Statement of the President On Charter Change

I commend the decision of the House leadership as an act of statesmanship to unify not only the two chambers of the legislature but the whole nation around the issue of Charter change.

I thank Speaker Joe de Venecia and his valiant allies in the House for heeding the voice of national consolidation and unity, without sacrificing their high vision of political renewal.

It is time to gather together all the energies of our people for the continuing work ahead—maintaining our economic strength, ensuring the social payback of economic reforms, and helping distressed communities back to their feet.

Philippine democracy will always find the proper time and opportunity for Charter reform at a time when the people deem it ripe and needful, and in the manner they deem proper. The nation must consolidate now and I call upon all our institutions and sectors to stand as one for the country’s future.

  2. Stupid is as stupid does. The Great Switik, after feeling the heat, is now dropping the hot potato only when she is sure that no one is going to hold it for her to burn his/her hand. Otherwise, she will bide with time to renew her call for her initiative, the legion of Satan, to push through with their pledged support for the ChaCha even when they have even tried to have the 1987 Constitution work for Filipinos despite its laws.

    Please, no more giving this bogus president the chance to try to prove her worth or ability to keep her promises because SHE CANNOT DO THE JOB as she is only interested in bragging that she is the greatest and fairest of them all who have served as president of the Philippines even when she is proving to be the worst!!! This Great Switik cannot lead, much less rule.     Akbayan Rep. Etta Rosales today moved for the amendment of House Rule Section 105 to reiterate the deleted provision from last week’s heated debates that paved the way for the ramming of the constituent assembly bid.

    “The indefinite archiving of HR 197 is not enough,” said Rosales. “Since this could be taken to mean that at anytime the majority can again ressurect ConAss.”

    “The leadership of the House admitted its mistake,” added Rosales, “but there must be a sincere gesture from the House that the issue is deader than dead and unfortunately there is none of that since the Rules are intact in its mangled form; a Senate-less Constituent Assembly format.”

    “Thus, archiving without restoring Sec. 105 to its original formulation doesn’t mean anything,” added Rosales. “and with the session called off until Monday the challenge is for the majority to summon enough people again to corect this mistake.”

    Rosales added, “They broke it, they should fix it.”

    I commend the decision of the people as an act of courage to unify not only the priviledged and the underpriviledged classes in our society but also all the sectors in the country against the attempted power grab by the House leadership under the sponsorship of no less than the most bogus of all bogus politicians, Gloria Macapal-Arroyo.

    I thank Ellen Tordesillas, Manuel L Quezon 3rd, Dean Jorge Bocobo and each and every commenter in their blog for heeding the voice of national contempt against what could have been the greatest swindle of all time.

    As most believe, the Charter of the Philippines as it stands is one among the very best and maybe need a little ammendment in some provisions as to Electoral Reforms and other issues such as Judiciacy, but that could be addressed in the statutes. It’s about time, that whatever left of the Gloria’s tenure, to forget about cha cha and spend the time reversing the damage done to the country. Or she could start by resigning her office and calling for an election that follows the rule of law for once. The Executive office has to start the reform itself and the Congress and the rest will have nowhere to go but follow. As they always say follow the Leader. What we have here is a rotten leader, resulting in a rotten heirarchy downward.

    She backtracked pathetically when she made ‘sugod’ to ally her nondescript self to George Bush and sent a band of troops to Iraq only to back out of that alliance for fear of being battered on the head had Angelo de la Cruz been killed.

    Not so long ago, she promised on the death aniversary of the nation’s well-loved hero, Jose Rizal that she wouldn’t run for president for being the cause of the divisiveness in the country only to backtrack!

    She also flipploped on the appointment of Admiral Mayuga to the position of FOIC, only media criticisms got her back on track.

    Recently, in less than 1 week, she managed to cancel a major international summit even after delegates have made the trip to Manila not because of Durian but because of her fear that the political storm would do her in, and now, she backtracks one more time on her cha-cha.

