Gloria Arroyo’s (un)realities

Five days after she backed off from Charter-Change, Gloria Arroyo again made another turn around and said her adminisitration will pursue Cha-Cha with “urgency and fervor”.

She unveiled her new plan as her “realities” in a speech at the Asian Development Bank.

Following is her statement issued by the office of Press Secretary Ignacio Bunye:

There are three realities we face as a nation: one, that the people accept the need for Charter change to overhaul the system; two, that there is a need for a unified national consensus on the means and timetable; and three, that this is a platform commitment of the administration that will be pursued with urgency and fervor.

These realities will continue to shape our actions for the better future of the Philippines—working closely and inclusively with all stakeholders and institutions; observing transparency; and backing up the entire process with a strong economy, social payback and values programs.

This is a matter of paramount national interest and our leaders must all rise to the challenge.

  2. This is the problem when not being firm with this fake, I compare her to my pet dog, sometimes I tell him how I expect him to behave and sometimes he will follow the rules and sometimes not. But he will always follow the rules once he has had a kick in the ass. A chance to do this was missed last Sunday, now we suffer.

    See!!! that’s how our gloria thinks!!! it really stinks up to the heaven!!!! We really never learned from her. Remember in the odd morning of 30 December 2002, when she decalred that she will never run/seek election for the presidency??? what happen??? she did break her announcement, didn’t she??? the fertilizer scam??? she said that she will not meddle in the investigation of the fertilizer scam, what did she do??? she ask the joke to leave the country immediately. The Chacha, didn’t she said that she will not have a hand in the chacha pushed by her minions in the LOWER house, she even called them for a caucus in that fateful day before the pro-gloria TONGressmen rammed in our throat in the wee hours the con-ASS??? later on with the wrath of the people she bcaked-off and even ask her minions to junk the con-ASS. Now she is telling us that the chacha will be pursued after the election??? I say this, with gloria at the helm and her minions just lurking in the dark, definitely, they will push for chacha for round 2.

    I say, let us stop this and put an end to it by REMOVING HER FROM OFFICE. TAMA NA SOBRA NA!!!!!!! PATALSIKIN NA NOW NA!!!!!!

    The only way that people will support chacha (in case) is for gloria, noli and the others to resign first, that way we can really tell what and who the people really want. If we include the referendum for next year’s election, fine by me, as long as gloria is out of the pictures, in that sense we can say that gloria has no hands in chacha and that real voice of the people are really listened to.

    hunghang talaga itong dwendeng itim na ito na nagpapanggap na presidente ng pilipinas! anong transparency ang sinasabi nito? iyong pigilan nyang mag-attend sa mga pagdinig sa senado ang kanyang mga kabinete? anong strong economy? kaya lang naman hindi tuluyang lumulubog ang bansa dahil sa perang padala ng mga OFW. hala nga! subukan nating tigilan ang padala ng remittances kung hindi tataob ang ekonomya paglipas ng isang buwan.anong social payback? imbes na bigyan ng kabuhayan at pagkain ang naghihirap na taumbayan, pamamaslang at pagkitil sa pantaong karapatan ang isinusukli nito. at anong values programs? meron ba nito ang mga kagaya nilang magnanakaw, sinungaling, at mamamatay tao?
    ano kayang nilalaklak ng mga ito at nawalan na yata ng bait sa sarili!

    Mrs. Gloria Arroyo speaks with a forked tongue when she backed-off charter change. The realities facing Gloria Arroyo are her questionable mandate, failed leadership, unrealistic economic projections, imaginary success to stop graft and corruption, exaggerated job creation, fantastic economic gain and the defeat of administration candidates in May 2007 elections. In fact, she lives in the world of fantasy called Gloria Enchanted Kingdom. The charter change is a platform commitment of the GMA administration to fool the people, national patrimony sell-out to the foreigners, false hope and stay in power beyond 2010. Majority of the Filipino people want Gloria Arroyo to be ousted. She cannot be trusted and has no credibility pertaining to transparency in her administration. It’s the best interest of the country if she resigns peacefully.

    Speaking out for truth and justice is the heart of Christmas.

