Dead duck walking

Gloria Arroyo is turning her back on her commitment to House Speaker Jose de Venecia and his allies to support their Cha-Cha in exchange for their support in the past two impeachment attempts.

But if she thought that having mastered the art of deceit, it would be easy, she is now being reminded about honor among thieves. That could be the reason behind conflicting reports being leaked from Malacañang about Arroyo’s position on the Senateless Constituent Assembly that administration allies shamelessly railroaded last week.

Yesterday, the Philippine Daily Inquirer bannered a story about Arroyo reportedly instructing her political affairs adviser Gabriel Claudio to “order” lawmakers allied with her to drop the Senateless Con-Ass as a means to change the Constitution.

The story was attributed to Executive Secretary Eduardo Ermita.

Inquirer’s on-line edition carried yesterday afternoon a denial from Ermita and Claudio.

Ermita was quoted as saying, “Who is the President to order it in the first place?” . Claudio said, “For the record, the President never interfered with nor influenced the decision of the House to offer con-con [constitutional convention] as an alterative to con-ass [constituent assembly]. There were no orders or pressure from Malacañang.”

Of course, they are not telling the truth. Which is not exactly unusual considering the lies that are coming out of Malacañang.

What we know was, JDV’s presscon last Friday abandoning their perverted version of Con-Ass was forced upon him by Arroyo who was told by advisers that the gathering political storm could topple her.

The deciding factor, a source said, was the decision of the Iglesia ni Kristo to come out with a statement opposing the Con-Ass which was relayed to her Friday. INK is opposed to a shift from presidential to parliamentary because that would diminish the political clout that the church leadership effectively exercise through bloc voting.

INC’s participation in the anti Con-Ass movement showed the complete isolation of Gloria Arroyo. Even while the congressmen were still in the process of “raping” the Constitution, the Catholic Bishops Conference of the Philippines came out with a statement of concern. It was followed by El Shaddai leader Mike Velarde, then Eddie Villanueva of the Jesus is Lord Movement, and the Protestant groups.

Never in the history of political upheavals in the Philippines did the Catholic church and INC were on the same side. In the struggle against Marcos dictatorship which saw the Catholic church in the forefront, INC stayed with the former. In the ouster of Estrada, which afraid saw the active participation of Catholic church leaders, INC remained supportive of actor-turned politician.

To be ranged against the combined forces of the Catholic church, the INC and all the other religious groups is a nightmare of any political leader.

De Venecia, in his press con denied that Arroyo talked him out of his brain-child. Invoking the name of God, he said, “As God knows, GMA did not talk to us.”

Our source said, Arroyo told him that if they pushed through with their Con-Ass, she would have to publicly repudiate the unconstitutional exercise. Without Arroyo’s support, De Venecia would not be able to muster the 195 votes that his amended Charter would need.

On the other hand, JDV and his gang want Arroyo to fulfill her promise to support Cha-Cha in exchange for their votes against the impeachment complaint filed against her for rigging the 2004 elections. The issue now goes back to her original sin which is cheating her way to the presidency as the Filipino people heard in the “Hello Garci” tapes.

Having reneged on her promise of Cha-Cha to JDV and his gang, even if Arroyo survives the political storm now, which is doubtful, she cannot bank on their support when the next impeachment complaint comes next year.

But Arroyo can’t afford an explosive situation in Manila this week. It happened that the timetable of De Venecia’s Con-Ass coincided with the 12th Asean summit (Dec. 10 to 13) in Cebu where 16 foreign leaders with hundred of ranking officials accompanying them would be attending.

The security requirements of the Asean summit would create a vacuum in Manila, where massive protest rallies where being planned. If Malacañang allowed the angry throng, the possibility of another “People Power” was real. Violent dispersals of rallies would also be an ugly sight for the Asean visitors.

Thus, the decision to postpone the Asean summit to early January when they hope tempers would have cooled down.

Rep. Prospero Pichay revealed the real behind their retreat from Con-Ass when he expressed the hope that it would “diffuse” the highly-charged atmosphere. That is all that Malacañang is pre-occupied now: diffusing or spreading out the heat hoping it would eventually die down.

But from the reactions of the enraged public, whatever Arroyo and JDV do elicit suspicions and hostility. Take the case of the rally being planned for Friday. The organizers found out that the Luneta was booked by PAGCOR (Philippine Amusement and Gaming Corporation) for that day forcing them to reschedule the rally to Sunday.
If Arroyo thinks people will be less angry with her on Sunday than on Friday, she is wrong. It is clear now that she is going down fast. As one visitor in my blog said, “She is a dead duck walking.”

