Marine faces court martial over distribution of Erap biopic

There is now a new crime in the Philippines: distributing DVD copies of movies Gloria Arroyo does not like.

Following is the report of Malaya’s Victor Reyes on the trial by court martial of first Lt. Artemio Raymundo for,believe it or not, sharing with fellow marines DVD copies of former President Joseph Estrada’s biographical movie.

And we are supposed to be a democracy!

THE staff judge advocate of the Marine Corps has recommended the trial by court martial of a junior officer for distributing copies of the former President Estrada’s biopic in videodisc.

Marines spokesman Maj. Ariel Caculitan said the recommendation against 1Lt. Artemio Raymundo of the Marine’s Field Artillery Battalion based in Fort Bonifacio is under review by Marines commandant Maj. Gen. Nelson Allaga. If approved, it will be forwarded to Navy chief Rear Adm. Rogelio Calunsag for approval.

Caculitan said the recommendation was for Raymundo to be tried for violation of Articles of War 96 (conduct unbecoming an officer and a gentleman), 97 (conduct prejudicial to good order and military discipline), and 64 or disrespect toward a superior officer.

Last September, information reached Marine officials that Raymundo was circulating among fellow officers Estrada’s biopic “Ang Mabuhay Para sa Masa.”

Raymundo’s immediate superior, Maj. Danilo Luna, told him to stop. But the junior officer ignored Luna and went on circulating the biopic which had been banned by the Movie, Television and Radio Classification Board from public viewing.

On Sept. 25, Luna again summoned Raymundo and informed the latter that he was being restricted to quarters pending a formal investigation.

Raymundo reportedly talked back to Luna.

The initial investigation conducted by Luna’s office recommended the trial of Raymundo for violation of the AW 64 only. Caculitan said the staff judge advocate added the cases of violation of AW 96 and 97. Caculitan said the charges against Raymundo were not for distributing the copies of the video disc.

“It’s about the disrespect,” he said.

    if the order was to stop an act which was not illegal, the order itself is an abuse of authority. an act cannot be disrespectful if the man was not barred by law to do it. its the same with an illegal order. a soldier cannot be forced to follow an illegitimate, if not illegal, order. last i heard, freedom of expression, within parameters prescribed by law, is enshrined in the constitution. thus, even a soldier, cannot be barred from watching a movie. so he should not be held liable for his refusal to follow an order stopping him from watching or inviting people to watch that movie. that goes against the tenets of our law. if anyone was breaching any law, if could be that officer who sought to stop the man.

    but what can we expect from the leadership anyway. nambababoy naman talaga sila ng batas natin. assuming, of course, na alam nila kung ano ang batas.

    Filipinos have lost a lot of their freedom under the tiyanak. No one can say anything against her because her goons will either jail you or kill you!

    I am not so fond of Erap either because nagmadali siyang nangurakot like there was no tomorrow. But if we only had a crystal ball, we would have seen that his successor is a million times worst than Erap was! At least under Erap, the poor had some blessings once in a while but under this tiyanak, the poor are invisible in her kingdom! Kaya nga 2nd world na nga daw and Pilipinas( only in her enchanted kingdom!)!

    So what if this soldier wanted to share with everyone what he thought was a movie worth viewing? It is sheer oppression to put him in jail. One of these days, tiyanak will be soldierless or if she would still have any one left, the good ones are put away. She will be left with the soldiers who obviously can not discern the good from the bad. In other words, mga “tuta” na lang.

    I am hoping that more soldiers should defy this tiyanak para matapos na siya and SOON, I hope.

    There is a proverb in Pilipino that goes like this, “Natakot sa sariling multo”! So what if the soldier has distributed the Erap biopic? Bakit natakot si Great Switik? Kasi guilty siya? You bet, she is.

    It is actually when I hear reports such as this kind of suppression of freedoms supposedly guaranteed in a democratic system that I thank God for helping me claim my right to be a Japanese instead of being a Filipino, not that I don’t have any affection for the land of my birth. At least, in Japan, we can still enjoy our basic rights, even the right to choose a good leader.

    Over in the Philippines, Filipinos do not even have a choice between good and evil, but only between two evils and they are deceived to think that one is lesser evil than the other.