    There is more to Christmas than parties and parades. The birthday of Jesus Christ is a remembrance and celebration of what he brought into the world – the universal recognition and confirmation of the dignity of every human being and the need for all to protect and defend those inalienable God given rights.

    The Catholic Bishops Conference of the Philippines and most other churches stepped forward in this spirit to protect the constitution and the rights of all. They called massive prayer rallies throughout the Philippines a few weeks ago to protest the attempt by the Majority in the House of Representatives to convene themselves into a constitutional assembly and change the constitution. If not stopped they would have removed provisions protecting the ancestral land rights of indigenous people, give ownership of Philippine land and businesses to foreigners, and abolish the senate and change the present system to a parliamentary one. As the Congressional majority controlled by the president Gloria Macapagal-Arroyo, they would cancel scheduled election next May and perpetuate themselves in power indefinitely.

    Polling surveys show a majority of Filipinos oppose such moves and many are outraged at the brazen attempt to manipulate the constitution for their own benefit. The president is still assailed by questions as to the legitimacy of her election in 2004 and changing to a parliamentary system would give greater legitimacy to her staying in office even until 2010 and beyond.

    ´The Church cannot play blind, deaf and mute, to the sufferings that these issues have brought¡, said Msgr. Juanito Figura, The Secretary General of the Catholic Bishops Conference of the Philippines (CBCP). The Bishops are still reeling from the shock of allegedly being bribed by palace officials earlier this year at their annual meeting where they discussed on the possible impeachment of the president. Faced with the nationwide prayer rallies, the congressmen withdrew their proposal to convene the congress as a constituent assembly.

    The Church has to exercise it’s moral and spiritual leadership always based on the idea that how people live must also be the life that the church must live. Archbishop Angel Lagdameo, the president of the CBCP said the rallies were a religious response to a political situation. ´Our government needs to be prayed for¡. An editorial in a leading daily newspaper last 16th December said of the congressmen; ´it was their unthinking ambition and unbridled greed that brought the nation close to a constitutional crises. True words
    indeed.

    The corruption and graft of the multi-millionaire congressmen is strengthening left-of-center opposition. Washington neo-conservatives and big investors fear a shift to democratically elected patriotic left-of center governments as has happened in several South American countries. Social discontent here is stronger because of the poverty and the fact that the Philippine super-rich own 80 % of the wealth while 20 percent wallow in poverty. The military here say this unrest is communist inspired and the cause of corruption and injustice what they periodically issue ´red scare¡ alerts. This seems to activate the mysterious death squads that are killing over two hundred progressive journalists, lawyers and human rights workers and political critics of the regime all over the Philippines. Especially targeted
    are those that expose corruption and exploitation, their reports are censored too. We rescued victims of forced labor and human trafficking in the sugar plantation of a political tycoon a few weeks ago and the TV report that covered it has been quashed. The station producer cited ´legal¡ reasons, although there were none.

    The Catholic Bishop of Sorsogon, Autruro Bastes, has spoken out strongly against the murder of Human rights lawyer Gil Gojol and Crisanto Frivaldo, an opposition leader. The killings are to silence the people who are voicing legitimate grievances of injustice, he said in an interview. Hundreds of people have been assassinated in the last two years. Bishop Ramon Villena of Nueva Vizcaya has threatened to expose the masterminds behind the illegal gambling that is addicting parents who then abuse and neglect their children.

    Speaking out the truth, working against evil and injustice and replacing the sin in the world with love justice and social equality is what Christmas is about. The Kingdom of God is where justice is done, the poor have an equal share and no one suffers discrimination. That’s the path Jesus walked, the one we follow, and it began in a stable at Bethlehem.

    KAAKBAY CALLS FOR THE ABOLITION OF MWSS REGULATORY OFFICE
    Deplores approval of water rates increase by next year

    The Katipunan ng mga Anak ng Bayan All Filipino Democratic Movement
    (KAAKBAY) today called for the abolition of the Metropolitan
    Waterworks and Sewerage System Regulatory Office (MWSS-RO) for having
    miserably failed to serve and protect the interests of water consumers.

    KAAKBAY also deplores the approval of MWSS-RO of the resolution
    yesterday increasing the water rates of Maynilad Water and Manila
    Water starting January 1, 2007.