Ah, nothing like an old tactic, “confuse the enemy.” Gloria and the Glorialets can do and say what they want. HOWEVER, IT IS TOO LATE. As many surveys have shown those who have been undecided about the issues surrounding Gloria and the Glorialets have swung to the other side–NOT THEIR SIDE-because of the recent ramroding of the Cha-Cha. The lines have been drawn. There is no more room for compromise. We’re all getting ready to rumble!

We should throw water at Gloria’s face and shout at her saying, ““You’re nothing but a second-rate, trying-hard copy cat!”” to be a President.

We should also tell her that she has 72-Hours after Monday to vacate Malacanan, or else!

And lastly, we should tell her that we “would like to say to you…(that)…” we are “…completely appalled by your collective gall. You’re totally bereft of principle that’s why you’re without shame.””

  2. She’s a shameless hussie indeed! Traydor! She was the one pushing for the ChaCha, but typically “dugong aso” there she goes again stabbing her puppies at their back, acting as if she has nothing to do with these ex-cons!!!

I am not baptizing as the Great Switik!

GMA, JDV = 1 dead duck, 1 dead drake. They were dead long time ago, their stench is awful.

The word traydor befits her, but it’s not enough. It’s a natural, inseparable part of the bunch of evil traits. Ahas or ulupong is another apt term, because that creature attacks everyone in the pack – including the master. Didn’t she do that also to Erap?

That’s what become of a mortal possessed by power.

Its dead duck hallucinating. She thinks she is the President which she is not.

She is now in a damn if you do and damn if you don’t situation. Her hands are tied. But if i were in her shoes (thank God, I’m not), I would untie the rope from my hands and instead tie it around my neck and hang. Para dead duck hanging.

The only way to diffuse political tension is the ouster of illegitimate President Gloria Arroyo. The volcano is ready to explode anytime. Charter change is a monster of her creation with hidden agenda. JDV and his gang are offering a Trojan Horse-Constitutional Convention. Gloria Arroyo can buy and influence the election of ConCon delegates. Three termed congressional lapdogs can run for ConCon delegates funded by Malacanang Palace. There are billions of pesos pork barrel funds under her disposal. What the difference between the two modes? It’s the same dog with different collar. I like roasted Peking duck.

Tiyanak had committed cumulative offences and this Cha-cha is just the straw that broke the camels back. Again, she is trying to may a quick maneuver by meeting with the religious leaders and promising them anything and everything just to appease them. But in the end it wil be a futile effort on her part. IT IS HER END AND IT IS ABOUT TIME SHE GETS HANGED! She would be so lucky if she can still walk as a duck(dead or alive). The people just stood stoically while she comitted blunders after blunders, now the people have to REVOLT! ENOUGH IS ENOUGH!

    1. Lingayen-Dagupan Archbishop Oscar Cruz: “Not to ConCon until GMA is gone.”

    2. CBCP spokesman Msgr. Pedro Quitorio: “These people (administration) do not get the point. The point is people do not trust them. Hindi pwedeng i-entrust ng tao ang pagbabago ng Saligang Batas sa mga taong ‘di nila trusted.”

    3. Senate President Manuel Villar: “Sa tingin ko ‘yung 72 hours ay isang deadline na dapat ibigay nila sa sarili nila
para withdraw-hin ang ConAss para hindi magalit ang taong bayan sa kanila.”

    4. Senator Nene Pimentel: “Historically JDV is the first commander of a defeated army of mercenaries who is now
trying to impose conditions on the representatives of the victorious people to surrender in 72 hours.”

    5. William Esposo: “Con-ass is dead, Con asses in disarray”.

    6. Ninez Cacho Olivarez: “Gloria’s nature will never change, and the sooner the Filipinos learn that, the better for the nation.”

    7. Babe Romualdez: “Perhaps typhoon Seniang is God’s way of telling us that we can’t afford to shoot ourselves in the foot once again. For if the Summit were held simultaneously with the ConAss, the political firestorm would become a major disaster worse than Milenyo and Reming combined – which could literally bring the House down.”

But still, RC tops ‘em all: “I would like to say to you all (that) I am completely appalled by your collective gall. You’re totally bereft of principle that’s why you’re without shame.”

  14. We can’t afford to believe that GMA is a “dead duck”, not until she has vacated the Palace. She’s apparently already playing one of her psychological tricks on these “Four INC Officials” at there “secret” meeting said to have happened last Friday evening. Defensor is said to be close to the INC and arranged the meeting, he’s another serial liar, so why should they trust him?

  15. Neal Cruz of the Inquirer writes: TODAY’S JOKE: Bicolanos now realize why Typhoon “Reming” lashed Albay. It was looking for Representatives Luis Villafuerte and Edcel Lagman. It missed them, so Typhoon “Seniang” was sent to find them.