    All she wants is the gold that she can extract from staying in Malacanang: POWER. While she steals almost everyhting from her countrymen, she can’t even muster the most basic decency of showing the slightest remorse for all the kalokohan, kabastusan and kababuyan that she’s been doing on the back of the impoverished nation.

    She’s greedy, she’s incompetent, she’s unreliable and she’s untrustworthy.

    A beautifully crafted statement but without an ounce of credibility if
    one recalls how she and her cohorts (palace lieutenants, Sigaw ng Bayan,

    various unsuccessful ways since July 2005. They have revealed that they
    are only interested in maintaining and extending their illegitimate

    Truth which is the foundation of every virtue has never been a criteria in the governance of this immoral and illigitimate presidency of Gloria Arroyo. The latest of course besides the Cha-Cha episode is the excuse given for the postponement of the Asean Summit.

    It is just abhorring that this government makes pretense of its concern on typhoon Seniang
    when it did little to avert a disaster on the onslaught of typhoon Reming. Gloria Arroyo knew that Bicol will be directly hit and the areas around Mayon Volcano are in danger of mudslides. Why then did she not deploy equipment from DPWH and Army Enginers? Had she sent soldiers and medical personnel to assist in evacuation and rescue operations, those buried by mud could have been extricated and given medical assistance quicker thereby saving more lives.

    Gloria Arroyo was so busy plotting her moves on how to keep herself in power that everything else has to be placed on the sideline. Even her puppet congressmen from
    Bicol, Luis Villafuerte and Edcel Lagman were nowhere to be seen in their constituencies
    as they were engrossed in the plot together with De Venecia, Nograles, Espinosa, Pichay, Singson, Jaraula, Cagas, Defensor etc etc afraid of losing the immense power they exercise, the huge wealth they have and the big influence they wield once their master is out of office.

    I pray that these people will heed the advice of Archbishop Cruz to live an upright life, to make good moral judgments and exercise public office according to what ethics say and what morals dictate.

  39. A pro-Gloria commenter belittled a commenter in Mlq3’s blog for calling on the troops to come to the rally and eventually, I suppose, to topple Gloria.

    The pro-Gloria commenter also said, “Ordinary soldiers would not make a move. Pagkain lang ng pamilya nila, problema pa nila. They are at the mercy of their superiors.”

    But actually what the pro-Gloria commenter said (above) was true and said so.

    I also said to her:

    This problem is mainly due to the fact that the generals are stealing from the military coffers, and as if that’s not enough, they’ve also dilapidated the hard earned savings and pension funds of the troops, and as if that isn’t still enough, they continue maltreating them by corrupting them morally.

    The military leadership in the Philippines has always been corrupt and so why should it change under Gloria’s regime? Matter of fact, military leadership has worsened and will just continue to grow worse. Almost all of the top military leaders, from major service commanders down to battalion commanding general have been so morally corrupted that it would take another generation or two to rid the institution of their influence.

    Because of that, I don’t believe these generals will be of any use at all in the rally or in any political event even if, for the sake of argument, they decided to give in to clamors by certain quarters to topple Gloria. They are just as greedy, as dishonourable, as untrustworthy as their so-called commander in chief.

    Sunday should be the opportunity to express the sentiments of majority of the Filipinos.     In fairness, he’s asking a question and perhaps needs enlightenment but how can anyone be so sure that with a unicameral parliamentary system, the Philippines would have a chance to develop into a “kinder, more cohesive and gentler Philippines?”

    While he may be right to think of ways and means to solve one of the biggest political impasses that’s faced the Philippines these last few years, I believe he is being obtused by not looking at the greater picture: the issue is not quite the system change but the politicians involved in changing the system, Gloria and her corrupt political dogs.

    I believe Ducky Paredes should be reminded that there is a great probability that the system will not provide for a kinder, gentler, etc. Philippines if the system changed is effected by this bunch of politicians and using the manner they use to effect that system change, i.e., debate-less fashion, ramming the issue in the throats of the electorate a few months before election time, ultimatum, etc., makes the whole project even more questionable.