    MWSS-RO is allowing Maynilad, just reprivatized, to charge its 6.2
    million customers in the west zone an additional 48 centavos per cubic
    meter, from P32.51 to P32.99, and Manila Water to charge its 5.8
    million customers an all-in average tariff rate from P19.84 to P20.68
    per cubic meter.

    These amounts are exclusive of environmental, sewerage and maintenance
    service charges, and of the value-added tax.

    The reason for this adjustment, MWSS-RO said, is inflation allowed
    yearly in the concession agreements, such inflation adjustment
    primarily due to the increase in power rates and fuel costs this year.

    KAAKBAY Metro Manila Chairman Joel Tapia believes the adjustment is
    unconscionable because the concessionaires are taking advantage of
    inflation but not improving the water services they have agreed to
    provide the consumers. In fact, they are both below their water
    service targets.

    Tapia said that among the promises in 1997 of the MWSS privatization
    were lower and affordable water rates, uninterrupted water supply to
    connected consumers by year 2000, universal water supply by 2006,
    increased water pressure to 16 pounds per square inch (psi),
    compliance with the World Health Organization?s water and effluents
    standards by 2000, $7.5B in investments for new infrastructure, and
    $4B in income tax over 25 years.
    ?Why doesn?t MWSS implement these service level provisions and
    penalize the concessionaires and forfeit their performance bonds? If
    they can implement one provision of the concession agreement
    (adjustment due to inflation), why not implement the provision on the
    non-performance of the agreed levels of water service,? Tapia asked.

    KAAKBAY study reveals that today, water rates are up by more than 563%
    (Maynilad) to 750% (Manila Water); connection fees remain prohibitive
    at $96 (not pesos); there is still low water supply since the two
    concessionaires? service areas are only able to supply water for less
    than 21 hours a day; water pressure target is lowered from 16 psi to 7
    psi; there are still about 200 communities of about 4 million
    population remains waterless today; Maynilad has not paid its
    concession fees since March 2001, estimated to be P10B by end 2004,
    and has not paid its income taxes; Manila Water was given an extension
    of another year in tax holiday; additional two-year delay in water
    supply and sanitation targets – clear indications of failure in
    performance.
    In calling for ithe abolition of MWSS-RO, KAAKBAY said that the
    Regulatory Office must not be within the MWSS structure to maintain
    its independence from the MWSS and the concessionaires, otherwise MWSS
    and the concessionaire may join forces to bypass or get the RO to make
    biased decisions, like what it just did in approving higher water
    rates next year.
    Tapia believes that MWSS should at least have listened to the
    consumers before approving the said resolution.
    KAAKBAY is proposing for the establishment of an independent Water
    Regulatory Body like the Energy Regulatory Commission for electric
    utilities.

    The members of the proposed Independent Regulatory Body may have to be
    selected from reputable pool of public and private personalities,
    including representatives from water consumers. Its capability has to
    be strengthened with technical expertise, from international
    consulting and engineering companies if need be, to be able to study
    and decide on issues (such as on rates and taxes) and monitor the
    performance of the concessionaires. It has to adopt and implement
    stricter, stronger and effective provisions must be made to ensure the
    achievement of water supply standards and performance commitments.

  19. The answer of the Filipino people against this announcement by the ambitious Tarantada should be daily rallies here and there to let the world know that Filipinos are really that fed up with this bogus president.

    There should be a big demonstration during the ASEAN meet to make this protest againstg this bogus regime dramatic, and we’ll see if the crook will postpone the meeting of the ASEAN leaders again. Akala niya kasi lahat palagi niyang maloloko.

    Please madala na sana ang mga pinoy. This woman has been known for being a cry wolfer who has no credibility and no one should ever believe.     The reality is your mistress and commander is the stumbling block in the nation’s search for unity today. She should obliterate herself from the seat of power so that we may move on.

    Observing transparency? Until Gloria comes clean, to confess to every breach of the Constitution and the violation of the rule of law that she and her fatso husband have ever committed, you Toting have no moral right to even utter the word transparency in an official government context.