If the Bicolanos do not repudiate Villafuerte in the 2007 elections they will lose my respect. He was arrogantly creating another storm codenamed CON-ASS while his people were reeling from the damage wrought by Typhoon Reming. He is their congressman and should have been with them instead of in the Batasang Pambansa. Is he a definitely certified asshole, or what?!

  18. Thanks, Joeseg, for the compilation of quotes.

Pandawan, I saw Villafuerte on TV repudiating the charge that he abandoned his constitutents. Said he: “masaya sila (the Bicolano typhoon victims) kasi binigyan ko sila ng gamot, pagkain, blah blah!” What a nerve!

I think you’d better lose your respect on him, not on the Bicolanos who would vote him out if he runs again in 2007 (you know the ballots could be changed).

“Dead duck walking”…can’t help but think the “parallel political life” George W. Bush and gloria m. arroyo are living in right now. Just last month, after the US Mid-term Election, the “war-freak” president on the USofA became a “lame dead-duck” walking the halls of his white house on Pennsylvania Ave., after losing the majority control on both houses of the US Legislature to the Democrats. Now, with the pinoy version, because of all the “deceits and back-stabbings” that gloria, jdv, pichay, nograles, et al., among themselves, we can already see that the end result would be that by next month next year, gloria would already be “as lame and as dead a duck” walking the grounds of the palace along the “murky(ystakei’s term) river” of Pasig.

Thanks Ate Ellen for acknowledging my quotable quotes.

    2. Exec.Sec. Ermita: “Who is the President to order it in the first place?” It’s the statement of Ermita when he denied making the statement attributed to him in the Inquirer’s banner story on Sunday that Arroyo had ordered her political adviser, Gabriel Claudio, to instruct administration lawmakers to back off from a constituent assembly in the face of mounting popular opposition to the move.
(Bakit nya tinatanong kung who is the president, hindi ba niya kilala si GMA? May planong sigurong mag ala-San Pedro)

    3. Political Adviser Gabriel Claudio (in a text message): “For the record, the President never interfered with nor influenced the decision of the House to offer con-con as an alterative to con-ass. There were no orders or pressure from Malacañang.”

  28. Ellen,

Former Chilean dictator Augusto Pinochet is dead. The man who ruled Chile with an iron hand and who was deemed responsible for the disappearanceof more than 3,000 Chilean “subversives” and who implemented torture as state policy died in Santiago, Chile at 91 of a heart attack.

BBC interviewed Mr Gott, an expert on Chile last night. What struck me was the expert’s reply to the BBC interviewer’s question how Augusto Pinochet managed to “hang on” to a huge support by a significant portion of Chile society: because Pinochet was supported by at least 45 to 46% of Chile’s middle class who refused to shake the status quo.

Pinochet came to power claiming that he was saving Chile from Marxism, communism and proceeded to impose one of the most chilling and brutal rules in South America.

Pinochet, also responsible for the torture of more than 20,000 victims in Chile during his brutal rule wanted to be remembered as the saviour of his country, instead he would be remembered as a brutal dictator.

Sdaly for the victims of Pinochet, the closest the Chilean dictator got to being prosecuted and arrested was when he was placed under house arrest during one of his visits to Britain while waiting for the legal wranglings between the opponents and supporters of the former dictator that would have paved the way for his extradition to Spain where criminal cases awaited him. Despite protestations from various sectors in Europe, the British government however decided to end his house arrest and to send him back to Chili on account of his old age.

Human rights watch representatives in Washington declared on BBC tonight that they have traced records of Pinochet’s involvement in drug trafficking as well as bank accounts in various names in the US and in Europe where he had stashed millions and millions of dollars believed to have been stolen from Chile’s state coffers.

Uncanny similitude somehow between Pinochet and Gloria isn’t it?

  30. Tong_gress,

If opponents of Gloria Macapagal Arroyo, the Liliput-sized bogus leader of Pinas with an incredible gargantuan lust for power, decide to defy her and her carpetbagging family head on, she might unleash her goons from the military (btw, not all members of the military are goons fortunately); frankly, it is not unlikely that she just might do that !

In any case, she is a dead duck walking copycat of brutal dictator murderer Pinochio.

  31. joeseg joeseg

Martial law is one option but I think, it’s easier to stage a COUP-ME.

Anna, Tong_gress, with due respect, declaring martial cannot be done without Congress’ approval. Assuming na finally, tinalo ang opposition in both house in Congress, the deliberatioin will not be that easy and short. Parang itong con-ass or con-con. Meantime, the people will resist as what’s unfolding now. Dadanak ang dugo.

Meanwhile, sa coup me, GMA will give go-signal to her military sycophants in order to keep herself well-entrenched. Pwedeng gawin anytime and its swifter, without bloodshed. But the question is, naka-siguro ba si GMA na once the military took over, siya pa rin ang uupo?