    Kawawang bansa! My condolence to all Filipinos for allowing a vain switik to lead them! PATALSIKIN NA, NOW NA! HANGGANG KAILAN BA MAGTITIIS ANG MGA PINOY! KAWAWA NAMAN!

    GSIS says pensioners without eCard risk payment suspension

    The Government Service Insurance System (GSIS) said all old-age pensioners should enroll the eCard now or risk suspension of their pension payments starting Jan. 1, 2007.

    The GSIS announced that starting the very first day of the new year, it will no longer issue checks for the pension payments of old-age pensioners. Instead, the pension will be electronically credited to the Union Bank ATM account of the eCard.

    Their monthly pensions will be credited in the eCard account every first day of the month thereafter.

    “We’re now calling on all our old-age pensioners to enroll immediately in the GSIS home office or any GSIS servicing office closest to them,” said GSIS president and general manager Winston Garcia. “This will be crucial since starting next year, we will no longer issue checks for pension. It will be released only through the eCard.”

    The pension payments can be withdrawn in any of the 6,000 Bancnet, Megalink or Expressnet ATMs nationwide.

    The GSIS also emphasized that pensioners can avail of their hospitalization benefits only through the eCard.

    Pensioners who need to avail of the benefits under the GSIS Hospitalization Support Program (GHSP) will have to show their eCard to the staff of the partner hospitals of the GSIS under this program as the card serves as a hospitalization discount card.

    GHSP partner hospitals include the University of Sto. Tomas Hospital in Manila, capitol Medical Center in Quezon City, Lorma Medical Center in San Fernando, La Union, Perpetual Help Succour Hospital in Cebu and the Angeles University Foundation Medical Center in Pampanga.

    Launched in 2004, the GHSP entitles beneficiaries up to 50 percent in discounts from the GSIS partner hospitals. It works like an exchage deal between the GSIS and partner hospitals, wherein the GSIS acquires and lends medical equipment to selected private medical institutions.

    In return, the hospitals provide discounts to GSIS members. The equipment remains property of the GSIS while the hospitals are tasked to maintain them.

    Under the GHSP, active GSIS members and old-age pensioners get a 30-percent discount on room rates, medicines and supplies and a 10-percent discount on doctors fees, on top of their PhilHealth benefits. They also get up to 40-percent discount on other medical procedures.

    More important, GSIS members and pensioners get a 50-percent discount when using the state of the art medical equipment provided by the GSIS.

Over in Japan, made of plastic na ang card namin ng aming mga social security, pension plan, etc. Mawala man, nakarehistro at naka-input sa computer. Kaya kung mawala ang card ng isang wannabe pensioner, madaling ma-trace. Kaya ano ang mga kalokohang sinasabi sa balitang ito, Mrivera! Golly, pati mga ahensiya ng gobyerno, magnanakaw? Ano iyan?

Today, headlines in Canada’s largest daily the Toronto star announced the arrest of 6 individuals on top of those already arrested and jailed and more arrests are expcted. The difference though, it might take a few year (three years investigation on this one) but the Police, the Anti-Fraud squads usually get their bad guys:

    The former campaign chair for two Toronto mayors and a provincial health minister faces fraud and bribery charges in connection with the misappropriation of federal government grants.

    John Danson, 60, a long-time Liberal party activist and campaign manager for mayors Mel Lastman and June Rowlands, is one of six people arrested in the past week in an ongoing police investigation of grants obtained from the former Human Resources Development Canada.

    Danson was also Tony Clement’s campaign manager and fundraiser in his failed bid for the leadership of the provincial Progressive Conservatives. Clement, who is now federal health minister, was Ontario’s health minister at the time.

    Danson, a self-described training expert and communications consultant, is the son of Barney Danson, a former defence minister in Pierre Trudeau’s cabinet. The younger Danson managed June Rowlands’ campaign in 1994 and did the same for Mel Lastman three years later.

    The arrests announced by the Peel Region police fraud squad yesterday bring to 27 the number of people charged in the three-year investigation. Several of those charged have been convicted or pleaded guilty.