    Glueria is at it again, this is really one for the books. But this “change of heart” is already expected, I guess she will only do the obvious. Ano pa nga naman ang gagawin, survival niya ito.

    We only have to be doubly vigilant. Baka sabihin niya na majority of the people want change and chacha is no different.

    Result of a small Luneta turnout? Probably, because it sends a “comforting message” to glueria. That’s her perception.

    He said, however, he was not sure what specific new guidelines the bishops would give the people.

    Jojo Roble, a local official says it’s difficult to just ban the illegal gun making industry. A local resident said, there’s no job and gun making provides jobs.

    The illegal gun making industry in Danao has been going on for a long while now. There was no effort at all with local officials to find alternative industries to provide jobs for the locals, and they are stuck with an industry that could go pufff in an instant if the Government decides to close it down (not this impotent current one) in any reform that might or may come next. And those guns can go off accidentally when dropped. I was home in l998 when one of Danao made revolver caused tragic accident (or stupidity) when a neighbor taking the gradson off the grandma dropped the gun and killed the young grandma. They are not a smith and wesson quality nor the colt, but just the same, they are lethal…

It was a slap on the face of CBCP and the people. To me, it’s a direct challenge to Manalo and his INC. I now call on INC to stop supporting this world’s greatest liar! She didn’t even wait till the holiday season is over before making such an announcement. That call for Cha-Cha anew was a signal to his goons in the House to start resurrecting the dead plan. Didn’t I say JDV’s gang plans to do this after December 25? That’s it. But you know what? When there’s another outrage and another rally, she through her spokesman would again turn around and say she was misguoted by the media.

    Less than two days after the Church held their anti-ChaCha and Thanksgiving rally, the Immoral Treacherous One slaps their faces by saying she will still pursue Charter Change. What a big loud smack that made. The poor organizers and leaders held a Thanksgiving after being made to believe Cha Cha was dead and buried. But she resurrected it faster than the time it took for Jesus to rise from the dead.

    I hate to say this to the Church leaders, “We told you so,.”. But I’ll say it anyway, “We told you so.”

    Next time please don’t be naïve. Don’t obfuscate. You are dealing with the devil herself. You, of all people, should know this. You must address the devil by name when you deliver your message. You must be more specific in your commands, just as you would when you perform exorcism.

    Thrice you have dampened the rising momentum of the movements to oust the Evil One. Much was expected from you on those three occasions. But thrice you threw a damp towel on the people’s outrage, hopes and expectations.

    SWS survey: RP hunger at new record-high

    A Social Weather Stations (SWS) survey yesterday revealed that the proportion of Filipino families experiencing involuntary hunger at least once in the past three months reached a new record-high of 19 percent or an estimated 3.3 million households.

    The previous record-high incidence of household hunger was 16.9 percent, reached in both March and September 2006. The SWS said hunger has been at double-digits for the past eleven consecutive quarters, since June 2004.

    The SWS survey, conducted from Nov. 24 to 29 also found 52 percent of families reporting themselves as poor in general, and 40 percent reporting themselves as poor in terms of food.

    The study added hunger increased especially in Metro Manila and the balance of Luzon, with hunger rising by almost five points in Metro Manila, from 12.8 percent in September to 17.7 percent in November. It rose by three points in the rest of Luzon, from 14.7 percent in September 17.7 percent in November.

    Hunger rose by only one point in Mindanao, from 21.3 percent to 22.3 percent. It declined slightly in the Visayas, from 19.7 percent to 19.0 percent.

    According to the survey, moderate hunger, defined as households experiencing it involuntarily “only once” or “a few times” in the last three months, rose from 12.3 percent in the previous quarter to a new record-high 15.1 percent, surpassing the previous record of 12.9 percent in August 2005.

    On the other hand, severe hunger, defined as households involuntarily hungry “often” or “always” in the last three months, declined somewhat, from 4.6 percent in September to 3.9 percent in November.

    Moderate Hunger rose by over 4 points in Metro Manila (from 8.2 percent to 12.7 percent and in the rest of Luzon (from 10.3 percent to 14.7 percent). It rose by less than two points in the Visayas (from 13.7 percent to 15.3 percent) and remained steady at 17.3 percent in Mindanao.