For all we know, some in the military are already agitated to dump GMA. One possibility is that her supposedly trusted men are the ones to do it.

We just hope and pray, things will end well without harming anybody. I Love the Philippines!

  32. hawaiianguy hawaiianguy

Formally declaring martial law is a possibility of the last resort, if she feels the budding people power will grow to at least a million warm bodies. Her greatest fear now is her own shadow, being a beneficiary of EDSA-2 herself. But she is mistaken. Doing so could only aggravate the brewing situation, angry people couldn’t anymore tolerate being pushed further against the wall.

  33. hawaiianguy hawaiianguy

Magdilang anghel ka sana joeseg. Those who participated in the people power uprisings would not like violence. But some hotheads in the military might try it, with fatso man instigating the move. Tsk, tsk, tsk…. pity these TONGressmen, natatakot na sila sa taong bayan.

People are not really against charter change, but it has to be done correctly as father bernas said “Gridlocks are created not only because of the separation of powers but because of the separation of parties as well,” he said as he read his position paper during the Senate committee on constitutional amendments” and also “amending the Constitution would improve the economic climate of the country are completely inaccurate because “the Constitution is not an obstacle to the economic process of the country. The problem is the administrative process and the bureaucracy.”

“We can solve these problems through legislation and serious implementation of the law, not by changing the Constitution,” he stressed.

Meaning, there’s a lot of things that congress has to addressed, especially for the power hungry TONGressmen, such as relief/assistance to the typhoons ravaged provinces and the immediate passage of the 2007 budget. Because of cha-cha, most of the more important legislation was put on hold because of the ambitious of these people.

Angara: Snap polls could end crisis

First posted 00:11am (Mla time) April 08, 2006

    By Donna Demetillo

    Inquirer

Published on Page A18 of the April 8, 2006 issue of the Philippine Daily Inquirer

BAGUIO CITY—A snap election could resolve questions on the legitimacy of President Macapagal-Arroyo’s presidency, Sen. Edgardo Angara said here on Thursday.

“We’ve already tried all methods,” he told a press briefing here. And a snap election is also a safeguard against a possible vacuum once the presidency is vacated, he said.

“We don’t want it to be vacated and leave a vacuum. The void will be filled up by people with arms. They have the guns to implement their will,” he said.

Angara expressed concern over the political confusion, saying the country’s problems cannot be solved with hostility. He called on politicians to end their bickering for the good of the country.

“Lent is coming. God sacrificed his Son for us. Why can’t politicians sacrifice their politics for a while for the sake of the country?” he asked.

He said the people’s initiative to amend the Constitution is provided for in the Constitution and that questions regarding its validity and propriety should be left for the Supreme Court to decide.

He said the most significant aspect of Charter change deals not with the shift from presidential to parliamentary but with a shift in and decentralization of powers and control over resources.

He called this the “restructuring of the relations between central and provincial governments.”

“Everything depends on the central government with Manila controlling the structure,” he said of the current government setup.

This suppression of autonomy and economy, according to him, is the root cause of underdevelopment.

“This is the kind of change that I would like to see in Charter change—the redistribution, resharing, reallocation of control, power and resources,” he said.

Angara has stayed on the sidelines amid calls for Ms Arroyo to resign. His diaries were used by the Supreme Court to decide on the legality of the ouster of Ms Arroyo’s predecessor, Joseph Estrada, who was ousted amid charges of plunder.

Men in uniform nab anti-Charter change youth in QC

    By Alcuin Papa, DJ Yap

    Inquirer

Last updated 05:37am (Mla time) 12/11/2006

NINE MEMBERS of militant youth organizations campaigning against proposals to amend the Constitution were arrested and held briefly by armed men in military uniforms in Quezon City yesterday afternoon.

Dion Cerrafon, Student Christian Movement chair, identified some of the militants as Dino Perez, Frances Martinez, Jonard Nabus, and persons identified only as Joey, Kris and Jay.

Vencer Crisostomo, national chair of the League of Filipino Students, said the youth leaders from SCM, Anakbayan, Kabataan Party and LFS were holding a mobile propaganda drive aboard a jeepney near a market in Lupang Pangako near Payatas, Quezon City, against Charter change and the reported deployment of soldiers in the area.

At around 4:30 p.m., 20 soldiers in full battle gear blocked the activists and accosted them.

Cerrafon identified one of the military officers as 1st Lieutenant Ron Corsillas.

“They were wearing AFP (Armed Forces of the Philippines) uniforms, and they were carrying long firearms, including M-16s,” he said, but was uncertain to which military unit the armed men belonged.

Crisostomo said they were taken to the barangay hall of Lupang Pangako and released two hours later.