    I am beginning to be suspicious of what motivates Ducky Paredes to write as he does today, not because I am anti-Gloria but I had hoped for a more sober, more balanced, well-thought of approach coming from one who in the past was one.

    Cha-cha to be revived right after ’07 polls — Palace

    As President Arroyo remains confident that her political allies will dominate the 2007 polls and subsequently gain control of both Houses of Congress, which could most likely result in the blocking of all moves by minority lawmakers to impeach her, a Palace aide yesterday revealed the Chief Executive’s plan to revive the Charter change (Cha-cha) agenda after next year’s electoral exercise.

    During a radio interview, presidential chief of staff Michael Defensor said the Arroyo administration is seriously studying the possibility of reviving Cha-cha right after next year’s polls as it believes that by then, the public’s heart would have changed in favor of the administration’s plan.

    Well-placed sources in Malacañang earlier told the Tribune that one of the reasons Mrs. Arroyo has been pushing Cha-cha is for her to escape the yearly impeachment complaints being filed against her at the House of Representatives.

    The source said once the 1987 Constitution is amended, Mrs. Arroyo would no longer be held liable for alleged offenses committed in the past.

    Defensor stressed Mrs. Arroyo has not closed the door on Cha-cha despite her earlier move to back down from the issue in view of the mounting street rallies against the move.

    He admitted that it is hard to talk about Cha-cha at this time as there are different sectors and institutions that have expressed opposition to the plan.

    Defensor also said the administration is praying that the opposition would give the best Christmas gift to Mrs. Arroyo—“temporary silence” on the Cha-cha issue.

    Even as the Chief Executive backed down from the move to amend the Charter, anti-Cha-cha groups held a two-hour protest late yesterday afternoon along Ayala Avenue in Makati City not only to warn Mrs. Arroyo against amending the Charter but to show that the “silent majority has spoken.”

    Makati Mayor Jejomar Binay led the protesters at the rally near the Ninoy Aquino Monument in Paseo de Roxas, which he said was a prelude to a more massive rally on Sunday to be spearheaded CBCP.

    “This is not just a warning,” former Sen. Ernesto Maceda said, adding “even the silent majority has spoken.”

    “The way this (series of protests) is moving… this is the beginning of the end,” he said. Maceda noted they had long asked members of the middle class to join mass actions but had consistently declined.

    “But they are finally here…talking in the streets…the (Cha-cha) has not merely outraged people but has scandalized the silent majority,” he pointed out.

    The protest was without incident with the protesters dispersing peacefully at a little past 7 p.m.

    Meanwhile, the influential business group Makati Business Club (MBC) has also expressed opposition to Cha-cha, saying it will support the Catholic Bishops Conference of the Philippines’ (CBCP) stand on the issue.

    MBC chairman Ramon Del Rosario said the CBCP’s rally to be held on Sunday (Dec. 17) already tells the government that it cannot change the rules midway in its term. He added the protest rallies against Cha-cha being held by various sectors including the CBCP show an expression of disgust over the Cha-cha idea.

    Del Rosario, however, stressed the MBC is not totally against amending the Constitution but “it has to be done the right way and at the right time.”

    Earlier, the MBC appealed to the Arroyo administation to focus on other important issues that need to be addressed before the 2007 elections instead of pushing Cha-cha.

    “We would like to join the appeal for the administration of President Arroyo to put Cha-Cha aside for now and affirm the certainty of the 2007 elections as soon as possible,” the MBC said.

    With the recent decision by the Supreme Court (SC) affirming its rejection of the proposed people’s initiative (PI) to effect Cha-cha, the business community said it is now seeing brighter prospects for the country’s economy.

    MBC pointed out while “technically, the decision dwelt only on the legality of the PI, a reading of its full text conveys to us the clear impression that the SC is cautioning us against the grave threat the current attempt to change the Constitution poses to Philippine democracy.”