    Severe Hunger went up in Metro Manila (from 4.6 percent to 5.0 percent) and in Mindanao (from 4.0 percent to 5.0 percent). But it declined in the balance of Luzon (from 4.3 percent to 3.0 percent) and in the Visayas (from 6.0 percent to 3.7 percent).

    The study also revealed that 40 percent of Filipino households consider themselves as poor based on the type of food their family eats. 27 percent put themselves on the borderline and 32 percent consider themselves as not food-poor.

    Household heads’ reports about poverty in general, poverty in terms of food, and hunger are internally consistent.

    In the survey, the proportion of households experiencing hunger in the past three months is 30 percent among the self-rated food-poor, compared to only 13 percent among the not food-poor and 10 percent among those on the food-borderline.

    The survey has hunger at 25 percent among the self-rated poor, compared to only 13 percent among the not poor and 12 percent among those on the borderline.

    It took less than 48 hours for President Arroyo to break her word, which was given shortly after the Catholic Bishops Conference of the Philippines’ (CBCP) held its anti-Charter change (Cha-cha)-cum-Thanksgiving prayer-rally that drew in only a tenth of the expected crowd of half-a-million people.

    Apparently, seeing that the public outrage has been dampened by the bishops who had given in to the Malacañang request for the CBCP to tone down the anti Cha-cha rhetoric and with the rally organizers who had hewed closely to the conditions imposed by Malacañang and its security forces not to allow any anti-government speeches and prohibiting politicians and other personalities from mounting the stage, among other prohibitions, Mrs. Arroyo showed that she had not backed down from Cha-cha, which she made clear yesterday to be alive, well and kicking.

    There has been no word from the CBCP on the reversal of the President’s announcement that she had backed down from the Cha-cha move prior to the rally.

    The bishops earlier transformed the anti-Cha-cha prayer-rally into a Thanksgiving Mass, after Mrs. Arroyo had announced that

    Cha-cha would no longer be pursued.

    But in her statement released yesterday, the President made it very clear that she has not abandoned Cha-cha and that this change will be pursued with “urgency and fervor,” as she claimed that “the people accept the need for Charter change to overhaul the system; that there is a need for a unified national consensus on the means and timetable; and three, that this is a platform commitment of the administration that will be pursued.

    It appears that Cha-cha will be fervently pursued by the President and her allies through the new people’s initiative which is preparing a “simple amendment” to the Charter: The establishment of a Unicameral Assembly, which is expected to be no different from the one-House Constituent Assembly (Con-ass) which the House claimed it had already archived.

    Reliable sources told the Tribune yesterday that the PI already has the nod of the Commission on Elections to set up booths for PI signatories on Dec. 26 to 28 and that the Comelec will be set to schedule a plebiscite by January 2007.(……)

    Yes Anna, don’t be surprised that this devil woman would invoke God’s name again. I failed to include that in my assessment. And as I mentioned above, it was more a slap on Manalo’s INC. After the visits of those four INC officials as reported, Gloria now breaks her promise. INC must now speak. INC must tell us what that meeting was and what they talked about. Otherwise, people cannot help but speculate that the meeting was not about Cha-Cha after all. It could be INC’s paying homage to the Queen.

    I know what Gaul is but didn’t know there was such a thing as “gaulish” Christmas.

    In French, it is called Noël, just plain Nöel just as it is Christmas in English just like they say Papa Noel in French and Father Christmas in the UK or Santa Claus in America.

    No such thing as Gaulish Christmas though (sounds like gougish to me, eeeek.)

    It’s true, the French ascribe to being of “gaulois” origin and remain to this day very Gaulois in spirit.

    For a bit of français and english combined, we know that there are of words in English emanating from the French language and a few of the old ones that start with letter “W” in English are actually “G” in French, eg., Wales, Pays de Gales (Prince of Wales is Prince de Gales in English), William the Conqueror is Guillaume le Conquerant, war although spelled differently as “guerre” in French, etc.

  66. No, Chabeli, the Great Switik has not won the fight yet. She and her lackeys are merely bluffing. Just look at her worried face in the pictures they have released in the past few days.
    On the other hand, the Filipino people still has to win their case against this fraud.