“They were interrogated first. Then they were filmed through a video camera against their will. Basically, they were harassed,” he said.

Cerrafon said the men accused the militants of being members of the communist New People’s Army and began interrogating them about their organizations and activities.

“They were asking where they lived, who they were, what groups they belonged to. It was harassment,” Cerrafon said.

He said the militants did not report the incident to the police out of fear that the latter were in cahoots with the military men, but added that they would still discuss their legal options.

“Harassment and threats of violence will not stop us from protesting against the bogus Con-ass (constituent assembly). These moves will only infuriate more youth and students, and will encourage greater youth participation in the anti-Cha-cha (Charter change) protests,” Crisostomo said.

He also said the military had deployed squads of soldiers in Payatas who go from house to house looking for members of militant groups “in preparation for the elections.”

Officials in the Lupang Pangako hall could not immediately be reached for comment, but a barangay security development officer in Payatas B confirmed the presence of an Army detachment in the area.

“They arrived about two weeks ago,” said BSDO deputy Melchor Domasian. “They said they would conduct surveys. They were concerned about the peace and order situation,” he added.

Domasian said that soldiers had also been deployed in Barangays Commonwealth and Batasan Hills.

Cerrafon said his group had monitored the military presence even in Pandacan and Sta. Mesa districts in Manila.

He said he believed the deployment of military men in heavily populated places in Metro Manila was meant to foil attempts to mobilize groups against Cha-cha.

The Inquirer tried but failed to reach Lieutenant Colonel Bartolome Bacarro, spokesperson of the Armed Forces of the Philippines (AFP). He did not answer his cell phone.

Senior Superintendent Magtanggol Gatdula, director of the Quezon City Police District, said the police had yet to receive any reports on the abduction.

Gloria may Declare martial law, she may try to become another Marcos or another Pinochet for Bogus excuses, but she would never have the initial support of the Military or of the people as both late Leaders had. Marcos at least started as Legitimate President, Gloria Grabbed hers with the complicity of the SC from a legitimate one. Catapulted herself back with massive electoral fraud, spending the country’s fortune in the process, and now in the move to re-design the country’s fundamental law, in a manner that follows Sinatra’s “my way” or the highway, but now instead, finding herself in the Middle of the Highway run over by her own People dead as Duck, still walking and Quacking, but good as dead just the same.

No, she no longer has the Moral Authority to declare anything, and she can’t have the excuses of Pinochet to avoid facing the Criminal Tribunal for her sins, because hers would be swift and final…

    House scraps ConAss…

They also took back the 72-hour deadline they set for the Senate..

Slowly, they feel that really have really made a BIG BLUNDER and they felt that the people are not really tired of People Power or that the people don’t care anymore.. It proves that the people have had enough and any false move by MIDGET will we dealth with accordingly now… Her time has come.

  48. So, when is Joe de Venecia, the House Rat, going to back out of politics as has promised?

  49. vic vic

    anna,

Who promised what? Politicians Promises are cheaper than a centavo a dozen, and proud of them. Don’t ever expect one of them to fulfill his/her promises, unless maybe at the end of the gun…

  50. Vic,

Well, the House Rat of joe de venecia did promise that if his efforts at convening cha-cha whatever failed, he would back out of politics for good, retire. can’t find the news item anymore.

I’m hoping beyond hope that the House Rat would have the minimum decency to “honor” that promise but if he doesn’t well, he should be hanged from the highest tree (that is if we can still find the highest tree, what with illegal logging activities dominating the Pinas environment!).

  51. men0k men0k

here’s the catch.. although they already scrapped the ConAss, they still don’t want to withdraw the ConAss resolution at the lower house, meaning the resolution stays.. and they can still use it when the time comes..

everyone should be VERY wary of the moves now by MIDGET.. we should scrutinize them point per point!

  52. Ellen,

Off topic: Stop the Killings in the Philippines (Belgium chapter) rally tonight at 18h30 in front of the Philippine Embassy will be attended by more than 750 people, according to rally organizers.

The 750 people will be holding a torch vigil representing the 750 victims of the extra-judicial killings in the Philippines.

Dr Claver, a doctor of medicine and human rights victims sympathiser who was a victim of a murder attempt in the Philippines has arrived in the Belgian capital to participate in the torch vigil. Dr Claver’s wife was killed in the attempt on his life.

I will be attending the rally. Organizers have said that various European journalists will be covering the rally which is expected to be the biggest rally ever to be held against Gloria Macapagal’s regime in Europe.

I have one standing right beside my house here and am getting tired of picking up the leaves every fall, but before I’m thinking of having it cut (about 100 years old and scare that it might someday just drop dead on my house) well a good strong tree that maybe will be able to hold its own for each and eveyone of them, one after the other. But then again why bother, let the Pilipino people decide their fate and God have Mercy on their souls…

  54. Vic,

Do you need to ask for permission to cut down your 100-year old tree?