    Police allege that HRDC was defrauded of more than $3 million between 1999 and 2004 using false invoices, overbilling and bribes to obtain approval for projects.

    The Peel police investigation has centered mainly on an HRDC centre in Mississauga.

    Money that was earmarked for training programs and skills development was allegedly diverted through a variety of schemes and payoffs, police say.

    The charges against Danson relate to his time as director of the Quality and Continuous Improvement Centre, a not-for-profit training arm of the Peel District School Board.

    The investigation was started in the wake of the so-called “Billion-Dollar Boondoggle,” after the auditor general’s report in 2000 found the federal department had handed out almost $1 billion in grants with little or no accountability.

    The ensuing outcry eventually cost then human resources minister Jane Stewart her job. The federal department also got a new name and is now known as Human Resources and Social Development Canada.

    The HRDC was a mammoth $60-billion-a-year operation that was responsible for about half of all federal spending. It managed a wide range of social-assistance programs, such as employment insurance claims, and applications for Canada Pension Plan and Old Age Security benefits.

    “We really can’t get into details because the investigation is ongoing and we anticipate there will be more arrests in the near future,” Det. Bob Lundy said yesterday.

    “We’ve been at it for three years and we’re still full steam ahead.”

    The courts have already dealt with many of those arrested earlier in the probe.

    In August, Joan Rowe, a former project manager of an HRDC office in Mississauga, was sentenced to 28 months in prison after pleading guilty to defrauding the federal government and accepting secret commissions.

    Agustin’s stunt took place Thursday at the set of “Media In Focus,” a talkshow hosted by television journalist Cheche Lazaro at ANC. Agustin and Constantino were guests.

    The program’s theme for the episode was “Hotheads of the Press,” which was in relation to the Agustin’s dousing of cold water on Constantino during the December 9 press conference of the administration congressmen.

    Agustin asked Constantino to do the same when they faced each other during the program. Constantino refused.

    The activist’s refusal to take action prompted Agustin to pour a bottle of mineral water on himself.

    During the gathering of lawmakers led by Speaker Jose de Venecia at the Dusit Nikko Hotel, Constantino, who was in the audience, stood up and spoke against the administration backed-proposal for Charter change.

    Cooler heads tried to intervene while hotel security officers led Constantino, a son of historian Renato Constantino Jr., out of the venue.

  41. Apoy, Erap’s biopic was not illegally produced. It was banned for public viewing by the MTRCB. But Raymundo and friends were going to watch it privately.

    Luna said Raymundo’s offense e was not for viewing Erap’s film but insubordination. This is another case of duplicitous talk or doublespeak.

    Raymundo was confined to the brig because he was seen distributing Erap’s DVD. That was an illegal order because nothing in military rules says about prohibiting sharing DVDs. When Raymundo protested the illegal order, that’swhen he was slapped with insubordination.

    I’ve been producing copies of the Erap biopic after obtaining a permit to do so, and have sold a hundred. The producers have given me permission to do so, and so I am not breaking any of our laws regarding copyrights, etc., neither am I breaking any Philippine law.

    For me, the word of a bogus president is not something I am apt to obey and follow. I can challenge such in the court in Japan especially as a matter of fact. Besides, being in Japan, I am not under the jurisdiction of any ruling especially by a bogus president.

    I have set aside some of the profit for charity and for our Anti-Bogus President (Patalsikin Na) Movement in Japan. I have distributed copies of the biopic also to the Japanese media that hopefully they will show someday when the Filipinos are able to gather enough courage to defy the military and the police there who are still playing stupid by protecting a bogus president, which is definitely amazingly unbelievabe as far as I am concerned, for over here in Japan, no one can be above the law, especially not one who has not been duly elected by the majority of the people, and one who does not butt an eye in stealing and telling lies!

    Nakakaawa naman ang mga sundalong sinasapawan ng mga sipsip sa AFP na walang integrity dahil sa mga mandarayang katulad ni Assperon. Ang sipsip ng mamang ungas na ito.     Pero may bagong job opportunities ngayon para sa mga jobless na ayaw mamatay sa gutom — ang pumatay para mabuhay o maging gun for hire.