    My own experience in this kind of battle has taught me in fact patience and tenacity. The going may be slow but as Ellen has stated, “evil cannot triumph over evil.” This, I know, is true. And let us not be hasty as a matter of fact but go slow but sure.

    Prayer helps. Unfortunately, if God did not hear the prayers of the 150,000 who joined the rally last Sunday, surely it was because the said prayer rally was led by men whose prayers are unacceptable to the Lord, because they were deceitful. That prayer rally for instance was supposed to be a prayer meeeting to invoke heavenly intervention to remove all elements that wanted the Constitution changed, but the hypocrites prayed instead for the Great Switik, who had proved to be incorrigible a lot of times, to change!

    Nevertheless, it was a good start. At least, we know that there are lots of people who really would like the vain Switik to step down. Filipinos should continue the fight and not feel hampered by the publicity that the Switik has won the day. She has not, for what they now resort to is publicity, mere propaganda!

  67. Come to think of it, Chabeli, what is happening in the world today has been long prophesied. Take the case of the world now being saturated with unrighteous and stupid leaders. We have a new PM for example in Japan. Abe still has to prove himself, but we surely did have a crazy one before him. We were in fact deceived although in some ways, Koizumi was far better than the bogus president of the Philippines. At least, when pressured, he knew how to give in as when he pulled out the Japanese troops from Iraq even prior to revelation that Bush made a mistake in attacking Iraq on pretext of the Al Qaeda, which the Iraqis in fact condemned then and now.

    God forgive us all for allowing these unenlightened and unrighteous leaders to thrive. It is a sign of the times. PATALSIKIN NA, NOW NA!

    You also said that “Prayer helps. Unfortunately, if God did not hear the prayers of the 150,000 who joined the rally last Sunday..” It could also be that this the season of Advent, and from what I know, prayers of Advent take precedence. However, I believe God will answer-whether with a YES or a NO-in His time.

    Having gone to the rally in Luneta, I did NOT at any moment pray for the “Great Switik.” What I prayed for was for guidance and discernment for the people on how to get rid of this horrible woman !

    I am pretty there were others like you who prayed the same thing. I did the same in fact. I was at our temple at the same time that they were saying the mass even by those hypocrites who call themselves “men of God.” I prayed for
    God to see it fit to remove the Great Switik soon, but in accordance with His Will.

    Our way is not God’s way. I have a feeling that if the Great Switik insists, her end will be much more tragic than the end of the Marcos regime. I pray though that it will not be bloody as many predicts. Dasal ko nga na wala nang mamamatay kundi itong Great Switik at ang asawa niyang halimaw. Even that I ask God for forgiveness for I would not like to pray for anyone’s death since it is not my prerogative to wish anyone that. I will leave that decision to God.

    Thaks schumey, well as i said before, a powerful politician ang kalaban ko, that’s the problem with us public servant/s, its either your with them or your against them, funny thing i just stand by my with my own, anyhow, thanks again and its not yet over. schumey, according to a friend of mine from the intel, intel report has it that the spouse of these politican is forming a private army of their own, maybe to protect the politician. But as a public servant i just said to disregard the report (for now) and to find out where it came from. again thanks schumey

  83. Bakit may naniwala ba kay Great Switik? Me, never! And if our premier now says, he is attending the ASEAN meeting after roaming Europe, it is not because of the Great Switik nor is he convinced that there still remains some sanity in the head of this Great Switik but to meet with the other ASEAN leaders to introduce himself, even perhaps, explain the new policies he has adopted like the creation of the Ministry of Defense that even Japanese fear will be the revival of Japanese militarism, nationalism and Bushido!

    Even when Japan is not a Southeast Asian country, the US expects it to take leadership in Asia, even as a US kagemusha (shadow), and it has a lot of interests at stake to protect. Abe’s attendance has nothing to do with whether or not he believes this crook. Surely, he would not wish to be identified with one unlike Koizumi, who will go down Japanese history not as a great politician but a crazy Elvis fan!

    As for the Great Switik, we shall all remember her undoubtedly as what she is—nothing but THE GREAT SWITIK!