I wanted to cut down my magnolia tree in my garden (which I like even if it only blooms once a year) because it’s taking light away from my other plants but the hassle of asking for a permit (I tried but had to go through like a dozen bureaux so gave up), I decided against it – have to cut the branches though regularly to prevent them from straying onto neighbours’ gardens.

  55. vic vic

    anna,
right, but the only good reason that stops me for now, is the cost. the tree cutter will do the process, but charge an arm and leg for the job. $3000, enough for a good holiday to Joe de Venecia, lala land..and maybe join the march and celebration..

  56. WHAT? 3,000 Dollars?????

Geez, I’ll send you my tree cutter if you want! Hehe! Kinda expensive. My cutter was only asking for 300 Euros + VAT.

Oh, ok, your tree is probably really HUGE! So they’ll need a crane and all sorts of protection around…whereas my magnolia is wide on the top but it isn’t that tall.

Vic, Marial Law is one option GMA might use. It’s part of the Plans…maybe Plan C or D. But please remember that she can only declare Martial Law or anything similar to this to stay in power only with Uncle Sam’s approval. Otherwise, it would be extremely difficult.

  58. vic vic

    noel,
I agree that declaring martial law is one option Gloria might use, but my theory is she will let her puppet Generals lead the Martial Government itself, and stay as the shadow or quisi head in order to protect her enormous accumulated corrupted wealth already stashed overseas. Nobody, I believe, not even the American Administration (be it Republicans or Democrats) will risk its reputation dealing with a known elligitimate President as they have already knew by now. So Gloria is a Lame Duck, still walking, but Good as D-e-a-d…

Bishop calls on military to defend, protect Charter

    By Marie A. Surbano

    12/12/2006

A bishop started the political-moral ball rolling as he flung the first challenge to the Philippine soldiery to defend the Constitution that he said is today under attack by the Arroyo government.

Novaliches Bishop Antonio Tobias, an outspoken senior bishop-critic of President Arroyo and her administration, yesterday openly called on the Armed Forces of the Philippines (AFP) to perform its bounden duty to defend the Constitution and protect the Filipino people from the machinations of Mrs. Arroyo and her allies in the House of Representatives in their multiple immoral plots to amend the Charter and thereby ensure that their selfish vested interests would be protected.

“The soldiers, the Armed Forces, are sworn to protect the people and to defend the Constitution,” the bishop said, justifying his call as legal and constitutional, stressing that “Today, the Constitution is being ravaged in the interest of private individuals. We should be dependent on this (constitutional duty of the AFP to correct this wrong) and I ask them (military) to help the people,” the Novaliches bishop told reporters during a press briefing yesterday

after the Mass held at the St. Peter’s Parish in Commonwealth Avenue, Quezon City.

Tobias, a known critic of the Arroyo government, pointed out that the soldiers are constitutionally sworn to protect the Charter and therefore, as it is now under attack, they should now show that support to the mass actions being organized by no less than the majority of the Filipinos who oppose Charter change (Cha-cha).

It is the same constitutional proviso that then Vice President Arroyo and her elite group that grabbed power from then sitting President Joseph Estrada in January 2001, used to justify the military withdrawal of support by then AFP chief of staff ( Ret.) Gen. Angelo Reyes and his service commanders, which the Supreme Court, then headed by Chief Justice Hilario Davide Jr., did not rule as unconstitutional, in legitimizing the Arroyo coup d’etat.

“I expect the soldiers to at least express support to the mass actions taking place now,” he said stressing that he is not urging them to be divided but to be united in defending the 19- year old Charter which congressional allies of the President want to dispose of, while ushering a new one that would effect a shift from the presidential system with a bicameral Congress to the parliamentary system with a unicameral congress through the railroading of the Constituent Assembly (Con-ass), as displayed by the House majority last week.

The bishop also voiced his disappointment with the manner by which the administration lawmakers are now pushing the Constitutional Convention (Con-con) which the Catholic Bishops Conference of the Philippines (CBCP) had earlier declared to be the preferred mode of Charter change.

“I couldn’t believe that our congressmen would stoop to that level. I regard them highly because before I had relatives who were in Congress and they are really good persons,” Tobias said.

Tobias was also pointed to by a former Oakwood Mutiny core leader as having given the then rebel officer, Lt. Lawrence San Juan, who has since sworn allegiance to Mrs. Arroyo, safe haven by hiding him in several safehouses of the bishop.