    Aside from members of the opposition and known Arroyo critics, her second in command, Vice President Noli de Castro is alleged to be among those who heaved a sigh of relief with the administration’s decision to drop Cha-cha moves at this time.

    Senate President Manuel Villar Jr. said De Castro who is known to be against Cha-cha at this time, was most likely, elated by Mrs. Arroyo’s decision.

    “He’s probably delighted upon hearing the news because the convening of a Con-Ass (Constituent Assembly) had completely fizzled out. We all know that this would not do him good. Most likely, he’s pleased with what’s happening,” Villar said in an interview.

    De Castro, should the government shift to parliamentary system is bound to be among those to be affected as the post of the Vice President would be “wiped out” since the leader of the country would be the prime minister with the president serving as a figure head.

    Needless to say, De Castro did not intend for his term to be cut-short when he ran for the post in 2004 when he still had three remaining years in the Senate, having been elected as a member of the chamber only in May 2001.

    Villar insinuated De Castro is further eyeing political plans in the future, saying the Vice President “knows how to get the pulse of the public and knows how to ‘read’ it.”

    “He (De Castro) immediately sensed that the people are against it (Cha-cha),” he said.

    In a related development, Villar yesterday proposed that the government might as well consider the idea of holding a referendum simultaneously with the 2007 polls to get the people’s view on such a very delicate issue as Cha-cha.

    Villar welcomed Mrs. Arroyo’s decision to drop her Cha-cha agenda, in the face of overwhelming public protests.

    He said it was good that the President woke up to reality that the people are against Cha-cha at this time.

    “It’s a good thing that the President came abreast with the reality that the people do not want any tinkering with the Constitution at this time. With this, we can now move forward and expect things to return to normal,” he said.

    Villar added with only a week of session left for Congress before it adjourns for Christmas break, “time has run out for Cha-cha or any similar proposal.”

    “It’s Christmas time and there is no more time to amend the Constitution before the May 2007 elections,” he said, adding the Senate committee on constitutional amendments headed by Sen.     Con-Con still alive at House

    THE House will continue deliberations on proposals to convene a Constitutional Convention unless President Arroyo tells them to stop.

    Majority leader Prospero Nograles said he thinks the President was not quoted properly when she said Thursday that time is not ripe for charter change.

    “She is still for charter change,” he said.

    Arroyo said her administration is leaving it to the people to decide on when and in what manner political reforms should be undertaken.

    Rep. Constantino Jaraula (Lakas, Cagayan de Oro), chair of the committee on constitutional amendments, said the scheduled hearings on Con-Con would be less divisive than the discussions on the Constituent Assembly (Con-Ass).

    The House on Thursday voted to archive Resolution 197 which called on all members of Congress to propose amendments to or revision of the 1987 Constitution without the participation of the Senate.

    Jaraula said he respects the President’s opinion because “she has a larger view of the political panorama.”

    He said he will continue his advocacy for change “so at the proper time, one cannot claim that it’s not deliberated or debated.”

    Jaraula also conceded that the resolution for Con-Con is unlikely to be approved in the 13th Congress.

    He said the committee meeting scheduled for Tuesday to tackle the resolution could be cancelled due to lack a quorum because congressmen would be busy attending Christmas parties.

    Rep. Roilo Golez (Ind., Parañaque) said it is time for Jaraula’s committee to “cease and desist” from holding a hearing on Con-Con measures because it is the same committee and membership “that maneuvered the ‘final push’ for Con-Ass.”

    “It’s the same committee where no-el (no election) was scratched last January but resurrected in the final push last week with Resolution 1285 that it illegally attempted to report out instead of Resolution 1230,” he said.

    Golez said the committee “must first be organized before it is allowed to hear, if at all, the Con-Con measure.”

    Resolution 1285, authored by Rep. Prospero Pichay (Lakas, Surigao del Sur), proposes that elections be postponed until November.

