its allies are feeling the rising bile and bitterness from the people, thus the quick (and just as hasty) retreat on the question of Con-ass just this week. And the postponement of the Asean Summit only made the controversy pick up steam.
The voices that will not be silenced, no matter how many proclamations are made to suppress opposing views, have begun to rise in decibel. Even Mother Nature seemed to be taking part in shaking the people out of their apathy and resignation. With “Milenyo,” Reming and Seniang gushing in so soon one after the other, the country felt the force of a power so great we could only stare, rooted to the ground.
There have been many jokes, conjectures, comments and opinions flying around about the caricature of a Congress that flashed into our cloudy brains just last week. Nobody used to care a whit about the same old trapos, as they have been called, but then, when these trapos started to wipe out their precious Charter, it became another story.
I am pretty sure everyone in this country understands the call for change and progress. The Filipino masses — battered and torn by the elements, the scarcity of opportunities, the slowness of economic growth and the lack of hope inspired by continued corruption and unfinished issues — are more than ready to accept a change for the better.
But change is one thing, especially with such distrust and disgruntlement among the people today. Some are even saying our politicos are more concerned with keeping themselves in power than they are about the suffering of the people. And for those affected by the typhoons, it became even more obvious even as Malacañang allies in the House tried to stamp out the voice of the people in the gallery by calling them mere “guests,” as if they did not have every right to agree or dissent on issues affecting them.
The problem with our current crop of leaders is that they seem to think they are invincible and that the people are simple-minded. True, what the people want is “simple:” a sense of true integrity and honest service from our leaders.
How many of them can we really say deserve our trust and support? Make Santa proud now — make a list…and check it not once, but twice!

Atty. Macalintal is indeed a prominent lawyer. As they say…”Abogado de Campanila”. He has since destroyed his reputation by representing the country’s number one crook.

it could be that it is because of his principles that macalintak cannot say no to a client if he knew she is guilty. but if he had become her doctor it is a larger sin that he had not given her pollonium to shorten her anguish.

Wag kayong makulit!
Meron talagang problema itong mga tagasulong ng Charter change (ChaCha). Hindi nga lang klaro kung sa pandinig me aberya, sa pang-unawa o talagang namanhid lang sa sobrang ambisyon.
Habang abala ang lahat at nasesentro ang atensyon sa Constituent Assembly (ConAss) at Constitutional Convention (ConCon), heto at umiilalim naman pala ang Sigaw ng Bayan Movement sa pangangalap ng bagong mga pirma para sa pangalawang People’s Initiative (PI).
Pero may magandang salubong ang Korte Suprema o SC (Supreme Court) sa makulit na pagpapapirma dahil kahapon ay inilibing at ibinaon nang pagkalalim-lalim ng kataas-taasang hukuman ang PI.
Kung dati ay 8-7 ang resulta ng botohan na nagpapakita ng dikitang laban para kilalanin o hindi ang PI, sa pagkakataong ito ay 14-0 na ang inilatag na boto ng mga mahistrado. Unanimous vote sa pagbasura sa PI.
Kung hindi pa rin ito naiintindihan ng mga tagasulong ng ChaCha sa pamamagitan ng pagpapapirma sa taumbayan, puwes, simplehan natin ang lengguwahe, “‘Wag kayong makulit!” Kinuwestyon pa nga ng SC ang ikalawang motion for reconsideration ng Union of Local Authorities in the Philippines (Ulap). Hindi raw ito ginagawa kung wala rin lang bagong impormasyong maihahain ang umaapela.
Pero dahil nariyan na’t nakahain ang mosyon, dinesisyunan na rin at pinagbotohan ng mga mahistrado ang pangungulit ng Ulap para irekonsidera ang pagkakabasura ng PI. Ang hatol: 14-0. Wala isa man sa kanila ang nagsabing “Sige, pagbigyan natin ang PI”. Mas masaklap pa ito kesa dalawang 8-7 votes na nakuha ng natalong kampo sa unang desisyon at sa unang apela.
Magandang showing ito para sa bagong luklok na si Chief Justice Reynato Puno na pinagdududahan noon ng ilang kritiko ni Pangulong Gloria Macapagal-Arroyo na baka maging ‘tuta’ ng Malacañang.
Ngayong tinuldukan at ibinaon na ng SC ang PI, wala na talagang natitirang opsyon ang mga pro-ChaCha advocates sa pangunguna ni House Speaker Jose de Venecia Jr. kundi ilaban na ng todo-todo ang ConAss o kaya naman ay diskartehan ang ConCon para maipihit sa kanilang bentahe.
Talagang dadaanin tayo sa kakulitan at pagkamanhid ng mga pro-ChaCha. Nasa atin ngayon kung maaga tayong mapapagod sa kakaprotesta at kakaharang.
Kung huling baraha nila ito, gawin naman nating nag-iisang baraha ng sambayanan ang pagtutol sa lahat ng paraan ng pagretoke sa Saligang Batas.
Hindi ngayon, hindi bukas, hindi kailanman hangga’t ang gobyernong ito ang nakaupo!
Simply put, JDV’s statement is a hollow attempt to save his face and fellow pro-GMA representatives behind the con-ass. He knew he cannot go mano-a-mano against the pronouncements of influential religious leaders..While surveys showed a strong dissent against con-ass and chacha for that matter, JDV and his cahoots remained insensitive. And now, it is as if to accommodate the will of those who are pro con-con, to put a stop to divisiveness and unite our people and in the spirit of the season he is cancelling, suspending and postponing con-ass?Come on joe, you are a sore loser who cannot seem to accept the reality: you can never be the president nor the prime minister of the land!!!But again, as Bishop Tobias said, you have done one very important thing for the Filipinos: GINISING MO KAMI SA MATAGAL NAMING PAGKAKAIDLIP AT NGAYON PAG IISAHIN MO KAMI SA ISANG ADHIKAING IPAGLABAN ANG AMING KARAPATAN!!!
papilahin nga ninyo ang mga sinalibad ng lintek na mga iyan at aking aasbaran nang matauhan! aba’y kung ipagpipilitan pa ang pagsusubo ng basura sa bibig ng mga tao ay talaga namang wala ng katinuang natitira sa mga karahong ‘yan, ey. nasaan ga ang aking pamitik sa pang-ararong baka?