Despite the sworn affidavit of San Juan pointing to Tobias as the bishop who had given him refuge, intimating that the bishop was part of the alleged coup d’etat then being allegedly planned by the rebel soldiers, the Department of Justice, however, never included him in the list of persons being charged for rebellion and coup d’etat.

The Novaliches bishop is convinced that the shift from Con-ass to Con-con is yet another ploy of the Arroyo government, and he appealed to the public to be more vigilant.

“Vigilance. This is what I am asking our people,” he stressed.

Tobias also rejects the claim that the President has nothing to do with the shift from the Con-ass to the Con-con, saying: “Let’s put it this way, this is one means to shelter President Arroyo from the things that are happening. But it is she who started all this (Cha-cha moves), the reason we are divided and the reason there is infighting”.

Msgr. Pedro Quitorio, spokesman for the CBCP meantime said the slated Dec. 15 prayer rally to be led by bishops has been moved to Dec. 17 with the participation of other religious leaders and groups.

“Someone has been placed in charge of contacting the others to inform them of the change of schedule. It will be an ecumenical prayer rally,” Quitorio said, adding that the venue would still be held in Luneta at 7pm.

Quitorio also said the CBCP has not bothered to check with the Manila authorities if if Pagcor (Philippine Amusement and Gaming Corp.) had already booked two months ago the venue where the CBCP had intended to hold the prayer march.

In Baguio City, a priest said the rally there will have at least 100,000 people joining, to express their indignation over the manner Cha-cha is being forced upon the people by Mrs. Arroyo and her allies.

Also in his homily, Tobias asked the public to unite in rejecting any plans to amend the Charter through Con-ass or the new strategy of the Arroyo allies.

“We should be one voice in saying tama na yan! (Enough is enough!),” the prelate said noting that the people should not be afraid to join mass actions since this would be for the betterment of the country.

“Let us not be afraid to join this massive mass action. Adventurism is done too for changing the Charter,” he declared.

For the United Opposition (UNO), it is calling for the resignation of Mrs. Arroyo and her allies in the House or the alternative, snap elections.

Uno, in a press statement quoting its president, Makati City Mayor Jejomar Binay, said:”First, the postponement of the Asean summit in Cebu. Then, the backing off by the House from its Con-ass plan. These two hasty retreats, coming as they did in quick succession, is a clear indication that GMA and her administration allies realize that they no longer enjoy any kind of mandate or support from the majority of the Filipino people.

“These should be more than enough reason now for the President and the majority congressmen to resign their positions. However, should they ignore this, as it is to be expected, Binay said a snap election for President can be held to coincide with the May 2007 polls. In that manner, it should not entail any considerable additional expense,” he said.

Binay also said that the House has not really officially and formally canceled Con-ass. He also cited the turnaround of some members of the House majority in the Con-ass issue as another indication of the lack of popular support for it.

“The House leadership can deny this all they want, or give all sorts of explanations for it, but the fact remains that the House majority has developed major cracks within its ranks and is about ready to disintegrate,” Binay said.

Protest movements previously planned will still go on. A rally will push through as scheduled today at the Batasan, to be participated in by several multi-sectoral people’s organizations. The CBCP-led inter-faith assembly, Binay announced.

House Deputy Minority leader and partylist Rep. Satur Ocampo (Bayan Muna) urged the public to maintain war footing as long as Speaker Jose de Venecia and his allies refuse to drop the adopted house resolution that calls for the convening of the Con-ass to pave the way for Cha-cha.

Ocampo and other members of the opposition including some members of the Liberal Party urged the Speaker and the majority to finally drop House Resolution 197 which the majority adopted Thursday morning last week.

“The imperative now is for Speaker Jose de Venecia and other surrogates of President Arroyo to formally withdraw House Resolution 197 immediately and without any preconditions,” said Ocampo.

The minorioty bloc also sought the restoration of the deletion of the House rule which was railroaded by the majority.

The House with a vote of 161-25, amended Section 105 of the House rules, which provide for the swift deliberations of the measure without going through the normal process of committee hearings and plenary approvals.

The Speaker Saturday said the House majority is deferring Con-ass following continued calls from various sectors including the Catholic Church and the El Shaddai not to push Cha-cha via Con-ass while giving the Senate 72 hours from yesterday to call for a Con-con election.

House minority leader Francis Escudero, during a press conference, said the opposition and the LP identified with Senator Franklin Drilon would not heed the deadline set by the Speaker for the House and the Senate to agree on a resolution calling for a ConCon.

Oher opposition members said a mere announcement of the Speaker that they are deferring Con-ass was a ploy, and for them to show their sincerity, they should now withdraw the resolution.

Escudero said to be able to withdraw the resolution and restore the amendment in the rules, the move should be initiated by the 161 members of the majority that approved the two resolutions.