    Golez said Jaraula’s panel “is the same committee that abdicated its role to Rep. Luis Villafuerte (Kampi, Camarines Sur) who, from out of the blue, reported out the now infamous Resolution 1450 (calling for the convening of Constituent Assembly).

    He warned that since the amended Section 105 of the rules “is still alive and not rectified, anything dastardly can still happen with the same bunch manning the committee.”

    Section 105 was amended by the majority to allow plenary discussions on Cha-cha resolutions without undergoing the normal process of enactment of bills.

    RECALL CON-ASS RESO

    Rep. Rolex Suplico (LDP, Iloilo) said Resolution 197 must be “buried properly” since it is still “dangerously alive, contrary to what the Palace and its House allies stated.”

    “A ‘live’ resolution cannot be sent to the archives. It has to be killed first, by recalling it, before it can be sent to the archives, the House cemetery, for burial. We have to recall Resolution 197 in order to kill it,” he said.

    As “added security,” Suplico said the House should restore Section 105 of the House rules before archiving Resolution 197.

    “If House rules are not followed, a ‘live’ Resolution 197 can be resurrected at anytime. Again, the Palace and its cohorts are engaged in double-talk,” he said.

    ENTOMBED PROPOSAL

    Senate minority leader Aquilino Pimentel said he would oppose any revival of the “entombed” Con-Ass proposal as long as President Arroyo remains in power.

    He said the decision of the House majority to archive the Con-Ass resolution after Arroyo conceded that charter change is a lost cause should enable lawmakers to concentrate on legislation for the welfare of the nation.

    He said the people have become cynical about moves to amend the charter because they have seen how Arroyo, Speaker Jose de Venecia and the administration congressmen took advantage of their positions to pursue charter change to prolong their stay in power and ensure their political survival.

    He said the administration’s efforts to install a unicameral system through a People’s Initiative or Constituent Assembly crumbled because the people were outraged over the way the President and her legislative allies employed naked power to trample upon the constitutional processes and to defy the sovereign will just to get what they wanted.

    “The people saw through the self-serving motives of power-wielders and their cohorts in pushing for charter change,” he said.

    Senate President Manuel Villar proposed the holding of a referendum simultaneous with the May 2007 to get the people’s view on amending the Constitution.

    He said questions on whether voters are in favor of changing the Constitution and on what mode they prefer should be included in the ballot. – With JP Lopez

    The tragedy of Joe de V

    The most pathetic, sorriest looking figure that emerged from the ruins of the ill-fated Con-Ass was Speaker Joe de Venecia. None, to be sure, deserves less of the lashes he has been getting. From media, from the militant groups, from the religious sector, from every radio commentator and his uncle, from every Juan, Pedro and Jose who feels his day is not complete unless he sends anti-Joe de V text messages to all radio talks shows. Joe de V’s fault? For being the face of that blasted, despicable Con-Ass.

    Joe de V is a consummate politician whose contribution to the shaping of post-Edsa political society cannot be ignored. He is full of ideas about how the country can move forward and achieve optimum progress. Which he articulates, to most people’s amusement, in soaring, grandiose, hyperbolic language. To Joe de V no event no matter how ordinary is just an event. It is a historic event. No initiative or more no matter how common place is just a move. It is a dramatic move.

    Joe de V, I would say, is the cleverest politician in town. He has to be. Cobbling a bunch of politicians of divergent interests, persuasion and ambitions into a rainbow coalition and keeping them on leash is a feat only a man of extra-ordinary smarts and persuasive skill can pull.

    Yes, Joe de V is a total package all right. Aggressive, imaginative with a gift of gab, and meticulously discerning, no way the craftiest of snake oil salesman can pull a fast one on him, or sell him a bill of goods. Which is why I haven’t stopped wondering how in tarnation did a politician with briefer experience than him in the rough and tumble game of politics like Gloria Macapagal Arroyo manage to get him to lead the Cha-Cha charge via Con-Ass that would litter the halls of congress with dead principles and bring the country dangerously close to civil strikes?