Ignore JdV deadline, try Cha-cha after ’07 polls — experts

    By Angie M. Rosales

    12/12/2006

The senators’ defiant stance against caving in to an “ultimatum” issued them by Speaker Jose de Venecia Jr. and other Malacañang allies in the House of Representatives yesterday further intensified after legal luminaries and constitutional scholars told a Senate committee to shoot down the idea of tinkering with the 1987 Constitution at this time.

At the very least, Jesuit priest Fr. Joaquin Bernas, a framer of the existing Charter and considered an authority on constitutional matters, said Charter change should come after the scheduled May 2007 elections, even advising the Senate to ignore the 72-hour deadline imposed by the House on the Senate to make a decision on the holding of a Constitutional Convention (Con-con) to effect Cha-cha.

“If I were in the Senate, I would say ‘no,’ at this stage. And I would not even ask the people now,” Bernas told the committee on constitutional amendments, revision of codes and laws headed by Sen. Richard Gordon, during a hearing held at the plenary session hall.

His statement seemed an added boost to senators, with Senate President Manuel

Villar Jr. declaring before reporters during a press conference that they do not recognize the deadline because “no one can dictate upon the (Senate).”

“Nobody can pressure (us). We have set a schedule for ourselves and we intend to follow it. We will not disrupt our own schedule just so we could satisfy the caprices of anyone,” Villar said, alluding to De Venecia.

To my mind, one of the factors to Gloria’s staying power was the so-called, “Undecideds.” However, with the recent behavior of JdV and the CON-ASSes, a majority of the “Undecideds” have swung to the Anti-Gloria side, and as an effect, the “re-birth” of the looming People Power. That may also explain why the cabinet of Gloria is apparently, as a major daily puts it, “in disarray”, and why JdV and his CON-ASSes are finding every possible combination to make Cha-Cha appealing to the people.

Gloria, her Glorialets, as well as JdV and the CON-ASSes woke up the seemingly asleep People Power. They may muster every trick in the book to put People Power to sleep, yet, from my point of view, it is too late.

People Power has awaken and intends to stay that way, for the now, that is. It makes sense then what Mr. (Amado) Doronilla of the Philippine Daily Inquirer says that “…People Power is back in play, so reports of its demise turn out to have been exaggerated” makes a lot of sense.

  82. Me, too, I don’t read Ducky Paredes anymore. I noticed the change after he reported on golfing with the Fat Guy. I’ve wondered why he was not one of those the FG sued for libel as a matter of fact.

  83. Chabeli Chabeli

Artsee, thanks for your comments. That’s good to know that the “undecideds” are but a few. I based my opinions on that on the surveys-which have shown quite a number of “Undecides.” However, thank you for letting me know that “kakaunti lang ang sinasabi mong “undecided”.”

Also, when you mention “Mang Chabeli”, I take it to mean that you are addressing a Male person, however, I am female.

  84. chi chi

  86. Chabeli Chabeli

Wa ha ha ha ha (LOL), Chi & Mrivera!

Far from demure lang nga tayo!

  87. chi chi

    Chabeli, Mrivera, Artsee;

Just saw Apocalypto of Mel Gibson and how I wished si Glueria ang hinahabol noong black fat jaguar at tapos ay winasak-wasak ang mukha. Gruesome but would serve her right!

  88. Chi,

Naku, she might scare the fat jaguar pa when she roars and growls and shows her rich, yellow buck teeth like a hyena!

    Baka umatras iyang jaguar!

  89. Mrivera Mrivera

anna, ano ‘yun, lion’s roar from the lost temple?

hahahahah! how absolutely spot on your observation is, Mrivera!

  91. chi chi

    Mrivera, Anna:

Ganyan kabaho si Glueria, eh! From bunganga to tiyan, nakakamatay!

  92. Chabeli Chabeli

    Chi,
I’ll take this as a compliment. He he he. Thanks.
“Artsee naman, babaeng-babae ang style sa pagsusulat ni Chabeli! Kahit nga siya nagmumura ay demure pa rin ang dating! Heheh!”

I’ll try to grab a copy of that movie of Mel Gibson and watch it.

  93. chi chi

    Chabeli, Mrivera;

Artsee is nowhere! Baka may sipon. Nami-miss ko na nga eh. heheh.

  94. artsee artsee

  95. Mrivera Mrivera

ay, salamat. napatawa na naman kita, anna.

nag-aalala na kasi ako sa iyo nitong mga nakaraang araw. sobrang seryoso ang lahat mong post revealing your’re carried away by the sad then comic but horrorific development inside gloria mukhang bato’s kasinungalingan teritoryo.

    chi, sinipon nga si artsee.

ayan o, lakas ng hatCHIng niya. tumaCHABELIsik pa ang CHIpon. he he he heehh!