    A friend who is an old hand in political intrigues painted to me an interesting scenario. GMA and Joe de V had a secret meeting in an undisclosed place. The dialogue went like this:

    GMA: “The Cha-Cha train is not moving fast enough. In fact it is not moving all. What’s the problem?”

    JDV: “The Senate would not cooperate. I have tried all kinds of tricks, promised the senators the moon, the stars and the head of Joc-Joc Bolante but still they would not budget. All this talk about abolishing the Senate has put the heebie-jeebies on every one of them and now they are talking that Cha-Cha would pass only over their dead bodies.”

    GMA: “And so you have given up? There goes your dream of becoming Prime Minister huh?”

    JDV: “Well, that’s the way the cookie crumbles and the ball bounces and the pork barrel rolls. The country simply has no choice but endure the dramatic impact of missing a historic opportunity of seeing me as Prime Minister.”

    GMA: “That’s the trouble with you, Joe, you don’t have the fighting instinct of a woman. Look at me, I have been threatened with People Power, coup, impeachment andyan pa rin ako, naka remache sa trono! Why? Because I fight. And I use my brain.”

    JDV: “So what do you advise me to do? Follow your lead and use the power of the purse to get everyone to support the Cha-Cha including the senators?”

    GMA: “No, no, no,,,,,forget the senators. Magsasayang ka lang ng oras at pera sa mga iyan. Here’s what you do, call for a Con-Ass minus the participation of the Senate. You have the numbers don’t you?”

    JDV: “Y.y..yeah, sort of”.

    GMA: “Well pass a House resolution calling for a Con-Ass…”

    JDV: “The Opposition would raise hell…”

    GMA: “Stop interrupting me…Pass a resolution calling for a Con-Ass, if the Opposition and whoever try to block the resolution, ram it through anyway, what do you have the numbers for it you can’t have it your way on this issue?”

    JDV: “Wel.l.l…”

    GMA: “What are you hemming and hawing about? Do you or don’t you want to become Prime Minister?”

    JDV: “Ok we’ll do it.”

    GMA: “That’s the spirit. Now, a word of caution, be sure, be absolutely sure that my name is not linked in any manner, shape or form with this Con-Ass initiative, got it?”

    JDV: “Why not? Our stand would be greatly reinforced if it carries your explicit imprimatur.”

    GMA: “Basta, keep my name out of it. Officially and publicly, I have nothing to do with Con-Ass plan sans the participation of the senate, you hear?”

    JDV: “So when we unwrap the Con-Ass initiative and are met with public applause I’ll get the credit, is that it?”

    GMA: “Of course!”

    JDV: “And when all hell breaks loose because the public is scandalized by the manner the Cha-Cha is being pursued, I’ll get all the flak?”

    GMA: “Do you or don’t you want to become Prime Minister?”

    The scenario painted to me by my friend does give me new insights on the Cha-Cha-Con-Ass affair. The clear conclusion is that GMA has put one over Joe de V. so that while Joe de V hangs up there twisting in the wind and absorbing all the flak generated by the aborted Con-Ass, the brain of the despicable move its serenely in the Palace dispensing motherhood statements about the need for the nation to unite, to forego changing the constitution until better and more propitious time.

    And that’s the tragedy of Joe de V. Smart and astute as he is, he failed to see through the Machiavellian moves of GMA. Perhaps he should in the future get inputs from advisers other than those he now maintains.

    Anna, I do not read Ducky Paredes column anymore, but i used to before. It became evident to me that he has changed tune since about the middle of this year. He had withdrawn his punches to you know who, so i lost interest in what he says now. Same with Jim Paredes, his Apo brother, who after migrating to Australia saying it was for good, suddenly denied saying it and came back to the PHil for some job offered by people close to the Pidals. In short, both of them turnedcoats.
